szehoong January 19th, 2004, 05:00 AM Pantai highway opens end of February
SUNGAI SIPUT: The 19.6km New Pantai Expressway (NPE) will be open to motorists at the end of next month, said Works Minister Datuk Seri S. Samy Vellu.
“The opening of the NPE will ease traffic congestion in the Klang Valley, especially in Puchong, Damansara and the Sprint Highway, following the closure of the stretch of the New Klang Valley Expressway due to the rockfall in Bukit Lanjan.
“It will also alleviate the traffic congestion along the Federal Highway Route II and benefit motorists heading to Kuala Lumpur who use Jalan Subang Utama, Jalan Klang Lama and Jalan Pantai Dalam daily.
“It will also allow 20,000 to 30,000 vehicles from USJ to use the expressway and ease the congestion at the Federal Highway, LDP and Sprint Highway which lead to Kuala Lumpur,” he said after giving away Chinese New Year goodies and ang pow to about 50 residents of the Kg Baru Sungai Buloh old folks home here.
The residents are among 200 people, including the poor, the disabled and students, who received the goodies and ang pow worth RM50,000.
Samy Vellu said the NPE was now 92% completed with the remaining to be completed in the next three to four weeks.
Asked about the toll rate, Samy Vellu said it would be announced later.
On whether motorists would be allowed free use of the NPE for a certain period, he said:
“I don’t think we will have an opportunity to use this expressway for free for a certain period because it is a very expensive expressway which costs RM1.2bil for a stretch of about 20km.”
“However, I will speak to the management to allow motorists to use it for free for two or three days so that they can get used to it,” he said.
szehoong January 21st, 2004, 04:34 AM RM1b expressway to be a boon for Subang Jaya folk
By CHARLES FERNANDEZ
THE 19.6km New Pantai Expressway (NPE) that passes through Taman Maju Jaya, Pantai Dalam and ends in Jalan Bangsar and Jalan Kelang Lama will provide an alternative route for motorists in Subang Jaya and USJ.
Now, motorists from Subang Jaya and USJ have to use the Federal Highway to get to the city.
The NPE, beginning at the Jalan Tujuan/Jalan Subang Utama intersection, cuts through Subang Jaya, Bandar Sunway, Kampung Medan, Jalan Kelang Lama and Jalan Templer before coming to Kampung Pasir and Pantai Dalam.
The expressway will also link up with the Sungai Besi Highway and have eight interchanges in Jalan Kewajipan, Jalan PJS 8/1, Taman Maju Jaya, Jalan Templer, Pantai Dalam, Seri Pantai, Pantai Baru and Taman Desa.
NPE general manager Neoh Soon Hiong said the RM1bil expressway had 19 bridges and 10 pedestrian bridges besides modern facilities like variable message signs, closed-circuit television cameras, traffic control room, electronic toll collection, lay-bys, bus shelter and 24-hour traffic surveillance.
He said the project incorporated latest technical innovations and sophisticated designs.
“For example, the construction of two bridges were carried out with pre-cast tension segmental crosshead to minimise disruption to the traffic along Jalan Templer Lama,” said Neoh.
Another interesting and unusual feature is the viaduct that is done by the use of pre-cast post tensioned crosshead, designed to support wide decks.
“Although pre-cast segmental methods of construction have been used in Malaysia for bridge decks, this is the first project that extends the use of this technique to crossheads,” said Neoh.
Works Minister Datuk Seri S. Samy Vellu had said the NPE would be opened to motorists at the end of next month.
It will allow 20,000 to 30,000 vehicles from USJ to use the expressway daily and ease the congestions at the Federal Highway, LDP and Sprint Highway that lead to the city.

szehoong February 4th, 2004, 10:45 AM Penchala Link awaits nod for opening
SEREMBAN: The RM420mil Penchala link will be opened on Feb 16, with motorists enjoying toll-free travel for two weeks.
Works Minister Datuk Seri S. Samy Vellu said motorists would be able to use the link, which connects the Damansara-Puchong highway (LDP) and Sg Penchala, from 8.30am on that day.
“The cabinet will decide on the toll rates during the two-week period. I can only say for now that the toll would be reasonable,” he said at Tafe College's annual dinner at the Allson Klana Resort here yesterday.
The 5.5km stretch is the third phase of Sistem Penyuraian Trafik KL Barat Sdn Bhd’s (Sprint) integrated highway scheme.
The project began in August 2001, and Sprint and project partner Gamuda Bhd had originally scheduled its completion in August this year.
http://www.thestar.com.my/archives/2004/2/4/nation/p18Penchala.jpg
BETTER FLOW: The Penchala Link is expected to ease traffic load on other major arteries in Kuala Lumpur. The stretch is capable of catering to 100,000 vehicles daily.
The stretch is capable of catering to 100,000 vehicles daily and provides direct access to the heart of the city from areas in Kuala Lumpur West (Taman Tun Dr Ismail and Mont Kiara) and Petaling Jaya North (Bandar Utama, Bukit Lanjan, Bandar Sri Damansara).
The Penchala Link includes two three-lane tunnels with a total length of 750m, costing RM157mil, and 3.4km of elevated roads.
The Penchala Link provides direct connectivity between Sri Hartamas and Mont Kiara in the east and the LDP at Penchala as well as other development locations in the west of Kuala Lumpur.

