add na lang migs ang sagay seaport...there is already a proposal to link sagay city to the western nautical highway all the way to batangas port.

and correction lang migs, ilog is the first capital of buglas (negros island) and siquijor. himamaylan became the second capital before it was eventually transferred to bacolod city. so, ilog and himamaylan boasts of being the first two capitals of negros island and siquijor while bacolod city became the capital of a divided island on the occidental side.

Economic and social developments are seriously pursued in San Carlos City following a framework provided by a master development plan.

The master plan is carefully and expertly prepared by a group of reliable planning consultants led by Urbis Philippines, Inc. whose expertise ranges from industrial design and development, marketing, infrastructure development, environmental planning, social development, land use, institutional development and tourism. The plan puts into proper perspective development priorities and serves as the city's road map of development that shall guide both public and private sectors in pursuing development programs in the next 20 years beginning year 2000 that are in tune with the city's vision.

While other development plans focus development in the urban areas, San Carlos City's Master Development Plan (MDP) includes the economic and social development of mountain barangays into rural growth centers or secondary urban growth centers considering their rich agricultural and forestry resources.

The San Carlos Development Board, Inc. (SCDBI), an independent non-profit foundation composed of reputable leaders from local government, the private sector, local non-government organizations and the community, will coordinate and promote all aspects of the master plan to ensure its effective and efficient implementation.

San Carlos City tries to set itself at the center of the Visayas Julio Ledesma IV sounded very convincing as he presented early this year among a group of Filipino and Singaporean businessmen exciting developments in San Carlos City in the province of Negros Occidental. Why shouldn't he be? The representative from the first congressional district of Negros Occidental is talking about the San Carlos Corridor Development Plan.

The objective of the plan is very ambitious. The government wants to promote a new growth center and develop a 45,000 hectare agro-industrial zone with an integrated satellite micro-city to serve as a gateway linking the capital cities of the Visayas. This certainly is achievable in San Carlos City which is situated in the northeastern coastal plain of Negros Island. The city is also located at the crossroads between the cities of Cebu, Bacolod, and Dumaguete. It is just a two-hour ride from Bacolod City, less than three- hour ride from Dumaguete City, and 2-1/2 hour boat ride from Cebu City.

With a total land area of 42,418 hectares, San Carlos City is the ideal migration center for those who want to get out of the overcrowded and urbanized centers of Manila and Cebu.

The Infrastructure
Power supply is not a problem in the city as this is currently being sourced from the Palimpinon Geothermal Field in Dumaguete and is distributed by VMC Rural Electric Service Cooperative, Inc. The city itself has a power substation providing 10 megawatts. The city sources its water from 17 rivers and 28 springs while private water pumps in the city proper number 108. The city waterworks now provide 1,000 gallons per minute (gpm) which cover 90 percent of the city's present needs. Plans are also underway to tap some 7,000 gpm from the water-rich mountains. A water reservoir will also be constructed to ensure sufficient water supply.

Telecommunication facilities are provided by SACATEL, the local franchisee of the Philippine Long Distance Telephone Company. It provides the city with 800 existing telephone lines that provide national and international direct dialing services. Islacom, Inc., on the other hand, has installed new lines, including fiber-optic cables, to make available about 5,000 new lines this year. Cellular phone capability is currently being provided by Smart, Inc. Not to be left behind in the latest information technology trends, Mosaic Communications provides Internet connections for local residents and businesses.

For businesses that need port services, the city has a commercial port for ferries plying the Toledo-San Carlos route and for inter-island vessels carrying both cargo and passengers. The Philippine Ports Authority has allocated P240 million for the expansion of the city piers and the construction of a one-hectare container yard. Additionally, the San Carlos Milling Company has a deep-water wharf which can accommodate ships of more than 10,000 tons for both domestic and international transport.

The city has also one of the best road-networks in the country. It is linked to Bacolod and Dumaguete through the national highway system. This will be enhanced with the construction of a new highway, the Negros Trans-link Highway, which will cut to half the road distance to Bacolod, or by 80 kilometers. These roads have also opened up thousands of hectares of previously inaccessible agricultural lands at an elevation of 3,000 feet above sea level.

