East Coast Economic Region (ECER) (Malay: Wilayah Ekonomi Pantai Timur or Korridor Pantai Timur) is a new economic development corridor in Malaysia. coast of Peninsular Malaysia - which covers states of Kelantan, Terengganu, Pahang and the north of Mersing district of Johor. ECER is also one of the three development regions formed in Peninsular Malaysia, other development regions being the Iskandar Malaysia (formerly known as Iskandar Development Region and South Johor Economic Region) and the Northern Corridor Economic Region (NCER). The ECER initiative will span for 12 years starting from 2007. The master planner for ECER is Malaysia-owned oil and gas company, PETRONAS.
The ECER was launched by Malaysia's Prime Minister, Abdullah Ahmad Badawi in Kuala Terengganu and Kota Bahru on October 30, 2007 and in Kuantan the next day. During the launch of the project, the Prime Minister announced a RM 6 billion allocation for the opening phase of the project, strengthening the Malaysian government's commitment to the project.

Prime Minister Datuk Seri Najib Tun Razak has launched the country’s first Special Economic Zone in Pekan, Pahang on August 4, 2009 that aims to bring in RM90bil worth of investments and create 220,000 jobs by 2020.
The SEZ, which would cover an area measuring 25km by 140km from Kertih in Terengganu to Gambang and Pekan in Pahang, would attract more investments to the East Coast Economic Region (ECER)
The SEZ would be the biggest such economic zone in all of Asia.

PUTRAJAYA, Aug 3 (Bernama) -- The third East Coast Economic Region Development Council meeting today discussed the Special Economic Zone (SEZ) that will be launched in Pekan tomorrow by Prime Minister Datuk Seri Najib Tun Razak.
The Pekan Agropolitan Project, aimed at eradicating abject poverty, will also be announced tomorrow, said council chief executive officer Datuk Jebasingam Issace John after attending the meeting at the Prime Minister's office here Monday.
"The board also wants to promote private investments very actively. We also looked at the framework for the establishment of a real estate trust to unlock Malay reserve land," he said.
Others are the Pekan Automotive Industrial Park, Kertih Polymer Park and Integrated development of Kuantan Port City.
The two-and-half-an-hour meeting was chaired by Najib, who is also ECER Development Council chairman.
It was attended by Deputy Prime Minister Tan Sri Muhyiddin Yassin, Minister in the Prime Minister's Department Tan Sri Nor Mohamed Yakcop and Chief Secretary to the Government Tan Sri Sidek Hassan.
Present were Kelantan Menteri Besar Datuk Nik Abdul Aziz Nik Mat, Johor Menteri Besar Datuk Abdul Ghani Othman, Pahang Menteri Besar Datuk Seri Adnan Yaakob and Terengganu Menteri Besar Datuk Ahmad Said.
IOI Group executive chairman Tan Sri Lee Shin Cheng was the private sector representative at the meeting.

PUTRAJAYA: Mesyuarat majlis Pembangunan Wilayah Ekonomi Pantai Timur ketiga hari ini membincangkan Zon Ekonomi Khas (SEZ) yang akan dilancarkan di Pekan esok oleh Perdana Menteri, Datuk Seri Najib Razak.
Ketua Pegawai Eksekutif Majlis itu, Datuk Jebasingam Issace John, berkata Projek Agropolitan Pekan yang bertujuan membasmi kemiskinan akan turut diumumkan esok.
“Lembaga itu juga mahu menggalakkan pelaburan swasta secara aktif. Kami juga mengkaji kerangka bagi pewujudan satu amanah hartanah untuk memajukan tanah simpanan Melayu," katanya selepas menghadiri mesyuarat itu di Pejabat Perdana Menteri di sini hari ini.
Projek lain ialah Taman Perindustrian Automotif Pekan, Taman Polimer Kertih dan pembangunan bersepadu Bandaraya Pelabuhan Kuantan.
Mesyuarat selama dua setengah jam itu dipengerusikan Najib yang juga Pengerusi majlis Pembangunan ECER.
Ia turut disertai Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin; Menteri di Jabatan Perdana Menteri, Tan Sri Nor Mohamed Yakcop; dan Ketua Setiausaha Negara, Tan Sri Sidek Hassan.

PEKAN: A Special Economic Zone (SEZ) in the East Coast is expected to create more than 220,000 jobs and attract RM90 billion domestic and international investments by 2020, Prime Minister Datuk Seri Najib Tun Razak said today.
The East Coast Economic Region SEZ is the first special economic zone in Malaysia.
Najib said four free zones would be created in ECER SEZ to encourage and promote chains between industry clusters that would give significant impact on the ECER economy, namely High Value Manufacturing, Agro-based Industry; Gas and Petrochemical; Tourism/Real Estate; and Knowledge/Education and ICT as well as Logistiscs.
Although physically, the zones make up only six per cent of the total ECER area, it has a very big economic impact including its capacity to contribute 50 per cent of the job opportunities as compared to ECER as a whole and contribute 80 per cent of the economic products for the whole of ECER.
In this regard, Najib said the Kuantan Port would also be upgraded and expanded so that it would be capable of handling more than 30 million tonnes of cargo annually by 2020 from 16.8 million tonnes now.
It would also be able to play its roles as a major port in the East Coast and a trade gateway for the Asia Pacific market.
Najib also announced that the ECER Development Council had kicked off the Agropolitan project -- an integrated development project whose main objective is to eradicate poverty among local residents. -BERNAMA