SAFETY FIRST: The Penchala Tunnel is designed with user safety in mind.
The link has three interchanges: Penchala Interchange, Taman Tun Dr Ismail Interchange and Mont Kiara Interchange.
On the Kajang-Seremban highway, Samy Vellu said work on the previously shelved project had resumed.
“The developer of the highway faced numerous hitches and setbacks due to financial constrains and other factors but these have been rectified,” he added.

szehoong February 6th, 2004, 11:23 PM Subang Jaya to Bangsar in 13 minutes via NPE
By BAVANI M.
The concessionaire of the New Pantai Expressway (NPE) claims that the expressway’s Subang Jaya-Kuala Lumpur stretch, scheduled to be opened at the end of this month, will enable motorists from Subang Jaya to reach Bangsar in 13 minutes.
This was the time clocked when representatives of NPE Sdn Bhd, a wholly-owned subsidiary of Road Builder, took the Star Metro team on a ride on the 99% completed stretch recently.
However, the journey may take slightly longer as between 20,000 and 30,000 vehicles from Subang Jaya are expected to use the expressway once it opens.
Works Minister Datuk Seri S. Samy Vellu had announced on Jan 18 that the Subang Jaya-KL stretch of the NPE would be opened by the end of this month to alleviate major traffic congestion in the Klang Valley following the closure of the Bukit Lanjan stretch of the New Klang Valley Expressway (NKVE) due to a rockfall in December.
http://metro.thestar.com.my/news/2004/2/p2npe.JPG
The NPE on the existing Jalan Kelang Lama.
Since the closure, the traffic situation in the Klang Valley especially in areas like USJ, Subang Jaya, Bandar Sunway and Jalan Kelang Lama has been deplorable.
Motorists have had to endure bumper-to-bumper traffic during peak hours every day and the situation has worsened ever since school re-opened.
Thus many motorists, especially residents of Subang Jaya, were relieved when Samy Vellu made the announcement.
Motorists who were interviewed found the current traffic situation unacceptable and were looking forward to the opening of the alternative route.
“It’s about time,” said L.Y. Tham who lives in USJ. “After having to endure daily bumper-to- bumper traffic at the Jalan Tujuan and Jengka roundabout for years, I’m looking forward to this alternative route,” she said.
“I live in Subang Jaya and use the Damansara-Puchong Highway (LDP) everyday to get to the city. “It is the most dreaded and stressful time of the day for me as the roads are jammed and I waste two hours every day just going and returning from work,” said the irate motorist.
New Pantai Expressway Sdn Bhd general manager Neoh Soon Hiong expressed confidence that the opening of NPE’s Subang Jaya-KL route would ease congestion.
“We are currently working round-the-clock to complete the SJ-KL route by the end of this month. It is now 99% complete,” he said, adding that the overall expressway project was 95% complete and expected to be ready by mid- April.
Once the SJ-KL route is ready, motorists from Subang Jaya and USJ can use the expressway to go to Bangsar and Kuala Lumpur.
USJ and Subang Jaya residents can get to the NPE via Jalan Tujuan and Jalan Jengka roundabout heading to Bandar Sunway and Kampung Medan where motorists will be separated from local traffic by an elevated highway over Jalan Kelang Lama which will provide unhindered traffic flow.
There is an eight-lane toll plaza at PJS 5 (Kg Penchala). The NPE continues into Kampung Pasir and Pantai Dalam, passing a second toll plaza at the Pantai Dalam Interchange heading to Bangsar.
While toll charges have not been determined, what is imminent is that USJ/Subang Jaya residents will have to pay toll twice – once at the PJS 5 toll plaza and the second one at the Pantai Dalam Interchange.
The NPE is a boon to motorists and is available for those who need to move faster.
For people like Tham and others like her who face daily congestion on the Federal Highway, this is a good enough reason to use the new expressway.
As for those who do not wish to pay toll, the alternative routes will still be available.
The 19.6km NPE starts at the Jalan Tujuan/Jalan Subang Utama intersection and traverses Subang Jaya, Bandar Sunway, Kampung Medan and Jalan Kelang Lama.
It branches out into two separate links, one continues from Pantai Dalam to Jalan Bangsar, while the other links Pantai Dalam to the KL-Seremban Highway at Jalan Kuchai Lama. The NPE will also link up with the Sungai Besi Highway.
With eight interchanges in Jalan Kewajipan, Jalan PJS 8/1, Taman Maju Jaya, Jalan Templer, Pantai Dalam, Seri Pantai, Pantai Baru and Taman Desa, there is connectivity for most of the key areas in the Klang Valley as well as major highways such as the Shah Alam Expressway, LDP, Federal Highway, KL-Seremban Highway and Sungai Besi.
The new RM1bil expressway incorporates 19 bridges and 10 pedestrian bridges as well as modern facilities such as variable message signs, closed-circuit television cameras, traffic control room, electronic toll collection, lay-bys, bus shelter and 24-hour traffic surveillance.

szehoong February 15th, 2004, 02:20 AM Penchala Link opens from 2pm on Monday
THE third phase of Sistem Penyuraian Trafik KL Barat Sdn Bhd’s (Sprint) integrated highway, the 5.5km-long Penchala Link, will be officially opened to the public from 2pm on Monday.
The link, which is capable of servicing 100,000 cars a day, will be the new alternative to Jalan Damansara for many road users heading towards the Kuala Lumpur city centre.
Litrak operations managing director Sazally Zaidi said he hoped motorists would take advantage of the two-week free trial period to familiarise themselves with the routes.
“Currently, Jalan Damansara has 90,000 cars plying it daily. Most of the motorists are from the Kuala Lumpur West areas like Taman Tun Dr Ismail (TTDI) and Bandar Utama who can easily reach the city centre using the Penchala Link,” said Sazally.
“The highway will link Jalan Duta on the Mont Kiara side to head into the city. Motorists can also easily link up with Jalan Segambut and Jalan Kuching up north or take the Kerinchi Link to go south.”

