Cairo Expo City

The second colossal Cairo project to be delivered by Zaha Hadid Architects in the past two weeks has been announced. After presenting the design to Egyptian Prime Minister Dr. Ahmed Nazif, Zaha Hadid Architects was announced as architects of the new Cairo Expo City and works are scheduled to begin onsite for the 450,000 sq m exhibition and conference center with business hotel in October this year.

Being designed together with multi-disciplinary engineering consultancy Buro Happold, Cairo Expo City will be located between the city centre and Cairo's airport, the design being particularly appreciated from above. The undulating forms of the Cairo Expo City design were inspired by the natural topography of the Nile valley explained Zaha Hadid:

"As the exhibition spaces require the greatest degree of flexibility, we wanted to ensure that all the public spaces and formal composition of Cairo Expo City relate to the surrounding Egyptian landscape.” said Hadid. “Along the great rivers of the region, most particularly the Nile, there is a powerful dynamic - a constant flow between the water and the land - which extends to incorporate the neighboring buildings and landscapes. For the Cairo Expo City design, we worked to capture that seamlessness and fluidity in an urban architectural context."

The project is one of great significance for Cairo, a city which is undergoing revitalisation: "This is a truly national project for Egypt." said Sherif Salem, CEO of the GOIEF (General Organization of International Exhibitions and Fairs). "The current exhibition halls for Cairo do not meet the standards now required by the international conference and exhibition industry. With this exceptional design by Zaha Hadid Architects, Cairo will be among the world's top cities for conferences and fairs, able to cater for the widest variety and size of events.”

Designs for another Zaha Hadid project in Cairo were released just two weeks ago. Stone Towers will be a monumental business park encouraging the growth of commerce within the city. A further office tower and a shopping centre are also proposed for the Cairo Expo City site.

Egypt has hostd a many conferences in the past but the current facilities are not to international standards. This project will allow Egypt to be a regional centre for conferencing.

Egypt signed 33 agreements worth $ 2.6 billion during 2008

Egypt signed 33 cooperation agreements with development partners and various funding institutions worth $2.6 billion during fiscal year 2007/2008.

Twelve agreements worth $1.2 billion were signed with the European Union, the United States, Canada, Japan, Spain, Germany, the Islamic Development Bank, the World Bank and the Arab Fund for Economic Development. The cooperation agreements included 12 easy loans worth $1.4 billion, signed with the Arab Fund, the African Development Bank, the Kuwaiti Fund for Development, the Organization of Petroleum Exporting Countries (OPEC) Fund, Germany, Spain and Austria.

The funds went to the sectors of electricity, energy, housing, oil, health, population, education, small enterprises, agriculture, irrigation, culture and many others. The European Union offered around 52 percent of the total funds offered to Egypt with total assistance reaching $1.37 billion. – MENA

Average yield slips on Egyptian 7-day deposits

The average yield at a 7-day deposit auction on Tuesday was 11.574 percent, down a fraction from 11.576 percent at last week's auction, the central bank of Egypt said.

The bank had asked for LE 15 billion ($2.72 billion) and received bids for deposits worth LE 25.9 billion. It accepted bids worth LE 20.84 billion at rates between 11.55 percent and 11.59 percent compared with 11.51 percent and 11.59 percent at the previous auction. –Reuters

Prices of readymade clothes will be reduced by 20 pct

The Egyptian Garments and Apparel Producers Association is likely to reduce the prices of readymade products by 15-20 percent within the coming weeks to lift the burden on the consumer prior to the recession that followed the global financial crisis.

According to Yahia Zanaeri, the head of the association, the prices will be reduced after setting a mechanism that will allow the local industry to benefit from the decline of textile and yarn prices abroad, provided that the Egyptian customs will not apply exaggerated indicative prices. In addition, there is a necessity to take the appropriate measures to restrict the quantity of smuggled goods that form 50 percent of the market, especially the Chinese goods that enter the country with Arab certifications of origin to secure custom exemptions.

The association asked the concerned authorities to define quick precautions to protect this intensive labor industry so as to reduce the price of textile and readymade clothes, as well as abolishing customs duties on imported yarn, and allowing the tradesmen to import the needed fabrics. Eighty percent of the fabric producers are small structures that can not afford importation, hence resort to smuggled goods. – Tegara Net

Egyptian-American Scholars Association honors NRC chief

The Association of Egyptian-American Scholars in the US and Canada 2008 Award went to Dr Hani El Nazer, head of the National Research Center (NRC). At a function held at the Egyptian Diplomatic Club Monday evening, El Nazer was honored for his efforts in promoting cooperation among Egyptian scientists abroad, updating scientific research institutions' management techniques and giving a stimulus to research schemes in the centre.

A number of professors took part in the celebration that was organized at the end of the 35th Egyptian-American Scholars Annual Conference that took place in Caro under the theme "Strategies and a Vision for Modern Education". –MENA

Cairo qualified to be international center for exhibitions

Minister of Trade and Industry Rachid Mohamed Rachid and China’s visiting State Council Executive vice Premier Li Keqiang laid down the foundation stone for a five-star hotel to be established as part of the Egyptian government’s new project: Cairo Expo City.

Rachid had said on Dec. 26 this year that Cairo is actively preparing to again be the leading convention and exhibition center in northern Africa and Middle East.

The hotel will be bankrolled by a $70 million soft loan offered by China, Rachid said. The hotel, to comprise 396 rooms, will be built within two years by a Chinese company in tandem with Egypt’s Arab Contractors Company.