Business District
The private sector is in the process of creating a new central business district in the 100-hectare master-planned San Carlos City Center. This district will have a business park, a residential subdivision, a commercial center, and a cultural and sports complex. The Gaisano Group recently purchased a 12-hectare property in the district with the aim of constructing a shopping mall complex. The first phase of the residential subdivision has been completed and has already been sold out.

The city will soon be the site of a state-of-the-art industrial and warehouse park for agro-based and light industries. This industrial estate will be located on a 350-hectare property just three kilometers north of San Carlos. The estate will have three modules - a warehouse park to be located beside the feeder airport; a light industry subdivision; and an integrated managed business park which shall include all ecozone components.

Tourism, Agri, and More
With plans to come up with a tourism estate, local residents can expect more opportunities for them to come up with small businesses. The tourism estate will have world class resorts, a health spa, a golf and country club, and retirement villages. All this will be centered around an existing nature-enhanced, manmade lake located on a 1,000-hectare property some 14 kilometers south of the city.

The government will also exploit the city's large span of agricultural lands, particularly those in Prosperidad. The highlands offer 25,000 hectares of agricultural land with rich volcanic soil made accessible by the Negros Trans-Link Highway. Located at 3,000 feet above sea level, the highlands present opportunities to venture into high-value crop plantations and flower, fruit, and vegetable farms. The area is ideal for the development of macro-agricultural projects that can serve as the base for agro-processing industries.

Plans are also afoot for the development of a feeder airport that can handle cargo and passenger aircraft. The proposed airport site is located beside a warehouse park and along a circumferential road just three kilometers from the city. The site could be expanded in the future by reclaiming land from the sea to lengthen the runway in order to accommodate jet aircraft.

The centerpiece of the Master Plan is the development of a “new city” next to the key infrastructure feature – state-of-the-art domestic airport of international standard. This new metropolis is projected to grow around special economic zones and export processing points to be built in the airport’s periphery.

In our wish list is a Light Railway Transit System from our airport. It is currently being mulled to traverse from the airport to Bacolod City and eventually to Bago City in the south and Cadiz City in the north. This mass transport system is expected to ease traffic congestion in thoroughfares linking the airport to the province’s major arteries. Our supplemental infra projects include a flyover at the intersection of the national highway and the AIDSISA road to Brgy. Lantad.

A 25-hectare Special Economic Zone right beside the airport is being processed for accreditation of PEZA. A school has signified its intention to build a school in Hacienda Bagacay as human resource base for the economic zones. Also in the drawing board are plans for a golf course, a horse race track, a car race track and a five-star hotel with 3,000 seat convention hall.The general area of Guimbala-on shows good potentials for retirement communities which can be developed together with golf course or leisure farms.

Airport location, though a significant economic anchor does trigger a huge multiplier effect particularly when it is located in Greenfield areas which are near business and commercial centers such as the case of Bacolod City. The tendency is for major economic activities such as commercial and business operations to concentrate the major city while the airport host city becomes largely a transit point with economic activities focused on airport related activities and some ancillary activities catering to largely local needs. Housing and commercial development may evolve as a response to airport based and related employment.

The City of Sipalay through Mayor Oscar C. Montilla, Jr. commissioned the Orient Integrated Development Consultants, Inc. (OIDCI) in July 2005 to assist the City in preparing the Sipalay City Master Development Plan and Comprehensive Land Use and Zoning Plan for 2006-2015. The Plans were completed in November 2006.

The planning process for Sipalay was participatory in nature, with representatives of key stakeholders shaping the framework, direction and priority thrusts for the development of the City.

The Master Development Plan for Sipalay City provides the development framework, strategic direction and thrusts, and investment program to be pursued by the City in the short term (1-3 years), the medium term (4–6 years), and the long term (7–10 years). This is in consonance with the Vision and Goals of the People of Sipalay, as well as the existing and emerging provincial, regional and national plans and priorities. The Master Plan also includes the implementation program with provisions for the institutional and organizational system to carry out the Plan.

The Master Plan and the Comprehensive Land Use Plan (CLUP) addresses certain incompatibilities and misuse of land, maximizes the area’s natural assets and production potential, rationalizes urban land utilization within the context of emerging needs of the new city, and provides the spatial framework for crafting the city’s long-term development along a more sustainable path.

