That way, they can be recognised as individual local authorities and can get funding for infrastructure projects independent from the city council funds. I also believe its time to form business district associations for both Westlands and Upperhill just like the NCBDA. If it worked for the CBD, it can work for other areas as well. I wonder if this was done by the business establishments in that section of Westlands. I have noticed that in areas that were purely commercial zones in the 60's-70's have all wires below the ground. Places like Westlands which were purely residential with a small commercial shopping centre had their wires above the ground. I guess it was cheaper and easier back then to connect more houses with the lines above the ground as compared to having them below. Fast forward to 2011 and Westlands is not exactly the green leafy suburb it used to be. The electricity and telephone companies have not kept up with the recent developments in the area. The days of overhead cables in major urban areas are numbered. :) KPLC to Spend Sh 20 Billion in New Underground Cable Network Kenya Power and Lighting Company will spend Sh 20bn in laying out underground cables to replace the overhead power lines in a bid to improve the power supply system. The company announced it had already started the project in the major cities of Nairobi, Kisumu and Mombasa. "The project involves conversion of overhead power lines to an underground system so as to enhance reliability and quality of power supply to customers," said the company's Managing Director and Chief Executive Officer, Joseph Njoroge. The development is in line with other efforts geared towards minimizing interruptions of power supply which include investing another Sh500m in automating its power distribution in Nairobi and Mombasa. He made the announcements yesterday while launching a digital mapping project, called Facilities Database worth Sh259 million. It is meant to enable the company remotely identify and locate customers and faults along its transmission and distribution network. "Designers will not be required to physically visit the premises of a person applying for power supply as they will be able to locate a customer's location on spatial maps from their offices," he said during a test launch at Githunguri in Kiambu County. Consequently, that will reduce the period taken to give power applicants the quotations for supplying electricity to their premises, which in turn will reduce the connection period. Njoroge said KPLC was at an advanced stage of compiling all relevant data which include customer premises, meters, meter boards, power lines, transformers, substations, and offices. The announcements come as the company is currently rolling out pre-paid metering system with the main purpose of enhancing revenue collection . The roll out entails installation of about 250,000 meters by December 2011 which will cost the company a total cost of Sh2.4 bn.
