Kisii is one of the six districts of Nyanza Province in SW Kenya, and is divided into five local authorities and eleven administrative districts. The district is mostly hilly and is dissected by rivers flowing west into Lake Victoria, notably the Kuja and Mogusi. Lack of infrastructure like electricity, telecommunications and good roads inhibit the full exploitation of resources. The hilly nature of the district leads to serious soil erosion and makes road communication difficult, especially in the rainy season when many roads (only 10% of which are tarmacked) become impassable.

Kisii district lies on a highland equatorial climate, and as such it receives rain almost throughout the year, although there are two rainy seasons (March to May and October to November). Average rainfall is over 1500mm and is quite reliable, helping to support cash crops (coffee, tea, pyrethrum) and subsistence crops (maize, beans, millet, potatoes). Temperatures can range from 10ºC to 30ºC.

Population
According to the 1979 census Kisii district had a population of 588 000, but by 1996 the annual population growth rate of 3.6% meant that the population is now well over 1 200 000 (19% of whom live in urban areas). This makes Kisii district one of the most densely populated in Kenya, with around 50% of the population being below the age of 15 years. The cause of high population growth is believed to be cultural practices of having many children for security in old age, leading to low use of family planning methods (acceptance is 60-65%). In most areas the sex ratio is disproportionate due to labour migration to other districts and cities.

AHERO RICE PADDIES

RICE FARMERS AT AHERO SCHEME SAY THEY HAVE PRODUCED MORE THAN 4000 TONES BUT HAVE NO MARKET WHERE TO SELL THEIR PRODUCE.

Farming, News By Leo Odera Omolo In Ahero Town.

ABOUT 2000 small scale farmers in Ahero and Kabonyo rice schemes in Nyando district are stuck with close to 400 metric tones of rice, which they cannot sale because there is no buyer interested in their produce. The farmers, who own small plots at both Ahero and Kabonyo rice schemes, said they worked so hard last season and harvested over 400 tones of paddy. But the crops are almost going to waste. There is no market outlet and the farmers are now stuck with their produce.

Previously, a Thika based company called Kapwell, which is closely associated with a Nairobi media magnate, Mr S.K.Macharia was the main buyer of rice from the two schemes. The other outlets were the Kenya Army, the National Cereal and Produce Board {{NCPB},and the Rice Mill based at Kibos in the outskirt of Kisumu City, which is owned by the Lake Basin Development Authority {LBDA}. But all have stopped buying rice from Ahero.

The farmers at the two scheme cannot pay school fees for their children, most of whom have already been ejected by the heads of secondary schools wherever they were learning, owing to non payment of school fees.. The farmers have now sent an urgent message to the government, through the Ministry of Agriculture, to come to their rescue. The NCPB is still buying rice from the two Kano Plain based scheme, but in a small quantity, preferring only the pushori brand, which is produced at the two schemes in small quantity.

All the stores at Ahero are full, with stockpiles of tones of unsold rice. Some are almost going to the waste due to lack of storage facilities. A farmer at Ahero, Peter Onyango, said that a local farmers co-operative society called Recc has been organizing marketing system on behalf of farmers. But the society too, cannot make an easy access to the market outlet, and the situation has remained pathetic.

The farmers have done their part in helping the government in its ambitious poverty eradication policy. But to their astonishment after hard work, they are stuck with the produce. Mr Onyango pleaded with the government to ensure that it organize internal marketing system for the rice farmers in Nyanza. He said the situation is so pathetic and worrying in away, considering that these farmers have spent several months sweating, and have exhausted their savings in anticipation of getting paid, when their product is ready.

The situation is no better for the farmers in the self help schemes, like Ayweyo and Ahero, who are popularly known as “Achung’ Kenda” farmers. They are also suffering because they cannot sell the bulk of rice which they produced since November last year.

“There is no point for the government encouraging the farmers to produce the product, which they cannot market and quickly recover the production expenses and other overheads in time”, lamented Mr. Onyango. Fuming with anger, the chairman of the Riwruok Dongruok Jokano Manyien{RIDOKAM}, Mr. Walter Kitoto Adell, who took this writer around the stores, which are filled with thousands of gunny bags of unsold rice in Ahero, appealed to the government to re-organize the internal marketing system for the paddy farmers.

