I try to build level one commercial buildings, but it won't build for some reason, anybody know why?

Do you have it set on low density zoning?

What is your population?

You need at least 20,000 in the city and 250,000 in metro in order to have the stage 8 bldgs, not to mention that you must zone the lots in 4*4 patterns.

Must use 4x4 zones? In my main commercial city, i used a lot of 6x6 patterns, and it did fairly well. Another thing to remember is make sure your city has little to no garbage.

I had 40,000 population in one city that i want the commercial building as i am new in this game..... and i don't know what you mean about "250,000 in one metro" :?

'metro' is a term that is used for the region. If you have 250,000 in your region population. The game tells you how many people you have in your region from the region view.
