natarajan1986 July 5th, 2009, 10:38 AM Hogenakkal Integrated Drinking Water Project is a fluorosis mitigation drinking water project being undertaken at Hogenakkal, Dharmapuri district, state of Tamil Nadu, India. It is scheduled to be executed by Tamil Nadu Water Supply and Drainage Board (TWAD), with funding from Japan Bank for International Cooperation (JBIC) using Tamil Nadu's share of Cauvery river water. The project aims to supply safe drinking water to drought prone and fluorosis affected Dharmapuri and Krishnagiri districts of Tamil Nadu.
The total cost of this entire flourosis mitigation project is Rs. 13.34 billion. 1.4 tmc feet of water is to be utilised for the Hogenakkal drinking water project. It will be from Tamil Nadu's share of Cauvery water, thereby placing no extra demand on Karnataka.

natarajan1986 July 5th, 2009, 10:39 AM Work on the Hogenakkal Water Supply and Fluorosis Mitigation Project will begin in three to four months after awarding of contracts, Deputy Chief Minister M.K. Stalin told the Assembly on Monday. Concluding a debate on the demands for grants to Municipal Administration, Water Supply, Rural Development and Panchayat Raj departments, Mr. Stalin said that the Rs. 1,334-crore project, funded by the Japan International Cooperation Agency (JICA), was scheduled for completion by December 2012.
Responding to a query from K. Arumugam (Pattali Makkal Katchi), he asserted that the project-related activities were on schedule. Just as the Ramanathapuram water supply project was finished in two years against the original timeframe of three years, efforts would be taken to complete the Hogenakkal project early.
Referring to the plea of several legislators, including R. Gandhi (Dravida Munnetra Kazhagam), for a water project to solve the problem of drinking water shortage in Vellore town, Mr. Stalin said that a project, estimated to cost Rs.1,400 crore, had been drawn up with the Cauvery as the source.
The project would cover the Vellore Municipal Corporation, six municipalities, five town panchayats and 64 wayside habitations. A detailed project report had been prepared. Once the funds were firmed up, it would be implemented. The Rs.59.32-crore Second Vaigai Water Supply Improvement Scheme, meant to benefit Madurai city and taken up under the Jawaharlal Nehru National Urban Renewal Mission, would be commissioned shortly. A plan with an outlay of Rs.2,497 crore had been prepared, of which projects to the tune of Rs.624 crore had been sanctioned.
Giving an account of the status of announcements he had made in the last three years, Mr. Stalin said that with regard to Rural Development and Panchayat Raj, 64 announcements were made, of which 58 had been fulfilled. Action was being taken to implement the rest. As for Municipal Administration and Water Supply, 292 announcements were made, of which 184 were implemented and 104 were being fulfilled. The remaining four announcements were cancelled.

madhan July 6th, 2009, 06:45 AM I highly doubt if we would require a separate thread for this project. This could very well go in Hosur thread, as it also covers the krishnagiri district where this project is implemented.
Though it is a big project with 1300 crores of investment, we might not get much infrastructural updates about the project to have it lively. It definitely would draw some political attention and hue and cry of all the polititians for sometime. We definitely are not suppose to follow the political nuisances in this forum.
Also, starting new threads for each and every major project in tamilnadu would spread the news across various threads and would be difficult for people to follow. We shall stick to few threads created based on Regions and have a regional coverage of projects within those threads. That would keep the forum neat and crisp.

kannan infratech July 6th, 2009, 12:35 PM I had a chance to visit this Hogenakkal Water project sites recently.
I was surprised that the politicians of neighbouring state claim now after (with their written consent) the plans have been finalised, budgets allocated by the central govt, engineers appointed by TWAD and the work can be started immediately.
Though the project is for the supply of water to Dharmapuri and Krishnagiri districts, the quantum of water approved is far less than the real requirement in a few years time.
I am surprised why TN Govt is not aggressive enough to finsih the project soon.
kannan infratech July 6th, 2009, 01:18 PM Other interesting factors observed by me during the recent trip to Dharmapuri & Krishnagiri districts:
The water from the borewells are so rich in Flourides that the people who consume are severely affected by weakening of bones and gums. So the treated water supply in these areas is a top priroity project.
The South Pennaiyar river which is passing via the outskirts of Bangalore is also passing through Hosur and Krishnagiri. Untreated sewage from Bangalore municipal areas are being dumped into this river and the same has affected the underground water in these districts. Moreover the irrigation dams built across these rivers are not able to be used as source for drinking water supply.