The highway has three entry/exit points. They are at the Damansara-Puchong Highway (LDP) at Damansara Perdana, Jalan Sulaiman (near the IBM building) in TTDI and Jalan Duta in Mont Kiara.
“We will have advertisements in local dailies and distribute coloured maps to motorists using the Sprint Highway and Kerinchi Link toll plazas,” said Sazally.
“PLUS has also given us permission to distribute the flyers at the Jalan Damansara and Kota Daman-sara interchange toll booths.”

szehoong February 16th, 2004, 01:50 AM Nod for new expressway in Klang Valley
BY LEONG SHEN-LI
PETALING JAYA: A new expressway is in the pipeline to link the various development projects in the fast-growing northern part of the Klang Valley, located west of Kuala Lumpur.
Sources said the Government had given the green light for Sistem Penyuraian Trafik KL Barat Sdn Bhd (or Sprint) to proceed with the detailed design.
Construction could begin at the end of this year and be completed in two to three years, said the sources.
The 23km expressway, to be called the New North Klang Valley Expressway, will be an extension of Sprint’s Penchala Link, which opens today.
This would allow users to get to Jalan Duta directly and then proceed to the Kuala Lumpur city centre, added the sources.
The new expressway is expected to begin at the Damansara Puchong Expressway (LDP) at the junction with Persiaran Surian in Mutiara Damansara and end at the Shah Alam-Puncak Alam road near Bandar Puncak Alam.
“The expressway will be elevated above Persiaran Surian from the LDP to the bridge over the New Klang Valley Expressway (NKVE). It will then be on ground level for the rest of the way,” the sources said.
While most of its alignments would be new, parts of the expressway would go over existing roads such as Persiaran Surian and the Sungai Buloh-Batu Tiga road between the Rubber Research Institute and Kampung Melayu Subang, they said.
These stretches would be upgraded to expressway standard, with six lanes and proper interchanges.
The expressway would have six interchanges and one of them would be with the Guthrie Corridor Expressway which is currently under construction.
The alignment would serve many development projects, such as Kota Damansara, Subang 2, Bandar Pinggiran Subang, Bukit Subang, Kayangan Heights and Shah Alam Two.
It would also provide a faster and more direct way to Bandar Puncak Alam and adjacent developments, including the proposed new Universiti Teknologi Mara campus.
“By 2010, the whole area is expected to have over 700,000 households,” the sources said.
Most residents in the area currently use the Sungai Buloh-Subang road to access either the North-South Expressway at Sungai Buloh or the NKVE at Bukit Jelutong or Subang to go to Kuala Lumpur, they said.
They said it would be difficult for the NKVE to handle the increase in traffic volume when the area was fully developed and could suffer from congestion, especially between Subang and Damansara.
“There is actually a shortage of direct routes to Kuala Lumpur for people in the area. The Federal Highway and NKVE are too far to the south, while the Guthrie Corridor Expressway runs in a north-south direction and does not bring people directly to Kuala Lumpur,” they said.
They added that it was important for the expressway to be planned and built now because land was still available.
“If an expressway is constructed after the whole area is built up, it will be difficult to find enough space for such a road,” they said.

szehoong February 26th, 2004, 03:37 AM Network of highways to bypass Klang Valley snarls
By FARRIS BAHAROM
DRIVING has become a little less stressful for residents of Mont' Kiara, Desa Sri Hartamas, Taman Tun Dr Ismail, Kampung Sungai Penchala, Mutiara Damansara and Damansara Perdana with the recent launch of the Sprint Penchala Link.
Meanwhile, residents of USJ, Subang Jaya, Bandar Sunway and Kampung Medan are looking forward to the opening of the New Pantai Expressway (NPE) Subang-Kuala Lumpur route, which will bypass daily traffic snarls on the Federal Highway near the Motorola flyover.
Both new highways open up many options for motorists on their daily commute to the city.
Bandar Sri Damansara and Kota Damansara residents, for example, have had a hard time heading into the city, more so after the part closure of the New Klang Valley Expressway (NKVE) following the Bukit Lanjan landslide.
The most viable route from this area to the city is via the Damansara-Puchong Highway (LDP) through Taman Tun Dr Ismail and onto Jalan Damansara.
Denied the usual route to the north, some motorists have chosen to head south from Kota Damansara, exiting the NKVE at Damansara before heading into the city via Jalan Damansara (also know as the Sprint Damansara Link).
Regular congestion at the Damansara toll plaza dissuades most road users from using this route during peak hours.
Another route, via Jalan Sungai Buloh and through Kepong, is also heavily used to head north.
Motorists also reach the city by using the Middle Ring Road 2 (MRR2) on a circuitous journey before heading into the city at Jalan Ampang, Jalan Cheras or using the KL-Ampang Elevated Highway to get onto Jalan Sultan Ismail.
With the Penchala Link now open, the same commuters from Sri Damansara now have an alternate route into and out of the city.
By using the same route on the LDP, commuters from Bandar Sri Damansara can now opt to enter the Penchala Link at the Damansara Interchange.
Similarly, commuters from Mutiara Damansara and Sunway Damansara exit to the LDP via Persiaran Surian, through the underpass near Ikano Power Centre and Ikea before entering Penchala Link.
This route runs parallel to Jalan Damansara, and motorists exit at Mont' Kiara, where they can make their way to Jalan Kuching, Jalan Duta or the Sprint Kerinchi Link.
This route bypasses the busy Section 16 in Petaling Jaya and Jalan Maarof (turning into Bangsar) junctions.
The Penchala Link also allows traffic from the south on the NKVE (Subang Jaya, Shah Alam, Klang) an option to exit at Kota Damansara to take the link instead of exiting at Damansara.
A toll of RM2 will be charged at Penchala Link beginning March 16.
As for the NPE, which is expected to open at the end of the month, Subang Jaya and USJ residents will have to pay toll twice from Subang to Kuala Lumpur - one at the PJS 5 toll plaza and another at the Pantai Dalam Interchange. The toll rate has not been determined yet.
USJ and Subang Jaya residents can get to the NPE via Jalan Tujuan heading to Bandar Sunway and Kampung Medan, where motorists will be separated from local traffic by an elevated highway over Jalan Kelang Lama, which will provide unhindered traffic flow.
The highway will bring commuters onto Jalan Bangsar, where they can proceed to the city via Jalan Travers.
A recent trip from Subang Jaya to Bangsar with NPE officials on the yet-to-be-opened expressway took 13 minutes, a far cry from the massive jams faced by commuters making their way into the city via the Federal Highway or the LDP.
The entire expressway will be completed in April.
It will incorporate eight interchanges at Jalan Kewajipan, Jalan PJS 8/1, Taman Maju Jaya, Jalan Templer, Pantai Dalam, Seri Pantai, Pantai Baru and Taman Desa and will connect to the Shah Alam Expressway, LDP, Federal Highway, KL-Seremban Highway and Sungai Besi.
Work is also progressing on the Guthrie Corridor Expressway (GCE), which will connect Bukit Jelutong in Shah Alam to Kuang, near Rawang.
The GCE will have three toll plazas, a three-lane dual carriageway and dedicated motorcycle lanes.
Plans are also underway to build a new expressway called the New North Klang Valley Expressway as an extension to the Penchala Link.
Construction could begin as early as the end of the year and the expressway should be completed in two to three years.
Stretching 23km long, the proposed expressway will serve Kota Damansara, Subang 2, Bandar Pinggiran Subang, Bukit Subang, Kayangan Heights and Shah Alam Two.
szehoong February 27th, 2004, 03:20 AM Parts of New Pantai expressway to open on Monday
KUALA LUMPUR: The southbound lane of the New Pantai Expressway (NPE) from Subang Jaya to Jalan Bangsar will be opened to motorists from 6pm on Monday.
However, the northbound lanes would only be opened at the end of April.
It will take motorists about 13 minutes to travel the 19.6km-long road.
The highway’s link from Pantai Dalam to the KL-Seremban Highway would also open on Monday and the northbound lanes at the end of April.
New Pantai Expressway Sdn Bhd general manager Neoh Soon Hiong said the expressway would be toll-free for a month.
The RM1bil expressway, which starts at the Jalan Tujuan/Jalan Subang Utama intersection and traverses Subang Jaya, Bandar Sunway, Kampung Medan and Jalan Klang Lama, has electronic message boards, closed-circuit television cameras (CCTVs), electronic toll collection, lay-bys and bus shelters.
It has eight interchanges at Jalan Kewajipan, Jalan PJS 8/1, Taman Maju Jaya, Jalan Templer, Pantai Dalam, Seri Pantai, Pantai Baru and Taman Desa.
New Pantai Expressway Sdn Bhd senior manager Simon Thiang said personnel at a traffic control and surveillance room, located in an administration building near the Pantai Dalam toll plaza, would ensure an efficient traffic management system on the expressway.

