Photos: Jenipher Wachie However, a deeper scrutiny reveals a struggle for space between residential and office blocks that have mushroomed all over Upper Hill. Dwarfed by the imposing office complexes are residential buildings, most of which were built during the colonial era and are thus worn with age. As you enter this hood from Haile Selassie Avenue off Uhuru Highway, a bungalow lies in ruins in the shade of eucalyptus trees, giving an indication of the future of many residential buildings here. Apart from the occasional bungalows behind kei apple and barbed wire fences punctuating the office blocks, residential proper in Upper Hill is beyond the Kenyatta National Hospital. Just off Elgon Road is a residential area that embodies a strange contrast between the old and the new. Old red tile bungalows together with their spacious servants quarters defiantly stand behind the imposing fences in the shadow of the newer apartment blocks that overlook them. Most of the older buildings are in their last throes as most are overgrown with shrubs and jacaranda trees hanging over them like the sword of Damocles. Apartment blocks At one such plot, the house is disused and the garage doors stand wide open seemingly in resignation. However, a relatively new sign notifies the public that a local private security firm guards the property. Ironically, barely metres away, a modern residential court teems with activity as children play behind the gates. Next to it, workers are trying hard to finish another residential block. But the space for residential buildings is slowly being taken over by ultra-modern offices, which tower threateningly over apartment blocks. Old bungalows are being phased out by office blocks. For instance, in the upper part of Upper Hill from KNH coming towards the city centre, office blocks have a field day having grown increasingly attractive to commercial developers. Giant corporate organisations such as Coca Cola Africa Group, Rahimtullah Towers, Citi Group, the fortress-like British High Commission, European Union, Old Mutual, Shelter Afrique, British American Insurance and Oxford Press are just but a few of the office blocks enjoying the serene coolness of the area. The residential blocks coming up in the area are luxury developments that are highly priced whether purchasing or letting. Undoubtedly, they target the elite high-income group. Public service vehicles, mainly Double M, Citi Hoppa and KBS ply the area through the KNH route. Those who enjoy leisurely walks find this area double-edged sword with its narrow roads and imposing structures peeping shyly over carefully maintained hedges with fierce looking guards who watch your every move. However, on a normal day, the number of pedestrians is minimal such that, when you are on foot, you feel uncomfortably conspicuous, like a large fly on a white wall. My moms office is in upperhill,at Josems trust house next to Barclays bank,its so easy for her to get home,the only traffic she experiences is at Ngong road from Kenyatta.Which is better than being stuck in the CBD. Tanzanian President Jakaya Kikwete has said Harambee Plaza - scheduled to house the Kenyan High Commission - is “a challenge to the government of Tanzania to build its mission in Kenya as soon as possible.” President Kikwete said the proposed Tanzania High Commission will be named Umoja House and will be of the same quality as the Kenyan one in Dar es Salaam. Umoja House will be situated at the upmarket Upper Hill area, just a few minutes drive from the Nairobi central business district. Harambee Plaza, located in the low density Osterbay area - 4km from the Dar es Salaam central business district- was opened recently by Kenyan President Mwai Kibaki. The building that will also house the high commissioner’s residence is one of the most impressive in Dar es Salaam - overshadowing even the American embassy. Speaking during the opening ceremony in Dar es Salaam, President Kibaki challenged the business community in Tanzania to use the available opportunities in Kenya to balance the trade between the two countries. The construction of the Ksh420 million complex started in 2006. The project is unlikely to start this year after Finance minister Uhuru Kenyatta failed to allocate the Cabinet Office the Sh500 million it had requested to start the project. According to minutes of a July meeting held between the Office of the President Principal Administrative Secretary Samuel Mwale and the parliamentary Committee on Administration and National Security, the new complex is aimed at "easing pressure" at Harambee House. Mwale told the committee chaired by Mt Elgon MP Fred Kapondi on July 16 that the Sh500 million sought this financial year had not been allocated so the project had been postponed until the next financial year. Mwale with three other officials from the Cabinet office had appeared before the committee to explain how the office will be spending its