Group wants PM to scrap PORR project

PENANG: The Central Ad Hoc No Penang Outer Ring Road (PORR) Committee has appealed to Prime Minister Datuk Seri Abdullah Ahmad Badawi to scrap the controversial RM1.02bil project.
Spokesman Sam Sng said the committee viewed Abdullah as a potential “saviour” as he had put into action policies that reflected his caring nature, adding that a 120-page memorandum highlighting the controversies and concerns surrounding the 17km project was submitted to the Prime Minister on Wednesday.
“We have also included a six-point proposal to alleviate traffic woes,” he told a press conference here yesterday.
The group is calling for the setting up of a State Transport Commission and the drawing up of a comprehensive transport policy complete with public input and feedback.
They also want to see the setting up of an integrated bus service system operated by a single consortium as well as the implementation of traffic mitigation measures proposed by Halcrow Consultants Sdn Bhd in 1998.
Calling for a detailed and transparent Environment Impact Assessment report, Sng said: “We also hope to see more serious effort to implement a rail-based public transportation system here.”
In the memorandum, the group lauded Abdullah for taking the initiative to review mega projects based on affordability and utility; diverting allocations to education, healthcare, mass public transportation and other pressing socio-economic projects; fighting corruption and vowing to take measures to reduce road accidents.
“All these are in line with the group's values and beliefs. He has given the people hope that we have a caring leader who will use his powers to ensure the welfare of the people is not compromised,” added Sng.
Sng said the group would also seek a meeting with Abdullah to explain their reasons for wanting the project scrapped.
He said that the group opposed the project because there was lack of transparency and openness in the decision-making process.
“It also would adversely affect the Penang Port and the ecosystem apart from increasing the risk of landslide and rock falls,” he added.
Co-ordinator Linda Lim said the group would kick-off an election campaign to support candidates who were against the project.
“We will also go all out to campaign against candidates who support the project.”

I really hope they wouldn't 'disturb' Gurney Drive.......a highway there would definitrely kill the area! :rant:

Expressway details
THE second phase of the Jelutong Expressway (JE) is expected to be completed by March 2006 and the third phase by March 2009, Deputy Chief Minister Datuk Dr Hilmi Yahaya said.
He said work on soil improvement and replacement works for the second phase began last month.
“Phase Two is 1.6km long and it stretches from Sungai Pinang to Weld Quay and is estimated to cost RM70mil,” he said.
He said Phase Three, which would cost RM140mil, would also take 36 months to complete with its construction slated to begin after the completion of Phase Two.
“Under Phase Three, we will upgrade the expressway from two lanes to three lanes and build interchanges at Jalan Tan Sri Teh Ewe Lim and Jalan Sungai Pinang.
“We are also thinking of building a viaduct at Maccalum Street and a ramp in Weld Quay,” he said in his reply to Lee Hack Teik (BN – Pengkalan Kota) who wanted to know the completion dates for the expressway.

3.5km-long promenade for Jelutong foreshore

A NEW 3.5km pedestrian promenade, touted as Penang’s longest, is emerging on the east coast of Penang Island as part of a multi-billion ringgit waterfront project.
The new promenade at the Jelutong reclaimed foreshore runs parallel to the 3.16km Stage I section of the Jelutong Expressway (JE) from Jalan Sungai Pinang to the Penang Bridge.
Envisioned to be an upcoming attraction for leisure, cultural activities and alfresco dining, the promenade is part of the 131ha waterfront project that also includes a waterfront city ala Manhattan near Penang Bridge.
IJM Properties Sdn Bhd executive director Teh Kean Ming said the promenade would feature street-scape capturing the “magic, culture and heritage” of Penang through motifs and designs in the architecture, lamp posts and benches.
“It will have a wide walkway for people to stroll in and provide a new waterfront space for families to spend time together and for relaxation,” he said.
He said Stage I of the promenade, spanning some 300m on the northern precinct of the reclamation east of Jelutong Expressway, would likely be completed by early next year.
The rest of the promenade will be constructed in tandem with ongoing reclamation works and mixed development that is progressing southward and expected to take over 10 years to complete.
Teh said the government had this month just gazetted the entire waterfront development area as Section 8, Bandar George Town.
He said the total development would include 5,500 units of affordable homes, of which 758 units of low-cost and low medium-cost had been completed at Bandar Sri Pinang on the northern precinct and ready for hand over in June.
Also completed is another 442 medium-cost apartment units at The Ocean View while another 123 units of terraced factories at Fortune Park are in various stages of completion.
Teh said once the 127 families living in temporary longhouses near the project site had moved into Bandar Sri Pinang, others affected by Stage II of the JE construction would be relocated to the longhouses or other alternative housing.
He said work on Stage II of JE, involving another 1.6km linking Jalan Sungai Pinang to Weld Quay, had commenced at the end of last year and scheduled to be completed in 2006.
On the southern precinct behind Recsam, a 12ha freehold property called Metro-East is currently under construction with the largest of the Tesco chain of hypermarkets featuring 10,000sq m of sales area due to open by end of the year.
The development also comprises the five-storey e-Gate business and retail centre that is ICT enabled, two blocks of Bayswater resort condominium that will be launched soon and other commercial and industrial development.
The final phase, involving the 'Little Manhattan' stretch of land to be reclaimed off Jalan Tunku Kudin, will feature shopping complexes, entertain-ment centres, amusement parks, hotels, and mixed development of residential and commercial buildings.
“This is one of the largest waterfront developments un-dertaken by a single developer in Penang.
“We are very excited with this development to transform the Jelutong foreshore that was once a marshy wasteland into a vibrant place to stay complete with quality living con-ditions, business architecture, entertainment and leisure,” Teh said.

· In May 1981, JICA [ Japan International Cooperation Agency ] completed an ?Urban Transport Study? which included the George Town area. This study recommended the implementation of PORR and also selected a route and proposed alignment.
· 15 years later, in September 1996, the preliminary Environmental Impact Assessment Report [EIA] for PORR was done by Esa Jurutera Perunding Sdn. Bhd [ESA]. ESA reviewed the road alignment proposal with the proposal for new alignments necessitated by developments over the last 10 years. They did not really question the need for PORR despite 15 years having passed by. Nor did they consider any other transport options. They only considered several alignments and concluded that the JICA proposal for alignment was the most suitable.
· Sometime in 1996, news reports of plans for the Gurney Drive reclamation for massive commercial projects emerged. The reclamation was touted as being complementary to PORR.
· In late 1997 and 1998, Malaysia was hit by the economic crisis. So too were plans for PORR and the Gurney Drive reclamation plans.
· In February 1998, a final report on Penang Urban Transport Study was ready. The State Government appointed Halcrow Consultants Sdn. Bhd to prepare an urban transport plan for the State. It is believed that the Halcrow Consultants came into the picture when proposals for Penang?s Second Link were being considered. At the same time, they were also asked to look at a transport strategy for Penang.
When Halcrow was developing the transport strategy for Penang, the proposals for the PORR and the second link was already on the table.
In otherwords, the need and justification for PORR was not an issue but was accepted as a given, although 17 years had passed since the JICA proposal.
· In any case, the Halcrow Report states that PORR is not a long term solution to the transport problems of Penang and will only provide a very short term relief of 8 years.
· Clearly, to push for PORR based on a 1981 study and in the light of the Halcrow conclusions, is flawed planning
· The time has come for a review of PORR as a sustainable transport option.

RM3m bungalow may have to make way for PORR

A Scottish expatriate has been told that his RM3mil home in Jesselton Crescent may be demolished to make way for the proposed RM1.02bil Penang Outer Ring Road (PORR) project.
Colonel Douglas Fox, 62, said surveyors appointed by the State Land and Mines Office told him on Tuesday that 18 houses, including his bungalow, might be demolished instead of one as initially planned.
?They said the previous plan to build a double decker road to minimise the number of affected houses may be replaced with one which cuts across our neighbourhood.
?About two or three days later, a few land office workers conducted a survey to get details on the affected houses, the number of occupants, their names, monthly income and contact details.
?They also showed us the plan of the new alignment but when we asked for a copy, they refused, saying that it was a secret,? he told a press conference called by the Central Ad hoc No Porr Committee yesterday.
He urged the government to seek other options including integrating public bus services and building a light rail transit (LRT) instead of ?covering Penang with concrete.?
He said even before construction had begun, rockfalls had already occurred behind his house for the past three months.
Fox and his wife Marlene, 58, had taken part in the Silver Hair programme in the hope that they could spend their retirement in peace and quiet here.
?I was with the British Army when I visited Penang in 1964 and fell in love with the island. I had envisioned living here and I realised this dream 36 years later.
?Despite finding this current situation as unfortunate and disappointing, we don't regret moving here as we still love Penang,? he added.
Committee coordinator Yeoh Oon Tit said he had written twice to Prime Minister Datuk Seri Ahmad Badawi on the lack of transparency and openness regarding the project.
?The first letter was in January and the other last month but there has been no response so far. In the letter, we pointed out that Chief Minister Tan Sri Dr Koh Tsu Koon said he didn't know the value of the 31ha land given to the concessionaire when we asked him.
?Another point is that the concessionaire's directors were named as defendants in pending court cases in the country,? he said, adding that he hoped to seek a meeting with Abdullah soon.
He said the committee was asking the Prime Minister for good governance, accountability, openness and transparency in government practices.

