UEM Land in talks on Puteri Harbour project

KOTA KINABALU: UEM Land Bhd is in talks with three foreign parties to develop its flagship residential component Puteri Harbour within Bandar Nusajaya in southern Johor.

Managing director Wan Abdullah Wan Ibrahim said the parties were from Australia, India and the US.

“They are interested in participating in the development of Puteri Harbour,” he told reporters at the sidelines of the CEO international conference.

“It will take some time before we can announce anything. The early indications are that they are very interested. Perhaps, we can announce something by the end of the third quarter,” he said.

Puteri Harbour is a 688-acre mixed development component within Bandar Nusajaya.

The involvement of the foreign parties would enable UEM Land to leverage on their networks and reach to showcase the projects overseas, Wan Abdullah said.

UEM Land has to date signed two joint ventures for the development of Puteri Harbour. The first was with Limitless LLC to develop a RM1.6bil project comprising canal homes and condominiums on 111 acres.

The second was with Damac Properties LLC to develop a RM3.8bil project comprising offices and condominiums on 43 acres.

UEM Land has lunched three residential projects in Bandar Nusajaya in the past 2˝ years. Nusa Idaman comprises medium-cost homes while Horizon Hills is a gated 1,200-acre joint venture property project and East Ledang comprises landed properties.

Project to ensure security in Nusajaya

JOHOR BARU: A pilot project consisting of two security systems has been introduced in Nusajaya to make the Safe City Programme a reality and ensure the success of Iskandar Malaysia.

Johor police chief Deputy Comm Datuk Mohd Mokhtar Mohd Shariff said the programme would initially focus on a few areas in Nusajaya such as Kota Iskandar, Puteri Harbour, Medini and Gelang Patah town.

As a start, he said the Precinct Security Command Centre (PSCC) was installed at Puteri Harbour Clubhouse.

“The PSCC is designed to facilitate security management at Puteri Harbour, ensure efficient operations and minimise the report and response time.

“Another safety feature is the East Ledang Security Intelligence System, which employs sophisticated detection analysis and alarm technology with a plate recognition system for vehicular entry or exit. It is also equipped with other tracking capabilities,” he said.

“The project is part of the Iskandar Safety and Security Blueprint and the Nusajaya Safety and Security Master Plan. Nusajaya was chosen as the implementation site because it is at the heart of Iskandar Malaysia,” he added.

The systems, which are linked to the police station, were put in place by UEM Land Holdings Berhad.

DCP Mohd Mokhtar said the Safe City Programme was part of a long-term plan to boost security and lower crime in Iskandar Malaysia and Johor as a whole.

“It requires the cooperation of all parties, especially the public,” he told newsmen after launching the programme at Puteri Harbour in Nusajaya here recently.

“We are also planning to build a new Nusajaya district police headquarters.

“Police presence and cooperation from the public is vital to ensure the programme’s success,” he said.

“It requires close rapport between the public and the police to ensure information on crime is relayed quickly to the police. The public will be the eyes and ears of the police,” he added.

DCP Mohd Mokhtar said that among the other initiatives were enhancing community policing, holding monthly crime talks for residents and building more police stations in the area.

State-of-the art security features for Puteri Harbour

PUTERI Harbour in Nusajaya, Johor, will be equipped with state-of-the-art security features estimated to cost some RM20 million.

Among features planned include individual security centres in every building within that 405ha area and these to eventually be linked to the Puteri Harbour security command centre.

Phase One of the waterfront development's safety and security blueprint costing RM3m is already up-and-running at the marina and clubhouse.

The emphasis on security is one of Puteri Harbour's strongest pull factors, says UEM Land Bhd general manager (waterfront development) Zamani Kasim.

At present, 46 closed-circuit television cameras encircle the marina and clubhouse, some equipped with a "help" button.

"When the 'help' button is pressed, the cameras located closest to it will zoom in and you'll be able to speak to an officer at the command centre.

"Our command centre is manned by fully-trained security officers," he told Business Times yesterday.

"We're willing to spend significant sums on the safety and security because of the high-end nature of Puteri Harbour. We're also fully aware of the security concerns of the individuals who choose to come here," Zamani said.