It is not about improving any thread any member in the forum starts. There is no competition going on here on which thread grows larger.
No thread would grow without sufficient news. And by "news", I mean whichever is relevant to the thread AND in accordance to the "forum rules". This particular thread is not going to get much of infrastructural updates apart from the political noises.
If ppl want to start threads for all the "billion bucks" projects in Tamilnadu and India then there would be numerous threads which would make the forum loose its integrity.
As a matter of fact, the koodankulam nuclear power plant project which is a multi-billion investment project with national importance doesnt have a thread of its own. It is still covered under Tuticorin Region.
You are setting a wrong example for ppl to follow as each and everyone will tend to start a new thread for a major project in their region. The forum is all about sharing healthy news related to infrastructural developments in various regions and users should have easy access to the news.
Earlier, all the south indian threads were under a single category and then since the threads grew a lot, they grouped the threads based on states.
They have done this on a purpose and for ease of use and ease of access to news for the users.
Please dont spoil the integrity of the forum.
I have posted my views with no offense intended and hope this reaches everyone in the right sense.
natarajan1986 July 7th, 2009, 06:10 AM u r getting it correctly wrong,am seeking help for the renaming or wat info on first post then bandra worli itself is less than 2000crores but it has a thread in international forums.everyone in tn knows the importance of this project(as many districts affected by fluorine and you can witness lots of defect in ppl over there) in many threads commercial construction are created as thread so i think this is the major project which cant be dumped into region
gvijayan July 7th, 2009, 06:44 AM Dear Natarajan, Thanks for being focussed on this important project that will benefit several thousands of people of the backward districts of Dharmapuri and Krishnagiri. Without any doubt, it is one of the critical project that will fullfill the basic needs of the people from these two districts.
However, we definitley can not expect much information / news items on this project about its progress. Even though the BWSL (Bandra - Worli Sea Link) project was executed at less than 2000 crore rupees, it had a great deal of visibility. There were several forumers in SSC that were interested in the project. Without that interest level, pictures taken/found by the forumers, and the project website itself - the BWSL thread would not have been this successful.
Do we have the same interest level, and local forumers to share information on the progress of this project? We will have to solely depend on the news articles from the Tamil dailies to gauge the progress of this project. Even the english dailies like THE HINDU are not concentrating much on this project.
And as of now this project has been sailing through some political stunt between TN and Karnataka. Even after all those issues are sorted out, we will see this project progressing silently without much publicity except for some news here and there on Tamil newspapers.
Anyways - let us hope the project draws attention and progresses at a good pace.

Rasnaboy August 6th, 2009, 03:30 AM HOGENEKKAL: Hogenakkal would be developed as a model tourist spot at a cost of Rs. 3.36 crore, the District Collector, P. Amutha, has said.
Laying the foundation stone for the project she said the tourist inflow to Hogenakkal was increasing every year.
Last year 19 lakh tourists visited Hogenakkal and during this year it was 25 lakh. The district administration expect this to double next year.
The district administration has sent a proposal to the State Governmnet for another Rs. 3 crore. The development works would be completed in six months. She said that the district administration has sent a project report to the State Government to mitigate the drinking water scarcity in Hogennakkal. Steps had been taken to solve the drinking water scarcity through the funds allotted for the Panchayat Union.
She said the district administration was taking steps to improve the standards of life of coracle operators, massage workers and fish vendors.
She asked them to collect only the fees fixed by the district administration from tourists.
In connection with the Aadiperukku festival, she inaugurated stalls set up by government departments.

satishanu January 30th, 2010, 01:10 AM The Hyderabad-based IVRCL Infrastructures and Projects Ltd has been awarded a Rs 237-crore contract under the Hogenakkal water supply and fluorosis mitigation project. The project with a permanent water source is being implemented by the Tamil Nadu Government at a cost of Rs 1,928.80 crore.
This project will cater to Dharmapuri and Krishnagiri districts and benefit the present population of 30 lakh. The project has been divided into 5 packages.
The package-I consists of components such as intake structures, raw water pumping station, raw water pump set, raw water pumping main, treatment plant to a capacity of 156 million litre per day, clear water pumping main, booster pumping station, master balancing reservoir of 240 lakh litres and providing Supervisory Control and Data Acquisition system (SCADA).

BANGALORE: After the new-found bonhomie between Karnataka and Tamil Nadu over the Sarvajna-Tiruvalluvar statues, Karnataka has once again extended an olive branch to its neighbour, this time on the water front.
Continuing with the give-and-take policy, chief minister B S Yeddyurappa has decided to lead a delegation to Chennai with a proposal to allow the state to set up a hydel power plant in the disputed Hogenakkal region. In return, it will not object to the drinking water project undertaken by Tamil Nadu in the disputed site.
“This is the time we can bargain. We do not want to stall any project. The proposal is beneficial to both states. An inter-state river is a national wealth and its resources should be optimally utilized by both,’’ home minister V S Acharya said on Friday.
Tamil Nadu has already started work for the Rs 1,334-crore Hogenakkal Water Supply and Fluorosis Mitigation Programme, aimed at providing drinking water to Dharmapuri and Krishnagiri districts. The project is funded by Japanese Bank of International Cooperation (JBIC).
TN claims that Dharmapuri and Krishnagiri districts are water-starved, therefore the Hogenakkal project has to be completed as scheduled by the year 2012. However, Karnataka, though not against the drinking water scheme, has opposed it alleging that the neighbouring state has deviated from the original plan.
Karnataka water resources minister Basavaraj Bommai has accused Tamil Nadu of deviating from the original plan where it had envisaged the project for 1.7 tmc ft, but the works have been taken up involving 2.5 tmc ft of water. Similarly, drinking water was to be provided taking 30 lakh people into account in the two districts, but now it has been enhanced to 45 lakh people.
Bommai had said the location of the project itself was disputed. Karnataka claims that the land where the project is being executed belongs to Karnataka and is coming up on the inter river basin — Cauvery and Pennar — site.
JD(S) state president HD Kumaraswamy said that they would support the government.

