Urban design activities and efforts will seek to develop a policy framework and guidelines so as to create a desirable living environment and an appropriate city image and identity.

BRDB expects RM100m in rental by 2009

Bandar Raya Developments Bhd (BRDB) expects to rake in at least RM100 million in gross rentals upon its property investment unit reaching commercial space of one million sq ft by 2009.

"In two years' time, we will have close to one million sq ft of grade A commercial space and our gross rentals will easily push the RM100 million mark," its chief executive officer Datuk Jagan Sabapathy told The Edge Financial Daily.

The property assets will include several office blocks at the ongoing developments at CapSquare in mid-town Kuala Lumpur and an office block at Bangsar that is part of the phase two of the Bangsar shopping centre expansion.

On its joint venture RM2 billion condominium development in Lahore, Pakistan, Jagan said it was currently putting in the infrastructure.

"We have launched 174 units in the first phase and those are doing well. Phase two will be launched in September. We are expecting this project to contribute positively to our revenue and profits in FY08," he added.

CapSquare, to be completed in 2010, is a RM2 billion integrated development offering 3.8 million sq ft space in two high-rise office towers (one of which is the existing Menara Multi-Purpose), two mid-rise office towers (under construction), four signature office buildings (completed), two condominium towers (one of which will be handed over next month), a hotel, a four-storey shopping centre and a 300m retail street.

According to Jagan, the completed signature office buildings offering 151,665 sq ft of lettable area at CapSquare has an occupancy of 30%.

"We are targeting to increase it to 70% by the time the retail centre opens in September. Our average rental is at RM4.50 psf," he said at a press conference after a media tour and briefing of the retail centre at CapSquare yesterday.

On its landbank, it still has over 700 acres which will keep it busy for the next seven to eight years

IN keeping with the constant change in fashion and trends, Lot 10 is undergoing renovation and its new look will be unveiled in October.

And while that is happening, the crossroads at the busy Jalan Bukit Bintang/Jalan Sultan Ismail is now implemented with Malaysia’s very own Shibuya crossing — inspired after the famous Shibuya scramble crossing in Japan, where vehicles from all directions come to a good few minutes stop to allow pedestrians to cross the intersection to get to the malls along Bukit Bintang.

The mall’s management had submitted the Shibuya crossing proposal to the Kuala Lumpur City Hall (DBKL) and following the approval granted recently, traffic lights have been modified, signages installed, and the cross junction is now in place and being used.

Starhill Gallery and Lot 10 general manager Steffanie Chua told StarMetro recently that this implementation would be more pedestrian-friendly to people who go about sightseeing and shopping.

“Our stop-time however, is between 15 and 16 seconds and not as long as the actual Shibuya crossing in Japan.

“With the Bukit Bintang monorail station just a stone’s throw away, Lot 10 aims to capitalise on the highest volume of passenger drop-off at this station,” said Chua.

As for the mall, Chua said renovation work was under way to transform Lot 10 from being just a fashionable hub previously to a completely different image that appeals to the young and urban chic.

“Lot 10 was first built in 1990, just after Sungei Wang, and turns 19 this year. Back then, people would still remember us as the first mall that brought in a lot of brands into Kuala Lumpur.

“Over the years, the dynamics along Bukit Bintang have changed, where we see more tourists and buses dropping-off people.

“So it’s time for us to evolve, too, as we hope to capture the niche market of the affluent,” she said.

For a start, regular shoppers shall soon notice a change in the facade on the mall’s third floor, where it is replaced with glass and work should be completed by the end of this month.

Chua said a double facade would be installed on the ground and first floor by year-end to effectively remove the sunken-in impression of the glass.

“More exciting things are in store at the rooftop that was previously a carpark,” said Chua.

“This area will be transformed into a ‘Forest in the City’ concept, with much landscaping and greenery that are refreshing to the eyes and soul. Lighting and specially-commissioned trees will be planted here.

“There will be a modern-themed restaurant, and a dance club with its design and interior inspired by the architecture of actual Russian museums and palaces.

“Actors Studio that was formerly in Bangsar and has since closed will also be moving in here,” said Chua, while declining to elaborate more details so as to keep the excitement intact.