Shi billion allocation this financial year. The other officials were William Karani, JW Hanjari and deputy secretary Brown Otiya. Also present were two Treasury officials. The final report by the committee was tabled in Parliament last week so that MPs can debate it when endorsing the Cabinet budget this week or next week. Since independence, Kenya's presidents have been working at Hammbee House on Haramhee Avenue in the city centre. After succeeding Daniel Moi in December 2002, President Kibaki preferred to work from State House Nairobi. Last year Kibaki changed tack and has shifted most of his daily meetings to Harambee House. Pending completion of the new presidential complex, the Cabinet office plans to shift some staff to the new offices of the Prime Minister at the fivestorey Shell and BP House which is also on Harambee Avenue. The government bought the building in January for Sh700 million for the Prime Minister's office and renovations are expected to cost Sh 100 million. Since Raila Odinga was sworn in as PM in 2008, he has been based on the 14th floor of Treasury building also on Harambee Avenue. "The Prime Minister is about to move to the newly acquired BP Shell house so pressure will ease at Harambee House," Mwale told the MPs according to the tabled report. Harambee House presently provides offices for the President, Head of Public Service, Ministry of Internal Security and Provincial Administration, Ministry of Public Service, Administration Police headquarters and the Directorate of Personnel Management. Some of these offices are expected to be relocated to Upper Hill once the Office of the President Complex is completed in Upper Hill. Big companies and foreign missions have also started running away from the congested Central Business District and its traffic Jams. Last month, the Tanzania government acquired a plot in the Upper Hill for the construction of its chancery. Other-Upper Hill offices include the British High Commission, European Union, Coca Cola, Rahimtullah Towers, Citigroup and Old Mutual. The government has recently been criticised for budgeting to renovate the private residence of the Prime Minister at a cost of Sh33.4 million this year. Hitherto, it has been operating from three rented locations within the city. “By coming together, we have an opportunity to strengthen and improve our ways of working. We believe that we are building strong relationships within the workplace that are critical to our continued success,” argued Mr Kalumbu. In Kenya, the Coca Cola system consists of six bottling plants. The oldest is Mombasa-based Coastal Bottlers, which started operations way back in 1948 and is owned by the family of Navin and Suresh Shah. Local investors The Shahs also own Kisumu’s Equator Bottlers. Others are Nairobi, Rift Valley (Eldoret), Mount Kenya (Nyeri) and Kisii Bottlers. In the early 2000, the local franchise went through a cataclysmic consolidation that saw South African transnational Sabco take a major stake in Nairobi Bottlers. As part of its then “anchor bottler” policy, Sabco (in which Coca Cola retains significant shareholding) got a foothold into Kenya, while some two plants were closed (Nakuru’s Flamingo and Machakos’ Mount Kenya Bottlers) and consolidated under the Nairobi plant. It has a higher financial impact because conference travellers spend more than leisure travellers. Often their expenses are paid for by the organisations they represent, leaving the tourists with substantial disposable incomes that they can spend. Various local and regional tourism sector developments have taken place in the recent past. We have witnessed the construction of new hotels at the heart of Nairobi like the upcoming Crown Plaza in Upper Hill, Tribe Hotel at Village Market-Gigiri, Ole-Sereni along Mombasa Road and the Westlands Hotel coming up next to Sarit Centre. These new properties will give the city enough headroom to grow conference tourism because more multi-nationals are setting base in Kenya and Nairobi has raised its stature as a regional conference hub. Besides the above, a number of international hotel brand names are looking to build or partner with local players to set up new facilities in Nairobi, for instance Kempinski Hotels Worldwide (an international hotel chain from Germany) and Accor Hotels of France are just but a few names that have in the recent past shown interest in Kenya. In Uganda, the New Serena Hotel has made a boost in conferencing tourism in the region. Uganda can now handle a larger magnitude of visitors for conferencing than any time before. In Tanzania, Arusha houses the East Africa Community which takes a number of visitors from all over the EAC states. Tourism industry players need to tap into the potential of conference tourism. They can achieve this by: Aggressive marketing The players should market all the conference facilities in the country not forgetting Kenya’s good weather that makes it possible