PEKAN: The country's first fully automated shipyard will be operational at the Tanjung Agas Oil & Gas and Maritime Industrial Park here in 2013.
It is part of a RM4.8 billion project that has a fabrication and engineering yard, and marine repair and shipbuilding facilities on a 320ha site.
Vantech Dockyard (M) Sdn Bhd managing director Azlan Sidol said the company would build and operate the facilities under a joint venture with two South Korean companies -- Daewoo and Handong.
"The construction of the shipyard will begin next year," he said here yesterday.
Azlan said the company had received bookings for the construction of eight ships worth about RM7 billion and the yard would be able to repair 100 ships annually.
"At present, the bookings are from local companies but there are enquiries from neighbouring countries, the Middle East and Europe."
Azlan said the company would also work with a South Korean university to set up an academy for shipbuilding in Tanjung Agas.
He said the academy was an important component as his company required about 8,000 workers with 30 per cent of them being engineers.
The company would specialise in the construction of large ships, weighing more than 100,000 tonnes, particularly liquefied natural gas tankers.

PEKAN: The government is prepared to consider granting free trade zone status to the Tanjong Agas Oil and Gas and Maritime Industrial Park here, Prime Minister Datuk Seri Najib Tun Razak said.
He said the free trade zone status could be considered with the industrial park to achieve operational level soon and would be based on certain conditions.
“The project is in line with current needs under the country’s effort to increase oil and gas exploration and production activities,” he said at the ground-breaking ceremony of the industrial park here.
The ground-breaking ceremony of the project, involving a total area of 1,704 hectares and cost of RM2 billion, was officiated at by the Sultan of Pahang, Sultan Ahmad Shah.
Also present were Tengku Mahkota Pahang Tengku Abdullah, Tanjong Agas Supply Base & Marine Services Sdn Bhd’s chairman Tengku Muda Pahang, Tengku Abdul Rahman, and Pahang Menteri Besar Datuk Seri Adnan Yaakob.
Najib said the project has received good response from foreign and local investors in locating their operations such as shipyards, fabrication yards, supply bases and petroleum storage terminals.
“This is a catalystic achievement and will bring changes from the economic aspect, such as providing 5,000 job opportunities under phase one and 30,000 job opportunities after 10 years,” he said.
Najib said the government supported the project because in addition to creating jobs, it could also stimulate the services sector and boost related downstream activities.
The government, he said, had approved an allocation of RM150 million for the project and would add to it when required.
Najib said the government would always respond to the needs of the project, and wanted all departments and agencies to help companies and investors from the application, approval and incentive aspects so that they could start operations quickly.
“The project will showcase the government’s effort to implement the new economic model concept, and one of the effects is the growth of the services sector which we hope to increase its contribution to the gross domestic product from 54 per cent currently to 70 per cent,” he said. The industrial park was officially launched by the Sultan of Pahang on Feb 16 this year and the project is expected to be completed within five to seven years.

Malaysia's Vantech Dockyard (M) Sdn Bhd said on June 23 that it will invest 4.8 billion ringgit (Y130 billion) to construct a large-size shipyard in southern Johor State in a joint venture with two South Korean shipbuilders. The construction of the yard, to be located at a 3.2 million-sqm site in the Tanjung Agas Oil and Gas and Maritime Industrial Park, will start in 2010 for completion by 2013. The Koran partners in the project are Daewoo Shipbuilding & Marine Engineering (DSME) and Handong Shipbuilding.
Vantech also said that it will cooperate with a Korean university to set up an academy on shipbuilding at Tanjung Agas.
The new yard will specialize in large ships weighing more than 100,000 dwt, particularly LNG tankers. It will also have facilities to repair 100 ships per year. Vantech said that it has already received advance bookings from local shipowners for the construction of eight ships.