Cairo Expo City will be established over an area of 400,000 square meters. Cairo Expo City will also include a new hotel, shopping malls and office blocks to support the exhibitions activities. Some $300 million will be allocated for the project the first stage of which will be finalized in October 2011. The first stage will accomplish 60 percent of the project, Rachid said. The objective of the construction of the Cairo Expo City is to make Egypt a regional hub for international exhibitions and conventions.

For the past few years, show organizers who set their sights on the Middle East focused on the oil-rich United Arab Emirates to launch their shows.

Times have started to change, with new venues being built in other countries around the region, such as Egypt, Qatar and Bahrain.

Each of these locales hopes to grab a piece of the Middle East tradeshow pie by offering state-of-the art convention and meeting facilities.

A new convention center will open in 2011 at Cairo Expo City, located in Cairo, Egypt’s Nasr City between the airport and the city’s central district, with 100,000 square meters (1,076,391 square feet) of exhibit space, a 5,000-seat auditorium and a 30-story, 600-room hotel.

“Cairo is, with this new project, actively preparing to be the leading convention and exhibition center in Northern Africa and the Middle East,” said Tom Dahl-Hansen, executive adviser to the chairman of Cairo Expo City and the General Organization for Intl. Exhibitions & Fairs.

He added, “Cairo Expo City aims to be one of the best exhibition and convention centers in the world, maybe not in size, but in uniqueness, combined with ancient landmarks and leisure activities.”

According to Dahl-Hansen, five international architects competed to design the project. Zaha Hadid, from the United Kingdom, won.

The building’s design is inspired by the natural topography of the Nile Valley, Hadid said.

“As the exhibition spaces require the greatest degree of flexibility, we wanted to ensure that all the public spaces and formal composition of Cairo Expo City relate to the surrounding Egyptian landscape,” he added. The Shanghai-based Shanghai Construction Group will construct the project, with additional financing provided by the Chinese government, according to Dahl-Hansen.

The Cairo Expo City campus, run by the government-owned General Organization for Intl. Exhibitions & Fairs, also includes the existing Cairo Intl. Convention and Exhibition Centre and Cairo Fairgrounds, which offer nearly 35,000 sq. m. (376,736 sq. ft.) of additional exhibition space.

“Both the Fairgrounds and CICC (already) have a hectic program of national and international exhibitions and events,” Dahl-Hansen said.

Two of the largest tradeshows currently held at the fairgrounds and CICC include the Cairo Intl. Fair and Cairo Book Fair, which use around 60,000 sq. m. (645,834 sq. ft.) of exhibit space and draw more than 2 million visitors during a 10-day period each year.

“In spite of the financial crisis in the world, the exhibition and convention market in Egypt is still fast growing,” Dahl-Hansen said, “and it seems (to have) no sign for any slowdown. Egypt is the largest consumer market in the Middle East, with 78.7 million inhabitants, the second largest economy in Africa.”

Another country looking to catch the eye of tradeshow organizers is Qatar.

Slated to open in Doha, Qatar, in 2011, the Qatar Natl. Convention Centre not only will boast 177,000 sq. m. (1,905,212 sq. ft.) of space, but, if all goes well, it also will obtain the U.S. Green Building Council’s Leadership in Energy and Environmental Design gold certification.

Currently, there is just one LEED-certified convention center in the world that is rated gold, the David L. Lawrence Convention Center in Pittsburgh.

“In terms of its environmentally sustainable construction, the venue is on course to achieve gold status under the LEED green building rating system,” said Paul D’Arcy, general manager of the QNCC.

Some of the center’s green features will be state-of-the-art systems for water savings, energy efficiency and indoor environmental quality, as well as solar panels on the roof.

“To capitalize on Doha’s endless sunshine, (more than) 3,600 sq. m. (37,850 sq. ft.) of solar panels on the center’s roof will produce 12.5 percent of our total energy requirements,” D’Arcy said.

The QNCC, managed by AEG Ogden, already has lured several conventions its way:

According to D’Arcy, he and his team also are working to attract more than 55 prospective regional and international events from a wide range of medical, scientific and technology-based fields they hope to book at the center through 2021.

Even then, he added, there’s still room for growth.

“The tradeshow industry is still in its infancy (in Qatar) and offers tremendous potential for organizers,” D’Arcy said.

Just north of Qatar is Bahrain, which will have its own new convention and tradeshow facility, the 145,000 sq. m. (1,560,767 sq. ft.) expo@bahrain, to show off in 2013.

As part of its plan to attract as much business as possible, Debbie Stanford-Kristiansen, former deputy CEO of the Bahrain Exhibition & Convention Authority, was hired as CEO of the new venue.

“I am honored by the exciting opportunity to take the helm of the new exhibition and convention center,” Stanford-Kristiansen said.

Expo@bahrain will be part of a larger development called @bahrain.

“What @bahrain as a whole has to offer is very compelling,” Stanford-Kristiansen said. “Exhibition, meeting and hospitality facilities, some of the world’s finest retail brands and restaurants and varying entertainment elements, all of which will make for a more vibrant destination for exhibitions and conventions.”

بعد شهرين من فوز تصميم زاهة حديد العراقية .. رفض التقرير المبدئى للدراسة المرورية لـ(اكسبو سيتي)

رفضت كل من إدارة المرور العامة ومحافظة القاهرة الدراسة، التى تقدمت بها هيئة المعارض والمؤتمرات الدولية والخاصة بضمان سير المرور بشكل انسيابى فى المنطقة المحيطة بمدينة المعارض «اكسبو سيتى»، والمقرر بناؤها فى شارع صلاح سالم، لتضم هيئة المعارض وقاعة المؤتمرات.