ArunKumarB May 14th, 2010, 03:48 AM DHARMAPURI: Swaran Singh, Chairman and Managing Director, Tamilnadu Water Supply and Drainage Board (TWAD) gave instructions to the officials to give maximum provision to protect the Water Treatment Plants of the Hogenakkal Drinking Water and Fluorosis Mitigation Project from the wild elephants from the nearby reserve forests.
Mr. Singh, inspected the various on going construction works of the project on Thursday along with the Collector P. Amutha.
First, he inspected the construction works of the 2.4 crore litres mega underground water storage tank at Madam village. Later, he made an on the spot inspection at the Water Treatment Plants and Construction of Head Works of the Project at Hogenakkal.
He gave instructions and advises to the accompanying officials from the TWAD Board and the advisors of Japan International Cooperation Agency (JICA), funding agency for the project. JICA extended Rs.1928.80 crore for the Hogenakkal Drinking Water project for Krishnagiri and Dharmapuri districts.
Using the Cauvery as the source, the project is aimed at providing drinking water to people of Krishnagiri and Dharmapuri districts in three municipalities, 17 town panchayats and 6,755 rural habitations over 18 panchayat unions, according to an order issued by the State Municipal Administration and Water Supply Department, during the last week of January.
The project cost was revised, the loan component of the Japan International Cooperation Agency will be Rs.1,585.6 crore; the Minimum Needs Programme's component Rs.307.48 crore and urban local bodies' share Rs.35.72 crore. The cost has been revised due to a number of factors such as the redesign of water main lines branching from the master balancing reservoirs and the consequent changes in the type, class and size of pipes.
Introduction of intermediate booster and allocation of maintenance staff and increase in power consumption are among the other reasons.
The government has also sanctioned Rs.318.35 crore towards the cost of operation and maintenance for five years subject to the condition that the amount collected from beneficiaries by the Tamil Nadu Water Supply and Drainage Board, the executing agency, will be deducted while releasing funds to the Board.

Mr. Stalin would address a public meeting in the evening to thank the voters of the Pennagaram for ensuring the victory of the DMK candidate in the recent by-election held there, according to party sources.
He must ask the engineers to expedite the work:)

The project is being implemented in five phases. As part of phase-I, main head work on the Cauvery river bed, water treatment plant with a capacity to treat 1600 lakh litres per day in Kullathirampatti village and 2.40 lakh (2 X 1.20 lakh litres) underground storage sump in Madam village near Pennagaram at a cost of Rs. 63.67 crores are being taken up.
A 1000-metre trench is being dug around the water treatment plant to protect it from wild elephants. Construction of the treatment plant began on February 14 and underground storage sump, February 20.
Tenders will be finalised before June-end for the other four phases. Under these four phases, work on laying of pipelines, construction of overhead tanks and underground storage sumps will be taken up.
As per schedule, the entire project should be completed 30 months from the date of beginning of construction. The government is committed to completing it six months ahead of schedule. The project would be completed well before December 2012 as was done in the case of the Ramanathapuram Integrated Drinking Water Project. Mr. Stalin denied Karnataka's allegations that the Tamil Nadu government was planning to draw 2.5 tmcft of water from the Cauvery. Only 1.4 tmcft would be drawn for the project as permitted by the Centre.

June 28: Even as the Kannada organisations in neighbouring Karnataka continue their opposition to the Hogenakkal water supply project, the state government is going ahead to complete the scheme on time to provide potable water to the fluorosis-hit Dharmapuri and Krishnagiri district.
The Tamil Nadu water supply and drainage (TW-AD) board, entrusted with the task of executing the work, has issued work ord-ers to Hyderabad-based IV-RCL to one more package (no II) to lay 83-km-long stainless steel leak-proof pipes from Madam to Uthangarai at a cost of Rs 315 crore. IVRCL authorities are expected to sign the contract on Tuesday.
IVRCL bagged the contract for package-I also, sources said. “We have as-ked them to organise men and material and laying of pipelines will begin by Au-gust,” a senior official said.