PEKAN 4 Ogos – Zon Ekonomi Khas Wilayah Ekonomi Pantai Timur (SEZ-ECER) mampu menarik pelaburan RM90 bilion dan menyediakan 220,000 peluang pekerjaan menjelang 2020, kata Datuk Seri Najib Tun Razak.
Perdana Menteri berkata, ia yang merupakan zon ekonomi khas pertama di Malaysia meliputi Kerteh, Terengganu hingga ke Tanjung Agas di sini turut menyumbang sebanyak 80 peratus hasil keluaran ekonomi di kawasan ECER.
“Oleh kerana ia meliputi 51 peratus kawasan Semenanjung dan sangat luas, ia mampu menjadi kawasan pertumbuhan ekonomi terbesar di negara ini,’’ katanya.
Beliau berkata demikian ketika berucap merasmikan SEZ-ECER dan Agropolitan Pekan di Kampung Runchang di sini hari ini.
Perdana Menteri berkata, SEZ-ECER membabitkan kawasan pembuatan bernilai tinggi, industri asas tani, gas dan petrokimia, pelancongan dan hartanah; pendidikan, teknologi maklumat dan komunikasi (ICT) serta logistik.
Menurutnya, bagi merangsang pertumbuhan SEZ-ECER, Insentif Galakan Istimewa akan diberi kepada para pelabur asing dan domestik yang berkelayakan.
“Beberapa insentif fiskal dan bukan fiskal yang baru akan disediakan agar ia mampu menarik pelaburan dan membolehkan ia terus berdaya saing dan berpotensi,” jelasnya.
Najib berkata, serentak itu Pelabuhan Kuantan akan dinaik taraf supaya mampu mengendalikan lebih 30 juta metrik tan muatan kargo setahun menjelang tahun 2020 berbanding 16.8 juta metrik tan pada masa ini.
“Pembinaan dermaga-dermaga tambahan dan pemecah ombak dijangka mampu mencapai peranannya sebagai sebuah pelabuhan utama di Pantai Timur serta sebagai pintu masuk perdagangan bagi pasaran Asia Pasifik,” katanya.
Beliau juga menjelaskan, SEZ-ECER bukan merupakan satu projek yang hanya memberi tumpuan kepada pelabur semata-mata malah lebih mengutamakan kepentingan rakyat.
“Peranan pelabur penting kerana tanpa pelaburan tidak mungkin kita dapat menjana kekayaan malah penduduk di sini juga tidak mendapat pekerjaan,’’ katanya.
Najib berkata, kerajaan juga akan mempertimbangkan mewujudkan SEZ di beberapa koridor pembangunan wilayah lain di negara ini.

KUALA LUMPUR: Prime Minister Datuk Seri Najib Tun Razak launched the country's first Special Economic Zone (SEZ) in Pekan, Pahang on Aug 4 in a move to generate investments of RM90 billion by 2020 and creating 220,000 new jobs.
The SEZ, which is part of the East Coast Economic Region (ECER), is an integrated development zone with special incentives to attract investments and boost economic activities. The SEZ stretches from Kertih, Chukai, Kuantan Port City, Kuantan, Gambang to Pekan.
SEZ’s emphasis will be on high-TECHNOLOGY, knowledge-based activities and the service sector. The SEZ will be backed by top-notch infrastructure and specialised institutions to enhance skills and competencies.
The SEZ is expected to accelerate the East Coast’s social and economic development by creating 220,000 new jobs out of the 560,000 jobs under the ECER Master Plan.
ECER’s one-stop centres, established at all ECERDC offices, would process applications while the emphasis of infrastructure projects would be designed to cut down access time to port, airport or highway to 45 minutes. Utilities will be upgraded with uninterrupted delivery of utilities while its port throughput will grow to 70 million tonnes by 2020.
ECER Development Council (ECERDC) chief executive officer Datuk Jebasingam Issace John said although the ECER SEZ formed only 6% of the ECER land mass, the area would have significant impact as it would create 50% of all jobs and 80% of economic output of the ECER.
“The instability of the global economy over the last year is expected to have some effect on the ECER’s year 2020 targets as stipulated in the master plan. The SEZ is the vehicle that will attract and concentrate foreign and local investments through a concerted effort in marketing and promotions for the region,” he said.
Jebasingam said the ECER SEZ would have new townships, international tourism sites, served by four ports, two airports and knowledge innovation zones.
“It will also position ECER to contain the world’s 15th busiest SEZ port to focus on the East Asia market of 2.2 billion people.”
Supported by four major ports and modern urban townships, the SEZ allows the ECER to tap into its strategic location and access to local, regional and international markets.
He said there would be a state of the art infrastructure to support the movement of people, goods and services. These strategic infrastructure projects include a deep water harbor at Kuantan Port, airport and rail connectivity.
Jebasingam said the SEZ has the potential to be the East Coast’s mirror of the Klang Valley. “It is the convergence of two main growth areas in the Central and East Coast Corridors and is well connected to the Kuala Lumpur conurbation via the East Coast Expressway to complement the other urban growth centres in Penang and Johor Bahru.

PEKAN: The country’s first Special Economic Zone (SEZ), launched by Prime Minister Datuk Seri Najib Tun Razak Tuesday, is expected to generate investments worth RM90bil and create 220,000 new jobs by 2020.
The Prime Minister said the SEZ was expected to contribute more job opportunities and yields compared with the East Coast Economic Region (ECER).
The SEZ covers an area of 3,875 sq km from Kerteh in Terengganu to Pekan and Gambang in Pahang.
Najib said the ECER SEZ was part of a new economic model designed by the Government that promises a fairer distribution of wealth and growth to be enjoyed by all.
“One of the projects identified is the Kuantan Port which will get a massive face-lift. Its current annual cargo bulk is expected to increase from 16.8 million metric tonnes to 30 million metric tonnes by 2020.
“It will involve construction of additional berths and wave breakers that will see the port becoming the main entry and exit point for the export and import of goods,” Najib said in his speech at the launch of the ECER SEZ at Runchang here yesterday.
In a move to attract investors, the Government will approve a set of special incentives for them including tax exemption for 10 years, Najib told reporters later.
“The Government has decided to offer additional incentives for those who showed merit, on top of those that have already been given. This will be on a case-by-case basis,” he added.
Najib also launched the Pekan Agropolitan Project that promotes the development of growth centres in the rural areas to provide sustainable income and eradicate hardcore poverty.
He later witnessed the exchanging of the cooperation agreement between ECER DC and Felda, which is the main implementing agency to manage participants in-volved in the agropolitan project.
The participants will be involved in oil palm plantation and sheep rearing as the primary activity.
Among the guests were Pahang Mentri Besar Datuk Seri Adnan Yaakob, Terengganu Mentri Besar Datuk Ahmad Said, Kelantan Mentri Besar Datuk Nik Abdul Aziz Nik Mat, Agriculture and Agro-based Industries Minister Datuk Noh Omar and ECER Development Council chief executive officer Datuk Jebasingam Issace John.
Najib also said the Government would consider creating SEZs in other areas in the country if they were suitable.
He said the SEZ would not affect the development of the ECER.

