Road congestion is getting worse. The current government only seems to have used 2 tools to alleviate congestion

- high cost to own / run a car
- Build more roads and MTR lines

Although both these strategies are very worthwhile they are also both very blunt instruments that do not mange the very localised and time specific nature of congestion.

What other strategies should the government use to MANAGE congestion?

Refocus city development from the vehicle to the pedestrian, HK could be an excellent "walking city", it's compact enough

More roads aren't necessarily always the answer, there will always be cars to fill them. There should be less roads, then people will be forced to find alternative means of transport. Look at somewhere like Vancouver, there are no freeways in or next to the CBD, and it's the most livable city on the planet. While Vancouver and HK have different needs in some respects, in others they are the same, a very dense CBD and high density residential areas.

There is plenty of scope for additional pedestrian areas and many visitors to HK comment about the lack of pedestrian friendly areas.