Furthermore, the expressway corridor will be expanded to a township of its own comprising of residential, commercial and industrial areas.

Jottings on Jelutong
Jelutong, once a cowboy town of sorts, succumbs to the urbanising winds of change. SOO EWE JIN, reminisces back to more innocent times, growing up in Jelutong
My friend?s old house in Jelutong, the fifth one at the start of Jelutong Road on the Bukit Dumbar end, is still standing.
But instead of facing the sea, it now faces rows of high-rise apartments. One hundred houses or so down the road, heading towards the city centre, a ?six-room attap mansion? that is technically now our sixth-generation family home, stands proudly, oblivious to the rapid development going on.

Motorists plying the new Jelutong Expressway, which has eased traffic on the notoriously congested Jelutong Road.
Over the years, the many unique attap homes across the road have given way to apartments and commercial hubs.
My immediate neighbours just cannot wait to make way for development, when they will probably be compensated with alternative housing in another high-rise apartment in some other part of the island.
But there is an emotional part of me that wants my family home to remain standing, declared as a heritage site of sorts, perhaps.
But that would be a futile hope. The times, they are a-changing and since we do not own the land, the fate of our house, like many others, will depend on what the landowner wants to do with it.
Like it or not, my Jelutong, once a cowboy town of sorts sandwiched between George Town and the rural outback of the rest of the island, will eventually become a full-fledged township right next door to old George Town.
Other townships further away from the city centre, like Bayan Baru, have bloomed much faster but Jelutong somehow resisted the forces of change.
But it has changed nevertheless. Every visit home since I left Penang back in 1980, I have observed the changes.
On my most recent trip home, which was after the first phase of the Jelutong Expressway was opened, I noticed that the notorious traffic jam right outside my house was not so bad after all.
Yet I could also still remember vividly those days when the road was so devoid of traffic that even elderly people dared to cross it. A friend and fellow Jelutong resident recalls how his grandmother would sit on a rickety rattan chair almost at the edge of the road (across what is today?s Maybank), enjoying the evening atmosphere while he would massage her neck for a five-sen supper.
It was a daily routine for us to walk across the main road, zig-zag through all the detours around the houses, and emerge just outside the Perak Road market.

The six-room attap mansion in Jelutong that has been the Soo family home for six generations. It has undergone many different coats of paint, not to mention fresh attap replacements every few years, but it is also a matter of time before it gives way to development.
Behind my house, I could do the same thing. Walking out the back door, I could manoeuvre around various houses, many on stilts, to reach my favourite fishing spot ? the bridge that carried the sewerage pipe into the sea.
It was on that bridge that many tales were spun. Friendships bloomed but by far the most meaningful were those trips when I went fishing with my late father.
He was an expert of sorts when it came to fishing and could tell whether we had got a gelama or a kurau or a catfish just by the tug on the line.
Although one of the few English-educated residents of Jelutong, he had the typical survival skills of a Jelutong resident.
In my time with him on that bridge, it was more recreational fishing but there was a time when the fishing was for survival. If there were no food on the table, his parents would tell him to go fishing. All around me, my neighbours were very hardy souls. You could see it in their dark tans. They were fishermen, hawkers, mechanics. Very few worked in the office.
Even as all the children in my neighbourhood were sent to Chinese schools, mostly to drop out after Year Six, my father courageously took the decision to send us all to English schools.
The discipline of an English education ensured that all of us grew up on the straight and narrow path despite being in such a tough environment where gangfights were common.
My sisters went to the famous Convent Light Street while I was sent to the nearest English school ? Jelutong English School.
The school is still there, next to the Jelutong market. So is the most famous kueh kak stall in town, in my opinion. Never mind that the business has passed on to the son, the kueh kak is still the best.
And not to forget the curry mee just some 10m from the kueh kak stall. For 15 sen, you could get premium quality curry mee noodles in a thin whitish santan soup with char siew and cuttlefish, and even delivered across the main road some 50m away.
As kids, we would often eat at the stall and be fascinated by the tiny F&N bottle with a slit cork stopper that served as a soya sauce dispenser. We do miss the flavour of the curry mee but certainly not the smell of the bucket latrines that used to come along freely.
When I first brought my wife-to-be home to meet my parents, she was absolutely flabbergasted that we were still using the bucket system. And that was in 1985. She still vividly recalled the time when my father passed away, soon after we got married the following year, and because there were so many people in the house, the bucket literally floweth over.
All of us have since moved out of Jelutong, including all my sisters who are now in various parts of the island. Only my father?s sister, now in her eighties, together with my cousin, are left in the family home. But it remains a gathering point nevertheless on certain festive days, especially during the Chinese New Year.
And if I am back then, my heart would feel strangely warm to see everyone, from all the generations, in our JT home.
I guess you can take people out of Jelutong, but you can never take the Jelutong out of its people. Spoken like a true Penangite.

PENANG: Gurney Drive will remain “toll-free” to the public under the proposed RM1.02bil Penang Outer Ring Road (PORR) project.
There will be multiple entry pointsto Gurney Drive where about 65.9ha of its seafront will be reclaimed.
These details were outlined in a report on the terms of reference for the project’s environmental impact assessment study, now available at the George Town Library for public viewing.
The report, released on Nov 24, is put on public display, until Wednesday at the library in Jalan Scotland and the Penang Municipal Council on the 17th floor of Komtar.

The public has until Dec 15 to submit written views to the Director-General of the Department of Environment.
According to the report, of the 65.9ha, 13.2ha would be used for the proposed highway and 4ha for a public park.
It added that reclamation was necessary to support the development of the PORR, with the reclaimed land serving as a buffer area between the highway and Gurney Drive.
The reclamation is part of the PORR project to be undertaken by Peninsular Metro-Works Sdn Bhd-Peninsular Island Properties Joint Venture (PMW-PIP) to solve traffic woes.
The report stated that the PORR project would involve the construction of a major 17km highway along the inland fringes of George Town.
The alignment consists of two packages, with Package A starting from the North Coastal Road at Glugor to Gurney Drive, covering 12km, where a two-lane dual carriageway with viaducts would be built at hilly sections and elevated highway at the stretch between Jalan Utama/Jalan Gottlieb and Gurney Drive.
Package B, also a two-lane dual carriageway, will be constructed on the reclaimed land in Gurney Drive between Jalan Tanjung Tokong and Jalan Pangkor.
The report added that the alignment would run through hill fringes, residential and institutional areas.
The hill fringes are mostly uninhabited areas, parts of which adjoin residential areas and graveyards.
“Owing to the length of such a highway in a relatively urbanised area, environmental concern must be given to minimise disturbances and dislocations of existing land usage,” the report stated.
“Care must be given to preservation and conservation of the natural water hydrology as well as other natural resources.
“There shall also be the preservation and conservation of the aesthetic and rich historical heritage of Penang Island.”

Work on second phase of JE begins

WORK on Phase Two of the Jelutong Expressway (JE) in Penang has started.
The second phase will see the expressway being extended over reclaimed land to join up to Weld Quay.
Presently, motorists travelling to George Town on the expressway have to turn inland into Jalan Sungai Pinang to get to the city.
With the 1.6km long expressway extension, they will be able to travel from the expressway to the city centre when they get to Weld Quay.
Like the high-rise buildings along the Phase One stretch of the Jelutong Ex-pressway, Phase Two will also see a mixed residential and commercial area.
An IJM Construction Sdn Bhd spokesman said 28.72ha from Lebuh Bakau to Sungai Pinang had been cleared.
“This is roughly twice the size of Tesco hypermarket and the newly developed surrounding area,” the spokesman said, adding that the total development area in Phase One was 131.52ha.
On the Phase Two land, several blocks of apartments, collectively called Bandar Sri Pinang, have been completed and occupied by those who shifted out from JE Phase One areas.
The clusters of wooden houses at the various ghauts will soon be a thing of the past as residents are asked in stages to shift out.
Residents from Phase One sites have been relocated to transit houses at Lebuh Bakau where some have been staying for the past four to five years as they await the completion of low and medium-cost flats in Phase One.
Others have moved into the completed Bandar Sri Pinang under the compensation scheme offered by the government.
Change has been expected by the people still living in places like Koay Jetty, Sandilands Street Ghaut, Presgrave Street Ghaut, Cecil Street Ghaut and Noordin Street Ghaut.
Driving along Macallum Street Ghaut, one can see the stilt houses standing dismally at Koay Jetty.
When the JE project reaches the residents there and in the surrounding areas, they would have to be relocated temporarily at the transit houses in Lebuh Bakau.
‘Bliss By the Sea’ is what IJM promises occupants of the area, according to a bold signboard greeting motorists as they turn out from the first phase of the JE into Lebuh Bakau.
The happy faces of resi- dents with their tall apart- ments in the background are supposed to speak for the future.
The IJM spokesman said there were plans for a promenade along the beachfront, which would be more spacious than Gurney Drive.