Meanwhile, California Fitness is the first tenant to move in at the rooftop area and fitness buffs will be happy to note that it is opened till midnight.

She also named two celebrity tenants that will be opening their first flagship stores in Asia - William Rast by Justin Timberlake and Nicky Hilton.

At the basement carpark area, it will be occupied by a foodcourt styled after Hutong, a place in China famed for its rustic lifestyle and maze of alleyways.

“We hope to bring people back in time with this concept where at every turn of the corner, people experience and feast with their eyes and nose on the different culinary offerings, and sit on traditional sedan chairs.

“There will be 27 restaurants and kiosks here which will run like a food court with counter service, only that the individual operators will have their own seating unlike the canteen-style seating of a typical food court!.

“Price-wise, it is very much of a food court, but the atmospshere generated is much more easy-going, modern and chic,” Chua added.

She added that landmark tenant Isetan was also changing the look of its supermarket, in line with the overall revamp of the mall.

Historic prison comes down

A CONTRACTOR appointed by Kuala Lumpur City Hall (DBKL) has begun carrying out demolition works on some structures inside the 114-year-old Pudu Jail complex.

The partial demolition is to facilitate the future construction of an underpass at Jalan Pudu costing about RM80mil, part of which encroaches on the land at the historic jail site.

Kuala Lumpur mayor Datuk Ahmad Fuad Ismail said the DBKL had already discussed the project and its Right of Way, which is the road reserve for widening works, with Urban Development Authority (UDA) and the Land Office.

“This is a Federal Government project that was approved under the Ninth Malaysian Plan and City Hall is just the implementing agent,” Ahmad Fuad said.

“This underpass is a five-lane tunnel that will be in alignment with Jalan Pudu, while a slip road to access Jalan Changkat Thambi Dollah is also part of this package.

“Sooner or later, the structures inside the site will have to be demolished too. We will be building a 2.7m-high wall inside and, when that is ready, the existing wall along Jalan Pudu will be torn down,” he added.

In fact, construction works were supposed to have started in March this year but were delayed as the project design had to be modified due to the TNB high voltage cables that Ahmad Fuad said City Hall could not risk relocating.

“This is because we wanted to minimise power interruption to the nearby offices, hotels and shopping malls.”

The underpass is one of the three projects for traffic dispersal in the area carried out by the Federal Government.

The other two are the Dewan Bahasa-Hang Tuah flyover that is nearing completion and the former missing link from Imbi to the Kg Pandan roundabout that was completed about two years ago.

Ahmad Fuad said UDA will have to settle premiums to be paid to the Director-General of the Lands and Mines Department (Federal) since the land there had not been fully acquired and was still under the government’s jurisdiction.

Ahmad Fuad said that once the inner wall was built and the existing wall demolished, the main road would be wider.

“The inside wall is needed as we don’t want vagrants to turn the place into their spot.

“However, the prison’s entrance gate at Jalan Hang Tuah will be left as it is and not demolished,” said Ahmad Fuad, adding that this would retain some of the historical values associated with the prison.

According to Ahmad Fuad, the surrounding land parcels are occupied by buildings and it was not easy to acquire the land.

The underpass project is expected to be completed by Sept 2011.

THE 60-year-old Pudu Market in Kuala Lumpur will be sporting a new look by early next year as plans are in the pipeline to upgrade the market.

The Kuala Lumpur City Hall (DBKL) and the Federal Territories and Urban Wellbeing Ministry are looking into upgrading the site after the Chinese New Year celebrations and RM900,000 has been allocated for the purpose.

Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Zainal Abidin said the makeover would include paving the roadside of the market site and relocating the chicken and pork sellers to a more hygienic and conducive environment.

“We need to respect the sensitivity of the all traders operating there and the relocation of these traders to an enclosed site with better drainage and piping is a move requested and endorsed by the Pudu Market Association,” Nong Chik said.

Nong Chik said the DBKL and ministry were also looking into the request by the traders that they be allowed to use foreign help to man the stalls.

“Just like in the Selayang Market, there must be a consortium set up to deal with foreign labour, and we will work with the Home Ministry to get this done,” he said.

