Egyptian Police

Training

Almost all commissioned officers were graduates of the Police College at Cairo with police had to complete a three-month course at the college. The Police College is a modern institution equipped with laboratory and physical-training facilities. The police force also sent some officers abroad for schooling.

The Police College offers a two-year program which includes: security administration, criminal investigation, military drills, civil defense, fire fighting, forensic medicine, communications, cryptology, first aid, sociology, anatomy, and foreign languages (French and English). Also included are: political orientation, public relations, and military subjects (such as infantry and cavalry training), marksmanship, leadership, and field exercises. Graduates receive a bachelor of police studies degree and are commissioned first lieutenants.

Advanced officer training was given at the college's Institute for Advanced Police Studies, completion of which was required for advancement beyond the rank of lieutenant colonel.

The college's three-month course for enlisted personnel is conducted in a military atmosphere but emphasizes police methods and techniques.

Equipment

The standard equipment for a constable on his beat is the baton which is generally made of wood. This is also his device for personal safety. Egyptian police officers generally do not carry fire-arms when on regular duty, however, arms are always available at police stations. These include .303 Lee Enfield rifles and SKS carbines. Some special units may also have additional automatic weapons like AK 47 Assault Rifles, MP5's and Port Said Submachine guns. Officers of and above the rank of First Lieutenant are authorised to carry a small arm, generally a 9mm Beretta M1951 Pistol.

Transport

Unlike in many other countries, the Egyptian police extensively use SUVs. The Egyptian produced Jeep vehicle used to be the most common police car in Egypt but in recent years, other similar vehicles have also come into police use. SUVs are known for their capabilities to move around in any sort of terrain. Depending upon the location, the police vehicles may have individual revolving lights (strobes) or light bars, sirens etc. An extensive modernisation drive has ensured that these vehicles are equipped with wireless sets in communication with a central control room. Traffic Police vehicles generally also have equipment like speed radars, breath analysers and emergency first aid kits.

For traffic regulation and patrolling in cities, motorcycles are also used. This is because of increasing congestion in cities where the heavier Bullets would prove to be unwieldy when compared to the nimbler handling the newer bikes were capable of. The bikes are provided with two-way radios, strobes and sirens & are generally painted white.

Some cities make use of sedans as patrol vehicles or high speed 'interceptors' on highways. Of late, the various state police forces are on a modernisation drive, upgrading and revamping their fleet with new vehicles.

Color schemes of police vehicles vary according to their location and which directorate they belong to.

egypt69

lol As a force, the Egyptian police are very effective. But when placed in the wrong hands (i.e ordered to torture goverment oppositions) things get ugly. Hoever the torture which is ordered by the govt, wont be conducted by tourist police or traffic police for example as they arent involved in these types of incidents unlike the general police. And the general police when not ordered to toruture are pretty strong.

whizz_pat
July 28th, 2009, 10:31 AM
What do you mean by this:

And the general police when not ordered to toruture are pretty strong.

egypt69
July 28th, 2009, 01:06 PM
In Egypt there are many different branches of police. There is traffic police, tourist and antiquities police, an the general police (just known as the police). The traffic police is responsible for enforcing traffic laws, the tourism and antiquities police are based on all tourist sites and museums and protect them. The police are responsible for public law enforfcement.

What I meant is that, the 'general' police are strong and good. BUT they are at the service of the regime. Yes they keep calm and order but sometimes they are ordered against their will to arrest govrernment oppositions and torture them. Most of the time they dont want to, but if they refuse the regime will fire them.

whizz_pat
July 30th, 2009, 11:33 PM
So the police are brutal when ordered.

I realise that is not the fault of the individual cops, but it is the fault of the police management. In either case, changes are obviously needed.

New Volkswagen Crafter Ambulance for Egypt:

http://i635.photobucket.com/albums/uu79/CairoBoy94/IMG_0269.jpg

I was surprised when I saw these new ambulances, the orange ones were still brand new and arrived just 8 months ago. So I went up to the paramedics and asked them, and they told me that the yellow Volkswagen Crafter ones are handy for big crashes or disasters happen, because they carry more patients than the orange ones. But he told me that just because theres a crash it doesnt mean that the orange ones wont go, he said dispatch always selects the nearest available ambulance (wheather its yellow or orange.)

I had a personal experience with the Ambulance service last month, and a good one at that. I was with my uncle and we went to check up on his house under construction just outside of Cairo, when one of the construction workers (who was diabetic) suddenly collapsed. We ran up to him, and he would not respond. We quickly dialed 123 (ambulance number), gave our name location and whats wrong. I knew first aid, so I quickly checked his pulse, thank god there was one. We moved him into the shade and applied a cool wet towel on his forehead, and cleared his airway. But soon enough we heard a faint siren getting closer and closer and blue lights appeared in the distancethe ambulance had arrived within 3 minutes of our phonecall!! And I found the shining yellow ambulance outside the front garden. The paramedics quickly got out brought the stretcher and a kit, they checked his vitals put him on the stretcher and quickly moved him into the ambulance, where I saw them place an oxygen mask on him. The patient's brother was already at the house before he collapsed and he accompanied him to the hospital in the ambulance. He later told us that they arived at Sheikh Zayed Hospital in 15 minutes, and his brother was now recovering. I was very impressed!