«لم تنجح الدراسة فى إقناعنا بأن وجود مدينة للمعارض بهذا الحجم فى قلب المدينة لن تؤدى إلى أزمة حقيقية فى المرور»، كما جاء على لسان مصدر مسئول بمحافظة القاهرة، مشيرا إلى أن المحافظة وإدارة المرور فى انتظار دراسة محسنة من قبل الهيئة.

وكان قد تم الاتفاق فى اجتماع حضره رئيس الوزراء ومحافظ القاهرة ووزير التجارة والصناعة مع رئيس الهيئة على إعداد دراسة مرورية لتقديمها إلى المحافظة وإدارة المرور يوم فوز تصميم الشركة العراقية «زاهة حديد» بمناقصة أرض المعارض فى مايو. وأكد وزير التجارة والصناعة، رشيد محمد رشيد، حينئذ فى تصريحات خاصة لـ«الشروق» على أن «هناك حلولا كثيرة لتفادى هذه المشكلة».

وأشار شريف سالم، رئيس هيئة المعارض والمؤتمرات الدولية، إلى أن القرار لا يعد رفضا للدراسة قائلا إنما هى «مطالبة ببعض التعديلات لضمان عدم حدوث أزمة مرورية وليس لدينا مشكلة فى ذلك»، كما جاء على لسانه مؤكدا أن التعديلات لن تؤثر على التصميم الذى وضعته الشركة العراقية. وذكر سالم أن هيئة المعارض استعانت بشركة إنجليزية «بورو هابولد»، متخصصة فى إجراء الدراسات المرورية بالاضافة إلى مستشارين مصريين «لأنهم الأكثر دراية بمتطلبات المرور المصرى».

ويؤكد سالم أن الهيئة تجرى حاليا بعض التعديلات فى الدراسة لتلافى أى مشكلات تحفظت عليها المحافظة أو إدارة المرور خاصة، بحسب كلامه، أنه من ضمن المشروع إنشاء أماكن انتظار تحت الأرض تتسع لعشرة آلاف سيارة وألفى أتوبيس، وهو ما يساهم نسبيا فى حل مشكلة التكدس المرورى فى شارع صلاح سالم فى الأيام التى تقام فيها المعارض المختلفة فى الوقت الحالى.

وكان محافظ القاهرة، عبدالعظيم وزير، قد أكد مرارا أن هذا الموقع غير مناسب على الإطلاق لمثل هذه النوعية من المعارض الضخمة لما تحدثه من أزمات مرورية، وتعطل لحركة السير فى شارع صلاح سالم.

ويذكر سالم أن الجدل حول موقع مدينة المعارض موجود فى كل دول العالم لما يتسبب فيه من أزمات اختناق مرورية، ولكن هذا لا يعنى إلغاء المشروع أو نقل مكانه لأن كل الدراسات أثبتت أن المنطقة المخصصة للمعارض يجب أن تكون جزءا من المدينة لكى تكون ناجحة. «جميع الدول الناجحة فى صناعة المعارض، تقع مدن المعارض الخاصة بها فى وسط البلد. كيف يستطيع الناس أن يزوروها فإذا أقامناها فى إحدى المدن الجديدة مثل 6 أكتوبر أو غيرها، لن يأتى أحد إليها»، تبعا لسالم.

ويقضى التصميم الفائز ببناء برجين إداريين، وفندق، ومركز تجارى بالإضافة إلى صالات للعرض، لتصل المساحة الإجمالية لـ«اكسبو سيتى»، إلى 756 ألف متر مربع بتكلفة تصل إلى 320 مليون دولار.

ويذكر أن مشروع «اكسبو سيتى»، وفقا لسالم، سيدر عائدا سنويا بـ2،2 مليار، ويوفر 27 ألف فرصة عمل جديدة قائلا: «حان الوقت لنزيد حصة مصر من خارطة المعارض الدولية»، مشيرا إلى أن عدد المعارض الدولية يتراوح فى العام الواحد بين 300 و350 ألف معرض سنويا، منها 2% فقط فى أفريقيا، لم يتعد نصيب القاهرة منها 0.8%، أى ما يعادل 76 معرضا بين صغير ومتوسط الحجم. ومن المقرر بدء أعمال الحفر بالمرحلة الأولى بالمشروع فى نوفمبر المقبل على أن يتم الانتهاء منها بعد 24 شهرا.

(القاهرة) تعترض على هدم 12 مبنى أثريا في أرض المعارض

فيما قد يكون عقبة «غير مبررة» فى طريق تنفيذ مشروع مدينة المعارض الجديدة، إكسبو سيتى، وفقا لما ذكره شريف سالم، رئيس هيئة المعارض والمؤتمرات الدولية لـ«الشروق»، اعترضت محافظة القاهرة على هدم 12 مبنى من المبانى المقامة على الأرض، بالإضافة إلى بوابات الهيئة، «باعتبارها مبان أثرية لا يجوز هدمها»، بحسب تعبيره، مشيرا إلى أن هذا الاعتراض فى مضمونه «غير سليم خاصة أن مبانى أرض المعارض تم بناؤها فى السبعينيات. ووافقت المحافظة على هدم 22 مبنى آخر.