ஒகேனக்கல் கூட்டு குடிநீர் திட்டத்தின் மூலம் தர்மபுரி, கிருஷ்ணகிரி மாவட்டங்களில் உள்ள 3 நகராட்சிகள், 17 பேரூ ராட்சிகள், 18 ஊராட்சி ஒன்றியங்கள் ஆகிய பகுதிகளைச் சேர்ந்த 6755 குடியிருப்புகளுக்கு சுகாதாரமான மற்றும் பாதுகாப்பான குடிநீர் வழங் கப்படும். ஜப்பான் நாட்டின் உதவியுடன் இந்த திட்டம் செயல்படுத்தப்படுகிறது. இதன் திருத்தப்பட்ட திட்ட மதிப்பீடு செலவு ரூ. 1928 கோடியே 80 லட்சம் ஆகும்.
இந்த திட்டம் 5 தொகுப்புகளாக நிறை வேற்றப்படுகிறது. இதில் 2 தொகுப்பு பணிகள் நடந்து வருகின்றன.
ஒகேனக்கல் தலைமை பணியிடத்தில் காவிரி ஆற்றில் தண்ணீர் எடுப்பதற் காக அமைக்கப்பட்டு வரும் இறைப்பான் கிணற்றின் பக்க சுவர் மற்றும் கிணற்றுக்கு நீரைக் கொண்டு வரும் கால்வாய் சுவர்களுக்கான கான்கிரீட் பணிகள் நடை பெற்று வருகின்றன.
ஒவ்வொன்றும் தலா 120 லட்சம் லிட்டர் கொள்ளளவு கொண்ட மொத்தம் 240 லட்சம் லிட்டர் கொள்ளளவு உள்ள 2 பெரிய சமநிலை நீர்த்தக்க தொட்டிகள் மடத்தில் 4 ஏக்கர் நிலப்பரப்பில் அமைக்கப்பட்டு வருகிறது.
இத்தொட்டிகளின் கற்காரை மற்றும் அடித்தளக் கான்கிரீட் பணிகள் முடிவுற்று உள்ளது.இதில் 208 தூண்கள் கட்ட வேண்டும். தற்போது 198 தூண்கள் அமைக்கப்பட்டு உள்ளன. மற்ற தூண்களை அமைக்கும் பணி நடந்து வருகிறது.
அதேபோல நீர்சுத்தி கரிக்கும் நிலையத்திற்கான பணிகளும் தற்போது நடை பெற்று வருகிறது. தண்ணீர் சுத்திகரிக்கும் இடத்தில் 1500 எம்.எம். விட்டம் கொண்ட பெரிய இரும்பு குழாய்கள் பதிக்கும் பணியும் நடைபெற்று வருகிறது. 1500 மீட்டர் தூரத்துக்கு இந்த பணிகள் நடந்து வருகிறது.
ஒகேனக்கல் கூட்டுக்குடி நீர் திட்டப்பணிகளை 30 மாதங்களில் முடிக்க இலக்கு நிர்ணயிக்கப்பட்டு உள்ளது. என்றாலும் குறிப்பிட்ட காலத்திற்கு முன்பே அதா வது 24 மாதங்களுக்குள் திட்டப்பணிகளை முடிக்க நடவடிக்கை எடுக்கப்பட்டு வருகிறது.
தர்மபுரி நகராட்சிக்காக அம்பேத்கார் காலனியில் அமைக்கப்பட உள்ள 6 லட்சம் லிட்டர் கொள்ளளவு கொண்ட மேல்நிலை நீர்த்தேக்க தொட்டி மற்றும் நல்லம்பள்ளி ஒன்றி யத்திற்காக சவளூரில் அமைக்கப்பட உள்ள 14 லட்சம் லிட்டர் கொள்ளளவு கொண்ட நீர்த்தேக்க தொட்டி ஆகியவற்றின் கட்டுமான பணிகளும் இன்று தொடங்கி வைக்க்பபட்டு உள்ளது.
இந்த பணிகளையும், ஒகேனக்கல் கூட்டு குடிநீர் திட்டப்பணிகளையும் ஆய்வு செய்ய 2 மாதத்திற்கு ஒரு முறை அல்லது ஒரு மாதத்திற்கு ஒரு முறையோ இங்கு வருவேன். தேவைப்பட்டால் 15 நாட்களுக்கு ஒருமுறை இங்கு வந்து இந்த பணிகளை ஆய்வு செய்வேன்.
கடந்த ஒரு மாத காலத்தில் நடந்த பணிகள் திருப்திகரமாக உள்ளது. ராமநாதபுரம் கூட்டுக் குடிநீர் திட்டத்தை எவ்வளவு விரைவான காலத்தில் நிறைவேற்றி முடித்தோமோ அதேபோல ஒகேனக்கல் கூட்டு குடிநீர் திட்டப்பணிகளையும் குறிப்பிட்ட காலத்திற்கு முன்பே முடிக்க நடவடிக்கை எடுக்கப்பட்டு வருகிறது.
இடைத்தேர்தலின்போது பென்னாகரம் பேரூராட்சி குடிநீர் பிரச்சினையை போக்க ரூ. 4 கோடியே 99 லட்சம் செலவில் புதிய குடிநீர் திட்டத் செயல்படுத்தப்படும் என்று அறிவித்தோம். அந்த திட்டமும் நிறைவேற் றப்பட்டு இன்று முதல் குடிநீர் வினியோகமும் தொடங்கப்பட்டு உள்ளது. இதனால் ஒரு நாளைக்கு ஒரு நபருக்கு 70 லிட்டர் தண்ணீர் கிடைக்கும்.
இவ்வாறு அவர் கூறினார்.
அப்போது ஒரு நிருபர் குறிக்கிட்டு “காவிரி டிரிப்யூனல் தீர்ப்பை 3 மாதத்திற்குள் நிறைவேற்ற அ.தி.மு.க. அரசு நடவடிக்கை எடுத்ததாகவும், தற்போது தி.மு.க. ஆட்சியில் எந்த நடவடிக்கையும் எடுக்கவில்லையே என்றும் முன்னாள் முதல்- அமைச்சர் ஜெயலலிதா கூறி உள்ளாரே?” என்று கேள்வி கேட்டார்.
அந்த கேள்விக்கு பதில் அளித்து துணை முதல்- அமைச்சர் மு.க. ஸ்டாலின் கூறியதாவது:-