Emergency Medical Service Call Center Ambulance Project

The Emergency Medical Service Call Center Ambulance Project, a joint effort between MCIT (Ministry of Communication and Information Technology) and the Ministry of Health and Population, was established to develop the Emergency Medical Service (EMS) system in the Greater Cairo area, which covers the Cairo, Giza and Qalioubiya governorates.

The project will provide the Egyptian Ambulance Services Authority with a computerized ambulance dispatch system for the target area, and improve the speed and efficiency of service through:

- Optimization of control center processes: digital recording of incoming emergency calls and use of a database system will reduce call response time and facilitate provision of information to ambulance crews before they arrive at the scene of emergency
- Redistribution of ambulance medical units to provide more even coverage
- Adoption of relevant technology: Automatic Vehicle Location (AVL) and Geographic Information System (GIS) applications will facilitate control centers’ management and monitoring of the ambulance fleet.

http://mcit.gov.eg/ProjectDetails.aspx?id=xXMOVI44Hcg=&type=ICT for Health

:banana: Finally, our Ambulance service is equivalent to that of first world countires. They got the new ambulances, the new crew and this was the only thing needed. Beofre this, a telephone agent would receive the call, transfer it to a dispatcher, the dispatcher would then figure out which is the closest ambulance using a map, and contact them via a 2-way radio.

NOW, the call will be received in one control room. Where there will be huge screen with a digital map showing the positions of all the ambulances using the GPS, AVL, and GIS technology. The computer will autmoatcally find the closest one for dispatch, and the dispatcher will contact the ambulance through the radio, and be able to give all the information to the ambulance crews automatically, electronically.

This can reduce response time by a good 5 mins, enough to save someone's life.

yep that is true and we only need them to have a good emergency system like first world countries as egypt69 said, but the most important thing to have good qualified people working people who actually graduated from university to go to these jobs.

Naah, this is not an electric-vehicle. I don't think there are even electric ambulance's in the world. VW haven't produced any electric/hybrid vehicles yet. And come on...Egypt? I think Egypt is the last country where there will be electric vehicles....

I saw those vehicles last summer, they have the (old) TDI engines ;)

The cable you see is maybe for charging the equipment or to keep power on the car to show it to possible customers.

egypt69
December 1st, 2009, 04:29 AM
Yeah, the ambulance itself isn't an electric one, it runs on fuel, the electric cable was probably some of the medical equipment being charged.

Here are a collection of Photos and videos I took this summer.

All pics taken by me, and are copyright. Please ask for permission before using them somewhere else.

I'll start with a big surprise. A BMW X3 Police Cruiser, spotted on Mersa Matrouh - Alexandria highway, in front of Marina:

http://lh6.ggpht.com/_aElKWVn1ISw/TNY7hlz98sI/AAAAAAAAAg8/ln8tVx0bfNY/s912/P8030290.JPG

At first, I was angry that we have 40% of our population living on $2 day, and our government was spending money on BMW X3 police cruisers, but then I learned that these were the last year stock, X3 Models of BMW's dealership in Egypt, and since they were getting rid of them anyway, they offered it to the Police Force for a reduced price.

Renault Megane Police Cruiser:

Continuing from the previous post.

Here are 2 videos I took of Volkswagen T5 Ambulances responding in Alexandria:

This one taken at 1:30 AM on the Corniche, but still caught up in traffic

This one taken in front of the Bibliotheca Alexandria, no traffic, Ambulance passes by like a bullet:

The next big surprise ( a good one) was when I spotted a Quick-Response Paramedic Mercedes A Class of the Egyptian Ambulance Service.

Quick-Response vehicles are usually small cars, much smaller than the conventional ambulance, which can transport a Paramedic and limited equipment, usually much quicker than a normal Ambulance. This is handy for when the Quick-Response vehicle needs to overcome traffic, or in incidents like Heart Attacks where every minute is critical.

Quick-Response vehicles are very common in Europe. For example, here's the London Ambulance Service's quick response vehicle: http://farm5.static.flickr.com/4014/4636254301_20826849de.jpg

Our Egyptian Quick Response Vehicle looks beautiful, Mercedes A Class. Very happy to see the Quick Response Vehicles being used in Egypt

Yeah, there's been a great improvement in recent years in the quality of Emergency Services vehicles.

And I'm not sure about the police, but I know there were plans for Ambulance Helicopters some time ago.