The minister was speaking to reporters after making a second visit to the wet market yesterday. He was accompanied by Kuala Lumpur mayor Datuk Ahmad Fuad Ismail and DBKL heads of departments.

The project, which will take eight months to complete, will be carried out in two phases. The traders will be temporarily relocated to another site and this will be done in two batches.

“Once the market is completed, enforcement will be carried out to ensure that the area is kept clean and orderly at all times.

“This is the way to go. If we want to be on par with cities like Singapore and some Chinese cities, the residents and traders must be sensitive to enforcement.

“Next year — 2010 — is going to be a year of enforcement for Kuala Lumpur. This is what the residents themselves have requested,” he said, adding that there had been calls by city residents for the DBKL to practice strict enforcement so that people followed the law.

A total of 1,541 traders operate in the Pudu market.

South Korea keen on Klang river rehabilitation project, says Khalid

SHAH ALAM, Nov 5 — South Korea is keen to participate in the RM20 billion Klang River rehabilitation project that will provide the impetus to stimulate economic growth in Selangor, the country’s most developed state.

Menteri Besar Tan Sri Abdul Khalid Ibrahim said he was informed that South Korean President Lee Myung-bak will be visiting Malaysia next year and he (Khalid) is looking forward to meet him.

“South Korea is Selangor’s sixth largest FDI (Foreign Direct Investment) source, followed by Taiwan and Thailand,” he said when opening the 14th East Asian Entrepreneurs’ Summit 2009.

The Selangor Government ,in the recently unveiled economic stimulus package for the state, identified six major areas that are paramount to spur economic growth. The areas are cleaning and rehabilitating the Klang River, expanding the transportation system, upgrading and replacing water assets, urban renewal programme, reviving abandoned housing projects, and increasing paddy yield.

Khalid said the areas are expected to woo more than RM50 billion investments and create some 150,000 jobs.

The Menteri Besar said the state government will strive to attract investments in high value-added and technology-intensive projects.

He said the manufacturing sector remained the prime mover for Selangor’s economic growth.

“For the period between 2000 and July 2009, 2,812 manufacturing projects worth RM68 billion in total investment were approved. Of the total, RM35.43 billion were foreign investments,” he said.

The United States, Japan, Germany, Singapore and Britain are major FDI sources for Selangor, added Khalid, a former corporate figure. — Bernama

KUALA LUMPUR: Those affected by the proposed traffic dispersal system in Bangsar and Brickfields have been given one month to submit their views on the upgrading of the road system.

This was announced by mayor Datuk Ahmad Fuad Ismail during a dialogue session with residents, the business community, stakeholders, non-governmental organisations, and religious leaders who are living and working around Bangsar and Brickfields.

Fuad said City Hall had engaged a traffic consultant to study the longstanding traffic problem in Brickfields and Bangsar.

"The consultant have come up with a plan and we have briefed the people on the proposed design. Now, we will give them one month to study the plan and submit their written views to us," he said.

Fuad said that once City Hall had gathered all the views, he would present them to the Federal Territories Ministry.

"We will brief the Federal Territories Ministry and the Prime Minister on the views of the people. If the majority of the people want the project to be stopped, we will let the Federal Territories Ministry decide on the matter."

Those who want to have a look at the proposed plan can do so at the Malaysian Resources Corporation Bhd office or visit their website.

Fuad said the plans for the traffic dispersal system came about after numerous complaints from the public about the traffic congestion.

"We have received many complaints on the traffic situation in Brickfields and Bangsar. This is because of the new and upcoming developments in the area. The roads need to be expanded and we have to look at solving the traffic problem. That is the reason we asked for a special allocation from the government.

"Under the second stimulus package, the government has given us RM110 million to spend on improving the traffic conditions in the affected areas," he said.

The proposed improvements would involve six packages:

- Package 1: Construction of flyover at Jalan Travers/Jalan Bangsar intersection

- Package 2: Construction of flyover from KL Sentral to Jalan Damansara and Lebuhraya Mahameru

- Package 3: Upgrading of Jalan Tun Sambanthan and its vicinity

- Package 4: Construction of pedestrian bridges and linkages

- Package 5: Upgrade and repair roads in KL Sentral

- Package 6: Construction of an elevated road from Jalan Bangsar to Jalan Maarof

Fuad said the six packages were under phase two of the proposed traffic dispersal system in Bangsar and Brickfields.