Deputy Chief Minister M.K. Stalin inspected the progress of the Rs. 1928.80 crore Hogenakkal Drinking Water and Fluorosis Mitigation Project to quench the thirst of 30 lakh people in two districts.
The project is being undertaken with the funds given by the Japan International Cooperation Agency JICA. The project is being implemented in five phases. Phase-I consists of the main headwork on the Cauvery river bed, construction of the water treatment plant and the underground storage sump are being taken up at a cost of Rs. 63.67 crores.
The water treatment plant capacity is to treat 1600 lakh litres per day in Kullathirampatti village and 2.40 lakh (2 X 1.20 lakh) litres, of the underground storage sump in Madam Village near Pennagaram.
A 1000-metre trench is being dug around the water treatment plant to protect it from wild elephants. Construction of the treatment plant and the underground storage sump began in February.
As per schedule, the entire project should be completed in 30 months from the start of construction. The government is committed to completing it six months ahead of schedule. The project would be completed well before December 2012 as was done in the case of the Ramanathapuram Integrated Drinking Water Project. So far Rs. 57-crore was spent on the project.
Mr. Stalin inspected the progress of the headwork, at Madam Village. Earlier, Mr. Stalin inaugurated the construction works of the 6 lakh underground storage tank at Ambedkar Colony in Dharmapuri and 14 lakh tank at Savalur in Nallampalli.

The State government is committed to completing the Rs.1,928-crore Hogenakkal Drinking Water Scheme and Fluorosis Mitigation Project six months ahead of the deadline, Deputy Chief Minister M.K. Stalin said here on Sunday after reviewing the works.
Being implemented with funds from the Japan International Cooperation Agency, the project would serve a population of 30 lakh in Krishnagiri and Dharmapuri districts.
The 30-month implementation period would end in December 2012. But, with the focus on carrying out the works at a brisk pace, the project would be completed much ahead of the deadline as in the case of the Ramanathapuram Integrated Drinking Water Project, Mr. Stalin said.
The Hogenakkal project was being implemented in five phases. Under the first phase, main head works on the Cauvery river bed, the construction of a water treatment plant with a capacity to treat 1,600 lakh litres a day in Kullathirampatti village and two sumps of 1.2 lakh litres each in Madam village near Pennagaram costing Rs. 63.67 crore were in progress.
The construction of the treatment plant began on February 14 and the sumps on February 20. A more than 3,000 ft-long trench was being dug around the treatment plant to protect it from elephants.
The laying of pipelines, construction of overhead tanks and more sumps would be taken up in the next phases. So far, Rs. 57 crore had been spent on the project.
Earlier, Mr. Stalin inaugurated the construction of storage tanks at Ambedkar Colony in Dharmapuri and at Savalur in Nallampalli.

Even bungalows in kerala or tamilnadu in the elephant corridors or nearby areas have trenches around to ward off elephants.
Snakes are also the biggest menace. We use very smooth coating on the surrounding floors and the bottom portions of the walls. This will prevent snakes from climbing the walls and entering through windows. (I have personally seen a snake tracking the peeled of portions of the walls to climb).
Leeches (Attai in Tamil) are much worse. They get into your socks & shoes. You will not be aware of their bites at all as they inject a local anesthetic first before sucking blood.
The locals always carry a match box (if you burn them, they will fall off) and Snuff Powder (if you sprinkle the powder on leaches mouth and front region, they will fall off).
Almost all the Govt Depts do not recognise the difficulties of the workers at these far off work sites.

