Of all estates in Nairobi, Nyayo ranks as one of my favorites. I love everything about it apart from the distance from the CBD. The ministry is planning to put up a new multi-storey headquarters to house affiliated parastatals but members of parliament and analysts say this is yet another project that exposes the extravagance in the coalition government. “We have engineers and senior officers who have no offices to sit in ... we are congested,” said the Energy Permanent Secretary Patrick Nyoike. The ministry says it intends to house its six parastatals under one roof in the new building to be located at Nairobi’s South C estate at a cost of Sh450 million over the first year. “It will comprise mainly of office space, laboratories, conference rooms, parking lots and related electrical and mechanical works” says the ministry in a public announcement calling for consultants interested in managing the construction tender. The parastatals to be housed in the proposed headquarters include the National Oil Corporation of Kenya, Electricity Regulatory Company, Geothermal Development Company, Energy Tribunal, Kenya Electricity Transmission Company and the Rural Electricity Authority. Electricity generator KenGen and power distributor Kenya Power and Lighting Company already have their own headquarters. Currently the ministry is housed at Nyayo House where it occupies four floors. The head offices of the parastatals are housed in several buildings across Nairobi “This is not a prudent exercise, it doesn’t make much financial sense because there are much more critical issues that the government could do instead of planning to put up new buildings in town” says Budalangi MP Mr Ababu Namwamba. Attempts to get the detailed cost of the proposed building from the ministry’s headquarters proved futile as officials said publishing the cost would jeopardize the tendering process. The ministry has asked consultants interested in offering architectural, quantity survey, electrical, mechanical and structural engineering services to tender but Mr Namwamba says the government should use its internal capacity to carry out such works. In a public announcement in the media, the ministry of Energy says it has started the process of engaging the services of a consortium of consultant firms that will carry out the exercise of preparing the layout and design options for the proposed headquarters. The reason why other cities are always cleaner is because theres no loose soil reaching the tarmack,streets are swept and well painted (as opposed to always faded lane markings here),buildings are well maintaned and/or painted,garbage is properly disposed of and there's paved sidewalks and/or well maintained healthy gardens at the property's edge and the streets which in turn help keep cleaning costs low.Some cities,well aware that its hard to do all that maintenance,actually reward property owners with an official city plaque reading"Beautification award,city of ......" in the hope others will emulate it,a practice nairobi would do well to adopt.They have done well in the city center for sure,but they can not do it all alone. If nairobi,as desired, hopes to be a world class city it will have to get everyone onboard with strict rules(very hard in a country of impunity)The owners of rundown buildings on river rd,kikomba,eastleigh and even biashara st and moi ave will have to be leaned on hard michuki style.Old but really well kept blocks in Kiev,Lyiv and Turkey should be an example as the grime in eastleigh is an eyesore.Well designed,maintained,widened and well lit streets with easyflow traffic would help as investors will not come to a gridlocked,potholed,grimey and dirty city. You are right, my guess is that we are yet to fully embrace the culture of 'lawn keeping.' Look at it this way when we talk about most private properties in Kenya what comes into mind is a "fence" to fend off "intruders" for some security this and that in that case the space outside a given premises to this regard belongs to the respective City|Town Councils, and its their duty keep it neat I am only accountable to my sorrounding kind of attitude. In the west(mostly) a property however how nice and luxurious might end up not getting the right price if the lawn is unkempt the notion of "fencing" does nor arise alot of times(maybe coz of security), to them its all about lawn mowing and getting the right finish both inside the house as in the floor and outside the compound. Therefore you find that a good percentage of the money collected by KRA goes back to paying government officials. A growth rate of 5.4% with such a huge wage bill is indeed incredible.Compare that to 2007 before the elections.Kenya's growth rate was at 7%,with a lean cabinet of about 24 ministers.Fuel prices were good,and agriculture was doing well. Worst still the industrial and service economies are still largely just accountable to a small portion of overall population. Kenya willl need phenominal growths in these status-quo-sectors so as to offset the balance to move the country out of poverty. The diaspora is instrumental to Kenya's growth since this is the only avenue at the moment where new monies for the economy is sought, Remember that Kenya hardly attracts any serious FDI(Coz of corruption, 'poor infrastructure' or lack of business friendly enviroinment), infact we are down to 3rd behind TZ and Ug in the region. Again the rate of population increase is increasingly becoming unsustainable in lieu of the mearger growth rate that can't keep up. Agricultural(#1 sector) output pendulum is always swinging erraticly, with no specific direction in stability of crop production since the country is solely dependent on unpredictable rains and of course POLITICS.
