well they are creating a new town from 0,there was nothing there. i have passed from it recently but unfortanantly the project is going very slow.lets say 3,4 buildings have about 10-12floors built

yes.But not big ones.Big ones are in the west.They no longer allow industrial buildings to be built in the east since the city wants to advance from there.The plan is to move the industrial buildings in the future