Chennai: Work orders have been issued for the fourth package of the Rs 1,928-crore Hogenakkal drinking water supply and fluorosis mitigation project in western Tamil Nadu, the state government said on Saturday.
Nagarjuna Constructions had been awarded the work on the fourth package, which entails laying a pumping main for a length of 2,337 km. The work orders for the Rs 387.54 crore package were issued on Thursday, an official press release said. The Japanese International Cooperation Agency, which is funding the project, had approved the work order, it said.
In this phase, 1,631 habitations in the panchayat unions of Veppanapalli, Kelamangalam, Thalli, Sulagiri, and Hosur and the three town panchayats of Mathagiri, Kelamangalam, Denkanikottai and Hosur municipality would be covered. About eight lakh people would benefit from this part of the project. All works under this package would be completed by October 2012, it said.
Work orders for the first and second packages had been issued earlier and work was in progress. Hyderabadbased IVRCL Infrastructure and Project limited is implementing the first two packages at a cost Rs 237.19 crore and Rs 315.03 crore respectively. Package I, which envisages construction of facilities for raw water intake, a transmission main, a booster and a master balancing reservoir, would be completed by August 2012, the release said. Package II, envisaging a trunk main from the master balancing reservoir would be completed by June 2012.

Malaysia Mustafa December 28th, 2010, 03:19 PM The construction work of the Hogenakkal Drinking Water and Fluorosis Mitigation Scheme is on fast pace and the DMK government which took the initiative is fully satisfied the with the progress of the work from Phase I to Phase V, said M.K. Stalin, Deputy Chief Minister here on Tuesday.
After inaugurating the Phase III and Phase V of the Hogenakkal Project in Harur at a cost of Rs. 203.56-crore, Mr. Stalin told the newsmen that the Government Order for the same was issued on October 22 this year. Phase III of the project envisages water supply from the scheme to Harur, Kadathur, Kambainallur, Pappireddypatti and some other town panchayat comes under the Harur, Morappur and Pappireddypatti Panchayat Unions. He also inaugurated the construction of the Over Head Tank and the ground level water storage tank.
Construction work of the Phase I of the project would be over by April 2012. Fifteen per cent of the construction work for Phase I is almost completed. Work on Phase II would be over by 2012, Phase IV by September 2012 and Phase V by 2012 December. Totally Rs. 175-crore was spent for the Hogenakkal project.
When asked about the criticism by the principal opposition party, Mr. Stalin challenged them to prove that the works were not started. He is ready to prove the charges with the evidence if the Opposition Leader has come forward at their convenient time to witness the progress of the works. Opposition parties are politicising the issue. “The DMK government had never bother about the criticisms and will continue its good services to the society”, he said.
Later Mr. Stalin laid the foundation stones for 28 works at an investment of Rs. 17.17-crore. Inaugurated 1870 development works at a cost of Rs. 40.46-crore and also gave away welfare assistance to 9903 persons at a cost of Rs. 36.79-crore at a function in the Government Boys Higher Secondary School in Harur.
The Samathuvapuram concept initiated by the DMK government headed by Chief Minister M. Karunanidhi during its rule between 1996 and 2001 was kept in abeyance by the successive AIADMK government. At least they should have maintained the 145 Samathuvapurams established by the DMK government. The DMK government, which came in to power in the year 2001, allocated Rs. 16.80-crore for the maintenance of the Samathuvapurams. Mr. Karunanidhi announced another 95 Samathuvapuram to mark the life-time of his mentor Periyar. As per the announcement the government has established 29 Samathuvapurams during 2008-09, 30 Samathuvapurams during the year 2009-10, of this 14 were already declared opened, the Sundangipatti Samathuvapuram is the fifteenth one. The rest of the Samathuvapuram’s will be thrown open to the public before February 15, 2011. Another 36 Samathuvapurams will be established during the financial year 2011-12.
He added that so far he had distributed revolving funds to 1,78,437 Self Help Groups and spent 115 hours for distribution for the last four and half years.
In his felicitation speech, CPI (M) M.L.A. Dillibabu urged Mr. Stalin on the sanctioning of a Government Arts College and Malibnum factory as it will give employment opportunity to as many as 5000 educated youths in Harur region.
He also insisted the government to extend the benefit of the Kalaignar Veetu Vasathi Thittam to the people living in hilly areas and tribal’s and give away patta to the landless labourers. He sought the upgradation of the Harur Town Panchayat as Municipality.
Mr. V. Mullaivendan, Morappur M.L.A. (DMK) endorsed the demands of Mr. Dilli Babu.
He also urged the government to issue free sugarcane saplings to the farmers in the district. R. Thamaraiselvan, Dharmapuri M.P. appealed to Mr. Stalin to allocate Rs. 55 crores (fifty per cent) of the cost of the Rs. 110-crore Dharmapuri-Morappur new Railway line.
R. Ananthakumar, District Collector presided over the function. R. Ravichandran, Project Officer, DRDA welcomed the gathering. Maheshwari Ravikumar, District Revenue Officer proposed vote of thanks.

As the election to the State Assembly is round the corner during the first half of the next year, the Deputy Chief Minister M.K. Stalin called up on the ruling DMK’s former ally, the Communist Party of India (Marxist) not to allow their calculations go wrong.
In lighter vein, he referred the speech of the CPI (M) M.L.A. Mr. P. Dillibabu at function that he was wrong in his calculations and announced that the function was ``Aimberum Vizha’’, but the function was organized for ``Aaruperum Vizha’’ which were inauguration of Samathuvapuram, distribution of houses to the beneficiaries of KVVT, distribution of revolving fund, inauguration of new buildings, laying foundation, inauguration of new buildings and distribution of welfare assistance.