to do business or hold conferences all year round. These facilities, combined with comfortable surrounds, nice accommodation and fine cuisine will enable conference delegates hold a professional and effective conference. Identifying a sustainable source of funding for tourism development and marketing is critical at this stage, and the Kenya Tourist Board which received Sh400 million, though Sh200 million less than what was allocated last year, should be a starting point. Increase financing Compared to other destinations in Africa, the money that Kenya sets aside for tourism marketing is way below par. Egypt for example spent about Sh 8 billion while South Africa used more than Sh 6.24 billion on tourist market activities and both destinations had impressive arrivals at 13 million and 9.5 million respectively. Kenya needs to up its game and increase the funding from the current 400 Million for 2009/2010 financial year. Last year, Kenya Tourism Board received one billion shillings from government and donors for tourism marketing. The industry might have to depend more on appropriations from donors to sustain their marketing activities. Kenya Tourist Development Corporation, (KTDC), which gives loans to hotels to carry out soft refurbishments, should increase its funding towards development of conference facilities. KTDC was allocated Sh800 million in the 2009/2010 budget. Boost domestic tourism Kenya has a large and growing middle income group that is increasingly travelling and holding conferences. This should be encouraged, for instance Tembea Kenya Initiative — a public/private initiative aimed at promoting domestic tourism is bearing fruits but needs quite some push to get to a level where it can effectively cushion the industry when foreign tourists are scarce. The newly created body for the promotion of domestic tourism and the domestic tourism council of Kenya was allocated 10.3 million shillings. These funds should go a long way in improving our domestic tourism. Develop world-class facilities These include conference halls and private meeting rooms, audiovisual and multimedia services and telecommunications. South Africa, Egypt and Morocco are leading in conference tourism because they have conference facilities of international standards and back-up services.Kenya has its share in conference tourism in the world. Facilities for conferencing in Kenya should be developed and many countries will prefer Kenya as a conference destination. Government incentives The Kenyan government should find ways of encouraging international hospitality investment by removing barriers to entry and offering incentives. The Kenya Investment Authority (KIA) – the agency tasked with marketing Kenya as an investment destination – should emphasize on adding value to conference tourism and invest heavily across all sectors. Promotion of team building venues Kenya offers the perfect combination of work and play. Times outside of the conference room can be spent exploring various team building activities like Rock climbing, water rafting, indoor and outdoor games etc. It’s a better way to develop team strength and bonding. Some local hotels and establishments have made it big in the conference business. The Kenyatta International Conference Centre (KICC) has undertaken a total overhaul of conference facilities. These facilities have enabled KICC to compete effectively in conference tourism. KICC’s has even been re-admitted to the prestigious International Congress and Convention Centre (ICCA) and this has helped raise the number of international conferences up by 12.4 per cent. The Sarova Hotels group in light of this has also undertaken major rehabilitation and acquired additional properties which will enable it to attract and retain conference tourism clientele. Mombasa, with its good weather and many hotels, is an ideal conference venue. Leisure lodge and Mombasa beach hotel among others have magnificent conference facilities of international standards. The new 182 room hotel, Crowne Plaza, will be opened next month in Nairobi’s growing Upper Hill and it comes at a time when the country is witnessing the recovery of the tourism industry. This will be IHG second five starbrand in Kenya after the Inter Continental Hotel and it sets the stage for a control of conference and business travellers among city hotels, including Hilton, Serena and Sarova. “We trust this market and we are here to stay because our Nairobi hotel has been doing well despite the economic downturn,” said Karl Hala, the group’s director of operations in Africa and the General Manger of the Nairobi hotel. Boost presence The five-star hotel is expected to help the group boost its presence in the country and tap into the Nairobi market that is first emerging as the regions hub for leisure, conference and business tourism. Local tourism is showing strong signs of recovery after suffering from last years post-election violence and