The first phase of the project worth RM26 million involved the building of ramps from Jalan Syed Putra into Brickfields to ease traffic congestion in the area.

This had begun in July and is 60 per cent complete. The project is expected to be completed in July 2010.

If everything proceeds as plan, the entire traffic dispersal project is expected to be completed in two years.

Fuad said that an estimated 20,000 motorists used Jalan Tun Sambathan daily.

"In the plan, we have proposed several ramps and flyovers in the area. By eliminating the traffic lights there will be smoother traffic flow as motorists will no longer have to wait at the traffic lights."

Among others, the traffic dispersal plan will see Jalan Tun Sambanthan turned into a one-way street in front of KL Sentral for motorists heading to the city. Those heading from the city to Bangsar, will use the flyover at the Jalan Travers/Jalan Bangsar intersection and bypass the traffic lights, making for smoother traffic flow. They will also bypass the traffic lights to Jalan Maarof and instead use a slip road from Jalan Bangsar which will take them directly to Jalan Maarof.

There is also another flyover from KL Sentral to Jalan Damansara and Lebuhraya Mahameru.

Fuad urged those present at the dialogue session to submit their views soon.

"Six months has already passed and we need the feedback soon so that we can proceed with the development plans," he said.

Fuad, however, was glad that those present at the dialogue agreed to the construction of a flyover at the Jalan Travers/Jalan Bangsar intersection.

KUALA LUMPUR: The RM34.7 million Jalan Travers-Jalan Bangsar flyover is expected to be ready as early as next July, eight months ahead of schedule.

Work on the flyover, the first of the six-part RM110 million traffic dispersal scheme for Bangsar and Brickfields, began in September this year.

City Hall said it is working on an accelerated programme of 10 months to minimise the disruption of traffic flow at Jalan Bangsar and Jalan Travers.

"The construction of the 750m flyover is progressing steadily. We expected the project to take about 18 months to complete, but now we are ahead of schedule," said City Hall Public Works department director Siti Saffur Mansor.


She explained that work could be completed earlier than scheduled as all the blocks will be built separately in a different location and will be installed only when all the earthworks have been completed.

Taking into account the heavy traffic in the area, Siti said they are also factoring in a delay of two months due to unforeseen circumstances.

To ensure the safety of motorists, Siti said the contractor had installed several warning signs at the construction site.

"There are road signs, floodlights, and also blinking and hazard lights installed by the contractor at the divider of the construction area," she said.

"For the safety of all motorists, we advise them to heed the warning signs and observe the speed limit of 50km/h," she said.

Meanwhile, there were mixed reactions from motorists on the new flyover.

La Bodega Group beverage manager Sach Seelan applauded City Hall's move to construct the flyover as it could reduce the daily crawl that motorists have had to endure for years.

"Most of the time, especially in the evenings, the traffic jam in Jalan Travers is horrendous.

"It is especially worse for motorists who are coming from the city and Mahameru highway, heading towards Bangsar.

"They have no choice but to use the Jalan Travers road," said the 34-year-old.

Petronas executive Alia Zarina, 23, who works in the city is however skeptical about the flyover. She said the plans to build the flyover was a good idea. However, she was not sure if the flyover would help ease traffic congestion in the area.

"There might be less congestion when the flyover comes up, but the traffic jam will remain the same.

"There are just too many cars. City Hall should look instead at the overall traffic congestion that is leading into the KL Sentral area," she said.

MRCB Land, the property division of Malaysian Resources Corporation Berhad, has reiterated its commitment
to sustainable development initiatives when one of its projects was recently awarded the coveted Green Mark certification by Singapore’s Building and Construction Authority (BCA).

KL Sentral Park (Lot E of Kuala Lumpur Sentral) recently received BCA’s Green Mark highest rating, the Platinum Award (provisional), making it the country’s first-ever commercial development to be awarded this rating from BCA.