DHARMAPURI: State Minister for Municipal Administration and Rural Development K.P. Munusamy on Saturday inspected the head works of the Hogenakkal Drinking Water and Fluorosis Mitigation Project on the banks of the Cauvery at Hogenakkal along with State Higher Education Minister P. Palaniappan.
Mr. Munusamy suggested the installation of generators at the head works, from where water will be pumped to the treatment plant by giant motors, as part of the disaster management plan.
Officials, including R. Sudalaikkannan, Managing Director, TWAD Board, explained that TANGEDCO is supplying power through overhead lines from Pennagaram sub station. In addition, it is planning to lay underground cables to provide 9 MVA power for ensuring that the pumping of water from the river is not affected under any circumstances. TANGEDCO is also is in the process of replacing the existing power conductors to meet the project demands.
TANGEDCO officials told The Hindu that the project needs 2.5 MVA Generator at head works, 4.5 MVA at second point and 2.5 MVA at third point to meet energy requirements in case both lines of power supply is affected.
M. Ravichandran, Project Chief Engineer, said 30 per cent of the construction and pipe-laying works were over.
The rest of the works would be undertaken at a fast pace as directed by the government.
The project is being implemented under a five-package system.
As many as three municipalities, 17 town panchayats, and 6755 habitations in Krishnagiri and Dharmapuri districts would benefit from the project.
Work on the Rs.1928.80-crore project is being implemented with financial assistance from the Japan International Cooperation Agency (JICA) to supply drinking water to 30 lakh people in Krishnagiri and Dharmapuri districts.

Minister for Municipal Administration and Rural Administration K.P. Munusamy has urged the companies that have taken up the Hogenakkal Drinking Water and Fluorosis Mitigation Project and the TWAD Board officials to rectify any hitches in implementing the project on a war footing.
Inauguration
The project is to be inaugurated by Chief Minister J. Jayalalithaa to benefit over 30 lakh people in Krishnagiri and Dharmapuri districts.
Four companies including Larson and Toubro Limited are in the process of implementing the project at different stages.
The Larson and Toubro Limited has undertaken Package III and V of the project, package II by IVCRL, package I by IVCRL Gadag Water Treatment Private Limited and the package IV is being undertaken by Nagarjuna Constructions at a total cost of Rs. 1992.47-crore.
Setting the target for the companies during a review meeting at Uthangarai town recently, the Minister sought a 15 per cent improvement for package I in Pennagaram area, where 34 per cent of the work is over.
The executives of the companies were advised to speed up work to achieve the set target before August 17.
Likewise, the company which has undertaken the works under package II in the Dharmapuri and Uthangarai areas was advised to show 8 per cent progress during the next review meeting.
Only 4 per cent of the works were over under the package 3. The target for the implementing company was 11 per cent during the review meeting and 26 per cent by September 18.
The Minister was told that under the package IV 30 per cent works were over in Hosur and Denkanikottai areas. The target for the company taking up the package was 45 per cent.
Under package V in Krishangiri, the implementing company Larson and Toubro was advised to show a progress of 11 per cent by the end of August, and 26 per cent at the end of September.

He inspected construction work of the 75.2-lakh litre common booster pumping stations at Moonmgilpatti in Dharmapuri district, built at a cost of Rs.4.57-crore; 1-lakh litre water storage tank at Pikkanahalli in Karimangalam Panchayat Union erected at a cost of Rs.8.59-lakh; and the 35-lakh litre ground level water storage tank built at a cost of Rs.1.12 crore.
Later, he inspected the progress of construction of 30 lakh litre water storage tank in Ullukkurikkai village of Kelamangalam Panchayat Union in Krishnagiri district and 10-lakh litre water storage tank at Jakkeri.
Earlier, after inspecting the works at Kalichettipatti, the Minister held a review meeting with officials of the TWAD Board, the nodal agency for implementing the Rs. 1928.80-crore Hogenakkal Drinking Water and Fluorosis Mitigation Projects with financial assistance from Japan International Cooperation Agency (JICA), and the contracting companies.
During the meeting, the Minister was informed that the six mega electrical motors were ready to pump water to the water treatment plant at Madam. Immediately, he gave instructions to officials to speed up the project for the initial test on November 11.
Mr. Munusamy directed the officials to speed up construction so as to achieve 49 per cent completion before September 15 under Package I. He announced the target of finishing works under Package II as 60 per cent, 35 per cent for Package III, 50 per cent under Package IV and 27 per cent under Package V.
The project is being implemented under a five-package system. The Hogenakkal Integrated Drinking Water Project aimed at catering to the requirement of people of Krishnagiri and Dharmapuri districts would be completed in December 2012, Tamil Nadu Municipal Administration Minister K P Munusamy said today. Distributing welfare measures in Muthali village near Hosur, he said the Japanese-aided project had been taken up at a cost of Rs 2,000 crore and water from it would be supplied from December next year. He said a total of 4.40 lakh family card holders would get free schemes announced by the AIADMK Government fulfilling the electoral promises. Noting that Krishnagiri ranked a poor 24th among the 30-odd districts in the state in education sector, the Minister said the government had taken steps to increase the literacy rate.