siness Times talks to Datuk Jebasingam Issace John, CEO of the ECER Development Council that will coordinate all projects under the Special Economic Zone
Malaysia’s economy, specifically the East Coast Economic Region (ECER), will see a resurgence with the introduction of the country’s first Special Economic Zone, which was recently launched by Prime Minister Datuk Seri Najib Razak.
The SEZ is aimed at generating investments of RM90 billion by 2020.
An integrated development zone stretching from Kertih, Chukai, Kuantan Port City, Kuantan, Gambang to Pekan, with special incentives to draw in investments, the SEZ will foster a conducive business environment, accelerate growth and economic development.
The SEZ is expected to contribute RM23 billion to the national GDP and create 220,000 new jobs out of the 560,000 jobs under the ECER Master Plan.
Business Times talks to DATUK JEBASINGAM ISSACE JOHN, chief executive officer of the ECER Development Council which will monitor and coordinate all projects under the SEZ.
Q: Why is the ECER SEZ limited to this area only?
A: While the SEZ forms only 6 per cent of the ECER land mass, the area has a significant impact as it creates 50 per cent of all jobs and 80 per cent of economic output set out in the ECER Master Plan.
Because it contains mature activities such as oil, gas, petrochemical, manufacturing plants and industries, the area has economies of scale for development, concentrating on the provision of infrastructure and facilities as well as customised incentives.
Q: Will the SEZ draw investments away from the other ECER districts?
A : Other projects and initiatives under the ECER Master Plan will continue as planned. While the SEZ's focus is on manufacturing and industrial activities, projects for the tourism, agriculture and education clusters will continue uninterrupted outside the SEZ.
In fact, the rest will act as hinterland catchment areas supplying feedstock to support the development of the Collection, Processing and Promotion Centres (CPPC) for the agro based industries and manufacturing products meant for the domestic and export markets.
Studies are also under way to explore the possibility of a second SEZ within ECER for an integrated development throughout the region. One of the areas being studied is the vicinity near Tok Bali - Besut and its immediate environs along the border of Kelantan and Terengganu.
Q: How competitive are the SEZ's incentives in comparison with other international SEZs?
A: Several fiscal and non-fiscal incentives have been introduced to boost the SEZ's competitiveness. These are supplemented by customised incentives for qualified investors.
Supplementing these incentives, the SEZ will be backed by modern infrastructure and specialised institutions to enhance skills and competencies.
It will be one of the first truly integrated SEZs with new townships, international tourism sites, served by four ports, two airports and knowledge innovation zones.
Processing of applications will also be fast tracked through ECER's one-stop centres established at all ECER Development Council offices, while infrastructure projects are designed to cut down access time to port, airport or highway to 45 minutes.
Utilities will be upgraded with uninterrupted delivery while its port throughput will grow to 70 million metric tonnes by 2020.
Q: Why launch the SEZ now when the economy is still in the doldrums and may affect investments?
A: The idea of an SEZ is timely as it paves the way for recovery. When the up-cycle comes around, SEZ has already put ECER in the forefront in the minds of investors.
In addition, the ECER has committed to the construction and upgrading of infrastructure and supporting facilities which will have a multiplier effect to the growth and development of the Region.
Q: How will ECERDC prioritise between SEZ and ECER? Will ECER's milestone targets change now?
A: The projects in the SEZ are all subsets of the ECER Master Plan and will fuel ECER's growth. Meanwhile, all other ECER projects and programs outside of SEZ will continue to have the same priority and will be implemented as planned.
This means that in addition to the SEZ's focus on manufacturing and industrial activities, projects for the tourism, agriculture and education clusters will continue uninterrupted outside the SEZ, acting as hinterland catchment to supply feedstock for the agro based industries and manufacturing products.
Without the SEZ, the ECER Master Plan targets for 2020 will be difficult to achieve due to the unexpected slowdown in the global economy.
Also, any investments derived for the SEZ will benefit the rest of the region, especially from growth of various economic and commercial activities within the ECER.
This is supported by research showing higher urbanisation correlates to higher economic output and has a positive impact in generating employment and business opportunities in the adjacent areas.
Q: Will SEZ's activities displace agriculture?
A: The SEZ's activities will not displace agriculture but rather it will enhance and create new opportunities for farmers through anchor company and contract farming arrangements, as well as supply chain and value chain integration and enhanced branding, packaging and marketing efforts.
One project focus of the SEZ is agriculture-based industries such as the grain-based animal feed, livestock processing, fisheries processing and halal industry. All these require farming and raw material input, increasing demand for agriculture produce.
Q: What is the employment ratio between local and foreign workers within the ECER?
A: There is no restriction on employment. The priority for jobs will be given to local workers, while unlimited expatriate knowledge workers for management positions can be brought in to fill positions which they are better qualified for.
However, there will be a mandatory portion of local employment required to ensure transfer of technology and employment of skilled labour from the educational institutions in the region.