Yeah, they added lots of image capturing radars this summer. What happens is, it takes a photo of your licence plate, and when you come to renew your licence, that's when you pay up all the fines.

Nile Ambulance circumvents traffic and saves lives in Upper Egypt

The sight of an ambulance navigating the unbearably congested streets of Cairo, strangled between cars while carrying a patient struggling with time, has become part of the daily lives of most Egyptians.

Authorities, however, are implementing efforts to solve this problem all over Egypt. While ambulances in Cairo still face the daily challenge of reaching hospitals before it's too late, ambulances in Upper Egypt's two main cities, Luxor and Aswan, are taking a different route to their destination: the Nile.

The Nile Ambulance is a nationwide new project that began in the historical city of Luxor last year, where a number of boats were built to host all the necessary tools to save lives. The vessels were then released into the Nile to escort patients to hospitals.

“After the huge success of the project in Luxor, we decided to move it to the next level and took it to Aswan,” said Peter Matta, managing director of ICA Engineering, the company that provides this healthcare transportation system. “We started the second phase earlier in November, and we are planning on moving to the next city in couple of months as well.”

ICA has provided healthcare tools and training since 1979. The firm partners with a boat-building company. ICA then furnishes the aquatic ambulances with the necessary medical equipment.

“It is part of our company’s work to supply the Health Ministry of ambulances, Intensive Care Units (ICU) and train their paramedics on these tools,” said Matta. “This project has been on the agenda for the last three ministers of health, but it finally saw the light after the current minister, Dr. Hatyem al-Gabaly, dedicated a budget for renewing the ambulance fleet.”

“This way, the ministry of health has control over the land, the water and the air, through their helicopters.”

Dr. Nasser Rasmy, chairman of the board of the Egyptian Ambulance Authority, pointed out that opening this new phase in Aswan is “a milestone in our national emergency river transport project.” According to Rasmy, the transportation service has already been tied up with the emergency number in Egypt (123). Plans to go nationwide with the project, he says, are in effect.

“The success of this project has been greatly supported by the 999 Helwan Military Production Factory," said engineer Nabil Farid, who is also the managing director of WavesMaster, the local manufacturer of custom-made fiberglass boats. "The boats are tailored to be faster than regular boats. Seven and a half meter speedboats are made of fiberglass and can comfortably ferry three persons. Eleven meter speedboats, with the capacity to ferry ten persons, are also in the pipeline to provide emergency support in case of disasters.”

Rasmy adds that the project will also help tourism in Luxor and Aswan, as it provides better healthcare services to the tourists visiting the area.

“Moving the patients from the Nile cruises and the different islands in the Nile would be much easier this way, and with better results and equipments in the boats.“ ICA's Matta explained. “Saving those in stress is going an easier affair through these boats.”

“I believe we are heading to Cairo in half a year,” Matta said. “I think that this project is extremely helpful, because everyone is satisfied with its results so far. It is much easier to transport a patient from one side of the river to the other by boat rather than using the bridge.”

now forget about news from mubarak's era here is a recent article.

Interior ministry to install cameras in Cairo to detect sexual harassment
http://english.ahram.org.eg/Media/News/2012/10/17/2012-634860891457216499-721.jpg
The Ministry of Interior announced on Wednesday that surveillance cameras will be installed in streets and squares in Cairo to detect incidents of sexual harassment.
This step is to catch the harassers and display their photos on public television and the Internet, explained a ministry representative.

This statement came after the National Women Council started a national campaign, "Patrols Against Sexual Harassment," in August 2012 to combat sexual harassment in Cairo, specifically during Eid. This decision is to fight the wide-spread harassment increase.

The council addressed the Ministry of Endowments and the Coptic Church to include this subject in Friday prayer sermons and Sunday church services, especially before the Eid El-Adha.

The National Women Council also conducted a workshop with representatives from the Ministry of Interior, Ministry of Justice, Ministry of Endowments and Coptic Church to discuss ways to stop this problem.

Sexual harassment has been dramatically on the rise in Egypt in the past few years. With crowded streets, sexual harassment peaks during public holidays.

2006 marked the notorious incident of harassment when several women were brutally harassed and stripped of their clothes by a mob during Eid El-Fitr celebrations in downtown Cairo. The event played a major role in bringing the issue of harassment in Egypt to light.

According to a survey issued in 2008 by the Egyptian Centre for Women Rights, 83 per cent of women in Egypt and 98 per cent of foreign women have been exposed to sexual harassment at least once. : Cheers:

:cheers2: I was waiting for this long time ago. Though it only covers Cairo, why? el mo7afazat el tanya ko5a? and how many of them does the Egyptian Air Police have? do you have info about the fleet? I think UAVs should be on their what's next list.

It's a good initiative nonetheless, can be abused but hopefully it wont.