PORR — no prime land

The concessionaire of the RM1 billion Penang Outer Ring Road (PORR) project is not likely to get the six parcels of prime land, measuring a total of 31ha, on the island following changes made by the authorities, sources say.
However, Peninsular Metro-Works Sdn Bhd (PMW) will be allowed to undertake the land reclamation, possibly on a much bigger scale. The toll rates for the 17km dual carriageway from Gelugor to Gurney Drive will now be RM1 for each of the four toll plazas instead of the RM1.30 initially proposed.
The latest development, according to sources, could derail the highway project as it takes the shine off the concession.
When the project was privatised to PMW in 2002, PMW was to get the prime land including those in Taman Jesselton, and to charge RM1.30 toll for each segment of the PORR, and the reclaimed land. PMW would also receive RM150 million from the Federal Government as compensation payment for land acquisition for the PORR.
Sources say the state authorities have decided not to allow the concessionaire to have the much sought-after prime land for building the highway. This is further strengthened by an environmental impact assessment (EIA) report based on the revised terms of reference and undertaken by PMW consultants on the PORR highway, which does not mention anything about the parcels of prime land. The consultants are Hydec Engineering Sdn Bhd and SD Management Consultants Sdn Bhd.
With this development, observers are asking whether PMW would still be interested in the PORR project without having access to the parcels of prime land.
In the report obtained by FinancialDaily, PMW will reclaim some 66ha of land in Gurney Drive — a 25% rise from the 52ha initially planned. Of this, the additional land reclamation is for a section of the PORR highway while the remaining 52ha is for a tourism commercial park, hotel, amusement and residential parks, and a tourism food bazaar.
It was reported recently that the development cost of the properties in the reclaimed area was estimated at RM2 billion over 15 years. At a public briefing last year, PMW director Goh Choon Aun was said to have told Penangites that PMW expected a RM200 million profit from developing the reclaimed land.
Property consultants say current condominium prices around the Gurney Drive area range from RM340-RM520 per sq foot while the land price is at RM200-RM250 per sq foot.
On the toll charges, PMW can raise the rate as many as four times for the 33-year concession period.
The highway alignment is divided into two packages. Package A is from North Coastal Road at Gelugor to Gurney Drive covering 12km. Package B is from Tanjung Tokong parallel to the coast up until the Jalan Kelawei/Jalan Sultan Ahmad Shah junction.
The PORR project has come under heavy criticism and opposition from Penangites especially from residents in areas affected by the proposed project.
PMW is controlled by Yayasan Bumiputera Pulau Pinang (20%), listed Setegap Bhd (26%), and Nadi Senandung Sdn Bhd (54%). Directors of PMW are Datuk Ahmad Ismail, Goh, Datuk Syed Mohamad Syed Murtaza, Abdul Rahman Ahmad and Abdul Rahim.

Vince April 27th, 2005, 11:21 PM I think it's kinda dumb if they reclaim the coast around Gurney and build a highway there. That would totally ruin the scenery of that entire area. The highway would definitely bring more traffic, and more traffic means noise and congestion around that entire tourist belt. I think the money for the coastal highway project is better spent on improving Penang's mass transport system like the LRT to remediate the traffic situation there. I hope Panangnites can see the folly of that development and voice their concern OUT LOUD.

i think the reclamation should be done. the mud in Gurney Drive during low tide is not a very nice sight.

Work on PORR to start soon

TWO controversial projects – the Penang Outer Ring Road (PORR) here and the Putrajaya Highway in Kuala Lumpur – will go ahead despite opposition from certain quarters.
Chief Minister Tan Sri Dr Koh Tsu Koon said work on the RM1bil PORR is set to begin early next year.
Construction works will begin once the agreement is signed between the Economic Planning Unit and project concessionaire Peninsular Metro Works Sdn Bhd, he said.
The agreement should be ready within the next two or three months, he said.
The second agreement to reclaim part of Gurney Drive and several other areas will also be signed with the state government at about the same time, he added.
“The alignment of the 17.8km PORR has not changed and the project will take about four years to complete,” Dr Koh said.
The toll for the PORR will be RM1 and the concessionaire will be allowed to increase the rates only four times during the 33-year concession period, Dr Koh said.
The chief minister was speaking to reporters after the official opening of the Bayan Baru elevated highway by Works Minister Datuk Seri S. Samy Vellu yesterday.
Toll plazas will be set up at Jalan Tunku Kudin/Glugor and Air Itam (toll collection both ways), Air Itam and Pulau Tikus (both ways), between Sunrise Tower and Jalan Pangkor (one way) and between Gurney Drive and Tanjung Tokong (one way).
Samy Vellu said the PORR was crucial because traffic on the island had increased tremendously.
“Existing roads are unable to handle the traffic and the situation gets worse during weekends,” he said.
“The decision to build the PORR has already been made and there will not be any more delays. I hope the people can accept our decision,” he said.
On the KLIA-Putrajaya Dedicated Highway project, Samy Vellu said the Government was ready to start work on it soon.
“But first, I will ask the ministry’s secretary-general to meet up with three representatives in the area next week to hear their views and objections on the project.
“I sympathise with the residents there but the project cannot be realigned or stopped. Such infrastructure is needed for the development of the country,” he said.

It is imperative that they close this gap with a tunnel ( cant reclaim land off ferry terminal) or congestion will be worse or more cars will be arriving at the gap given the smooth nature of the ring road and the roads in that area are too narrow to handle it. I've driven in both Sydney and Melbourne and sometimes it takes one hour to drive past a gap between two highways.

i believe that the construction of PORR will not bring more jams. the number of vehicles are on the increase everyday, but if no new roads are built, this means that the larger number of vehicles will choke up the streets which are already overcroeded. Building the PORR will spread out the vehicles from these roads.
yes, some may argue that by building the PORR, more vehicles will enter the existing roads, causing jams. however, the PORR will also bring more vehicles out of those roads as well. so, i think it will not have much of a difference.

PORR is gonna have 4 lanes, 2 on both sides. (i think)
i have read that the original plan for the PORR is a complete ring. it will connect to Jelutong Expressway via an underground tunnel, cutting through George Town. but because of the cost factor, they have scrapped the idea, leaving the half ring we have right now.
actually the gap between Northam Road (Jalan Sulatan Ahmad Shah) and Jelutong Expressway is not really that far, but possible traffic jams may make it seem to ba very far:D well, i hope the underground tunnel part of PORR will be considered to be revived in the future to alleviate this problem.

i agree!! In my opinion, Penang is very bad in planning for the future. take Penang bridge for an example, it has reacheed it's maximum capacity a few years back. this is way before what they previously planned. if they were to build 2 lanes in each direction, i think they should at least leave some space for expansion in the future. AND, do not lose the plan for it, like what happened to Penang Bridge :bash:

However, i dont think this can be done very easily since half of it will be elevated. No doubt it's very common for people to leave some room for expansion on ground level highways, but it is just too expensive to do that on elevated highways.

well, maybe they'll do that so that they don't have to spend too much money at one time. however, as you said, it would be difficult and expensive to expand an elavated highway. in addition, it is built on hill slopes which could make things worse.
since the PORR will be built next year (hopefully it does:D), i think the plans are already final??

Builder waiting for start work order on ring road
KUALA LUMPUR: Peninsular Metro Works Sdn Bhd (PMW), concessionaire for the RM1.02bil Penang Outer Ring Road (PORR), is ready to start work, said Works Minister Datuk Seri S. Samy Vellu.
He said the concessionaire had drawn up the design and the price of the highway had been decided.
“They are ready to start work as soon as possible,” he said after presenting a RM5,000 cheque to 14-year-old cancer patient Ikbal Kaur.
“If the state government wants the concessionaire to start work immediately, the agreement can be signed within a short time.”
On reports that issues such as land reclamation and transfer were causing the agreement to be delayed, Samy Vellu said that he would talk to Chief Minister Tan Sri Dr Koh Tsu Koon to find out what was going on.
Samy Vellu said the outer ring road was needed to ease the chronic traffic congestion on the island.
“If PORR is not constructed within 12 months, then we will face a major traffic problem on Penang island,” he said of the project which is being opposed by certain quarters.
He said the Penang government originally mooted the road idea but the Economic Planning Unit in the Prime Minister’s Department had wanted the ministry to implement the project.
Samy Vellu said land acquisition and compensation for the affected house owners was the responsibility of the state government.
The project involves the construction of a 17km dual carriageway comprising four toll plazas and eight interchanges connecting Tanjung Bungah to the Penang Bridge.