MAJLIS Pembangunan Wilayah Ekonomi Pantai Timur (ECER) merancang mewujudkan Zon Ekonomi Khas (SEZ) yang kedua untuk memastikan pembangunan bersepadu di seluruh wilayah berkenaan.
Ketua Eksekutifnya, Datuk Jebasingam Issace John, berkata antara kawasan yang sedang dikaji bagi dijadikan SEZ kedua itu adalah sekitar Tok Bali dan Besut serta kawasan berhampiran di sepanjang sempadan Kelantan dan Terengganu.
Dalam temu bual dengan Berita Harian dan Business Times, beliau berkata langkah kerajaan mewujudkan SEZ pertama yang meliputi kawasan dari Kertih dan Chukai di Terengganu sehingga ke Bandar Pelabuhan Kuantan, Kuantan, Gambang dan Pekan di Pahang akan menyediakan rangsangan kukuh bagi pelaburan di ECER.
Katanya, zon dengan tumpuan terhadap kegiatan berteknologi tinggi dan sektor perkhidmatan yang dilancarkan Perdana Menteri Datuk Seri Najib Razak kelmarin itu disasarkan menarik pelaburan berjumlah RM90 bilion menjelang 2020 dan mewujudkan 220,000 pekerjaan baru.
Bagi mencapai matlamat itu, katanya, beberapa insentif fiskal dan bukan fiskal telah diperkenalkan bagi meningkatkan lagi daya saing SEZ, di samping insentif yang dirangka khusus untuk pelabur yang layak.
“Bagi menyokong insentif itu pula, SEZ akan menyediakan prasarana moden serta institusi khusus untuk meningkatkan kepakaran dan kecekapan.
“Pemprosesan permohonan juga akan dipercepatkan menerusi pusat sehenti ECER yang diwujudkan di pejabat Majlis Pembangunan ECER, manakala projek prasarana pula direka bentuk supaya dapat mengurangkan jarak perjalanan ke pelabuhan, lapangan terbang atau lebuh raya kepada 45 minit,” katanya.
Jebasingam bagaimanapun menegaskan, langkah kerajaan mewujudkan SEZ tidak akan menjejaskan kemasukan pelaburan ke dalam kawasan lain dalam ECER.
Beliau berkata, ini kerana pelbagai projek dan inisiatif lain di bawah Pelan Induk ECER akan diteruskan mengikut perancangan.
“Walaupun tumpuan SEZ adalah dalam kegiatan pembuatan dan perindustrian, projek untuk kelompok pelancongan, pertanian dan pendidikan di luar SEZ akan terus tidak terganggu,” katanya.
Malah tegasnya, projek berkenaan akan bertindak sebagai sumber pembekalan bahan mentah untuk menyokong pembangunan pusat pungutan, pemprosesan dan penggalakkan (PPC) bagi industri berasaskan pertanian dan pengeluaran produk untuk tujuan eksport dan pasaran tempatan.
Kegiatan di SEZ juga, katanya, tidak akan menggantikan kegiatan pertanian tetapi ia akan menggalakkan lagi sektor itu dan ia juga akan membuka peluang baru kepada petani menerusi kontrak pembekalan, serta daya usaha pemasaran, penjenamaan dan pembungkusan.
Beliau turut menegaskan bahawa tanpa SEZ, sasaran yang ditetapkan dalam Pelan Induk ECER adalah sukar untuk dicapai berikutan kelembapan ekonomi global yang tidak dijangkakan.

BANDAR SERI BEGAWAN: Kelantan Menteri Besar Datuk Nik Abdul Aziz Nik Mat's presence at the launch of the East Coast Economic Region's Special Economic Zone two days ago shows the Pas leader's desire to forge good relations with the Federal Government, said the prime minister here yesterday.
Datuk Seri Najib Razak said relations between the Federal Government and state governments, especially those under opposition rule, should not be an issue but the interests of the people, including in Kelantan, should be given attention in a fair manner.
"A high degree of understanding (between the Federal Government and Kelantan government) cannot be achieved within a short time, but what is important is the sincerity and mutual respect shown by the leaders of both sides," he told Malaysian journalists on the last day of his official visit to Brunei.
Najib was asked to comment on Nik Aziz's statement that he was grateful for the extraordinary reception from the prime minister during his visit to Pekan.
"I appreciate Nik Aziz's comments and his willingness to participate in that day's programme."
Najib was referring to Nik Aziz comments that he had never received such a warm reception from previous prime ministers, besides being impressed with Najib's generosity with his smile as well as the various areas they visited.