szehoong March 2nd, 2004, 07:28 AM KL-bound NPE now free for a month
BY A. LETCHUMANAN
KUALA LUMPUR: The south-bound section of the 19.6km New Pantai Expressway, from Subang Jaya to Jalan Bangsar, has opened earlier than scheduled to help ease traffic congestion on the Federal Highway and the Damansara-Puchong Highway.
Works Minister Datuk Seri S. Samy Vellu said the RM1.2bil expressway would provide an alternative to road users from Subang Jaya and the surrounding areas to Kuala Lumpur. The north-bound section of the expressway, from Jalan Bangsar to Subang Jaya, is expected to open next month.
Opening the Kuala Lumpur-bound stretch of the expressway yesterday, Samy Vellu said motorists would be able to use it for free for a month before toll collection would be imposed on April 2.
“During the toll-free period, motorists will have the chance to be familiar with the new expressway and decide whether to use it to head for Petaling Jaya, Jalan Bangsar, Kuchai Lama, Sungai Besi and the Kuala Lumpur-Seremban highway,” he said.
He said the charges would be announced before the end of the month but the rates would be reasonable.
Samy Vellu said the Government was aware of the protests from various sectors of society, including non-governmental organisations, when a new tolled highway opened.
However, he said it was the Government’s intention to provide the necessary infrastructure for road users and to upgrade the social and economic development of the people.
Samy Vellu said the entire expressway which was expected to be completed next month, would have toll plazas in PJS 5, PJS 2 and Pantai Dalam. It will have eight interchanges, with electronic message boards, closed-circuit television cameras, electronic toll collection, lay-bys and bus shelters.
He said the Government was sensitive to the problems of local residents and had directed the concessionaire to provide alternative roads.
Samy Vellu said the country had 14 tolled highways which were in operation and six more which were under construction.

KUALA LUMPUR: Motorists travelling on the New Pantai Expressway (NPE) from Subang Jaya to Jalan Bangsar were stuck in a bumper-to-bumper crawl yesterday at the PJS 2 toll plaza near Kampung Medan, as many were caught unawares that toll collection had started.
NPE concessionaire New Pantai Expressway Sdn Bhd started charging 80 sen for taxis, RM1.60 for private cars and buses, RM3.20 for two-axle/six-wheeler lorries and RM4.80 for three-axle lorries from midnight yesterday.
Motorists complained that only a few lanes were open at the toll plaza and service was poor.
Contractor L.B. Phang said the Touch-n-Go lane was not even operational.
The concessionaire's general manager, Neoh Soon Hiong, said the glitches experienced at the PJS 2 toll plaza came about because motorists were using invalid Smartag, and Touch-n-Go and Fastrack cards.
“They did not realise that their cards could not be used and this had caused a tail-back along the highway,” he said.
Neoh added that some motorists were not aware that they had to pay toll and were scrambling for small change at the last minute, which also contributed to the congestion.
szehoong April 5th, 2004, 05:01 AM Government firm on RM1.60 toll for new expressway
KUALA LUMPUR: The Government will not review the New Pantai Expressway toll rates as the cost incurred in building the elevated highway was high, Works Minister Datuk Seri S. Samy Vellu said.
“Even though the rates are a bit high, the Government has to take into consideration the high costs involved (in building the road),” he said.
He was commenting on calls by several quarters urging the Government to reduce the RM1.60 toll imposed on private cars using the RM1.36bil expressway.
The Touch ‘n Go toll booths would be ready within a month, he added.
On the Kuantan-Kuala Terengganu Highway, he said the matter was discussed at the last Cabinet meeting where the Works Ministry was asked to submit a report.
“It will take about six weeks for the report to be ready as the views of the other ministries and agencies have to be obtained first.”