Negros Occidental (2 June) -- Governor Isidro Zayco led the ground breaking and lowering of the time capsule ceremonies, held one after the other, for the Kabankalan City road network project in Brgys Linao, Tabugon and Inapoy recently.

The road network has a budget of Php 308 - million sourced from the city's Development Bank of the Philippines loan of Php 508.63 - million.

This 4,454-kilometer road network will cross barangays Linao, Tampalon, Tabugon, Tagoc, Pinaguinpinan, Inapoy, Bantyan and Locotan. The groundbreaking for the Brgy. Bantayan portion was held last year and is expected to be completed this year.

Ame Cris Toledo, head of the regional marketing center of DBP- Negros Occidental also gave a message during the ceremonies with responses from the barangay captains of the respective barangays.

Also present during the rites were Kabankalan City Mayor Pedro Zayco, Vice Mayor Delia Anacan, Board Member Raul Rivera, chairman, committee on infrastructure and members of the Sangguniang Panlungsod and other city officials.

The mayor said this road network will boost livelihood of the people in the locality and will make the municipalities of Ayungon, Mabinay and Manjuyod in Oriental Negros more accessible to Kabankalan City.

The Sangguniang Panlalawigan of Negros Occidental approved P19.1 million worth of infrastructure projects recommended by the Provincial Development Council for implementation in the province this year, during its regular session yesterday.

The amount will be taken from 20 Percent Provincial Development Fund.

From the fund, P5 million will be allocated to the construction of a coliseum in Escalante City, P4 million to the construction of port in Manapla, P2 million to the improvement of the Balicaocao in Kabankalan City, P1.5 million to the purchase of jetmatic pumps, P1 million to the purchase of materials for day care centers.

The Minoyan reforestation project will get P1.1 million, P910, 372 for road concreting in Brgy. 2 poblacion in Sagay City, P790,000 for Solid Waste Management for Capitol-Based offices, P600,000 each for educational allowance for scholars and purchase of books for elementary and high schools, P500,000 for watershed rehabilitation, P549,000 for human resource development and training program, P350,000 for grow-a-tree project, and P134,000 financial assistance for the purchase of books on alternative medicines.*GPB

Guv inaugurates P7.9M motorpool

Negros Occidental Gov. Isidro Zayco yesterday inaugurated a P7.9 million motorpool building on provincial capitol property along Gatuslao Street in Bacolod City yesterday.

The old motorpool was located at the Capitol’s Paglaum Village in Barangay Mansilingan, Bacolod City.

Zayco said he wants the 1 hectare-plus old motorpool property subdivided to provide more lots for Capitol employees to build houses.

The building at the old motorpool could be used as a multipurpose center for Paglaum residents, he said.*CPG

Bacolod City (23 June) -- Negros Occ. Governor Isidro Zayco and Department of Science and Technology (DOST) Regional Director Engr. Rowen Gelonga recently led the groundbreaking and laying of time capsule rites of the Provincial Metrology Center and Oil Tanker Calibration Building at Brgy. 6, San Juan St.

Expected to operate in four to five months, the facility will offer calibration services anytime a company tankers need it as it is a must before they are allowed to travel, Gelonga said during the program that followed at the newly opened Provincial Motorpool.

Before, tankers wait for the weekly schedule of the calibration that DOST conducts, “this has a significant economic loss on the part of the business and industry,” he explained.

"What we did is to put up this facility with the support of the governor and anytime a client needs our services, the facility is there," he said adding that this is the first satellite laboratory-calibration center in Western Visayas.

The Metrology Center will ensure that the mass and volume equipment have accurate readings, therefore "we are assured that goods and services given to us have correct measurement either in mass or volume."

He said even weighing scales used in markets can avail of the calibration service as many Local Government Units go to the DOST for this service.

"This partnership is a good show window of collaboration between national government and the LGUs in order to reach out to consumers and clients."

Meanwhile, Gov. Zayco said the center operates on a 70-30 profit sharing. Seventy percent for the province and 30 percent for DOST.

The building costs about P1.3 million.

BACOLOD CITY, Philippines — Fourteen renewable energy and livelihood projects costing $1.5 million, or P72.3 million, have been completed in Negros Occidental, Energy Undersecretary Roy Quiamco said on Thursday.