the financial crisis that pushed world travel to record lows. Official data show that tourism earnings rose 10 per cent to Sh36.64 billion in the first half of the year and the sector is optimistic it could reach the 2007 highs of Sh65 billion with two million guests. The 2007 boom was short-lived due to the post-election violence and the financial crisis that affected the world economy. The change is attributed to increased marketing and efforts to reach out to new zones in the last eight months of the year— a campaign expected to continue in the industry’s recovery path. As a result, players such as IHG are angling to get a larger piece of this market. Globally, IHG owns Holiday Inn, Hotel Indigo, Staybridge Suites, Candlewood Suites, Crowne Plaza, and InterContinental Hotels. Crowne Plaza is part of the group’s expansion plans in the region where it has planned to open up to eight new units in coming months. IHG has its sights set on moving to Angola, Nigeria, Tanzania, Senegal and South Africa. Africa is currently the focus of many other hospitality groups who are looking at the potential of investing in the region. For Fairmont group acquiring properties from Lonhro in 2005 was a step into moving into the region. Since then it has refurbished three of the key properties - Norfolk, Mount Kenya Safari Club and Mara Safari - to Fairmont standards, it also acquired a property in Zanzibar. IHG has had presence in the Kenyan market for 40 years, having celebrated its birthday over the weekend, under the InterContinental Hotel in Nairobi, which the Kenyan government has a 33.8 per cent stake. The road referred to as the missing link will connect Kileleshwa Police Station to Westlands roundabout, Ole Dume Road and James Gichuru Road to Ngong Road. To help achieve this, the Japanese Government has granted Kenya Sh31.5 million for the construction of the Nairobi Western Ring Road. The project, to be done in 18 months beginning January next year, will be implemented in line with Japan's Grant Aid guidelines. "We expect that this project will help in decongesting the Nairobi Metropolitan that is currently experiencing heavy traffic jam," said Finance minister Uhuru Kenyatta who signed the grant. Traffic jams have become a culture in the capital city especially during rush hours. It is estimated that this costs the economy billions of shilling annually in wasted man-hours. Transport costs "This project has an overall goal of reducing transport costs within Nairobi," said Japanese ambassador to Kenya Shigeo Iwatani. Roads minister Franklin Bett said that about 1,000 people will be relocated from the construction sites. "We have identified them and we shall carry out the relocation in the best way possible," said Mr Bett without saying where they would be moved to. The Maple Star Hotels Group will run the hotel in Nairobi’s Upper Hill area. The Crowne Plaza becomes the second five star hotel under the IHG stable after the Intercontinental Hotel, and forms part of the group’s expansion plan in the region. Speaking during the opening on Tuesday, Maple Star Hotels Managing Director Mike Jameson said the new five-star establishment was looking to tap into the growing business traveller market. “We see the major part of our business being occupancy driven given the number of people who are coming into town on business,” Jameson said. The 162-room business hotel will rely on increased business activity in the area given the number of international companies and embassies in the Upper Hill region. Jameson exuded confidence the hotel would be able to achieve 70 percent operating capacity given Nairobi’s emergence as the regions hub for leisure, conference and business tourism. “We are not here to fight with anyone, we know that there will be a natural move of specific markets to us because of our location and because of the standards of operation we are going to deliver,” he said. The entry of the Crowne Plaza is timely given the resurgence of the tourism industry, which had taken a major dip following twin effects of the post election violence and the global economic crisis. Data from the Kenya Tourist Board (KTB) shows that international tourist arrivals for 2009 stood at 952,841 up from 2008 levels of 729,000. This rise in arrivals also saw tourism earnings go up 18 percent to Sh62.4 billion up from Sh52 billion realised in 2008. 2007 remains Kenya’s tourism benchmark year accounting for Sh65.4 billion, with one million tourists gracing its shores. The data also shows most tourists entry point is Nairobi, something Jameson is eager to capitalise on. Also speaking during the opening, Maple Star Hotels Chairman Nazir Akbarali revealed they were weighing their options on setting up a second hotel in the country. “We are planning to put up a three-star hotel in Nairobi given the demand of such products in the market,” he said adding they were looking for an ideal location to set up the hotel.