mams August 12th, 2004, 11:21 AM Proposed RM1.166 Billion KL North-East Expressway Project Signed
KUALA LUMPUR, Aug 12 (Bernama) -- Construction of the proposed RM1.166 billion KL North-East Expressway (KLNEE) spanning 18 kilometres will commence at the end of the year and expected to be completed by 2008, Works Minister Datuk Seri S. Samy Vellu said Thursday.
He said that the privatised expressway was expected to make travelling easier in and out of the city where the population has reached two million, causing daily massive traffic jams.
The privatised intra-urban KLNEE will begin from the North Klang Valley Expressway (NKVE) starting at Jalan Duta and terminate at the Middle Ring Road (MRR) 11 at Ulu Kelang in the east and Batu Caves in the north.
Konsortium Lebuhraya Utara-Timur (KL) Sdn Bhd (Kesturi), a partnership between Wira Kristal Sdn Bhd and Malaysian Resources Corporation Bhd (MRCB) Thursday, signed a 34-year concession agreement with the government to undertake the design, construction, operations and maintenance of the proposed KLNEE.
Samy Vellu said that the cost of the expressway includes RM334 million in land acquisition costs and would take about three years to complete.
It will have seven interchanges and four directional ramps. Toll plazas will be set up at Kg Batu, Ayer Panas and Sentul Panas.
The proposed KLNEE was a vital link for the intermediate ring road in the KL road master plan, the minister said after witnessing the signing of the agreement between the concessionaire and the government.
Signing for KLNEE was its managing director, Haris Onn Hussein, while Works Ministry Secretary-General Datuk Ahmad Dhaman Huri Mohamed Ali signed for the government.
Also present was Deputy Works Minister Datuk Ir Mohamed Zin Mohamed and MRCB chairman Datuk Seri Syed Anwar Jamalullail.
The concessionary period for the expressway, designed to a speed of 90 kph, includes four years of construction.
Samy Vellu also said that this link was a vital East-West route for the Northern KL region, allowing traffic to bypass the city centre.
It would also act as a dispersal scheme to disperse city traffic to the suburbs through connections to major radial roads such as Jalan Segambut, Jalan Kuching, Jalan Sentul, Jalan Semarak, Jalan Setiawangsa, Jalan 37/56 and Jalan Kg Bandar Dalam.
Haris Onn said that Kesturi would finance the project through a 11-year bond issue worth RM500 million, a loan facility from Bank Pembangunan for RM200 million and the remainder through equity.
The bond issue would commence at the end of the year while the loan would span 15 years, he said.
He also said that the proposed expressway would feature advanced traffic information and management system (MIS), and be equipped with modern facilities such as variable messaging signs (VMS), central control and monitoring and electronic tolling.
To identify more accurately with the expressway, Haris Onn suggested it be known as DUKE, the acronym for the Duta-Ulu Kelang Expressway, which is the exact route the road would take.
He said that DUKE would be a dual four-lane expressway from the Duta Interchange to the Kuching Interchange, where traffic volume was expected to be high while the remaining stretches would be built to a dual three-carriageway.
Through DUKE, motorists from Sri Damansara, Sg Buloh, Sri Hartamas, Segambut, Sentul, Setiawangsa, Ampang, Ulu Kelang, Gombak, Selayang and Batu Caves would be able to enjoy a free flow ride to and from the city centre.
To minimise land acquisition, a large portion of the DUKE expressway would be built on viaduct or bridge structures, with only 20 per cent of land acquisition to involve private land.

06-12-2004: Road Builder focuses on property, port and tolled roads
By Yap Lih Huey
Road Builder (M) Holdings Bhd is targeting 8% to 10% revenue growth from its property, port and toll divisions for the financial year ending June 30, 2005 as it reduces its dependence on construction jobs.
Joint managing director Datuk Low Keng Kok said on Dec 6 that the construction sector was affected by the government’s fiscal-tightening policy while construction material costs had increased, hence the emphasis on property, port and toll divisions.
“We are optimistic about these three divisions in the coming years as they provide a more steady income. We look forward to better profit in FY 05,” he said after the company’s AGM in Kuala Lumpur on Dec 6.
Low said the traffic volume for the New Pantai Expressway was expected to record a double-digit growth in FY05 from its current 110,000 vehicles per day, once extensions at Subang Utama, Templer roundabout and the new Kuchai link were completed.
For the first quarter ended Sept 30, 2004, the group reported a net profit of RM45.68 million after deducting finance costs.
The major contributors to the pre-tax profit were toll operations RM25.03 million, followed by property development (RM19.99 million), construction (RM10.28 million) and port operations (RM8.17 million).
The group has an order book of RM1.5 billion to last for another three years.
Road Builder joint managing director Datuk Shamsudin Md Dubi, who was also at the press conference, expected the property division to remain robust, underpinned by low interest rates, easy access to loans and higher income.
He said the flagship Seremban 2 township, Shah Alam 2 and The Boulevard property developments were expected to spur strong interest to the group’s property division.
The total gross development value for its property projects totalled RM6 billion. It has a land bank of 1,538 hectares.
Shamsudin said the group was actively seeking land bank in high growth areas in Klang Valley, Johor and Penang. Next year, it will start on a mixed development project in Bandar Permas Jaya.
nazrey April 30th, 2005, 02:52 PM Guthrie Not In A Rush To Dispose Guthrie Corridor Expressway
April 19, 2005 15:45 PM
SHAH ALAM, April 19 (Bernama) -- Kumpulan Guthrie Bhd is not in a rush to dispose its equity interest in Guthrie Corridor Expressway (GCE), group chief executive, Datuk Abdul Wahab Maskan, said Tuesday.
"We're still looking at the proposals given to us. The board has not decided anything yet. The main focus for us is getting the business operations running, as well as the continuous pursuit of getting the best options for us," he told reporters at a flagging off ceremony here today for the GCE's Shah Alam-Rawang linkage. Today marked the part opening of the expressway linking Bukit Jelutong here and Elmina in Bukit Subang,
Abdul Wahab said the group has received three to four proposals and was currently looking at them.
The best proposal will then be brought up to the board for further discussion, he said.
"If we have a good proposition that can help us improve our position, then we will make the decision at the right time. It could be a 100 percent or a certain percentage," he said, adding that the group was in the process of strengthening its core businesses, especially the property and plantation segment.
He said the group was also open to a package proposal for the expressway and expected to recover with reasonable margins, taking into account all costs involved including the land.
Abdul Wahab said the cost of the development had run up to more than RM800 million.
"It won't be exceeding RM900 million. But that includes the land cost. It cannot be compared with other highway developers because we paid 100 percent for our land acquisition. The real cost of the highway is less than that," he added.
When asked whether the expressway would have any effect on the group's earnings, Abdul Wahab said that it was expected to contribute but not significantly for the first two years.
Meanwhile, Guthrie Corridor Expressway Sdn Bhd general manager Abdul Hakim Mohamed said two-third of the expressway was already complete.
Full operations of the 25-kilometre expressway that stretches from Bukit Jelutong in the south and Bukit Lagong in the north are expected to be ready by July this year.
Upon completion, the expressway will have three toll plazas, eight interchanges and two rest and service areas to benefit an expected 100,000 users per day.
Meanwhile, the new expressway link opened today would be toll-free until May 18, Abdul Hakim said.
He, however, declined to reveal what the eventual toll charges would be like.