PEKAN, (Bernama) -- Perdana Menteri Datuk Seri Najib Tun Razak berkata kerajaan sedia menimbang menjadikan Taman Industri Minyak, Gas dan Maritim, Tanjong Agas, di Pekan, berstatus Zon Perdagangan Bebas.
Beliau berkata pertimbangan menjadikannya sebagai zon perdagangan bebas tertakluk kepada syarat-syarat tertentu."Projek ini bertepatan dan bersesuaian dengan kehendak dan keperluan semasa dalam usaha negara kita meningkatkan lagi usaha mencari gali dan pengeluaran minyak mentah dan gas asli," katanya ketika berucap pada majlis pecah tanah Taman Industri Minyak, Gas dan Maritim Tanjong Agas, di sini hari ini.
Majlis pecah tanah projek melibatkan kawasan seluas 1,704 hektar dengan kos RM2 bilion itu dirasmikan oleh Sultan Pahang Sultan Ahmad Shah. Turut hadir ialah Tengku Mahkota Pahang Tengku Abdullah, Pengerusi Tanjong Agas SupplyBase & Marine Services Sdn Bhd Tengku Muda Pahang, Tengku Abdul Rahman dan Menteri Besar Pahang, Datuk Seri Adnan Yaakob.
Najib berkata projek itu berpotensi mendapat sambutan menggalakkan daripada pelabur asing dan tempatan untuk menempatkan operasi mereka seperti limbungan kapal, fabrikasi, pangkalan bekalan dan terminal penyimpanan minyak. "Ia merupakan pencapaian memberangsangkan dan akan memberi perubahan dari segi ekonomi, dengan unjuran Fasa 1 akan mewujudkan 5,000 peluang pekerjaan dan selepas 10 tahun dijangka mewujudkan 30,000 peluang pekerjaan," kata Najib.
Najib berkata kerajaan menyokong projek berkenaan kerana selain membuka peluang pekerjaan, ia juga akan merancakkan lagi sektor perkhidmatan dan memberi limpahan kepada ekonomi hiliran. "Kerajaan telah meluluskan peruntukan sebanyak RM150 juta sebelum ini untuk menjayakan projek ini dan Insya-Allah, kita akan tambah lagi peruntukan pada masa akan datang," katanya. Najib berkata kerajaan akan sentiasa peka terhadap keperluan dan bantuan terhadap projek itu dan mahu semua jabatan dan agensi kerajaan turut membantu usaha syarikat itu serta pelabur dari segi permohonan dan kelulusan lesen-lesen dan insentif tertentu supaya mereka dapat beroperasi dengan segera.
"Projek ini akan memberi kesan terhadap usaha kerajaan untuk melaksanakan konsep modal ekonomi baru, dan satu daripada punca penjanaan pertumbuhan negara adalah daripada sektor perkhidmatan. "Ketika ini sektor perkhidmatan menjana 54 peratus KDNK negara dan kita berharap ia meningkat kepada 70 peratus," katanya. Majlis pelancaran projek itu sebelum ini disempurnakan Sultan Pahang pada 16 Feb lepas di Kuala Lumpur, dan projek itu dijangka siap dalam tempoh lima dan tujuh tahun.

KUANTAN, 17 Nov (Bernama) -- The Pahang state assembly was Tuesday told that the road and technical infrastructure for the Tanjong Agas Oil, Gas and Maritime Industrial Park in Pekan was expected to be fully completed by early 2011.
Pahang Menteri Besar Datuk Seri Adnan Yaakub said this when replying to a question from Leong Ngah Ngah during the assembly 2010 budget sitting here.
He said among the investors of the park were Vantech Dockyard Sdn Bhd, Syarikat Usetech Marine (M) Sdn Bhd, Bitara Abadi Sdn Bhd, Core Competencies Sdn Bhd, Damini Corporation Sdn Bhd and Competent Selections Sdn Bhd.
Meanwhile, State Housing, Basic Amenities and Transport Committee Chairman Datuk Ir Mohd Soffi Tan Sri Abdul Razak said water subsidy had been given by the state government to the people of Pahang since 1982 but this had not been stated in their bills.
"However, the subsidy has been posted in the bills since August this year to inform the public on the government's expenditure in providing clean water supply, thus to create awareness among consumers use the water efficiently," he said when replying to a question by Choong Siew Onn (DAP-Tras).