Firm to build PORR named
KUALA LUMPUR: The Government has approved the construction of the RM2bil Penang Outer Ring Road (PORR) to be undertaken by Peninsular Metro Works Sdn Bhd.
Works Minister Datuk Seri S. Samy Vellu said the concession agreement would be signed early next year.
“The PORR project was approved at last Wednesday’s Cabinet meeting,
“I will provide more details (of the project) after my trip to Bosnia Herzegovina,” he said after opening a joint MIC Youth and Wanita leadership course in Semenyih. (See story on Page 12)
Asked whether the company would bear the full cost of the construction of the 17km dual-lane highway linking Tanjung Bungah to Penang Bridge, Samy Vellu said the Government would provide a RM130mil grant for land acquisition.
“We would also provide RM160mil as soft loan to enable the company to start work,” he said.
On the request by Penang Chief Minister Tan Sri Dr Koh Tsu Koon for Federal funding to overcome the traffic congestion on the island, he said the Government had given enough to the state.
“I have to see whether any new projects for Penang have been included in the 2006 Budget,” he said.
Samy Vellu had earlier said that the PORR was needed to ease the chronic traffic congestion on the island.
He said the Penang government originally mooted the highway idea but the Economic Planning Unit in the Prime Minister’s Department had wanted the ministry to implement the project.

The widening of the bridge started last week according to Penang Bridge Sdn Bhd. They are now working on the toll plaza. I hope this project can be finished on time unlike the Bayan Baru flyover and the Tanjung Bunga road widening. Both projects were delayed by a year. I have a feeling that the commencement of the widening might be triggered by MNCs threatening to relocate.

I am not convinced that Penang has enough people to make a monorial viable at this stage. The island has about 700000 people and this is just not enough to sustain a monorail. Land prices in Tanjung Bunga is already very high and there is a few luxury condominiums under construction. It is more attractive than gurney drive because it has beaches. Highways usually boost the value of commercial properties not residential properties although i do admit that PORR might push house prices in certain areas over the roof eg Tanjung Bunga. However, i do anticipate a drop in land values for Gurney Drive.They proposed a toll of RM1 for a journey between 2 toll plazas.There will be 5 in total which means that a one way journey along the entire length will cost RM4(more expensive than the Penang Bridge). In fact, it has been confirmed that the toll is the highest in the country on a per KM basis. I think construction cost will also be one of the highest or not the highest in the country on a per KM basis

however, based on the current situation in Penang, PORR should be built first. like i've said in the monorail thread, it is not easy to convince Penangites to take public transport as most have their own car or motorcycle. besides that, the roads in Penang could not cope with the increasing volume of traffic any longer. the existing roads can not be expanded too as it will afffect many property along it.
about the approval of the PORR, i think there is no right decition here. build the PORR, it will encourage people to drive and forget about public transport. don't build the PORR, imagine yourself getting stuck in a traffic jam. build monorail and PORR together, where will the money come from? based on urgency, PORR got to be the most urgently needed;)

Construction can begin one month after the signing, he said.
The project was delayed several years because it was hit by problems, including protests by people living in areas where the traffic-dispersal highway will pass through.
The 17km PORR is a dual carriageway that will be built in two segments,in the interior of the island and along the coast.
The 12km interior segment will connect Jalan Tunku Kudin to Persiaran Gurney while the coastal part Jalan Tanjong Tokong to Persiaran Gurney.
Samy Vellu said the government had considered the views of residents who will be affected by the project and will address them.

Work on delayed Penang road project to begin in May
SINTOK: Work on the RM1.02bil Penang Outer Ring Road (PORR) project will take off in May, ending years of delays due to public protests and legal tussles.
The Cabinet gave its nod two months ago and an agreement would be signed next month between the Works Ministry and developer Peninsular Metro-Works Sdn Bhd to kick off the project.
Minister Datuk Seri S. Samy Vellu said work could take off within a month of the agreement signing.
He added that all problems relating to the PORR project had been solved. “There is no problem now.”
He was speaking to reporters after opening the Inter-University Tamil Debate at Universiti Utara Malaysia here yesterday.
He acknowledged that there were people who protested and did not want the PORR to pass in front of their houses.
However, Samy Vellu asked: “If we do not build roads, how do we overcome traffic congestions in places like Penang and Kuala Lumpur, which have the highest number of vehicles?”
“We have done everything. We have interviewed residents (affected by PORR). We have had discussions with them.
“But we also have a responsibility to make sure projects take off,” he said.
The PORR project involves a 17km dual-lane highway linking Tanjung Bungah in the northern part of the island to the Penang Bridge in the south.
It will skirt the fringes of Georgetown, beginning from the north coastal road and passing through key areas such as Tanjung Tokong, Gurney Drive, Jalan Pangkor and Glugor.

PORR contractor needs more time
Peninsular Metro Works Sdn Bhd which has been awarded the contract to build the RM1.02bil Penang Outer Ring Road (PORR) is asking the Federal Government for more time.
Works Minister Datuk Seri S. Samy Vellu said that the company needed time to secure a loan for the project.
“The agreement will be signed by the Government and Peninsular Metro Works once the loan arrangement with the bank has been settled.
“Construction work on PORR will start immediately after that,” he said.
“We have yet to decide where to hold the signing ceremony. It can be held in Penang,” he said.
Samy Vellu was speaking at the 60th state MIC annual general meeting at Dewan Sree Mariamman, here, yesterday.
On MIC information chief head Datuk V.K.K. Theaga-rajan contesting the vice-president's post in the June 24 elections, Samy Vellu said:
“If he wants to contest, he can go ahead as it is within his right to do so,” he added.

PORR contractor needs more time
Peninsular Metro Works Sdn Bhd which has been awarded the contract to build the RM1.02bil Penang Outer Ring Road (PORR) is asking the Federal Government for more time.
Works Minister Datuk Seri S. Samy Vellu said that the company needed time to secure a loan for the project.
“The agreement will be signed by the Government and Peninsular Metro Works once the loan arrangement with the bank has been settled.
“Construction work on PORR will start immediately after that,” he said.
“We have yet to decide where to hold the signing ceremony. It can be held in Penang,” he said.
Samy Vellu was speaking at the 60th state MIC annual general meeting at Dewan Sree Mariamman, here, yesterday.
On MIC information chief head Datuk V.K.K. Theaga-rajan contesting the vice-president's post in the June 24 elections, Samy Vellu said:
“If he wants to contest, he can go ahead as it is within his right to do so,” he added.
Samy Vellu has endorsed incumbents Deputy Domestic Trade and Consumer Affairs Minister Datuk S. Veerasingam, Subang MP Tan Sri K.S. Nijhar and secretary-general Datuk S. Sothinathan to be the vice-presidents.
That's complete and utter bullshit. I have reliable sources who told me that the company does not have the financial capability to carry out mega projects with or without a bank loan. I think we should anticipate more delays until the governement appoints a new contractor

THE RM500mil Butterworth Outer Ring Road (BORR) will be opened to the public in August this year, five months behind schedule.
A Malaysian Highway Authority (MHA) spokesman said the delay was to facilitate construction work on three toll plazas at Prai, Bagan Ajam and Sungai Nyior, along the 19km BORR.
She said the toll plaza buildings at Prai and Bagan Ajam were 95% completed and the one in Sungai Nyior was 50% ready.
She said once the toll plazas were ready, MHA and Lingkaran Luar Butterworth (LLB) would conduct inspections before handing over the project to the Public Works Depart-ment for gazetting.
BORR will be linked to the Kulim-Butterworth Highway and the North-South Expressway.
Bagan MP Lim Hock Seng said the delay in construction of the RM275mil bridge across the Prai River had also caused delay in the project.
Construction of the bridge began on Sept 6, 1999 and was scheduled for completion on Sept 5, 2002. However, it was only ready in December last year.
Bagan Jermal assemblyman Ooi Chuan Aik has expressed hope that the whole project would be ready to ease traffic congestion in Butterworth.
“I also hope the toll charges will not burden highway users, especially those in the lower income group,” he added.

PENANG: Part of the Jelutong Expressway Phase II stretching from Macallum Street Ghaut to Jalan Sungai Pinang will be open to traffic soon.
This will hopefully end the long line of vehicles queuing up to get out of town after office work, especially along Weld Quay and Jalan C.Y. Choy.
State Traffic Management committee chairman Datuk Dr Teng Hock Nan said this stretch was nearing completion and would be opened soon.
He hoped the opening of this particular stretch would help ease the bottleneck at the Sungai Pinang area.