Yup, totally agree with you. Thankfully most of our expressways look good though. :D Because the Klang Valley has expanded into a highly car-dependent zone, newly built expressways prove inadequate merely five years into their life. Rail development is an expensive but long term solution, if well integrated with other modes as well.;) The Outer Rail Ring (ORR) proposal by KTM sounds exciting.
One thing good about having many expressways is that it’s probably the best option if you’re lost in the Klang Valley. Just enter the highway network, look for the right exits and signboards, and you’d somehow find your way confidently. :) Most of the times at least :D

By CHOW HOW BAN
CITY Hall staff are being trained to handle the Integrated Transport Information System (http://www.itis.com.my/itis/prog_photo1.jsp) (ITIS) at the National ITIS Centre near Measat in Technology Park Malaysia, Bukit Jalil.
A senior official from City Hall's Urban Transport Department said the department was still carrying out tests on the system, and live information on traffic situation in the city would be available within the next two months.
“We are testing it vigorously before we take back the handling of the system from the contractor,” he said.
The official said although motorists were able to see some information about the tests on Variable Message System (VMS) electronic boards along roads and highways in and around the city, the system was not implemented in full swing yet.
“Once we sort out the details, we will explain the facilities we have at the National ITIS Centre,” he added.
It is learnt that City Hall has now received live images of the traffic situation from communication nodes placed in city roads and highways.
The nodes collect data from all roadside equipment like closed-circuit television cameras, automatic incident detection (AID) cameras and automatic vehicle location system (AVLS) 24 hours a day and relay it to the National ITIS control centre.
The information is analysed before the processed information is disseminated and displayed on variable message system (VMS) electronic boards.
The RM365mil ITIS project is an extensive traffic management system designed to help City Hall detect, analyse and act on specific traffic conditions in the Klang Valley.
A total 140 VMS electronic boards, 255 closed-circuit television (CCTV) cameras and 728 AID cameras will be installed under the project on major roads and highways in the city.
With ITIS, motorists will be able to know the current traffic situation so that they can make decisions and have choices while travelling in the Klang Valley.
nazrey July 30th, 2005, 11:00 AM 20 minutes from Bukit Jelutong to Rawang soon

Currently, about 18,000 vehicles use the expressway
daily, but with the opening of the last stretch the number is
expected to more than double.
WHEN the Paya Jaras-Kuang stretch of the Guthrie Corridor Expressway opens, it will only take about 20 minutes for motorists to travel from Bukit Jelutong in Shah Alam to Rawang.
The last 8km of the 25km highway is completed and is expected to be opened to motorists next month.
“It is an alternative route for motorists from the north (Ipoh/Rawang) to go south (Shah Alam/KLIA/Johor),” said Guthrie Corridor Expressway Sdn Bhd general manager Abdul Hakim Mohamed.
“It bypasses the Damansara and Subang Jaya areas, which are usually congested, especially during peak hours,” he added.
Currently, motorists will need about an hour to travel between Bukit Jelutong and Rawang via the PLUS highway.
However, the Guthrie Corridor Expressway (GCE) cannot be used as access roads to Kuala Lumpur city centre as it does not link to the Jalan Duta toll plaza.
Motorists can enter the PLUS highway from the last GCE toll plaza in Bukit Lagong via a 1km link connecting the two highways. It is a few minutes to the Rawang toll plaza from the access road.
Abdul Hakim said the last stretch was completed a few months ago and tested as well as underwent the required inspections by Malaysian Highway Authority.