Located adjacent to Stesen Sentral, the world-class integrated transportation hub, KL Sentral Park, is a mixed
development comprising contemporary office buildings, high-end retail shops, business centres, hospitality
zones and green spaces.

With a gross floor area of 982,000sq ft and gross development value (GDV) of RM720 million, construction for the building has commenced and is slated for completion in 2011.

The BCA Green Mark scheme is a rating system that evaluates a building’s environmental impact and performance.

The initiative was launched in 2005 to promote sustainability and raise environmental awareness among developers, designers and builders.

The award is based on five key criteria — energy efficiency, water efficiency, site/project development and management, good indoor environmental quality and environmental protection, and innovation. Depending on the points scored, buildings are awarded Platinum, GoldPLUS, Gold or Certified rating.

MRCB’s chief executive officer, Mohamed Razeek Hussain, said, as the leader in integrated development
epitomised by the iconic Kuala Lumpur Sentral, MRCB Land will continue to integrate environmentally sustainable practices with all their future developments.

Starhill Gallery is one of KL’s destination shopping malls featuring an extraordinary array of luxury shops and fine dining restaurants. Our proposal deals with the reinvention of the facade of Starhill facing Bukit Bintang. Unlike a lot of street facing malls the facade of Starhill is predominantly solid and disengaged from the heavy footfall of shoppers walking along Bukit Bintang.
The design is to simply open up the facade to provide a lot of visual interest with a continuous double height shop front along its length. At the road intersection the existing temporary eatery is removed and replaced with an iconic triple height shopping pavilion for the French luxury retailer Chanel.
The design of the new facade and pavilion embodies the quality of the products for sale at Starhill, the lightweight steel and glass facades will be the first of their kind in Malaysia embracing cutting edge glass technology and with specialist engineering by the team that delivered the Pyramid at the Paris Louvre. The crystalline form of the new facade and the Chanel pavilion establishes an iconic new identity for Starhill Gallery reaffirming its position as the foremost destination for luxury shopping in Southeast Asia.

City&Country: Cover Story-- Transforming the Klang river

The Klang River, meandering 120km through Selangor and Kuala Lumpur towards the Straits of Malacca, has had its glorious days. Once an all-important highway of commerce, years of rapid development have sadly turned the waterway into nothing more than a large ghastly looking, garbage-filled drain devoid of any hint of heritage asset or economic potential.

This is set to change, if all goes well, with a plan of Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim. He is spearheading a move to rehabilitate and develop the Klang River with the objective of raising the state’s economic and tourism profile.

The plan, which was a significant feature of Selangor’s stimulus package unveiled last year, got off to a rousing start on March 13 with the official launch by Sultan Sharafuddin Idris Shah of Selangor.

One may be forgiven for being cynical about the project’s success because after much fanfare and hype, the high-profile multi-billion ringgit Kuala Lumpur Linear City never took off.

Featured in that ambitious project, unveiled back in the 1990s, was a mixed development of hotel, retail, office and apartment units, complete with a landscaped park. All these were to have come up atop sections of the Klang River in KL. The project, which necessitated the relocation of squatters, also had a river cleaning and flood mitigation component.

Two-thirds of the Klang River is in Selangor and Khalid knows only too well that it is unrealistic to rehabilitate and develop the entire 80km of the river at one go. So it will be done in sections, beginning with a 21km stretch towards Port Klang which comes under the ambit of the Klang Municipal Council.

Key to the project is that funding will be via private funding initiatives, points out Iliyas Jamil, economic development officer for the Selangor Menteri Besar’s office, who is coordinating the project. In short, although the state is driving the project, the rehabilitation and development cost will be borne by the private sector.

Initial studies, Iliyas tells City & Country, have shown that the development potential of the banks of the 80km of the river in Selangor could ring up a gross development value of RM50 billion over 15 to 20 years and create 150,000 jobs.

Premium product
Properties fronting water generally go down well with the market. Property consultants contacted by City & Country concur that properties on clean bodies of water generally command a premium, as seen in developments with lake, river and beach frontage.