Quiamco told Negros Occidental Gov. Isidro Zayco that the projects were part of the Renewable Energy and Livelihood Development for the Poor (Renew) program.

He said the Department of Energy (DOE) had identified Negros Occidental as the pilot area for Renew, which involved the implementation of innovative poverty reduction projects, specifically renewable energy and livelihood development in poor off-grid rural communities.

The Renew program in Negros Occidental, which was implemented by the Winrock International with the DOE, included the installation of 14 renewable energy systems for livelihood and electrification.

Japan funds

Winrock International project director Jim Orprecio said Renew Negros was funded by a grant from the Japan Fund for Poverty Reduction (JPFR) that was managed by the Asian Development Bank.

The projects included micro-hydro systems that were built in Calatrava, Toboso and Cauayan towns to boost agriculture-based livelihood projects, Orprecio said.

The other projects were hybrid renewable energy systems that use biomass and solar power for fish drying that were set up in the island communities of Sipaway, San Carlos City and Sagay City, and the installation of hydraulic ram pump systems in Cauayan and Murcia towns, Kabankalan City and Himamaylan City.

Three other projects, a solar lantern-charging station in Sagay City and two hydropower systems in Murcia and Cauayan, were also completed, Orprecio said.

Quiamco, Orprecio, Kohie Noda of JFPR and Yong Ping Xai of ADB met with Zayco at the Capitol in Bacolod City to present their project accomplishments in the province.

Model

Yong said ADB considers Renew Negros as one of the most successful JPFR projects in the country and the agency would want to replicate it in other areas in the country.

Orprecio said the recipients of the electrification projects pay for their power consumption. The revenues generated would be used to install more connections to reach more people, he said.

The program’s livelihood component called for the setting up of cooperatives among communities in areas where the projects were located.

The livelihood projects include a grain mill, grain processing and trading, backyard animal production, lemon grass essential oil production, fish pond tilapia production, poultry and egg production, swine raising, high value vegetable production, expansion of rice fields, cutflower production and marketing, marine products drying and marketing, and backyard shellcraft production.

Renew Negros started the implementation of the projects in August 2004, Orprecio said.

Kabankalan inaugurates new bridge


The inauguration of the 40 linear meter modular steel bridge in Sitio Sta. Isabel, Brgy. Camansi and groundbreaking and lowering of the time capsule ceremony in Brgy. Tampalon-Sta. Isabel highway was held on July 7 with Gov. Isidro Zayco as guest.

The special guest and speaker on the bridge inauguration with the presence of city officials led by Mayor Pedro Zayco, Jr. and Vice Mayor Delia Anacan, was Ma. Joy Maredeth Madayag, director, DILG, Negros Occidental.

The bridge was a joint project of the provincial government, DILG and Kabankalan City under the Tulay ng Pangulo program.

The bridge will be a big benefit to the motorists especially to the residents of Brgys. Tampalon and Brgy. Camansi. The residents will now find it easy to go to each other barangay even in bad weather, said Mayor Zayco.

Meanwhile, the Brgy. Tampalon-Sta. Isabel highway is a part of the P308 million road concreting which traverses Brgys. Linao, Tabugon, Tagoc, Inapoy, Pinaguinpinan, Bantayan and Locotan.

Mayor Zayco said that these projects will be his remembrance to the city after his term as mayor ends on 2010. (Eddie M. Yap)

Mandated ethanol blending by oil companies is expected to take effect from early 2009.

SCBI is positioned to deliver on the twin objectives of energy security and environmental sustainability. The project will supply approximately 10% of petroleum requirements in the Philippines through the production of 30 million liters of ethanol each year, and production of 8MW of renewable energy from the sugarcane by-product, bagasse and other renewable fuels, is more than sufficient to satisfy the process energy needs of the project. Therefore surplus renewable electricity will be exported to the local grid.

^^ha? mambukal for township? i hadnt heared that....i think, its not a good idea. mambukal is just a part of barangay minoyan in murcia. and as what i observed, di pa ito talaga improved. IMO....so, better stay in murcia, coz if they separate, di na ma push through and plan to make murcia as city, coz big revenue nakukuha sa tourism activity in mambukal...big affection ito in part of murcia if happens...