GCE staff Mohd Fadlullah Abd Rahman (left)
and Sofiyuddin Ismail monitoring traffic at a control
room near the Elmina toll plaza.
The Guthrie Corridor Expressway is divided into three sections - with two sections open to the public since April.
The first section connects Sungai Damansara at Batu Tiga, Shah Alam, to Elmina Estate, while the second section connects Elmina Estate to Paya Jaras Interchange at Federal Road 54 (Jalan Kepong/Kuala Selangor).
The third section, which is due to open soon, connects Paya Jaras Interchange to Kuang via Kundang and Bukit Lagong.
Currently, traffic volume recorded is between 18,000 and 19,000 vehicles per day.
“Now most of our users are the local traffic since the expressway only connects Paya Jaras and Shah Alam.
“We expect to see changes, at least double the volume, after the opening of the last stretch as it will draw interstate traffic,” Abdul Hakim said, adding that traffic volume on the expressway was projected to rise to about 100,000 vehicles per day within two or three years.
http://thestar.com.my/archives/2005/7/30/central/m_04gutherie.jpg
Abdul Hakim … ‘we expect to see some changes’
The GCE has nine interchanges and 18 bridges connecting Batu Tiga in Shah Alam to Kuang near Rawang. It has six lanes with three toll plazas and two rest-and-service areas.
Abdul Hakim said GCE would form the western link of the Kuala Lumpur Outer Ring Road and complement the North-South Expressway in Rawang.
The Guthrie Corridor Expressway also has a dedicated lane for motorcyclists.
The finishing touches, such as landscaping work and putting up of road signs, are being carried out at the final stretch.
Currently motorists have to pay RM1 at the two toll plazas. The charge at the third toll plaze is yet to be determined. Motorists will have to pay another toll upon entering PLUS highway.

PLUS Expressways Bhd, the manager of the North-South Expressway, plans to spend as much as RM100 million to build a new headquarters.
The concessionaire, majority owned by the Government, plans to build the headquarters in Selangor, Mail Money was told.
PLUS officials confirmed the plans, but didn¡¦t want to reveal details.
¡§It is still in the planning stages. We have yet to finalise the details of the project. But it should be built on a piece of land owned by us in Subang,¡¨ a PLUS official told Mail Money.
PLUS¡¦s headquarters is currently located at the Faber Towers in Taman Desa.
It is also believed that the company will fund the project via internally generated funds and a small mixture of bank borrowings.
Financing the project shouldn¡¦t be a problem for PLUS as it has RM1.61 billion in cash and marketable securities as of March 31 2005, its unaudited quarterly records show.
As at the end of its financial year ended Dec 31, 2004, PLUS had total assets of RM10.78 billion.
Last year, PLUS recorded net sales of RM1.65 billion, while net income was at RM768.5 million, while for the first quarter of the current financial, PLUS posted a net profit of RM487.25 million from a revenue of RM405.34 million.
Apart from holding the consession for the 772-km North- South Expressway, PLUS also has the concession to operate and maintain four other highways in Peninsular Malaysia including the New Klang Valley Expressway.

TRAFFIC at the Jalan Gasing-Jalan Templer roundabout was visibly smoother after a ramp built by New Pantai Expressway (NPE) was opened to motorists last Thursday.
The one-way ramp allows motorists coming from the NPE to bypass the roundabout and proceed straight into Jalan Gasing.
These motorists, according to NPE estimates, make up about 30% of the traffic coming through the area.

the ramp over the Jalan Gasing-Jalan Templer roundabout for the opening
ceremony on Thursday.
“With less vehicles going into the roundabout, the wait time for vehicles from the roads leading to the roundabout is reduced,” said NPE senior manager Simon Thiang.
Work on the RM10mil ramp began on Dec 1, 2004. It was completed two months ahead of schedule.
The ramp would be handed over to the Petaling Jaya Municipal Council (MPPJ) for maintenance.
Additional works on the surroundings, including building a walkway and beautifying the landscape with shrubs will be carried out in the meantime.