KGV-Lambert Smith Hampton (Malaysia) director Anthony Chua says: “In general, all developments with lake and beach frontage do well, and if river frontage has clean water, it should be able to fetch a premium.”

Henry Butcher Marketing COO Tang Chee Meng points to numerous highly prestigious waterfront projects overseas. Waterfront residential properties, he adds, command a premium while certain retail properties such as food and beverage outlets will also do well.

Khong & Jaafar managing director Elvin Fernandez says it is almost a universal axiom that properties fronting clean bodies of water do well. He says that depending on the water quality and the view, the values of high-end waterfront residential properties can go up as much as 20% to 50%.

Proposed master plan
The Klang River rehabilitation and development project master plan is being fine tuned. Kamal Ariffin Zaharin tells City & Country an inventory of a 50m border on both sides of the 21km stretch of river shows that some 20 tracts are suitable for beautification, development or redevelopment. Kamal is director of DPZ Asia, an architectural and planning firm headquartered in the US.

The multiple-award winning architect is the master planner, while three other companies — TSS-Mako Engineering, GJA Engineering & Construction and Wessex Water I-Bhd Consortium — have been chosen for the rehabilitation and development of the river.

The three were among 37 firms that responded to an advertisement placed by the state government seeking proposals. Of the 37, only 12 firms submitted proposals (see Page 8).

Currently, the water in the Klang River measures Level 4, and the state government aspires to raise the quality to Level 2, clean enough to swim in.

Genesis of the project
DPZ Asia’s Kamal, 44, studied architecture in the University of Miami, Florida. He spent many years abroad, working on projects in the US, the Philippines, Australia, Vietnam and China. He has won nine international planning competitions, including designs for China’s waterfront cities in Haikou and Dalian, Taiyuan — the capital city of Shanxi province — and an airport city in Chongxing.

Kamal is excited at the thought of a vibrant riverscape. His vast experience has taught him that a series of discoveries and storytelling are important in planning a project such as this. He believes one must bring variety to an area so it is not uniform and sterile.

He proposes the river in the Klang city area be divided into precincts that will set the tone and ambience along the 21km stretch of the river. These precincts could be loosely classified as ecological and cultural, city centre and heritage areas.

A river has to have many characteristics that will allow people to experience the city in a new way, Kamal says, adding that more details will emerge with the finalisation and approval of the plan.

At this point, what is clear is that the Klang River will indeed have a fair chance to recapture its past glory.

LORONG Kasturi, a lane next to Kuala Lumpur’s Central Market, officially became Kasturi Walk after it was launched in style recently.

The covered mall, where three pewter-coated polycarbonate giant wau bulan stand, was launched by Kuala Lumpur director-general Datuk Salleh Yusup.

The crowd cheered as fireworks splashed across the night sky during the grand opening ceremony.

Central Market Sdn Bhd has set up 55 alfresco-style retail and F&B kiosks at Kasturi Walk.

In his speech, Salleh said the walkway was in line with the government’s effort to attract more tourists to the iconic location.

He hoped the upgraded walkway would bring more comfort to the people and open up more business opportunities.

“We look forward to the collaboration with corporate bodies in developing Kuala Lumpur.

“We consider this opening as commitment from Central Market in giving comfort to customers and tourists,” he said.

Central Market managing director Bernard Bond said the company had invested RM8mil to build Kasturi Walk.

He said the lane had not only been upgraded but also equipped with closed-circuit TV cameras (CCTVs) and in-house Rela security.

“As owners of Central Market, it is important to retain and promote culture in the area, so we decided to use the wau design as a symbol of Malay heritage.

“The idea behind the walkway is simple; like a marriage of what Malaysians and tourists like to do — eat and shop,” he said.

The celebration continued with the Chap Goh Mei 2011 festivity at Central Market, organised with the Federal Territory Wanita MCA and Universiti Putra Malaysia’s (UPM) Zhong Hua Cultural Association.

The festival was officiated by Deputy Women, Family and Community Development Minister Senator Heng Seai Kie.

The objective of the event was to gather Malaysians of different races to join the festival and experience Chap Goh Mei.

Visitors to the event were treated to cultural and lion dances and diabolo performances. They also received mandarin oranges.