ووفقا لقانون الآثار المصرى، يجب أن يكون قد مر مائة عام على إنشاء المبانى لتعد أثرية، وهو ما لا ينطبق على أرض المعارض كما يقول سالم، مشيرا إلى أن الهيئة أرسلت القرار إلى وزارة التجارة، التى خاطبت بدورها محافظة القاهرة لمراجعة كشوف الحصر الخاصة بالمناطق الأثرية، والتى لا تتضمن هذه المبانى. «منذ متى ومدينة نصر بها مبان أثرية، فالمنطقة كلها لا يتجاوز عمرها الخمسين عاما؟ ووفقا للقانون، القرار خاطئ، لماذا إذن كل هذه المماطلات؟»، يتساءل سالم، متعجبا من القرار الذى يراه «تعطيلا للمشروع دون حق».

وعلمت «الشروق» أن اللجنة، التى قامت بفحص هذه المبانى وقررت عدم هدمها،يرأسها محمد الزينى، وهو الذى قد صمم هذه المبانى فى السبعينيات.

وفى هذا الصدد، يوضح سالم أنه إذا تم تعديل القرار سريعا وإقرار الهدم لن يتم تأخير الجدول الزمنى للمشروع، حيث إن الهيئة ستتسلم التصميم النهائى من الشركة العراقية «زاهة حديد»، الذى فازت بتصميم المشروع الجديد، يوم 4 مارس المقبل.

ووفقا للجدول الزمنى للمشروع، كان من المقرر بدء أعمال البناء فى شهر يونيو القادم على أن يتم الانتهاء من أعمال الهدم قبل ذلك، ليستغرق تنفيذ المشروع 24 شهرا.

وبينما وصف مصدر مسئول بشركة «زاهة حديد»، الشركة العراقية التى تتولى تصميم وتنفيذ مشروع إكسبو سيتى، هذه الإجراءات «بالمتعنة»، إلا أنه أشار إلى أنها إجراءات مؤقتة سيتم حلها «قريبا ولن تعرقل تنفيذ المشروع، فقد اعتدنا على هذا النوع من التعطيل»، مشيرا إلى أن هذه المشكلة ليست الأولى بل كان هناك خلاف سابق متعلق بالانسياب المرورى فى الشوارع المحيطة بأرض المعارض الجديدة.

وفى الإطار، كشف سالم أن محافظة القاهرة وافقت بصورة مبدئية على الدراسة المرورية الخاصة باكسبو سيتى، وذلك بعد أن كانت قد رفضتها أكثر من مرة منذ يوليو الماضى، بعد التعديلات التى قامت بها الهيئة بالتعاون مع الشركة الفائزة.

وكانت كل من إدارة المرور العامة ومحافظة القاهرة قد رفضت فى يوليو الماضى الدراسة التى تقدمت بها هيئة المعارض والمؤتمرات الدولية والخاصة بضمان سير المرور بشكل انسيابى فى المنطقة المحيطة بمدينة المعارض «اكسبو سيتى»، مما دفع الهيئة، بحسب المصدر، لإجراء بعض التعديلات فى التصميم الرئيسى تقلل من عدد المبانى الإدارية الموجودة وتكثر من المساحات المخصصة للانتظار.

«لقد عدلنا من التصميم ليتضمن مبنى إداريا واحدا بدلا من اثنين كما تم إلغاء إنشاء المركز التجارى فى المرحلة الأولى لنقلل الضغط على المرور»، يقول سالم، مشيرا إلى أنه بعد ثبات عدم حدوث ضغط على المرور، قد تعاود الهيئة دراسة إمكانية إنشاء المركز التجارى.

وكان التصميم الفائز لإقامة اكسبو سيتى، الذى قدمته الشركة العراقية «زاهة حديد»، يتضمن بناء برجين إداريين، وفندق، ومركز تجارى، بالإضافة إلى صالات للعرض. وتصل المساحة الإجمالية لـ«اكسبو سيتى»، إلى 756 ألف متر مربع، بتكلفة تصل إلى 320 مليون دولار.

Eng. Rasheed Mohamed Rasheed, Trade and Industry Minister said Egypt will rank fifth worldwide in organizing exhibitions, fairs and conferences after the completion of the new exhibitions complex in June at a total cost of $ 600 million.

The remark was made following the inauguration of Cairo international fair Thursday. This is the last edition at the present exhibition grounds. Up to 37 countries participated in the fair this year.

This project is designed by Zaha Hadid with Patrik Schumacher.

Total Area is Approx. is 500,000 Square Meter. it's a bit less than that but I don't think we need the real accurate number if so I still have it.

The Height of the Towers. One is 31 Storeys and The Other is 33 Storeys.
which mean one of them is about 90 Meters and the Other is about 100 Meters.

These have probably been posted before, but this is Zaha Hadid's rival in the cpmpetition, the design by Norwegian Snøhetta (http://snoarc.no/), who came second.

Dozens of doctors, nurses and hospital workers staged a demonstration on Sunday in front of Cairo's renowned Abbasiya Psychiatric Hospital to protest the hospital's scheduled relocation to Badr City, some 50km outside the capital.

The government has reportedly decided to establish Cairo Expo City, a planned exhibition and convention center, in the area in which the hospital currently stands.

The group of protesters, which included several representatives of prominent medical associations, carried banners reading: “No to sale, no to transfer, no to demolition.”

"This medical and educational building treats some 80,000 patients annually," said Dr. Abdel Moneim Abu al-Fatouh, head of the Arab Doctors Union, in reference to the hospital. "Why does the government insist on seizing the land on which it is situated?”

In 2004, former health minister Aly Abdel Fattah led opposition to a proposal to replace the hospital with a Carrefour hypermarket.