nazrey April 4th, 2006, 12:30 PM USJ-Batu Tiga flyover to be built as planned
Tuesday April 4, 2006
Dharmender Singh at the Subang jaya municipal council full board meeting
THE proposed flyover linking USJ 3A, B, C and D to Batu Tiga in Shah Alam will be built as planned.
Subang Jaya Municipal Council (MPSJ) president Datuk Mohd Arif Abdul Rahman said Mentri Besar Datuk Seri Dr Mohamad Khir Toyo, had decided that the project would go on but with additional works to safeguard the interests of the affected residents.
He said the project would now include a sound barrier and a pedestrian bridge near the schools in USJ 12.
He said a gantry would be placed at both the USJ 3 and Batu Tiga ends of the flyover to prevent heavy vehicles from using it while three ramps would be built to connect Persiaran Tujuan to the Shah Alam Expressway (SAE).
“With the ramps motorists heading towards the Federal Highway along Persiaran Tujuan will be able to enter the SAE and head towards Shah Alam while vehicles from Seri Petaling along the SAE will be able to head up into Persiaran Tujuan to head towards the USJ areas.
“Those travelling from the direction of the Federal Highway along Persiaran Tujuan too will be able to join the SAE and head towards Seri Petaling,” he said.
He said the link to the SAE from Persiaran Tujuan would help disperser traffic along the stretch and any increase in traffic volume resulting from the USJ 3-Batu Tiga link.
It was reported in StarMetro on March 9 that residents in USJ 3A, B, C and D did not want the RM20mil flyover as it cause congestion along Persiaran Setia that has already a heavy traffic flow currently.
They were also concerned about the safety of USJ 12 school students and noise pollution as homes at USJ 3D would only be 15-18m away from the proposed link.
The council held three public hearing sessions and used the reasons for objection from the residents to prepare a paper that was submitted to the state government for a decision.
Mohd Arif said the council did not have the details of when work would begin or how long it would take as yet.
nazrey April 4th, 2006, 12:42 PM Road users warm up to transport info system
Tuesday April 4, 2006
By CHOW HOW BAN
CITY folk are beginning to make use of the RM365mil Integrated Transport Information System (ITIS (http://www.itis.com.my/itis/prog_photo1.jsp)) that has been designed to relieve traffic congestion in Kuala Lumpur and help motorists plan their journey better.
They call the hotline number displayed on the variable message system electronic boards along roads and highways and surf the website to find out more real-time information on the city's traffic situations.
The Transport Management Centre, ITIS' data processing hub in Bukit Jalil, receives an average of 30 to 40 calls every day. More people call in on weekends.
The system was developed by ITS Konsortium Sdn Bhd and handed over to City Hall last June. Although the centre currently operates during the morning and evening peak hours, City Hall's ultimate aim is to run the centre 24 hours a day.
“The callers want to find out about the system and alternative roads,” said ITS Konsortium Sdn Bhd project consultant Dr Khoiri Mohd Dimyati said at a briefing at the centre on March 31.
“A caller from Subang Jaya even called back to thank us. She told us that she did not have to pay RM3.50 for the NPE (New Pantai Expressway) toll and used the free highways to get to KLCC in only 20 minutes.”
He said the operation team, comprising staff from ITS Konsortium, City Hall and the city police, had learned traffic situations and travelling behaviours by monitoring and analysing data collected from the system.
He said the system was still at the early stages of implementation and other services like parking and route guidance, public transport information system and freight administration could be provided in future.
“Most importantly, we have created a new culture where city folk plan their journey before they travel,” he said.
ITIS enables City Hall to receive live images of the traffic situation from communication nodes placed in city roads and highways.
The nodes collect data from all roadside equipment like closed-circuit television (CCTV) cameras and automatic incident detection (AID) cameras and automatic vehicle location system (AVLS) 24 hours a day and relay it to the data processing hub.
The information is analysed before the processed information is disseminated and displayed on electronic boards.
If there is a road accident or car breakdown, the centre will alert the Fire and Rescue Department, ambulance and tow-truck service providers to ensure that the vehicles are removed immediately without causing traffic woes.
A total of 140 electronic boards, 255 CCTVs and 728 AID cameras have been installed on major roads and highways in the city.
Another 1,600 AVLS, fitted with global positioning system tracking devices, had been placed in cars, taxis and public buses to help the centre create a real-time travel database for areas that were beyond the monitoring equipment's reach.
City public order and traffic police chief Senior Asst Comm Jamaludin Khalid said since the police had been entrusted with traffic control during congestion, events, accidents and disasters, it was crucial for the police to operate from the transport management centre daily.
“We have set up a taskforce to work closely with City Hall. With the technology available at the centre, the police can have a complete picture of the traffic situation in the Klang Valley,” he said.
He said apart from traffic management purposes, the 255 CCTVs and other tools that were capable of recording real-time snapshots of traffic situations in the city could be used to fight crime and take action against traffic offenders.
“We have successfully carried out special operations by using the technology at the Traffic Management Centre. There is no limit to which department can use the information - whether it is the narcotics, traffic and public order or CID,” he said.
The CCTVs operated by ITIS are capable of zooming in on vehicle number plates, motorists or anyone in the street.
Also present at the briefing were Federal Territories Minister Datuk Zulhasnan Rafique, Deputy FT Minister Datuk Wira Abu Seman Yusop, city police chief Datuk Mustafa Abdullah and City Hall director-general Salleh Yusup.
For more information on ITIS, visit www.itis.com.my or call the Transport Management Centre at 03-8947 4002. The centre opens from 7am to 11pm (weekdays), 8am to 6pm on Saturday and 10am to 4pm on Sunday.

Integrated Transport Information System (ITIS)
http://www.itis.com.my/itis/images/panorama%203.jpg
View from Traffic Management Centre
In line with one of the objectives of the Structural Plan Kuala Lumpur 2020 to improve the management of the Klang Valley's transport infrastructure system, City Hall Kuala Lumpur (CHKL) has selected Integrated Transport Information System (ITIS) to improve the planning and traffic flow in the city.
CHKL also expects ITIS to fulfill the need to gather, share and make available accurate and up-to-date traffic information to road users to help them ease their traffic woes in the Klang Valley.
Brief traffic information of what to expect along the way, such as road congestion, will offer both motorists and commuters some peace of mind as they can decide which road to take or to avoid and the best time to travel to get to their destinations easier, faster and safer.
A comprehensive traffic management system, ITIS will integrate the present road transport network as well as provide a communications interface for sprawling road systems in the Klang Valley and Multimedia Super Corridor (MSC) area.
How ITIS works?
At the heart of ITIS is the Transport Management Centre (TMC), which serves as the hub or nerve centre of the entire ITIS system as it receives, processes and disseminates traffic information around the clock. System operators will then use this information to monitor the transportation system operations and formulate strategies to enhance transport management.
TMC houses two core support systems of ITIS, namely the Advanced Traffic Management System (ATMS) and the Advanced Traveller Information System (ATIS).
A fully automated system, ATMS binds primary traffic data collected from Automatic Incident Detection (AID) system and Automatic Vehicle Location System (AVLS). The AID system detects traffic congestion on the roads while the AVLS provides real time travel database.

the eyes of ITIS
The system also manages the Closed Circuit Television (CCTV) surveillance cameras to monitor traffic situation and congestions. In addition, ATMS updates real-time road condition messages on Variable Message Signs (VMS) boards along major roads.
Information gathered on traffic situations and congestion will be sent to TMC for analysis and evaluation before being transformed into useful traffic information. TMC operators will use this information to formulate traffic management strategies such as maximising roadway capacity usage, reducing travel times and improving traffic safety.
At the same time, ATIS will deliver this real-time traffic information to road users and commuters in the form of a congestion map, travel speed map and incident map via the Internet (with support for wireless services) and Call Centre.
Road users will get updated information on road conditions and congestion via Variable Message Signs (VMS) units located strategically along major roads.
ITIS Benefits
Intelligent Transport systems such as ITIS have been widely and successfully implemented in major cities around the world, bringing significant benefits to motorists and commuters.
Some of the benefits of ITIS:
* Allows informed decisions to be made on travel (i.e. choice of routes, modes and schedules)
* Enables real-time capture of traffic information for incident management and long-term transport planning
* Alleviates traffic congestion and delays during rush hour periods and emergency situations
* Reduces accidents, their severity and impact on the highway
* Improves emergency assistance for motorists and commuters
* Reduces travel times and promotes more uniform traffic flow
* Reduces pollution as a result of less time idling in traffic
* Provides comfort, safety and security in highway travel particularly around construction zones
* Improves utilisation of available road capacity
* Improves quality of life in the Klang Valley