^^ha? mambukal for township? i hadnt heared that....i think, its not a good idea. mambukal is just a part of barangay minoyan in murcia. and as what i observed, di pa ito talaga improved. IMO....so, better stay in murcia, coz if they separate, di na ma push through and plan to make murcia as city, coz big revenue nakukuha sa tourism activity in mambukal...big affection ito in part of murcia if happens...

Migo Kabankalan is already a highly urbanized city since april 2009 pa. It is the only component city in western visayas with that status and second to mandaue city in cebu in the entire visayas. halin na migo sa RDC nakita ko paglabay ko sa city hall sg april.

Cuenco revives lobby for Negros-Cebu bridge

A dream that has long been nurtured in Negros Oriental resurfaced at a meeting of the Regional Development Council in Dumaguete yesterday.

The dream is to connect Cebu province and Negros Island through a bridge, as proposed by Cebu Rep. Antonio Cuenco.
Cuenco said that since childhood, he has traveled from Cebu to Negros and vice versa and this took hours in the absence of a bridge, and it is high time to seek funding support from the national government, with the coming elections.

Cuenco assured Negrenses and Cebuanos that he will take this matter up with higher officials.

Cuenco’s proposal is to link the two provinces via the Bato-Tampi route or the nearest point between Lilo-an in Santander, Cebu and Sibulan, Negros Oriental.

He also disclosed plans to link Bohol and Cebu with a bridge.

Meanwhile, Cebu Gov. Gwen Garcia, RDC chair, confirmed that the proposal was taken up in several RDC meetings before with then governor and now Rep. George Arnaiz and that the resolution has already been submitted for funding support.

She said the project is feasible, depending on the availability of funds. In Korea, the longest bridge has a span of 23 to 24 kilometers while the proposal for one between the two islands is only 7 kilometers.*JG

Negros Oriental Gov. Emilio Macias II supports the Cebu-Negros bridge project. When such a bridge infrastructure project was first proposed in 1988-1989, he didn’t think, then, that it was feasible. But now, he said, he is “open to the idea because of the progress in technology.

Macias moved that the Department of Public Works and Highways (DPWH) undertake a feasibility study on Cuenco’s proposal.

The National Economic Development Authority 7, however, noted that the DPWH has yet to reply to a proposal to endorse the Cebu-Bacolod “multi-access friendship bridge,” to the Economic Development Cooperation Fund of the Republic of Korea as a request for a grant for a feasibility study.

The Agriculture and Enterprise Development and the rural infrastructure components of the Agrarian Reform Community Project 2 recently validated the four areas that are the first targets of the Department of Agrarian Reform funded by the Asian Development Bank.

The AED communities are Brgy. Maao of Bago City , Brgys. Cabatayan and Concepcion of Talisay City , Brgys. 10, 11, and 12 of Valladolid , and Capitan Ramon of Silay City. The towns of Calatrava, Valladolid , Pontevedra, and Isabela were validated for the rural infrastructure.

AED Component involves developing opportunities to increase livelihood production, improve productivity and diversification in both agriculture and non-agriculture, for enterprise development and management, technology promotion, adoption and commercialization, among others, chief agrarian reform program officer Ronald Gareza said.

Gareza also said it will focus mainly on the ARC as a basic unit of organization of the ARCP2 at the provincial level.

It will adopt the natural farming system technology in all agricultural production projects like crops, livestock, agro-forest, land care and fishery, he added.

The rural infrastructure component involves the financing of subprojects for construction and rehabilitation of rural roads and bridges, small-scale irrigation, potable water systems, multi-purpose buildings and solar drying pavements, day-care centers, Gareza said.

Wow, Bacolod has come a long way since I was there in 2002. Do they have traffic lights now? I remember they didn't have a single traffic light then, nor stop signs.

As for the photos of the old airport, I thought it was funny that vendors were selling live crabs just outside of the terminal building. A couple of colleagues actually bought some and took them on board the plance.

When I was leaving for Cebu, the security asked me to open my suitcase. They found about 1 doz of small cans of sardines (Victorias I think). They were lined up on one side. My colleague laughed, maybe they looked like "bala" in the security monitor for some high powered weapon.

Yep. bacolod has really made its way up.