“The government acts only in its own interest while turning a blind eye to deteriorating public health conditions,” Mohamed Said, a nurse at the Abbasiya hospital, told Al-Masry Al-Youm, as his colleagues chanted, “We won't surrender, we won't sell, we won't give up the hospital.”

Mohamed Shata, the 80-year-old father of one hospital patient, described the institution's planned relocation as “inhumane.”

“If the plan is carried out, I won’t be able to visit my son as frequently I used to,” said Shata, who has visited his son regularly at the Abbasiya hospital over the past three decades. “The long distance will sever our close relationship, which will likely have a negative impact on his recovery.”

According to the Cairo-based Egyptian Center for Development and Human Rights, the planned relocation will place a heavy burden on the roughly 1,500 psychiatrists, nurses, social workers and administrators that currently work at the hospital. It also promises to impose extra financial and psychological burdens on the families of patients, the center noted, given Badr City's relatively remote location.

“The government has made significant headway in recent years in developing psychiatric treatment in Egypt," the center noted in a statement. "Why does it now want to undo these efforts by demolishing the hospital?”

In 2002, First Lady Suzanne Mubarak inaugurated two new buildings on hospital grounds devoted to psychiatric treatment, which reportedly cost a total of LE37 million. An LE8-million forensics unit and a National Council of Psychiatric Medicine were also established on the hospital's premises.

“If the regime doesn’t overturn this decision to relocate, the General-Secretariat of the Arab Doctors Union--along with other concerned medical associations--will file a lawsuit against it for human rights violations,” said Abu al-Fatouh.

The Abbasiya Psychiatric Hospital represents the largest psychiatric hospital in the Middle East region. Its historical significance dates back to 1883, when it was founded to cater to patients in both the Cairo and Giza governorates.

Doctors protest plan to demolish Mideast's largest psychiatric hospital

A proposal to replace Abbasiya Psychiatric Hospital, the largest in the Middle East, with a new exhibition and convention center has provoked widespread controversy.

It is alleged that the government plans to knock down the hospital and transfer it to Badr City, 50km away from Cairo.

The proposed design for Cairo Expo City, which would include a shopping mall, hotel and office blocks, is by Zaha Hadid architects, a London-based company run by an Iraqi architect.

Egypt has 17 public psychiatric hospitals nationwide. In the Greater Cairo area there are two, one specializing in addiction treatment only. Abbasiya is therefore considered the sole hospital for both Cairo and Giza, and it treats 80,000 patients annually.

“Bids have already been secretly made to implement the project,” said Mona Mina, an activist from the Doctors Without Rights movement. “This obviously proves that the project is not merely an idea, but that the government has already started the first step to turn it into reality.”

However Minister of Health Hatem al-Gabaly has denied categorically, on television and in newspapers, the government’s intention to carry out the project.

According to Ahmed Hussein, a psychiatrist at Abbasiya Hospital, the government has turned a blind eye to the catastrophic consequences that would follow the hospital's demolition.

The hospital’s great historical significance began 113 years ago when it was converted from a royal palace to a hospital.

It currently plays a crucial role in psychiatric education in Egypt, as it includes nursing schools, a training center for social work and Egyptian and Arab fellowship training programs.

The most negative impact of the demolition, however, would be on the patients’ psychological states.

In the past, the dominant medical practice was to seclude psychiatric patients. However, modern psychiatric medicine proved that patients’ negative attitudes can be exacerbated by forced seclusion.

“The isolation of a patient from community hampers his recovery,” said Hussein.

He explained that family visits are an indispensable part of psychiatric patients' treatment, positively affecting their health. “The long distance will widen the gap between both sides because the number of family visits will definitely decrease.”

“The government has organized a plan for the gradual closure of the hospital by getting rid of patients,” he added.

In 2004, former Minister of Health Aly Abdel Fattah stood against an investment project proposal to replace the hospital with a Carrefour hypermarket.

In the three years since 2007, according to Hussein, the hospital’s number of beds has been halved to 2000. The administration refuses to accept new cases.

Last year, it was reported that the hospital released a large number of patients who were not fully recovered.

Mina agreed with Hussein, citing Health Ministry spokesperson Abdel Rahman Shahin’s statement on television that right now is not the time for implementing Cairo Expo City, which contradicted al-Gabaly’s “categorical” denial. Mina points out that this ambiguous statement puts the hospital's situation in doubt.

Moustafa Fahmy, secretary general of the Egyptian Psychiatric Association treasury, whose association strongly condemned the demolition of Abbasiya Hospital, said that “bringing the hospital down would be considered a violation of the World Health Organization stipulation that psychiatric hospitals must not be situated more than 20km from the city center."

He added that Abassiya Hospital was built in 1883, and if the Minister of Health decides to put the plan into action, the Doctors Syndicate will file lawsuits against the ministry.

“In the meantime, we seek peaceful methods in an effort to persuade the government to overturn its decision,” Fahmy said.

Last week, a statement by some of the hospital’s doctors entitled “Together against the demolition of Abbasiya Hospital” condemned the government’s alleged resolution to move the hospital and demolish the building.

The statement is to be submitted to President Hosni Mubarak and Prime Minister Ahmed Nazif soon.

The Doctors Syndicate along with the hospital’s doctors and various medical associations will stage a protest on Sunday in front of Abbasiya Psychiatric Hospital against the alleged demolition plan.