But the stretch to be opened would only allow traffic to flow one-way from Macallum Street Ghaut to Jalan Sungai Pinang and onwards towards Glugor and Bayan Lepas.
The stretch which would allow traffic flow from the opposite direction – from Jalan Sungai Pinang to Macallum Street Ghaut – would only be opened at a much later date.
“We also hope to open the stretch for traffic coming from the opposite direction – from Jalan Sungai Pinang to Macallum Street Ghaut, soon,” Dr Teng said.
“But this may still take some time as this part of the road is not ready yet,” he said.
Phase I of the express- way, linking Jalan Udini to Jalan Sungai Pinang, was open-ed to traffic in April 2003.
Phase II is from Jalan Sungai Pinang to Weld Quay but development along the stretch from Macallum Street Ghaut to Weld Quay has been de-layed.
State Works, Public Ameni-ties and Transport Commit- tee chairman Datuk Koay Kar Huah said squatter and land acquisition problems caused the delay.
He estimated that the entire Phase II should be completed by the end of the year.

PENANG, June 21 (Bernama) -- Motorists in Penang have all the reason to rejoice as part of the Jelutong Highway was opened Wednesday that will disperse at least 50 percent of the traffic from the town centre to the Penang bridge.
The stretch from Gat Lebuh Nordin in Pengkalan Weld to Sungai Pinang Road was opened together by the state Local Government, Traffic Management, Information and Community Affairs Committee Chairman Datuk Dr Teng Hock Nan and the state Public Works, Utilities and Transportation Committee Chairman Datuk Koay Kar Huah.
The 1.4 km route, part of the second phase, was opened at about 5.10 pm amidst a traffic snarl on the Sungai Pinang road due to the exodus after office hours.
Teng said another 0.6 km portion of the highway to the town centre from Gatt Lebuh Nordin to Lebuh Acheh is delayed due to problems in taking over the land and resettling the squatters but he was confident that it would be completed by the year end.
He said the first phase of the RM200 million highway from Jalan Tengku Kudin (near the Penang bridge) to the Sungai Penang road, a distance of 3.2 km, was opened to traffic on April 2003.
The second phase when completed would ease the traffic flow along Pengkalan Weld Road and C.Y. Choy Road especially after office hours.

PENANG: Prime Minister Datuk Seri Abdullah Ahmad Badawi will officially declare the opening of the Jelutong and Bayan Lepas expressways, here, on Tuesday.
More than 5,000 people are expected to attend the ceremony.
State executive councillor Datuk Dr Teng Hock Nan said Abdullah would also visit the site of the second link - Batu Maung on the island and Batu Kawan on the mainland.
He will also visit the surrounding areas in Batu Maung before proceeding to the Tanjung Umno building in Bishop Street to chair a state Umno liaison committee meeting.
Dr Teng said this at a press conference after chairing the coordination committee meeting held in conjunction with the Prime Minister’s official visit to the state.
Dr Teng said Abdullah would be arriving at the Penang International Airport on Monday afternoon.
On the first day of his visit, the Prime Minister will meet state executive councillors and heads of federal and state departments.
A briefing on the progress of development in Penang will be held at 3pm on Monday.
Abdullah will later open the Tan Sri Dr Nordin Sopiee Chair for global studies at Universiti Sains Malay-sia.
At 8pm on Monday, he will open a gathering organised by the Association of former assemblymen and MPs. This will be followed by a dinner at the Bayview Beach Resort in Batu Ferringhi.

THE signing of the concessionaire agreement for the RM1.02 billion Penang Outer Ring Road (PORR) project is expected to take place soon.
Minister in the Prime Minister's Department Datuk Seri Effendi Norwawi said since the shareholding issues related to the high-priority project, under the Ninth Malaysia Plan (9MP), are currently being resolved, the signing of the deal was imminent.
"Hopefully, the signing will be soon," he told reporters after giving a briefing to Penang state officials and elected representatives on the 9MP in Penang yesterday. Also present was Penang Chief Minister Tan Sri Dr Koh Tsu Koon.
The 34-year deal for PORR comprises a highway agreement with the Works Ministry and a land agreement with the Penang State Government and the project's concessionaire Peninsular Metro Works (PMW) Sdn Bhd.
Business Times has learnt that the Government had written to PMW recently with the proposed changes to the company's shareholding structure.
However, it is not known whether the firm has embarked on a restructuring as yet.
According to PMW's original shareholding structure, the company is owned by Nadi Senandung Sdn Bhd (55 per cent), Yayasan Bumiputera Pulau Pinang Bhd (35 per cent stake) and Setegap Bhd (10 per cent).
The three companies had signed a shareholders agreement in 1996 to form PMW, to act as a turnkey contractor for the PORR project, which will be undertaken via the build, operate and transfer concept.
The PORR will comprise four toll plazas and eight interchanges along a new 17km four-lane dual carriageway stretching from Tanjung Bungah to the Penang Bridge on Penang island.
Besides PORR, two other high-impact projects for Penang are a second bridge (linking Batu Maung on the island and Batu Kawan on the mainland) and a monorail project in George Town.
Asked to comment on the status of the monorail project, Effendi said: "The Government is preparing the request for proposals and once this is ready, we will invite the bids. This should be soon."

THE RM700mil Butterworth Outer Ring Road (BORR) saw lukewarm response from motorists who started paying toll to use the Prai and Bagan Ajam toll plazas.
The occasional long queues of vehicles that were seen during its one-month trial run were missing when toll collection began at 6am yesterday .
A check by The Star yesterday showed that there were also technical glitches at a few tollbooths that caused several vehicles to be damaged by the metal crossbars.
“We have problems with the computerised ticket colleting system which is synchronized with the crossbar movements.
“Some impatient motorists drive pass the toll booth when the crossbar lifts up for the vehicle in front of them.
“But they are supposed to wait till it comes down and proceed when it lifts up again,” said a counter worker.
Motorist M. Nedumaran, 42, said he paid RM10 to use both toll plazas on two trips from his house in Sungai Dua to work in Prai yesterday.
“I will have to set aside RM300 a month just on toll to use the BORR. This is simply outrageous.
“I will stick to the old road even if it takes an extra 10 minutes to reach my destination,” he said.
Businessman Richard Sim, 52, said he felt short-changed while using the Prai toll plaza as his journey was only from Taman Inderawasih, Prai, to the ferry terminal in Bagan Dalam.
“The RM1.30 toll in Prai is meant for those travelling up to the Bagan Ajam toll plaza. Why am I made to pay the full amount for only a quarter of this journey?” he said.
Factory worker M. Satchithana-than, 55, from Taman Indera-wasih, said he had to make an illegal U-turn at the traffic lights near Megamal Pinang to get to the Prai toll plaza.
“Residents from the neighbouring Taman Senangin, Taman Inderawasih, Prima Prai, Chai Leng Park and Kimsar Garden are unable to use the Prai toll plaza because there is no direct access to the BORR.
“I feel sad because the BORR is not designed for the convenience of the people living near it,” he said.
Ex-factory worker Kulanthai Subramaniam, 56, said the BORR toll should be reduced by 50%, as it was too expensive.
The toll in Prai is between 70 sen and RM3.90 while at Bagan Ajam, it is between 60 sen and RM3.60, depending on the class of vehicle.
Cars using the Prai toll are charged RM1.30 per entry, while those using the Bagan Ajam toll have to pay RM1.20 per entry.

EXPRESSWAYS and main roads in the state will be installed with an intelligent transport system (ITS), which includes closed circuit television (CCTV) surveillance, under a mid-term Ninth Malaysia Plan project.
The main roads will also be upgraded as part of the project which is expected to cost up to RM2bil, state Public Works, Utilities and Transportation Committee chairman Da-tuk Koay Kar Huah said.
He said a monitoring centre would be set up at the Public Works Department in Kom-tar under the ITS.
“The centre will collect and analyse traffic data and use them as guidelines to speed up traffic flow by disseminating information to motorists through visual message dis-plays along the roads,” he told reporters after a ceremony to hand over spectacles to 65 needy students from SJK(C) Chiao Nan, SJK(C) Kong Ming, Wisma Anak Yatim Lelaki Islam and Wisma Anak Yatim Perempuan Islam.
The spectacles which cost a total RM5,000, were sponsored by Koay and Paya Teru- bong assemblyman Datuk Loh Hock Hun under the Lions International Sight First project.
On the proposed renaming of the Jelutong Expressway and Bayan Lepas Expressway, Koay said the State Roads and Places Naming Committee was awaiting approval from the state executive council to change the names of the two expressways.
He expected the name change to be appro-ved in a month's time. He said the Jelutong Expresway would be renamed Lebuhraya Tun Dr Hamdan Sheikh Tahir and Bayan Le-pas Expressway as Lebuhraya Tuanku Syed Sirajuddin.

