I give only 7,5 because of the base.
The tower itself is very nice, elegant and I like the colors. But the base is quite strange, a contradiction with the rest of the building.

the base is supposed to look like a piece of art, since its a museum dedicated to the mother of the architect of the building, Ruy Otahke. She was a famous brasilian artist.

This is more like a piece of handcrafting than a building... Ohtake really discarded all types of clichés here. I believe that´s why some people love it while some people hate it. I loved it for his courage of doing something so different from other buildings.
