That building has been built in 1974 and not in 1989. Moreover there are only 34 floors (counting the ground floor) and not 38 (Well, that's less important).
I live really not far from that tower and I don't find it pretty personally. They've restored only the Congress (south end basement) part of it and not the Hotel (the Tower). I think that mix between 70's Architecture and 2000's architecture isn't really pretty. According to me, they should remake the whole tower outside's appearance. For instance, they could hide the concrete with white pavements, I don't know. This is just an idea.
I've rated it 5/10. But it would certainly be 7 or 8 if it was entirely restored, and not only half-restored.
