Laghouat, El-Aghouat ou El-Arouat selon les transcriptions latines utilisées à différentes époques de l’histoire de la ville, est une appellation poétique qui tire son origine de la nature et de la configuration même de la région. Elle signifie tout à la fois : « maisons entourées de jardins », « Oued », « Oasis » …

La naissance de la ville de Laghouat remonte au début du XIXe siècle. Mais Ibn Khaldoun a signalé l'existence vers le XIe siècle ou XIIe siècle d'un qasr (ville ou village entouré d'un mur en pierre pour la protection contre les invasions) dans un site qui semble être celui de la ville actuelle, abritant une faction des Béni-Laghouat, branche de la célèbre tribu berbère des Maghraouas.

Un italien à Laghouat

Giacomo Molinari à Laghouat

Lors de la conquête de l'Algérie,la ville de Laghouat (al Aghwât) représentait un point stratégique,car en tant que porte du Sahara,elle pouvait servir comme base pour une expansion ultérieure vers le sud.
Laghouat fut conquise après de durs combats,en 1852.Le général Du Barail,commandant de la place,fit débarrasser les gravats de la ville et, sans attendre les directives du gouverneur général de l'Algérie,ordonna que l'on récupère briques et pierres afin de construire les édifices nécessaires à l'exercice de l'administration.

Pendant la reconstruction de la ville,on procéda aussi à l'édification de la grande mosquée de El-Saffeh,qui commença en 1853,année ou arrivèrent de Lombardie Vénétie,sept maçons italiens. L'un d'eux aurait donné son propre nom à ce lieu de culte, qu'on nomme encore de nos jours:la mosquée de "Mouninar". "Mouninar" était Giacomo Molinari. Lorsqu'il arriva à Laghouat,il avait 39 ans,et avait une formation d'architecte. C'est lui qui conduisit les travaux.Il était né le 28 août 1814 à Cavagnano (aujourd'hui province de Varese) de Giovani Molinari et Giuseppa Bianchi. Il fut baptisé,sous le nom de Giacomo ,dans l'église de Sant'Ambrogio di Cuasso al monte. Une fois la construction de la mosquée achevée, le groupe de maçons italiens quitta Laghouat,à l'exception de Giacomo Molinari qui resta et se convertit à l'islam,prenant le prénom d'Ahmed. Nous ne savons pas la date exacte ni les circonstances de sa conversion,mais il est incontestable qu'il s'intégra parfaitement à la population et aux coutumes musulmanes. Il épousa une femme de la tribu de Sidi Bouzid avec qui il eut quatre enfants:un garçon (Mohammed) et trois filles.