You can't just relocate a hospital with no problems. Some people need that Hospital, for some its their employment.

i think it is stupid that cairo is not gonna have an expo center for 2 whole years.. IMO what they should have done is to build the expo center somewhere in between cairo and alex on the desert road outide of 6 october and after the construction is over with they shouls make bigger parking for the cairo stadium and use the rest of the space as a park kinda like central park in new york with a couple of lakes tennis courts maybe even a couple of soccer fields for those who can't afford the sport clubs.. right!!?

"وزير" يقرر إيقاف مشروع أرض المعارض ونقله إلى "الدائرى"

قرر الدكتور عبد العظيم وزير، محافظ القاهرة، إيقاف مشروع أرض المعارض، بسبب افتقاد الشفافية و الوضوح، مع إخطار هيئة المعارض بإعادة النظر فيه وإقامته فى مكان آخر، فى ضوء الشكاوى العديدة التى عبر الكثيرون من خلالها عن تضررهم من الآثار المترتبة عنه والرفض الشعبى العام للمشروع وخاصة فى ذلك الموقع الذى يترتب عنه زيادة فى الاختناق المرورى.

حيث انتهت المحافظة فى دراستها المرورية بناء على تقرير جهاز هندسة المرور ومرور القاهرة إلى عدم الموافقة على إقامة المشروع فى هذا الموقع لما سيترتب عليه من تولد حركة مرورية كثيفة للتردد على الأنشطة المقامة والتى كانت ممثلة فى إقامة 4 صالات عرض بمساحة 90 ألف م2 ومطاعم على مساحة 333250 م2 تقريباً ومول تجارى أرضى وخمسة أدوار بمساحة 61 ألف م2 تقريباً وعدد من السينمات بالدور الخامس على مساحة 15 ألف م2 وقاعة مؤتمرات من أربعة أدوار على مساحة 17.5 ألف م2 بالإضافة إلى فندق مكون من 32 طابقاً بضم 562 غرفة و84 جناحًا.

وأكد المحافظ أن القرارات الوزارية الصادرة من اللجان التى كان يرأسها الدكتور نظيف رئيس الوزراء السابق كانت تعول فى الحقيقة والواقع على ضم مستشفى الأمراض العقلية وما حولها من فضاء وحدائق بالمشروع، وتنفيذا لذلك بدأ شريف سالم رئيس هيئة المعارض والقائم على المشروع مخاطبة رئيس هيئة المجتمعات العمرانية الجديدة للحصول على مساحة أرض 48 فداناً بمدينة بدر لنقل المستشفى وما حولها إليها، هذا فى الوقت الذى نفى"على غير الحقيقة" "شريف" أمام المحافظـة.

وفى مواجهة المحافظ أن المشروع يقوم على ضم المستشفى وأجريت الدراسات على هذا الأساس، وفى الوقت ذاته تحدث وزير الصحة السابق فى أحد البرامج الحوارية مؤكداً بأنه لن يكون هناك أى قرارات أو توجهات للمساس بالمستشفى، وإزاء هذا كله من فقد الشفافية والمصداقية فى مشروع بالغ الخطورة، فقررت المحافظة إيقاف الموافقات السابقة وإعادة دراسة الأمر مجدداً من قبل لجان محايدة لنقل المشروع إلى مكان آخر.

وأضاف "وزير" أن الأمر يرجع إلى سنة 2009 حيث أعلنت محافظة القاهرة تحفظها على المشروع خلال عرضه من جانب هيئة المعارض على رئيس مجلس الوزراء السابق بمناسبة الإعلان عن اسم الشركة الفائزة بتصميم مشروع تطوير أرض المعارض، حيث قام رئيس مجلس الوزراء بتشكيل لجنة من وزارات التجارة والصناعة ومحافظ القاهرة ومساعد وزير الداخلية لشرطة المتخصصة ومدير مرور القاهرة لدراسة المشروع والدراسة المرورية المقدمة منها.

وأوضح المحافظ أنه بناء على رفض المحافظة للمشروع سعت الهيئة العامة لشئون المعارض إلى تفادى موقف المحافظة باللجوء لموافقة مباشرة من مساعد وزير الداخلية لشئون الشرطة المتخصصة بناء على توجيه وزير الداخلية السابق التى وافقت على المشروع دون الرجوع للإدارة العامة لمرور القاهرة، ولاستحالة البدء فى المشروع دون موافقة المحافظة، وبناء على تعليمات رئيس الوزراء السابق بإدخال بعض التعديلات على المشروع وإعادة العرض على المحافظة كاستجابة جزئية لمطالب المحافظة، مما دفع الهيئة إلى تخفيض حجم المشروع وتعديل المحتويات لتصبح صالات عرض بمسطح 100 ألف م2 وقاعة مؤتمرات بمسطح 3000م2 وإلغاء الأسواق التجارية والنشاط الإدارى واستخدام الموقع كإضافة للفندق لتصبح طاقته 1200 حجرة مع استغلال قرار اللجنة الوزارية الخاصة بمناقشة خطة الصناعة والتجارة الداخلية والمتضمن تخصيص أرض مستشفى الأمراض العقلية والحدائق المحيطة بها التابعة لمحافظة القاهرة وليست التابعة لوزارة الصحة، لصالح هيئة المعارض بالإضافة الى تشكيل لجنة برئاسة أمين عام مجلس الوزراء وممثلين عن وزارات الصحة والتجارة والصناعة والتنمية المحلية والإسكان والمالية والمحافظة لدراسة تخصيص أرض المستشفى لهيئة المعارض مع تحديد ما يهدم وما يتم الإبقاء عليه وإقامة مبنى جديد للمستشفى بمدينة بدر على أن تستخدم هذه المساحة كمداخل ومخارج للمشروع وأرض لإيواء السيارات المترددة على المعارض، مشيرا إلى أنه لولا الوقفات الاحتجاجية من قبل القائمين على العمل بالمستشفى والاعتراضات الجماهيرية من خلال وسائل الإعلام لما صدر قرار الرئيس السابق بعدم المساس بأرض المستشفى وقيام وزارة الثقافة بضم المستشفى وما يجاورها إلى عداد الآثار التى يحظر المساس بها.