WILAYAH Ekonomi Pantai Timur (ECER) kini mengambil faedah daripada pemulihan ekonomi global untuk menarik pelaburan dalam dan luar negara dengan mempamerkan beberapa projek berimpak tinggi yang dilaksanakannya sejak dua tahun lalu.
Sehubungan itu, 2010 dijangka menjadi tahun yang bermakna kepada Ketua Pegawai Eksekutif Majlis Pembangunan ECER (ECERDC), Datuk Jebasingam Issace John, bukan hanya kerana banyak projek yang dirancangkan terlaksana tetapi juga pendekatan khusus Majlis untuk meningkatkan penglibatan sektor swasta di ECER.
Sehingga 31 Disember 2009, sejumlah 64 daripada 82 projek ECER yang di peruntukan di bawah Rancangan Malaysia Kesembilan (RMK9) telah dimulakan dan baki 18 projek lagi bakal dimulakan pada 2010.
Sehingga kini,. ECER berjaya menarik RM26 bilion pelaburan daripada pelabur dalam dan luar negara. Dan, pelancaran Zon Ekonomi Khas (SEZ) ECER, merupakan zon pembangunan bersepadu dari Kertih, Chukai, Pelaburan Bandar Kuantan, Gambang ke Pekan dan Tanjung Agas di selatan. Dan, ia merupakan pakej-pakej istimewa untuk merangsang ekonomi Wilayah itu. Berikut adalah wawancara bertulis tentang perkembangan ECER dengan Issace.
Sejauh mana kemajuan SEZ sejak ia dilancarkan Ogos 2009?
Semuanya masih lagi di peringkat awal. Kami menjangkakan SEZ mampu menjadi tarikan memandangkan momentum projek- projek bertambah. Di Pelabuhan Kuantan dan projek Bandar Pelabuhan, beberapa projek infrastruktur telah dimulakan untuk menyelesaikan beberapa isu membabitkan bekalan air dan trafik.
Projek-projek itu termasuk menaik taraf jalan raya sejauh 12 kilometer dari Jabor-Jerangai ke Sungai Ular, pembinaan loji rawatan air baru di Felda Panching Timur dan pemasangan paip air baru sejauh dua kilometer di Kawasan Industri Gebeng.
Di pusat automotif Pekan-Peramu, pembinaan Pusat Pemasaran akan dimulakan pada suku pertama 2010 sementara pembangunan tanah dan infrastruktur akan dimulakan pada separuh kedua 2010.
Kerja-kerja pembinaan jalan bagi Pusat Gas dan Maritim Tanjung Agas dijangka siap pada awal 2011. Beberapa pelabur telah memeterai perjanjian dan memorandum persefahaman, sementara menunggu kerja-kerja infrastruktur pusat itu disiapkan.
Untuk menjadikan KPP lebih menarik kepada para pelabur, ECERDC telah memulakan pembangunan infrastruktur kerja-kerja tanah di Fasa 1A dan 1B sementara asas pembangunan infrastruktur di bawah Fasa 1C akan dimulakan pada suku pertama 2010.
Kajian mengenai zon pelbagai guna dan bangunan Industri Kecil dan Sederhana (PKS) dimulakan pada akhir 2009 manakala Pengurus Pusat KPP akan dilantik menjelang Februari 2010.
Dengan menumpukan kepada industri matang yang sedia ada di SEZ ECER, apakah projek SEZ yang selamat tetapi menarik kepada pelabur?
Terdapat beberapa projek sedia ada di SEZ ECER yang mampu memberi keuntungan yang tinggi dan selamat untuk pelaburan.
Malaysia memiliki pusat bersepadu plastik dan polimer pertama, KPP kini sudah bersedia untuk digunakan di kawasan seluas 140 hektar. Pusat yang bangunkan dengan konsep plug-and- play, KPP mampu menjadi pelengkap kepada Kompleks Bersepadu Petrokimia Kertih di Terengganu.
Pusat tersebut telah memberi sumbangan pelaburan sebanyak RM565 juta. Hi Essence Cable Sdn. Bhd. dan MIE Copper Sdn. Bhd., pengeluar kabel dan wayar, masing-masing melabur RM85 juta dan RM20 juta. Latenfield Pipe Industries Sdn. Bhd. sebanyak RM40 juta manakala FMD Polypipes Industry Sdn. Bhd. akan melabur RM125 juta bagi loji paip dan beg tahan lasak.
Pusat Plastik Kertih pula dijangka beroperasi sepenuhnya pada 2015, dijangka menarik pelaburan berjumlah RM2 bilion dan mewujudkan lebih 7,000 pekerjaan.
Pusat Industri Pekan pula yang dinaik taraf untuk menjadi Pusat Berpusat Pemasaran pada 2010 dijangka menjadi kompetitif untuk menarik pembuat kereta global.
DRB-HICOM sebagai contohnya, merupakan peserta utama di pusat automotif itu, dengan sasaran untuk memainkan peranan penting bagi automotif tempatan, selaras dengan pusat yang akan dinaik taraf. Selepas 25 tahun, DRB-HICOM dan rakan pakatannya telah melabur sejumlah RM1 bilion dan mengeluarkan lebih 480,000 kereta di pusat berkenaan.
Secara keseluruhannya, pusat itu dijangka menjana lebih RM4 bilion dalam pelaburan dalam empat peringkat pembangunan dan menawarkan 10.580 jumlah pekerjaan.
Kajian kebolehlaksanaan bagi Pusat Halal Gambang juga dimulakan. Reka bentuk projek dan pembangunan infrastruktur tanah dijangka dimulakan pada Mei 2010. Apabila siap kelak, pusat akan menjadi tempat pengeluaran industri makanan dan bukan makanan berdasarkan prinsip-prinsip Syariah. Terdapat juga pusat inkubator bagi perusahaan kecil dan mikro makanan.
Cherating dan Pantai Sepat pula akan diubah menjadi destinasi pelancongan utama pada awal 2010. Kami sedang mencari pelabur-pelabur untuk membina hotel mewah dan pertengahan, kedai-kedai kraftangan termasuk restoran-restoran makanan laut.
Pekan pula akan dijadikan kawasan eko pelancongan dan berasaskan warisan. Penambahbaikan Bandar Diraja akan dilaksanakan pada 2010, membabitkan kawasan-kawasan sejarah, perkampungan dan sungai, bagi mewujudkan aktiviti pelancongan.
Selain SEZ, difahamkan ECER akan menjadi sebagai kawasan sokongan untuk projek-projek pembangunan SEZ. Apakah projek- projek utama di luar SEZ yang mungkin mampu menarik pelabur?
SEZ lebih fokus kepada aktiviti pembuatan dan industri, projek- projek bagi kluster pelancongan dan pertanian dan beberapa projek penting dijangka mampu menarik pelabur- pelabur berpotensi.
Bagi sektor pertanian, Pusat Inovasi dan Penyelidikan Lembu Muadzam Shah akan dibina pada Mei 2010 untuk pembiakan baka sebanyak 1,300, sekali gus mengurangkan kebergantungan pengimportan stok anak- anak lembu.
Dua Pusat Pemasaran dan Pengeluaran Benih Ikan pula beroperasi pada 2011, yang mana ikan segar akan berpangkalan di Raub dan ikan marin di Merchong. Pusat-pusat penetasan akan menghasilkan sekurang- kurangnya 13.5 juta pelbagai spesis ikan kerapu, siakap, talapia, patin dan kelah. Pusat Pemprosesan Ikan di Kuantan pula akan beroperasi pada Julai 2010 bagi menyokong aktiviti-aktiviti hiliran perikanan.
Pembinaan ladang bersepadu nenas di Rompin juga akan dimulakan pada Julai 2010 yang membabitkan kawasan seluas 5,000 ekar yang mampu menghasilkan 74,000 metrik tan nenas untuk pasaran domestik dan eksport.
Terengganu juga telah menarik sejumlah RM85 juta pelaburan di Ulu Tersat bagi pusat pengeluaran daging kambing dan kerbau.
Bagi sektor pelancongan, ECER telah menempatkan kawasan seluas 106 hektar di Teluk Bidara, Dungun untuk dibangunkan dengan hotel dan calet berkualiti tinggi dan kemudahan kawasan pejalan kaki di hadapan pantai, perkampungan warisan dan landskap. Pembinaan Pusat Bandar Kuala Terengganu akan bermula pada pertengahan kedua 2010. Gua Musang dan Kuala Krai pula dibangunkan sebagai destinasi eko pelancongan dan menjadikan Lanchang- Kuala Lipis sebagai lokasi pelancongan mencabar. ECER akan mewujudkan Santuari Gajah Kuala Gandah di Pahang sebagai pusat interaksi gajah dan kemudahan pendidikan.