PENANG: Peninsular Metro-Works Sdn Bhd (PMW) will start work on the Penang Outer Ring Road (PORR) in April next year.
Chairman Datuk Syed Aidid Syed Murtaza said the company would sign the concession agreement with the Government late next month or early September.
Eight months after the signing, construction work will begin. This should be some time in April 2008,กจ he told StarBiz.
During the eight-month period, PMW will submit the Environmental Impact Assessment (EIA) report, project financing, land acquisition and the PORR engineering plans to the respective authorities.
The company will submit the finalised shareholding structure for the Economic Planning Unit (EPU) to process today.
The shareholders in the finalised structure are investment holding company Nadi Senandung Sdn Bhd (55% stake), Yayasan Bumiputera Pulau Pinang Bhd unit Kumpulan Perhubungan Sdn Bhd (30%), Lingkaran Tanjung Sdn Bhd (8%) and Melati Jebat Sdn Bhd (7%).
The Federal Government issued the letter of intent to PMW in July 1997 to undertake the development of the 17.2km PORR.
We are almost there with shareholders issues resolved and this is evidenced by the signing of the shareholders agreement, Aidid said.
He said there would be some increase in the budget to build PORR owing to the escalation of raw material prices.
Some 70% of the EIA study has been done,'' he said. The financial arrangements with the banks have been finalised. The banks are just waiting for us to sign the concession agreement with the Government.
The entire project will be fully financed by and has the full support of Australia's Macquarie Bank, Bank Pembangunan and Affin Bank.
PMW managing director Datuk Abdul Rahim Saibu said the company would plan low-density mixed developments on the 202.3ha of reclaimed land at Gurney Drive.
We will also develop a 10-acre (4.04ha) public park,'' he said. Our objective is to make Gurney Drive the premier property address on the island.

PENANG: Peninsular Metro-Works Sdn Bhd (PMW), the concessionaire for the Penang Outer Ring Road (PORR) project, has finalised the alignment for the much-awaited expressway. Work is scheduled to start next April.
Group managing director Datuk Abdul Rahim Saibu said the alignment, the 17th submitted to the Government, was approved recently.
He said details of the alignment would be announced after the company signed the concession agreement with the Government late next month or early September.
“We take public feedback and complaints into consideration before coming out with the final version.
“This project is for the people of Penang and hence, we want to meet all their expectations especially to ease traffic congestion on the island,” he said during an interview.
Abdul Rahim said the 17km PORR would consist of elevated expressway covering 11km along Penang’s hilly terrain and a double-decked road.
He said the expressway would be divided into two parts – the inland segment (12km) running from Jalan Tunku Kudin to Gurney Drive and the offshore segment from the Jalan Tanjung Tokong junction to Jalan Pangkor on reclaimed land.
PMW received the letter of intent from the Government in July 1997 to undertake the PORR on a build, own and operate basis over a concession period of 34 years.
However, the Government shelved the project during the Asian currency crisis and economic slowdown between 1998 and 2000.
The Cabinet gave the go ahead in 2005 and the signing was originally planned for last year but was delayed due to a shareholding problem.

A JOINT VENTURE comprising a government-linked company may likely take over Peninsular Metro-Works Sdn Bhd (PMW), the concessionaire for the Penang Outer Ring Road (PORR).
Business Times understands that the government has nominated Malaysian Resources Corp Bhd (MRCB) and Konsortium Logistik Bhd to take over PMW effective this year.
PMW, a company with a paid-up of RM5 million, was incorporated in 1995 with the specific objective of building and operating the RM1.3 billion PORR project for a period of 34 years.
Its current shareholders are Nadi Senandung Sdn Bhd, which has a controlling 55 per cent stake, Kumpulan Perhubungan Sdn Bhd, a unit of Yayasan Bumiputera Pulau Pinang Bhd, which holds 30 per cent in the company, and Lingkaran Tanjung Sdn Bhd and Melati Jebat Sdn Bhd with an eight per cent and seven per cent stake each.
A source said a new shareholder's agreement is expected to be signed soon, followed by the signing of the concession agreement later this year, for construction to commence end of next year.
"The existing shareholder structure has been messy since the time Setegap Bhd was in the picture. It is unclear if the
shareholders will be compensated," the source told Business Times.
Financially troubled Setegap Bhd "surrendered" its 10 per cent stake in PMW in 2005 because of its position as "an affected listed issuer" by the stock exchange, making it difficult for the venture to raise funds to proceed with the project.
It is understood that MRCB was nominated by the government six months ago while Konsortium Logistik and a few other companies had also submitted proposals for the takeover.
Konsortium Logistik was selected two months back because of its capabilities.
It is believed that a meeting, chaired by the Finance Ministry, was held last week (August 7) to re-confirm the terms and conditions of the takeover process for the new shareholders to come in.
"The Government has the privatisation rights for the concession. This means the shareholding of PMW can change any time," the source said.
The joint venture is expected to build and operate the highway and collect toll over 30 years. The concession also involves reclaiming up to 200ha of land at Gurney Drive and Middle Bank for high-end mixed developments.
PORR will be a 17.2km two-lane dual carriageway expressway. Some 11km of it will be elevated and will include 8km of double-decked road, the first of its kind in Malaysia.

Sources said the Government was keen to have a government-linked company helm the RM1.02 billion project, one of three projects for the state under the Ninth Malaysia Plan.
PORR is one of three significant infrastructure projects in Penang under the plan, the others being the second Penang bridge and the Penang monorail.
"PORR is part of the Government's plans to make Penang a logistics hub under the Northern Corridor project in addition to the monorail, the second Penang bridge and the 850 Rapid buses, and people appear happy," Nor Mohamed said.
The ring road is expected to comprise four toll plazas and eight interchanges along a new 17km four-lane dual carriageway, stretching from Tanjung Bungah to the Penang Bridge.
On Proton Holdings Bhd's negotiations with Volkswagen AG, Nor Mohamed said he expects it to be concluded by year-end.
"No new updates due to the chilly season, but the good news is we are still talking. Things are happening and discussions are ongoing, and hopefully, we will resolve it soon."

A RM1 billion toll road in Penang will be the first such project to be called for tender by the government, the Second Finance Minister said.
The project was thought to have been awarded to Peninsular Metro Works (PMW) Sdn Bhd, which has a letter of intent for the Penang Outer Ring Road (PORR) project.
"There may be all sorts of letters of intent 10-15 years ago; I mean, many years ago.
"But the Prime Minister made a very good decision to tender it," Tan Sri Nor Mohamed Yakcop told Business Times in an interview over the weekend.
It is still not clear if it will be an open tender or a restricted one in which only invited companies can bid. This is normally done to speed up work.
"I really don't know. The Economic Planning Unit will have to come up with the tender mechanism. But it will be tendered," he said.
So far, Malaysian Resources Corp Bhd (MRCB), a construction and engineering firm, has said that it may bid for the job.
"We are happy to take part in the bid for PORR if (we are) invited," MRCB group managing director Shahril Ridza Ridzuan told Business Times last Friday.
However, Konsortium Logistik Bhd, rumoured to be interested in PORR, will not bid for it, a company director said.
The PORR, initiated a decade ago, is one of three significant infrastructure projects in Penang under the Ninth Malaysia Plan, the others being the Second Penang Bridge and the Penang Monorail.
The federal government issued a letter of intent to PMW in July 1997 to undertake the development of the project.
However, various issues, including those related to the shareholding structure of the company, have prevented the project from taking off.
The ring road is expected to comprise four toll plazas and eight interchanges along a new 17km four-lane dual carriageway stretching from Tanjung Bungah to the Penang Bridge.

PENANG: The Penang Outer Ring Road (PORR) project will reduce traffic along Jalan Scotland and Jalan Mesjid Negri by 40%, said traffic consultant Dr Tai Tuck Leong.
“During peak hours now, there are 8,000 vehicles moving along this stretch per hour.
“PORR has been on the drawing board for 10 years.
“Although it may pose an inconvenience to some residents, the project is important unless Penangites stop buying cars,” he said yesterday.
He said the Jelutong Expressway was currently catering to 9,000 vehicles per hour during peak hours.
“The three growth centres here are George Town, Bayan Lepas and Gurney Drive.
“As the expressway serves those travelling between George Town and Bayan Lepas, we need PORR for motorists journeying between Bayan Lepas and Gurney Drive,” he said.
Dr Tai, who has over 20 years of experience in traffic engineering, was presenting a talk on Decongesting Penang at the NCER: Seizing The Opportunities symposium organised by Abad Naluri Sdn Bhd. (Abad Naluri is undertaking the RM 25bil Penang Global City Centre project.)
During the question and answer session, former head of United Nations Programme on Governance Datuk Anwar Fazal, who was among the audience, said the PORR was not the answer to the island’s traffic woes.
“The allocation for PORR should instead be used to upgrade our public transport,” he added.
Responding to this, Dr Tai said there was too much hype over public transport.
“Even in cities with the best public transport, only 40% of their population use it. The rest still use private means.
“In Penang, the rate is 11%. Shifting more people’s mentality into using public transport will take time.
“We need to solve the people’s suffering on the ground first,” he added.