وأضاف المحافظ أن هيئة المعارض كانت قد طلبت هدم 34 مبنى بأرض المعارض القديمة سبق للجنة الدائمة للحفاظ على التراث المعمارى بالمحافظة إدراج 11 مبنى منها ضمن المنشآت ذات القيمة المعمارية المتميزة والتى يحظر هدمها، وقامت المحافظة بعرض الأمر على رئيس الوزراء السابق الذى أمر بتشكيل لجنة من 6 أعضاء لتقرير مصير المبانى فأدرجت ثمانية مبان ضمن حصر المنشآت المتميزة واستبعاد ثلاثة وتم رفع الأمر لرئيس الوزراء للاعتماد ولم تتلق المحافظة رداً بل تلقت خطاباً من رئيس هيئة مستشارى مجلس الوزراء ويتضمن أن الجهاز القومى للتنسيق الحضارى بوزارة الثقافة أفاد أنه لم يصدر قرار بإدراج مبانى هيئة المعارض ضمن المنشآت المحظور هدمها لطابعها المعمارى المميز وتوصية رئيس مجلس الوزراء السابق باتخاذ الإجراءات اللازمة لحسم هذا الموضوع وإصدار تراخيص الهدم، لذلك قررت محافظة القاهرة إيقاف تراخيص الهدم ومخاطبة الهيئة العامة للمعارض برفض المشروع ودراسة إمكانية نقله إلى شرق الطريق الدائرى.

شكلت وزارة الصناعة والتجارة لجنة من الخبراء لدراسة مشروع مدينة المعارض الجديدة ــ كايرو اكسبو سيتى ــ بـ«حيادية تامة»، على حد وصف وزير الصناعة والتجارة، فى تصريحات لـ«الشروق». ولا تضم هذه اللجنة أى مسئولين من وزارة الصناعة، أو محافظة القاهرة، أو أى جهة حكومية، بل مجموعة من كبار الباحثين فى مراكز البحوث، والذين «لا ينتمون لأى جهة من جانبى الخلاف»، بحسب قول الوزير، بتقييم فنى شامل، يقيّم امكانية تنفيذ المشروع من عدمه، تبعا للوزير، مشيرا الى أنه من المقرر أن تصدر هذه اللجنة توصياتها «قريبا» للبت فى المشروع.


مدينة المعارض الجديدة ملف أثار الجدل منذ الاعلان عنه منذ ما يقرب من عامين. فالمشروع الذى تقرر قيامه على مساحة تصل الى 756 ألف متر مربع (تضم هيئة المعارض وقاعة المؤتمرات)، وبتكلفة 500 مليون دولار، استهدف انشاء مدينة معارض عالمية تقوى من وضع صناعة المعارض فى مصر. ومن أهم الانتقادات التى تم توجيهها للمشروع «مكان تنفيذه»، فطالما عارضه المحافظ السابق عبد العظيم وزير، منتقدا وجود هذه المدينة فى وسط البلد لما قد تتسبب فيه من تكدس مرورى. وتجدر الإشارة الى أن ادارة هيئة المعارض قد بدأت منذ ما يقرب من عام فى هدم المبانى القديمة فى أرض المعارض تمهيدا لتنفيذ المشروع بداية من يونيو الحالى. وبعد اصدار توصيات اللجنة، سيعقد وزير الصناعة والتجارة اجتماعا مع وزير التنمية المحلية، ومحافظ القاهرة، لحسم القضية، مع أخذ أهمية صناعة المعارض فى الاعتبار، موضحا أن «العملية لم تصبح تتعلق بمن أقوى من مَن، او من يريد أن تكون كلمته هى العليا، بل بمصلحة الاقتصاد المصرى»، يقول الصياد. وصناعة المعارض من الصناعات الناشئة التى تساهم بشكل فعال فى النمو الاقتصادى للبلدان المختلفة، فضلاً عن التعريف بالمنتجات والتقاء المستثمرين، كما يوضح شريف سالم، رئيس هيئة المعارض والمؤتمرات الدولية، فالمعارض تمثل دخلاً سياحياً وفرص عمل دائمة ومؤقتة، بالإضافة إلى الإيرادات المرتفعة للمنظمين والدول المحتضنة.

عقد الدكتور عصام شرف رئيس مجلس الوزراء اجتماعاً موسعاً لبحث مشروع أرض المعارض والمؤتمرات الدولية الجديدة بالقاهرة، وذلك بحضور وزراء التخطيط والتعاون الدولى، والصناعة والتجارة الخارجية، والنقل، والداخلية، ومحافظ القاهرة، وممثل وزارة الدفاع، والتخطيط العمرانى، ومدير الإدارة العامة للمرور، ورئيس الهيئة العامة لشئون المعارض.