ஒகேனக்கல் கூட்டு குடிநீர்த் திட்டத்தின் முதல் சோதனை ஓட்டம் இன்று தொடங்கியது. இதில் குடிநீர் பம்பிங் செய்து தர்மபுரி நெசவாளர் காலனி வரை குழாய் மூலம் அனுப்பி பரிசோதனை செய்ப்பட்டது. நீர் சரியாக குழாய்களில் செல்கிறதா என்றும் ஆய்வு செய்யப்பட்டது.
தர்மபுரி மற்றும் கிருஷ்ணகிரி மாவட்ட மக்கள் பயன்பெறும் வகையி
ல் ஓகேனக்கல் கூட்டு குடிநீர் திட்டம் 29-1-2010 அன்று தமிழக அரசின் ஒப்புதல் பெற்று ஜப்பான் பன்னாட்டு கூட்டுறவு ஒன்றியம் மூலம் செயல்படுத்தப்படுகிறது. இதற்கு ரூ 1928.80 கோடி ஒதுக்கப்பட்டு உள்ளது.குடிநீர் திட்டப்பணிகள் விரைவாக நடைபெற்றன.
இன்று காலை முதல் சோதனை ஓட்டம் நடந்தது. ஓகேனக்கல்லில் இருந்து தண்ணீர் பம்பிங் செய்யப்பட்டு அங்கு இருந்து மடம் கிராமத்துக்கு அனுப்பப்பட்டது. அங்கு இருந்து தண்ணீர் குழாய் வழியாக தர்மபுரி நெசவாளர் கா
லனிக்கு அனுப்பப்பட்டது.
இந்த தண்ணீர் குழாய்களில் சரியாக செல்கிறதா என்று ஆய்வு செய்யப்பட்டது. பி.அக்ரகாரம் கிராமத்தில் தண்ணீர் குழாய் வழியாக வந்து விழுவதை ஓகேனக்கல் கூட்டு குடிநீர் திட்ட தலைமை பொறியாளர் மற்றும் திட்ட அதிகாரிகள் பார்வையிட்டனர்.
சோதனை ஓட்டம் நிறைவேற்றப்பட்டு விரைவில் இந்த திட்டம் செயல்பாட்டுக்கு வரும். இந்த திட்டத்தின் கீழ் குடிநீர் வழங்கும் பணியை முதல் அமைச்சர் ஜெயலலிதா விரைவில் தொடங்கி வைப்பார். இந்த திட்டம் செயல்பாட்டுக்கு வரும்போது தர்மபுரி மற்றும் கிருஷ்ணகிரி மாவட்டங்களில் 30 லட்சம் மக்கள் பயன் அடைவார்கள்.http://www.nakkheeran.in/Users/frmNews.aspx?N=89119

Minister for Municipal Administration and Rural Development K.P. Munusamy along with the officials inspected the progress of the Rs. 1,928.80-crore Hogenakkal Drinking Water and Fluorosis Mitigation Project funded by the Japan International Cooperation Agency (JICA) on Saturday.
A report by the Tamil Nadu Water Supply and Drainage Board, a nodal agency for implementing the project says that the project works would be completed before March 31.
When asked about the progress and the possible date of the dedication of the project to the Nation, the Minister said that it would be decided and announced by Chief Minister Jayalalithaa.
The project is being implemented under five packages to benefit the population of over 36 lakh people.
The project will benefit three municipalities, seventeen town panchayats and 6,755 hamlets in the two districts.
The water supply would be maintained at 53 litres per person in municipalities, 41 litres in town panchayats and 30 litres in village panchayats, the report said.
According to the report, 81 per cent of the works were over under Package I at the head works on the banks of the Cauvery River in Hogenakkal and rest of the works would be over by February 28.
Under Package II, 90 per cent, and under Package III, 76 per cent works were over. The balance works in these two packages would be over by March 31.
Under package IV, 87 per cent of the works were over and the balance works would be finished before February 28.
Under Package V, 90 per cent of the works were over, and the balance works would be completed before March 31, the report adds.
Altogether, 87 per cent of the project works were over and an amount of Rs. 1,193.24 crore had been spent. It had been targeted to finish the project work before March 31, the report said.
Mr. Munusamy also convened a review meeting with officials in Hosur, to take stock of the progress of the works.
The Minister was accompanied by C.V. Shankar, Secretary, Municipal Administration and Water Supply, C. Ekambaram, Managing Director, TWAD Board and MLAs K.P. Anbazhagan, K.E. Krishnamurthy and Manoranjitham Nagaraj, Dharmapuri District Collector (in charge) P. Ramar and Krishnagiri Collector T.P. Rajesh and District Revenue Officer C. Prakasam.