PENANG: IJM Properties Sdn Bhd is keen to bid for the Penang Outer Ring Road (PORR) project.
IJM Corp Bhd chief executive officer and managing director Datuk Krishnan Tan told reporters this after launching The Light waterfront development here on Friday.
“Yes, we would very likely consider bidding for the project since we have been very active in the Penang property market since 1983,” he said, adding that the IJM land bank included parcels in Bukit Jambul (island) and Butterworth (mainland).
“We have a land bank of about 161.9ha here,” he said.
Prime Minister Datuk Seri Abdullah Ahmad Badawi, in his Budget 2008 speech, said the Government would call a tender for the RM1.02bil PORR project to alleviate traffic congestion on the island.
The project was originally awarded to concessionaire Peninsular Metro Works Sdn Bhd.
The PORR, initiated a decade ago, is one of three significant infrastructure projects in Penang under the Ninth Malaysia Plan, the others being the second Penang Bridge and the Penang monorail.
In his speech earlier, Tan said The Light project would cover 61.5ha of IJM’s 136.8ha reclaimed land on the eastern coastline of the island.
“The RM6.5bil project, with a total gross development value (GDV) of RM4bil, will be developed in three phases to be fully completed by 2017.
“Phase One would include residential developments while Phase Two would include commercial units like hotels, offices, conference and tourist facilities, and retail units like shopping, IT and fashion malls as well as dining and entertainment outlets. Other unique features under Phase Two are a floating stage and restaurant and marina with water taxis.
“Phase Three will be developed into a 2.8ha seafront park,” he said, adding that reclamation works were currently being done,” he said, adding that the company’s target market was local buyers from all over the country.
Jelutong Development Sdn Bhd - the company’s subsidiary, will undertake the project.

PENANG: The Penang Outer Ring Road (PORR) project is moving well and will be open for tender early next year.
Second Finance Minister Tan Sri Nor Mohamed Yakcop Nor Mohamed said the Economic Planning Unit (EPU) was currently meeting with all parties to get the design ready for tender.
“Whoever is the best will get it. There are many companies who can do it and do it well,” he told reporters at a press conference after launching Fabtronic Sdn Bhd in Bayan Lepas yesterday.
He added that work would begin next year.
“There are currently no hitches in the project,” Nor Mohamed said.

PULAU PINANG 9 Julai – Rayuan kerajaan negeri yang diterajui DAP dan Parti Keadilan Rakyat (PKR) supaya kerajaan meneruskan projek Jalan Lingkaran Luar Pulau Pinang (PORR) begitu mengelirukan orang ramai kerana sebelum ini parti itu begitu lantang menentang pembinaannya atas alasan menjejaskan alam sekitar.
DAP dan beberapa pertubuhan bukan kerajaan (NGO) sebelum ini juga menyuarakan bantahan tersebut kerana tidak setuju dengan kutipan tol yang akan diperkenalkan di PORR sebaik sahaja projek berkenaan siap.
Presiden Persatuan Warisan Pulau Pinang, Dr. Choong Sin Toey berkata, ketika PORR ingin dilaksanakan, persatuannya, NGO lain serta DAP memprotes pelaksanaannya setelah mendapati projek itu tidak memberikan manfaat.
‘‘Laporan konsultan sebelum ini menyatakan bahawa masalah trafik akan diselesaikan dalam tempoh tujuh tahun melalui pelaksanaan PORR, jadi kita minta supaya kerajaan memberi keutamaan kepada usaha membaiki sistem pengangkutan awam.
‘‘Namun kita tidak faham kenapa sebelum ini DAP membantah, tetapi sekarang mereka pula yang meminta supaya projek itu diteruskan. Kita tidak tahu apa niat mereka,” katanya ketika dihubungi di sini hari ini.
Kerajaan pusat sebelum ini mengumumkan untuk menangguhkan PORR dan Monorel Pulau Pinang yang sepatutnya dilaksanakan dalam Rancangan Malaysia Kesembilan (RMK-9) kerana tidak berdaya maju untuk dilaksanakan pada masa ini.
Bagaimanapun, Guan Eng kemudiannya merayu kepada kerajaan Pusat supaya mengkaji semula keputusan berkenaan kerana pelaksanaan projek itu adalah penting dalam usaha menyediakan kemudahan kepada orang ramai dan pelancong.
Menurut Sin Toey, beliau tidak faham kenapa DAP boleh mengubah pendirian namun bagi kira-kira 25 NGO di Pulau Pinang, bantahan itu akan tetap diteruskan.
Bantahan terhadap PORR, katanya, akan diteruskan walaupun DAP ketika ini memerintah Pulau Pinang bersama sekutunya PKR.
‘‘Saya tidak tahu apa niat DAP, kita kena tanya Ketua Menteri kenapa mereka minta PORR diteruskan,” katanya.
Dalam pada itu, Setiausaha Eksekutif Kelab Penyokong Kerajaan Barisan Nasional (BNBBC), Huan Cheng Guan pula berkata, beliau masih mengingati suasana di Pulau Pinang pada awal 2003 apabila kerajaan mengumumkan akan melaksanakan projek PORR.
Ketika itu, katanya, ahli DAP melekatkan pelekat berwarna hitam dengan tulisan ‘No PORR’ pada kereta bagi membantah pelaksanaan projek tersebut dan kain rentang turut dipasang sebagai tanda protes.
‘‘Tapi kini DAP minta supaya PORR diteruskan pula, dulu mereka yang memperbesarkan isu tersebut dan membuat bantahan kononnya PORR melibatkan pengambilan tanah dan rumah teres.
‘‘Pembangkang memang sentiasa begini, selalu menganggap apa yang kerajaan lakukan adalah salah walaupun ia adalah perkara betul,” katanya.
Menurut Cheng Guan, kebanyakan pemimpin DAP adalah orang luar, sebab itu mereka tidak mengetahui mengenai selok-belok di Pulau Pinang.
‘‘DAP cakap berbelit-belit, semua pemimpin negeri parti itu bukan dari negeri ini, semuanya hanya terjun ke sini,” katanya.
Oleh itu, kata Cheng Huan, pembangkang perlu mempunyai prinsip dengan mempertahankan apa yang dibantah selama ini dan melaksanakan apa yang mereka nyatakan dalam manifesto pilihan raya lalu.
Bagi bekas Ahli Dewan Undangan Negeri (ADUN) Jawi, Tan Cheng Lian pula, memandangkan DAP kini membentuk kerajaan negeri bersama dengan PKR, maka parti itu perlu memahami dengan jelas bagaimana untuk mentadbir Pulau Pinang.
‘‘Bila jadi kerajaan negeri, baru DAP tahu bagaimana menjadi pentadbir, dulu bila BN memerintah, parti itu bising sekarang DAP tahu bagaimana rasanya dikritik,” katanya.
Cheng Liang yang pada 2002 turut membantah pelaksanaan PORR dan bersama dengan bekas ADUN Datuk Keramat, Lim Boo Chang telah digantung keahlian kerana berkecuali daripada pengundian usul ADUN DAP dari Batu Lanchang, Law Heng Kiang.
Pada sidang Dewan Undangan Negeri (DUN) ketika itu, Heng Kiang menyatakan, kerajaan negeri sepatutnya menyediakan sistem pengangkutan awam bersepadu termasuk penyediaan bas dua tingkat serta sistem transit monorel ringan (monorel) berbanding pembinaan PORR yang lebih mahal.
Namun Jumaat lalu, Heng Kiang dilaporkan sebagai berkata di dalam sebuah akhbar berbahasa Inggeris bahawa beliau hanya meminta supaya PORR ditangguhkan bukan dibatalkan.
Katanya, beliau tidak menentang pelaksanaan PORR dan membentangkan usul menangguhkan PORR pada 2002 kerana terdapat beberapa perkara yang tidak jelas mengenai pelaksanaannya.

THE Penang Municipal Council has been urged to put back the digital traffic light countdown monitors at the Jelutong Express- way (JE) traffic lights that connect Gat Lebuh Cecil, Gat Lebuh Macallum and Gat Lebuh Noordin.
Pengkalan Kota MCA service task force chairman Lee Hack Teik said the monitors were installed in 2006 but were dismantled about a year later.
Lee said that he was told by a council engineer that the decision was taken be-cause the digital countdown monitors could not be adjusted to serve varying traffic volumes during peak and non-peak hours.
“I don’t understand why they can’t ad- just the digital countdown monitors as this has been done in other places,” he said.
Lee said the monitors were necessary to reduce traffic accidents along the stretch.
“Since the construction of JE in 2006, there have been more than 10 accidents at the traffic lights junction,” he said.
Lee said the accidents were mainly caused by vehicles speeding along JE.
“When the vehicles reach the Gat Lebuh Cecil junction, the drivers break abruptly as they are unaware of the traffic lights,” he said.
Gat Lebuh Macallum resident Chuah Eow Chong, 62, said the countdown monitors were necessary for public safe- ty.
“Some drivers do not stop even when the traffic lights turn red,” he said.
Meanwhile, Lee said there was a pres- sing need to construct a 500m-long flyover connecting Gat Lebuh Macallum to Gat Lebuh Noordin.
“With this flyover, road users will be able to save time and reach their destination faster,” Lee said.
He also proposed that the council build a motorcycle lane along Gat Lebuh Cecil and pedestrian bridges at the junction of JE and Gat Lebuh Cecil and Gat Lebuh Prangin.
When contacted, council president Datuk Zainal Rahim Seman said that although the digital traffic light countdown monitors had been taken down, a blinker system had been implemented at the traffic lights junction.
He said before the traffic lights turn red, the green lights would blink and this system was more adaptive to varying traffic volume.