On the search for a new investor to replace Middle East developer Damac Properties, Zamani said UEM Land hopes to find a suitable replacement by the year-end.

"We are now in talks with several parties but have yet to make our decision," he said, referring to the developer which, in June, backed out of a deal to invest in Puteri Harbour.

Damac pulled out from an arrangement to buy 17.4ha of land for RM396 million. Zamani said Damac had faced some financial difficulties.

Puteri Harbour is an integrated waterfront development offering harbourfront residences, offices and retail and entertainment outlets as well as berthing facilities for yatchs of various lengths.

The marina and clubhouse are already in operation, while the ferries and water taxis are expected to be operational by 2012.

NCSB acquires Puteri Harbour land for RM16.3 million

PETALING JAYA: Nusajaya Consolidated Sdn Bhd (NCSB), a joint venture company equally owned by UEM Land Bhd and United Malayan Land Bhd (UM Land), has acquired a parcel of land in Puteri Harbour in Johor Bahru from Bandar Nusajaya Development Sdn Bhd and UEM Land Bhd for RM16.3 million.

In a joint statement on Nov 10, UM Land and UEM Land said that the acquisition of the 2.2-acre commercial land, which will be utilised for the development of boutique apartments and retail components, was pursuant to the option to purchase agreement.

The low-rise development project, which offers two five-storey apartment blocks and a 96,700-sq ft retail space, will be aimed at owners and investors. It is scheduled for construction next year and scheduled to be completed by December 2012.

The development is envisioned to be a primary activity hub in Puteri Harbour, with a range of food and Beverages (F&B) and retail outlets overlooking the lagoon, with a string of events to be held alongside the promenade.

Waterfront living at Puteri Harbour

With the hard and soft infrastructure in place, building work will soon start at Puteri Harbour — a waterfront and marina development. The first structure to take shape will be a family indoor theme park

Having spent two years and RM260 million developing the hard and soft infrastructure at Puteri Harbour in Nusajaya, Johor, UEM Land Bhd managing director and CEO Wan Abdullah Wan Ibrahim says the time is ripe to kick off the building structures at the waterfront and marina development. The first of these are the 60,000 sq ft family indoor theme park, a 300-room Traders Hotel and about 100,000 sq ft of retail space.

Early this month UEM Land sold two parcels of land totalling about 4.221 acres for RM26.7 million to Themed Resorts and Attractions Sdn Bhd (TAR), a wholly-owned subsidiary of Khazanah Nasional Bhd, for the development of a complex that will house the country’s first family indoor theme park, the hotel and the retail outlets. UEM Land will also act as the development manager for the project and managing it until it is completed, fitted out and handed over to TAR.

At the signing of the venture, Wan Abdullah expressed excitement about the proposed development. “We expect that it will create commercial activities and spillover effects that will add further value to Puteri Harbour.”

Touted as the jewel of Nusajaya — a 24,000-acre integrated development in southwest Johor and a key component of Iskandar Malaysia — Puteri Harbour is a waterfront and marina development that spans 688 acres offering a panoramic view of the Straits of Johor. Located adjacent to the Johor State New Administrative Centre (JSNAC), the developer says Puteri Harbour will be a unique luxurious lifestyle community, offering the experience of exceptional waterfront living, dining, entertainment, the arts and culture in a safe and natural setting.

According to the developer, Puteri Harbour will boast prime waterfront properties, offices and retail shops, food and beverage outlets, a transport hub (water transport terminal for water taxis and ferry, bus terminal, tram and LRT station), a marina (berthing, chandlery and accommodation facilities for boaters, yachters, boat/yacht charter owners/operators and water sports owners/operators) and a cultural park initiated and owned by the Johor government.

To be developed in phases spanning 15 years, Puteri Harbour is expected to be fully completed in 2021. However, 90% of the main infrastructure for the overall development will be completed by the end of this year. To date, the clubhouse for the public marina — with a gross floor area of 28,255 sq ft comprising office space, a café, charter office and other facilities — has been completed and operational since September 2008.

Additionally, the construction of the 76-berth floating pontoon for the public marina was completed in September 2008 and operations commenced in January this year when the first yacht sailed in on Jan 15, added the developer.

