In 2009, Reinulf Ramstad Arkitekter (http://www.reiulframstadarkitekter.no/) won 1st price in an invited architect competition to design a new building for the Norwegian Barents secretariat.
The arctic town of Kirkenes is the hub of regional relations between Norway and Russia. This building will mirror the diverse interchange that is
taking place between the two nations and symbolize innovation and open possibility. Wood and timber play an important role in the culture and
traditions of both nations. Therefore the concept was to create a signal edifice out of wood. The result will be the tallest wooden building in the
world; a multi-functional, architecturally innovative structure that constitutes a pilot project regarding the use of wood in the buildings of
tomorrow.
The building will function as a lighthouse for the development of the Barents region and the regional border cooperation in the north. It will
include a number of facilities, among them a library, a theatre and a creative environment for artists, researchers, students and other relevant
institutions. The Norwegian barents secretariat, the international Barents secretariat and the barents institute will of course also have their
offices in the building.

haha, or maybe this building will give me a reason to finally check out the nothern part of our country!!

(Kirkenes isn't spectacular, but Varangerhalvøya is very very nice!)

I know that they probably used to have the highest in Northern Europe in Ulricehamn in Sweden but not any more, at least after reding this at their city site:

So there might be a competition then! ;)
That's nice! Might increase the hight in both place then! Who knows?
Although the Ulricehamners where just aiming for Northern Europe, looks like they will have to go even higher now then! :)

Bergen also has a candidate for the world record approved, so there may be a small race towards getting the title:)

Well the criteria is that the main loadbaring structure is mainly composed of wood i guess. Why do you think wood is fragile? Have you ever heard of massive-wood glued elements, ei. we have army-bridges made of wood that can hold numerous 90 ton tanks, what makes you think we can't build a highrise of wood?:) When it comes to fire safety thick wood-elements are far superior to both concrete and steel.
Þróndeimr July 5th, 2009, 07:55 PM This building will have 16 floors above ground. Price is between 350-400 million Kroner. Planning will take another 3 years to the final decission will be taken. So the building won't be completed anytime before 2017. But looks like a very nice skybar/restaurant on the 16th floor, and the roof will be avaliable to the public!
Here is some better renderings. But since this one is in a very early stage i guess the design might change quite a lot.