Mzee Adell said the rice farmers within the two schemes have proved their worthiness and positively responded to the government’s call for concerted efforts in food production. “It is time for the government to adopt a pragmatic policy on agriculture and food security. Thousands of tons of rice is currently going to waste at Ahero, and yet reports emerging from other parts of the country, indicates Kenyans are known to be dying due to acute shortage of food grains. It is also wrong for the government to encourage the local population to produce more rice, which they cannot access its market easily.” Said Mzee Adell..

A cross section of rice farmers interviewed in Ahero and its environs bitterly complained, saying they were stuck with a huge stockpile of rice, which they cannot sell. Two rice processing plants located at Ahero have their warehouses full of unsold tons of rice, and cannot buy anymore. The farmers said if the situation does not change for the better within the next two months, then they would consider other option, which might include abandoning the growing of rice for other cash crops.

Those contributions esp' from Kisii will be greatly welcome. Alot of work still needs to be done in most of our towns, basically a total infrastructural overhaul and maintenance program need to be instituted before our urban centers descend further.

So true most of these places need major overhaul. However,to ensure that the investment doesn't go down the drain, you'll also need attitude overhaul of residents/administrators which is much tougher.

I am thinking with the new constituion and creation of counties, we will see more development of the small towns as development projects will be decentralized.

Theoretically the new constitution, especially with its emphasis on devolution, should help with improving the lives of people at the local level. However, changing people's attitudes should be a desired goal and may go far into helping with enacting changes. My local councillor (a lady in her seventies to early eighties) has tried cleaning up the towns around her jurisdiction and has accomplished much in two years than her predecessors. But her attempts have met with opposition from the locals. In one instant she proposed demolishing all shacks in my town, especially those around the main road, but she had to stop her efforts because of threats that her house would be burned down. It seems like her strategy has now changed. In the neighboring town she and the council have started building more permanent structures for lease/rent to traders. She's done this around the market place and now around a new bus stage in an effort to relocate what is now being used as a stage.

I agree with each one of you, your sentiments are great. I know we are poverty stricken, but goodness cleanliness is something that we can easily enforce, Organizing and cleaning up a city considering we have so much labor that is untapped if I was a mayor of city such as Kisii, which is avery vibrant and aggressive city I will at least wake everyday and make sure that it is cleaned thoroghly. It is pathetic to see it look like that, not even a single public restroom available for the entire city. In my opinion administrators should be held more accountable by vote of no confidence if they do not deliver. We should have a cleanliness competition for some of our smaller citiessuch as Homabay, Kisii, siaya oyugis, sotik that way it can bring awareness for organizing our cities. In the west in very little cities mange themselves very well withoutbig government. A place like Kisii which is densely populated we need people to be resettled into twn centers where they can work to keep the city and free upm up more land for farming. It is fertile land but Iam afraid if do not start planning up right now we are heading for disaster in terms of food supply. If anyone can come up with a way we can first start to clean and organize the city of Kisii please contribute your opinions because Iam determined to make that change hapoen. Alone I can not do it. I do not have to be an elected leader but exchange of views can make a difference. For instance we have an airstrip that does not have a windsock, How will I know which to land without knowing wind direction. If yoou expect KAA to fix this you are dead wrong. We need commuter planes between kisii and Nairobi and Mombasa and other ciies in our country, if we ddo not challange our selves this will not happen. Makelele you have given yourself a tall order. Unless you are within the government (local government in this case) your chances of success will be limited to your neighborhood, if not your front yard. Lack of organization and cleanliness in our cities stem from the failure of people to adhere to rules and regulations - these are in abundance and many emulate what we see in the developed world. Unfortunately, this impunity is allowed to fester because the authorities do nothing to enforce the laws. Some of us lived in a time when many of these laws and regulations were adhered to. There was a time when every town had a health inspector who carried out his/her work with zeal. Now, in many cases, such an inspector is more likely to be compromised by those they are overseeing. Yesterday I gave an example of what my councillor has tried to do and whose efforts have been thwarted. For example it's illegal to build within the town non-permanent structures (read mabati shacks) but this has been going on unabated right in front of legally contructed permanent buildings - and that includes in front of the family Guest House. These structures have no running water, toilet facitlites and the like, but they continue to be constructed and if you speak up against them the threat of violence will be used upon you by the beneficiaries. So, what happens in the meantime? We sit and wallow in the murk around us. It distresses me each time I have to go to buy meat in town because the only two places selling meat are is shacks with flies everywhere and open dirty trenches nearby.
This is not to discourage you, but start by being elected to you local council if you plan on making a difference, or campaign for those you think have the integrity to do so on your behalf.