بحث الاجتماع المشروع المقترح من كافة جوانبه الاقتصادية والبيئية والمرورية والمعمارية، وبما يحقق أهداف المشروع، والذى يهدف إلى وضع مصر على خريطة صناعة المؤتمرات الدولية والتى تبلغ عوائدها السنوية نحو 350 مليار دولار على مستوى العالم، وتستهدف مصر تحقيق 2.2 مليار دولار عائد للدولة لمدة ثلاث سنوات قابلة للزيادة، ويستهدف المشروع ربط أرض المعارض بقاعة المؤتمرات الدولية والذى سيضم فندقاً سياحياً، ويتم الربط بينهما بقطار سريع محمول (مونوريل)، وسيتم افتتاح محطة لمترو الأنفاق كذلك عند منطقة أرض المعارض، وجار الانتهاء من بنائها ضمن الخط الثالث لمترو الانفاق.

واتفق على البناء على نفس المساحة القائمة دون أى زيادة مع تخطيط المنطقة معمارياً ومرورياً بما يحقق الاستفادة المثلى للمبانى الجديدة، وصالات العرض التى ستقام على أحدث مستوى معمارى وبيئى وتنفيذ عدة مشروعات ومحاور مرورية كى تضمن الانسياب المرورى فى المنطقة.

واتفق على أن يتولى المشروع عملية التمويل الذاتى دون تحميل الموازنة العامة أى تكاليف، وسيضع المشروع مصر ضمن أهم 16 دولة تستضيف مشروعات مماثلة، ويعد الموقع الحالى لمركز المعارض والمؤتمرات المصرى المقترح من أفضل خمس مواقع عالمية، ومقترح أن يمول المشروع من قرض صينى من بنك تنمية الصادرات والواردات بكلفة 520 مليون دولار، منها 200 مليون دولار كمرحلة أولى، وسيسدد المشروع تكلفة القرض من عوائده، وتشير الدراسة الاقتصادية قدرة المشروع لتحقيق أرباح سنوية، علاوة على دعم وتطوير التجارة والمنتجات الصناعية المصرية، وجذب السياحة الدولية، وتأكيد رسالة هامة للمجتمع الدولى حول استقرار الأوضاع فى مصر وأنها حريصة على تطوير بنيتها التحتية لخدمة أهداف التجارة والاستثمار والسياحة وتنشيط العلاقات الاقتصادية بين مصر ودول العالم وإتاحة الفرص لشركاتنا لتعريف العالم بمنتجاتنا والاستفادة من الخبرات الدولية والصناعات المتطورة عالمياً.

القاهرة - يعقد الدكتور محمود عيسي وزير الصناعة والتجارة الخارجية اجتماعا موسعا الاسبوع القادم لوضع الخطوط العريضة لبدء العمل في اقامة مدينة المعارض الجديد في مدينة نصر والتي كان مجلس الوزراء قد ناقش كل تفاصيل المشروع بالكامل من جميع جوانبه الاقتصادية والبيئية والمرورية والمعمارية بما يحقق الاهداف المرجوة من المشروع العملاق والذي يضع مصر علي خريطة صناعة المعارض علي المستوي العالمي لتحقيق حوالي 2.2 مليار دولار عائدا للدولة سنويا لمدة ثلاث سنوات قابلة للزيادة.

المشروع الجديد للمعارض سيجعل مصر تحتل المرتبة الاولي في منطقة الشرق الاوسط وافريقيا في مجال تنظيم المعارض والمؤتمرات الدولية خاصة بعد دمج قاعة المؤتمرات مع هيئة المعارض في هيئة واحدة وسيتم ربط ارض المعارض بقاعة المؤتمرات موتوريل هوائي واقامة فندق سياحي بقرض صيني واقامة محطة مترو للانفاق عند منطقة ارض المعارض والتي يتم الانتهاء من بنائها مع الخط الثالث للمترو الذي يجري انشاؤه حاليا.
قال شريف سالم رئيس هيئة المعارض انه سيتم اقامة صالات العرض علي مساحة 184 الف متر ومسطح ارتفاع صالة العرض 20 مترا ومسطح الصالة الكبيرة علي مساحة 35 الف متر وباقي الصالات الاربعة كل واحدة علي مساحة 116 الف متر مربع.
قال انه سيتم استكمال رسم الماكينيات الخاصة بصالات العرض حتي تتناسب مع متطلبات اللجنة الوزارية للبدء في تنفيذ المشروع وهدم باقي الاماكن في ارض المعارض والتي لم تزد علي 10% من عمليات الهدم لصالات العرض القديمة اعتبارا من اكتوبر القادم بتصاريح من محافظة القاهرة.
اضاف ان عملية استكمال التصميم سوف تستغرق 6 شهور مشيرا الي ان عملية بناء صالات العرض سوف تستغرق 24 شهرا.
اكد علي انه تمت مراعاة كافة الجوانب المرورية للوصول الي صالات العرض الجديدة وان صالات العرض الجديدة ستقام علي احدث مستوي معماري وبيئي وتنفذ عدة مشروعات ومحاور مرورية والتي تهدف انسياب الحركة المرورية في هذه المنطقة.
اضاف ان المشروع سوف يمول ذاتيا دون تحميل ميزانية الدولة أي اعباء وان المشروع سيضع مصر ضمن 16 دولة تستضيف مشروعات مماثلة وانما الموقع المقترح يعتبر افضل خمسة مواقع عالمية والمشروع سيمول بقرض صيني.
الجدير بالذكر ان المشروع الذي شهد جدلا كبيرا الفترة الماضية بين المؤيدين والمعارضين وان المشروع سيساعد في وجود ازمة مرورية بالمنطقة.
اكد شريف سالم ان تصميمات المشروع وضعت الحلول البديلة لمواجهة اختناقات مرورية يمكن ان تحدث مستقبلا وانها تتناسب مع طبيعة المكان المتميز.