I beg to disagree that Bacolod doesn't have traffic lights in 2002. First traffic lights in Bacolod were installed in the late 1960's. What hotel would that be? the hotel manager must be ignorant or blind (or I shall report him to the HRANO or Tourism Office)As I remember a long time ago the B.S Aquino-Lacson light was non existent for months after a 16-wheeler truck plowed it off. The Burgos-lacson and Rizal-Lacson lights were not functioning for such a long time.

^^yes it is...I'm not sure if they are, the project is very, very quiet maybe next year if their brains are tuned up, they'll pursue the project.

^^I don't know how they can keep up with the big dogs...Lopue's should aggressively update their existing department stores as what they did with Lopue's Araneta...or maybe it will better if we burn the other stores down so that they will renovate it:lol:

^^it is impressive indeed migs, I think this is the only Lopue's branch that i like in terms of design...the downside of it, the ceiling/floor allowance is quite low.

Yes migo, daku gid ni na mga economic benefit ang mahatag kon matapos ang gina construct......the east area projects when completed and operational could provide employment to hundreds of workers....not including other businesses that would benefit also like restaurants, cafes, spas, bakeries etc. .....ka exciting gid migs......:banana::banana::banana::banana::banana:

Lone District of Bacolod Rep. Monico Puentevella has announced through his Bom-bo Radyo Program "Congressional Hour" that responsibilities and pressing problems facing Bacolod City are his reasons why he was unable to personally cover the Pac-quiao-Clottey match, among these are the official ground-breaking of the Bacolod Heart, Lung and Kidney Center to be held today and the last match, he recalled, was when Barangay 19 was razed by fire.

Last November 2, 2009, at about 1:30 A.M, just as everyone had retired from the All Saints’ Day festivities, the Bacolod Congressman was up and alert, responding to fire victims of Barangay 19, a grave reason why he had to sacrifice traveling to Las Vegas to cover the Pacquiao-Hatton match then.

Who will have the heart, Puentevella said, to leave 17 individuals reported killed by the early morning raze and turned some 59 houses into ashes in the two Barangay 19 puroks last November 2, All Souls’ Day of 2009.

Today, he disclosed, the Pacquiao-Clottey match had to be sacrificed because of the ground breaking of a Six-Storey Bacolod Heart, Lung and Kidney Center, the services of this can reach the whole of Western Visayas and major cities of Mindanao like Davao.

With the opening of the Bacolod Heart, Lung and Kidney Center on the southern portion of the Philippines will be served at a tremendously reduced cost compared to the Manila rates where only such facilities and equipments are available, excluding board and lodging cost for each patient.

Fully financed by the Department of Health (DOH) facilitated by Puentevella’s Congressional Office, not a single centavo was spent by the City of Bacolod in constructing the Bacolod Heart, Lung and Kidney Center but Bacolod patients will be the first to benefit owing to their proximity.

Puentevella explained that the construction was somehow delayed because the original plan was a four-storey building but now DOH decided to build a six-storey building instead.

Meanwhile, in another interview program produced by Smile TV Channel 10, Puen-tevella said, given the chance to sit as Mayor, the Bacolod City tourism program will be given impetus being a major dollar earning endeavor.

He said, the Department of Tourism (DOT) had given him the funds to improve the Bacolod City Public Plaza but was refused by the Leonardia administration.

Nevertheless, Puentevella briefly drew the plan using his friendship with airlines to open direct chartered flights from Macau, Hongkong, Seoul and Singapore.

With a "facelifted" plaza, three festivals will be organized by the City for foreigners, dignitaries and the locals not to travel far just to see festivals of other cities, he said.

He stressed that there should be a fiesta for the martyrdom of San Sebastian as the patron saint of the Bacolod Diocese.

For as long as sugar prices are good, Puentevella said, a 3,000 seater convention center can be built seeking the support of the private sector and mobilize local architects for the design.

The Bacolod economy surely will perk, from transportation, to hotels, to "pasalubong centers" and the rest of the downstream industries, he added.*

^^surprisingly there are a lot of flights coming in and out of the province and were only a provincial center unlike the other airports that caters other neighboring provinces...its an indication that the airport should be expanded and hopefully it will also serve international flights in 2-3 years.