In a class of its own
As one of the seven signature projects aimed at catalysing the development of Nusajaya, Wan Abdullah says UEM Land realised early on that in making Puteri Harbour a reality, there was no room for error. “We realised that we could not afford to learn from our mistakes and it was with this realisation that we took on Cox Group of Architects from Australia to undertake the replanning of Puteri Harbour,” he says, adding that the architectural practice is renowned for its experience in planning urban waterfront developments. “We reanalysed all the waterfront elements, including the look of the waterfront as well as the density of the development.”

Given its development approach of going into partnerships, Wan Abdullah says the developer recognised the need for uniformity and thus came up with a set of urban design guidelines. “We are now persuading the local authority to adopt our urban design guidelines,” he says.

He adds that the initiatives put in place to differentiate Nusajaya from other cities also put Puteri Harbour in a class of its own. Encompassing four key areas, the initiatives include safety and security, an environment-friendly policy, an integrated intelligent city management platform, and telecommunications.

Collectively, these initiatives and the other aspects of the soft infrastructure make up some of the selling points of Puteri Harbour’s upcoming residential developments.

“This is a safe urban waterfront development with all the security features, including surveillance cameras and panic buttons. Residents will also be living in a development that has its own urban design guidelines, which have been carefully formulated and adopted throughout the development. The transport system has been designed so that there will be no congestion,” he says.

Wan Abdullah adds that Puteri Harbour is also enhanced by its proximity to projects such as a theme park, golf course and educational facilities. Close attention has also been paid to the landscaping of the development and to this end, the developer has engaged Oculus Landscape Architecture, says Wan Abdullah, adding that the landscaping master plan includes the creation of thematic gardens within Puteri Harbour.

Sustainability and environment-friendly features are also a priority at Puteri Harbour, says Wan Abdullah, pointing out that besides developing green buildings, UEM Land is also committed to protecting the environment. In constructing the marina, for instance, the developer employed double layers of silt curtains to prevent effluents from going into the Straits of Johor.

UEM Land was recently conferred the Best Master Plan Development award for Puteri Harbour by the Malaysian chapter of the International Real Estate Federation (Fiabci). For Wan Abdullah, this achievement is proof that its efforts towards sustainable development have paid off.

Strategic partnerships the way to go
In developing Puteri Harbour, Wan Abdullah stresses the importance of partnerships. “We can’t do it ourselves as we don’t have the financial capability to develop it all at once. Puteri Harbour needs to have that sense of vibrancy and for that we need strategic partners,” he says, adding that having different partners also gives Puteri Harbour a wider reach. “We hope to get more regional players to bring their own respective markets,” he says, adding that currently the developer has a few partners to be considered.

To date, UEM Land has partnered with Limitless LLC of Dubai to develop 111 acres of prime waterfront property into canal homes at the Residential North precinct. The 60:40 venture (UEM Land with 40% stake) is expected to launch the first housing units at end-2010. These properties have been planned to incorporate luxury waterfront housing units with the creation of canals and waterways that will, in turn, be linked to the public marina and the Straits of Johor.

In addition, UEM Land had in 2008 signed with UM Land to develop a RM840 million residential, commercial and retail development on 3.56 hectares of land.

PETALING JAYA: Nusajaya Consolidated Sdn Bhd (NCSB), a 50:50 joint venture between UEM Land Bhd and United Malayan Land Bhd (UMLand), will develop 6.7 acres in Nusajaya, Johor, into a mixed development project with a gross development value of RM670mil.

UMLand said in a statement to Bursa Malaysia that NCSB yesterday signed an agreement with Bandar Nusajaya Development Sdn Bhd to acquire the freehold land in Nusajaya for RM49.6mil in cash.

The proposed development, to comprise commercial, residential and retail components, will be developed over four years and is expected to yield a gross profit of RM160mil.

It is located in Puteri Harbour, an integrated waterfront and marina development spanning 278.42ha within Nusajaya and Iskandar Malaysia.

At present, NCSB is developing boutique waterfront apartments in Puteri Harbour scheduled for launch next year.

Following the purchase of 0.89ha in November 2009, NCSB has now exercised its option to buy the second parcel.

UMLand said the land and development costs would be financed through internally generated funds and/or bank borrowings.
