That is some weird and wonderful architecture there, coooool. The skyline itself is lacking in density and seems to lack any recent construction activity. The buildings are tall enough, just needs some infill and maybe a landmark.

A 4 for me. other small african countries are doing better.

This city makes me remember one white man who was Kenyan and lived in Nairobi. He didnt like the way the west was picturing Africa. He loved Africa and wished the best for Africa. At one time in London - in a bid to prove Africa is not what the West thought it was, he showcased several photos of Lome and asked the Europeans in attendance to guess where the photos were taken, out of fifty votes, 25 mentioned somewhere in the North America, 18 mentiond somewhere in Europe, five said Australia and two said Brazil! Nobody could believe such photos were from Africa!