PENANG: The state government has put its predecessor on the stand again, querying why its made loan payments to the developer of the RM672.2 million Jelutong Expressway (JE) only when the project was nearing completion.
Chief Minister Lim Guan Eng said according to the agreement inked in 1997 with Jelutong Development Sdn Bhd (JDSB), a subsidiary of IJM Corporation Bhd (IJM), JDSB was granted the right to reclaim 325 acres of land for development as part of the privatisation agreement for the construction of the JE. Phase I of the project was completed in 2003, and Phase II in July 2006.
“The state government also agreed to give out an RM33.18 million loan to the developer over five instalments,” said Lim. “The loan was given out in instalments of RM7 million a year in 2005, 2006, 2007, 2008 and a final payment of RM5.18 million will be paid out in 2009.
“I am surprised why the loan was given out so late when the project was almost nearing completion,” said Lim.
“Land reclamation had been allowed and under this agreement, a loan was also granted. We want to know why this happened.”
“Also, according to the agreement, the developer has to pay the state government RM24.1 million in costs for reimbursable land, after the entire project was completed.
“However, the developer wants the loan from the state government to be paid in full, before they pay the state government the RM24.1 million in disbursement,” Lim told a press conference.
He said former Chief Minister Tan Sri Dr Koh Tsu Koon should shed some light on why the agreement was made in such a manner.
When contacted, IJM Corporation deputy CEO and deputy managing director Teh Kean Ming told The Edge Financial Daily every aspect of the deal went by the book according to what had been set out in the agreement. “We will clarify the issue with the chief minister soon,” he said.
Sources familiar with the deal said the construction of the JE was supposed to have been carried out with financial aid from the state government at the onset of the project.
However, the RM33.18 million which was to have been given at one go was delayed due to lack of funds then. Hence, the loan disbursement was made in several instalments.

GEORGE TOWN: The state government will deal directly with the federal government on the revival of the Penang Outer Ring Road (PORR) and is asking the prime minister’s department to shed light on the project, said Penang Chief Minister Lim Guan Eng.
Lim was commenting on The Edge report that the project would be undertaken by a private company Daya Aliran Inovasi Sdn Bhd, whose appointment has been approved by the Economic Planning Unit (EPU).
“The state government has not appointed any contractor for the project and the appointment was made by the federal government. The PM’s department has made the proposal and we have written to them for a briefing on the project as we want to know the terms and conditions of the project in the best interests of the people of Penang,” Lim told a press conference.
“We want to know the costs, why this company was chosen, if the company is capable of carrying out this project and if it would resolve the traffic problems on the island.”
He said the project must be economically and environmentally viable but he would not be able to discuss until the state government had been briefed.
“Until we have been briefed, we will still be groping in the dark,” Lim said.
He said the state government was also keen to know if the federal government was also funding the project. “If they are funding the project, then we must know why this particular company has been chosen,” he added.
Asked if the state government was in favour of the project, Lim said the state government welcomed any project which would help reduce traffic congestion and generate economic growth and revenue for the state.
On whether the state government would consult the public on the PORR, Lim said public consultation had already been held, and there were differing views.
“We do not want to have a closed mind on such projects. Let us have our discussion with the federal government first,” he added.
Former Bukit Bendera Umno division chairman Datuk Ahmad Ismail is said to be a shareholder of Daya Aliran. He was also the executive chairman of Peninsular Metroworks Sdn Bhd, which had been given a letter of intent in the mid-1990s to carry out the PORR project.
The project involves the CONSTRUCTION [] of an 18km toll highway. It had been planned for completion at about the same time as the Butterworth Ring Road but it failed to take off. And even though it had been included in the Ninth Malaysia Plan, it had been shelved again during the mid-term review.

pennysee September 17th, 2009, 01:37 PM Wow, this is going to be real exciting and I do really hope Penang will FINALLY get the PORR. It's high time those who protest had their share of causing delays for the general public to enjoy better transportation routes and now it's time for the Pro PORR to see to the success of the project.
Those who worried about damages to the hills and water catchment areas are just arguing for the sake of arguing. Why don's they look around and see how other countries managed to have highways, elevated highways and tunnels running through National Park lands like those in the Canadian Rockies and Germany that run and wind through very sensitive ecosystems. All boils down to good planning and management. So please don't say NO for the sake of a 'blind' No. Just look at the successes of those who did it and demand the same. Delaying it will cost even more later. Penang needs the PORR.

GEORGE TOWN: A legal firm and two engineering consultant firms have filed three separate claims totalling RM3.75mil in a High Court against former Penang Outer Ring Road (PORR) concessionaire Peninsular Metro Works Sdn Bhd.
Plaintiffs Messrs Ghazi & Lim, Min Consult Sdn Bhd and Abena Consulting Engineers Sdn Bhd filed claims for RM1.707mil, RM1.18mil and RM871, 228 respectively in unpaid fees for professional services rendered.
In its statement of claim filed on Oct 4, Messrs Ghazi & Lim stated that in January 1998, the firm was appointed by Peninsular Metro Works to handle legal work concerning the PORR project.
The firm said it had carried out various works and services which culminated in a concession agreement for execution between the Government and Peninsular Metro Works.
Messrs Ghazi & Lim said it had also prepared a development agreement and shareholders agreement.
The firm added that it had provided legal services for the defendant over eight years from Jan 1998 to Jan 2006.
Messrs Ghazi & Lim issued a notice of demand on Aug 19 demanding the balance of the legal fees be paid but the defendant had failed, neglected or refused to settle the amount.
Min Consult in its statement of claim said that on Aug 23, 2004, it was appointed the PORR’s main design consultant by Peninsular Metro Works and carried out design consultancy works for the defendant.
The company said that to date, the defendant had failed to settle the RM1.18mil in professional fees.
Abena Consulting Engineers claimed it had carried out works as design consultant for the project after it was appointed by Peninsular Metro Works on Oct 25, 2005.
It said it had sent the defendant an invoice for the sum of RM871,228.91 for the services rendered but to date, Peninsular Metro Works had failed to settle the amount.
Messrs Ghazi & Lim has filed a summary judgment against Peninsular Metro Works for its claim of RM1.707mil to be paid within seven days of the judgment. No date has been fixed for the hearing of the summary judgment.
Both the consultant firms have not entered their notice of appearance yet.

GEORGE TOWN: A 17.84km stretch of highway from Weld Quay to Batu Maung has been renamed the Tun Dr Lim Chong Eu Expressway with immediate effect.
The stretch encompasses both the Jelutong Expressway (JE) and Bayan Lepas Coastal Highway.
Penang Chief Minister Lim Guan Eng said the state exco decided during its meeting Friday to rename the highway stretch after Dr Lim as a mark of respect.
“This route will cut across three of his giant projects - Komtar, the Penang Bridge and the Free Industrial Zone,” he said.
He made the announcement during a press conference at Dewan Sri Pinang here after Dr Lim’s casket arrived from his Tanjung Bungah home about an hour earlier.
Lim said the 17.84km expressway stretches from the Prangin Road Ghaut junction to the Batu Maung Road/Jalan Permatang Damar Laut junction.
It involved four sections - the JE from Prangin Road Ghaut to Jalan Tengku Kudin (4.14km), an unnamed stretch under the responsibility of the Malaysian Highway Authority from the elevated interchange of the Penang Bridge to Jalan Tengku Kudin (2.53km), Lebuhraya Sungai Nibong between the Penang Bridge elevated interchange and Jalan Tun Dr Awang (3.19km), and the Bayan Lepas Coastal Highway between Jalan Tun Dr Awang and the junction of Jalan Batu Maung/ Jalan Permatang Damar Laut (7.98km).
Lim said the expressway was linked, via Prangin Road Ghaut, to Jalan Dr Lim Chwee Leong, which is named after Dr Lim’s father.
Dr Lim’s eldest son, Chien Aun, said the family had no objection to the naming of the expressway after his father.

I did not say he should not be honoured with a road named after him. I just said that naming a new road is much better
