Movie Giant, Universal Studios to Build Theme Park in South Korea

SEOUL, South Korea — Universal Parks & Resorts and a local partner signed an agreement Tuesday aimed at establishing a Universal Studios theme park in South Korea that they want to see up and running in 2012.
"What we are hoping to do is to bring in a world class attraction not only for the Korean people but to draw tourism to this country," Frank P. Stanek, president of USKOR & Associates Co., Universal's South Korean partner, said at a press conference, citing the attraction of possible visitors from nearby China.

Other than the proposed date for opening the park, other details were vague, including how much the project might eventually cost. No site has been decided and financing remains in the planning stage, officials said.

"We are in the process of evaluating our options," said Stanek, a former Walt Disney Co. executive involved in setting up Disney them parks in the United States, Japan and France.

He said that officials hoped to decide on a location by the end of this year.

Universal Parks & Resorts, a division of General Electric Co.'s NBC Universal, operates Universal Studios theme parks in Orlando, Florida, and Hollywood, California, in the United States, as well as in Osaka, Japan.

The parks include attractions based on Universal films including "E.T. The Extra-Terrestrial" and "King Kong," as well as movies made by other studios such as "Spiderman" and "Shrek."

Universal Parks & Resorts Chairman and CEO Thomas L. Williams said South Korea's economic development, the concentration of half its almost 50 million population in the Seoul area and South Korean's familiarity with American cinema were positive factors behind the decision to bring a theme park to the country.

"We want to put you into your favorite scene from your favorite movie," he said, referring to attractions at Universal's other theme parks based on the films of Universal Studios.

In a press release, USKOR and Universal Parks & Resorts said that a facility in South Korea could potentially exceed the size of Universal Studios Hollywood or Universal Studios Japan.

Officials also said a them park would also draw on elements of South Korean cinema, which has developed an international reputation, especially in Asia.

"We want to be part of the Korean Wave," Williams said, referring to the popularity of South Korean culture and cinema in the region.

Williams said that the important thing at this stage was to be open and transparent and let the South Korean people know what the companies aim to do.

"We want to have an open transparent process by which first off the public in Korea ... that they all understand that we're committed to Korea for the long haul," he said.

USKOR's Stanek said he is confident that a park in South Korea would serve as a powerful draw for tourists from nearby China. But Williams said that for now Universal has no plans for a theme park there.

USKOR also said it has entered into a memorandum of understanding with South Korea's Posco Engineering & Construction Co., a unit of Posco, the world's third-largest steelmaker, to join the consortium it is organizing to invest in the park.

Universal Parks & Resorts is developing Universal Studios parks in Singapore and Dubai.

SEOUL, South Korea – Developers of a Universal Studios theme park and resort in South Korea said Tuesday the project is slated to open in early 2014 after being delayed by the global financial crisis.

Plans for Universal Studios Korea Resort, billed as the largest such Universal project in Asia, were originally announced in May 2007 amid hopes it would be up and running in 2012.

Kim Moon-soo, governor of Gyeonggi province, where the resort is set to be built, blamed the worldwide financial meltdown for the delay, but said the large-scale project is back on track. Construction is scheduled to start at the beginning of next year, according to a release.

"Our Universal Studios in Korea is bigger than all the other studios combined," Kim said at a press event, referring to theme parks already operating in Orlando, Florida and Universal City, California in the United States, Osaka, Japan and another slated to open soon in Singapore.

"This will be a remarkable landmark in terms of tourism in Korea," he said.

A total of 15 partners are participating in the development, including South Korean conglomerate Lotte Group and builder Posco E&C. They signed a framework agreement Tuesday to raise capital for the 3 trillion won ($2.7 billion) project expected to attract 15 million visitors a year in South Korea and from abroad.

Kim said the project has the backing of South Korean President Lee Myung-bak, a former construction executive. He hinted, however, at frustration with the slowness of central government decision making and approvals for land and infrastructure issues.

"Singapore started one year ahead of us, but they are almost near completion so it's all coming down to speed now," he said.

The Singapore project will open during the first three months of this year, said Universal Parks & Resorts executive Peter Wong.

Developers expect the South Korean project to create at least 40,000 jobs, though Kim, the Gyeonggi governor, said the number would likely exceed 100,000.

The resort is to be built on a site in the city of Hwaseong, located south of Seoul and also close to the area's main international airport in Incheon. Nearly half of South Korea's population of about 50 million people are said to live within an hour's drive.

Developers have also placed great hope on attracting international visitors from increasingly affluent Asia, particularly nearby China.

Universal Parks & Resorts CEO Thomas L. Williams reiterated that theme Tuesday.

"The number of Asian international tourists is significant and growing," Williams said.

Besides the theme park, the project will include a water park, shopping center, hotels and a golf course and has renowned American director Steven Spielberg as creative consultant, Williams said.

"This kind of resort that can and will draw international visitors to South Korea is a sure thing," he said.

Williams, who declined to disclose how much Universal was investing in the South Korean project, said that plans for a theme park in Dubai were under "continuous review" with partners there.

"The impact of the recession has hit Dubai as it has everywhere else and so they're reconsidering their timeline," he told The Associated Press.

Universal Parks & Resorts is a division of General Electric Co.'s NBC Universal.

Two of South Korea's biggest companies, Posco and Lotte, have stepped in to rescue a $2.7bn deal to open a Universal Studios theme park in the country.

Plans for a movie-themed resort near Seoul were announced in 2007 but regional authorities admitted raising funds had proved difficult during the financial downturn.

Breaking the impasse, Universal Studios on Tuesday signed a financing agreement with Posco Engineering & Construction and Lotte Group, known for its retail and hotel empire.

Lotte will take a 27 per cent stake in the project and Posco 24 per cent. Building will begin in 2011 and the resort should open its gates in 2014.

South Korean authorities predict the Universal Studios park will be its largest in Asia. Film director Steven Spielberg, responsible for Jurassic Park, is expected to act as creative director. There will be a water park, golf course and shopping complex. Universal will also invest directly itself, but has declined to specify by how much.

Lotte already runs an amusement park in southern Seoul but its involvement in the Universal Studios venture will allow it to raise competitive pressure on Everland, South Korea's main theme park, run by Samsung Group.

Getting the park back on track is a coup for Gyeonggi-do, the often overlooked province surrounding Seoul, which expects the resort to create more than 40,000 jobs. The province is highlighting the resort's proximity to South Korea's main international airport at Incheon as a selling point that could attract foreign tourists, particularly from China.

Gaining foreign direct investment is always a stubborn challenge for South Korea but Soh Ji-young, aide to Gyeonggi-do's governor, said she hoped Tuesday's financing deal would entice some international investment.

In all, 15 companies will fund the project. The provincial authorities say they hope land prices can be agreed by next month.

Posco is also active in another flagship investment nearby, the ambitious construction work at Songdo to build a $35bn city on reclaimed mudflats off the west coast.

Posco holds a 30 per cent stake in the project managed by Gale International, a US company. Managers admit it has also been hard to attract foreign direct investment there during the downturn.

Lotte is also poised to play a role in expanding retail at Songdo and has entered into a partnership with Taubman Asia, a developer looking to build a mall there.