A Dubai-based firm has been roped in to help build an initial RM620 million oil and gas supply centre at the Tanjong Agas oil and gas and logistics industrial park in Pekan, Pahang.
Oilfields Supply Centre Ltd (OSC) will partner park developer Tanjong Agas Supply Base and Marine Services Sdn Bhd (TASBMS).
They will form a company, called Tanjong Agas Oilfields Supply Centre Sdn Bhd, to build, own, manage and operate the multi-functional common user supply base.
The facility, touted as the first in the region to provide comprehensive services for the oil and gas industry, is located within the East Coast Economic Region (ECER) special economic zone in Pekan.
The groundbreaking ceremony will be held next month and the facility is expected to be ready for operations in 2013.
TASBMS chairman, the Tengku Muda of Pahang (Tengku Abdul Rahman Sultan Ahmad Shah), and OSC director and general manager of corporate affairs Iqbal Mohammed Abdullah Abedin signed the joint-venture agreement in Kuantan yesterday.
Witnessing the event were Sultan Ahmad Shah and ECER Development Corp (ECERDC) chief executive officer Datuk Jebasingam Issace John.
OSC is an oilfield service company which has developed specialised technical, managerial and operational skills in building, owning and operating supply bases that support the oil, gas and power generation industries.
TASBMS managing director Mohd Faidzal Ahmad Mahidin said the supply base will take up 100ha along a 1km shoreline in the industrial park.
The park's whole development will cover 1,700ha. Once completed, it will offer a full range of support facilities and services for local and international companies in the offshore oil exploration and related industries.
Jebasingam said the supply base, a key component in the industrial park, is projected to generate more than 2,000 jobs for the locals.
He said OSC was the first investor from the Middle East to establish a presence in the ECER following the ECERDC's investment mission in the region in May.
"More are expected to invest in the area by early next year, including established companies from the United Arab Emirates, Saudi Arabia and Qatar," Jebasingam said.
He added that the companies were attracted to invest in the ECER given its competitive fiscal and non-fiscal incentives.
Among the incentives are 100 per cent income tax exemption for up to 10 years, 100 per cent investment tax allowance on qualifying expenditure for five years and competitive land prices.
Iqbal said the Tanjong Agas facility, as the only common user supply base in the region, was expected to attract major industry players to use its services and operate in the area on a long-term basis.
He said it would be cheaper for the companies to operate there, especially those with 72 offshore oil rigs in the South China Sea.
Iqbal also said that OSC will transfer its expertise and technology to Malaysia, including training the locals to be skilled workers.

The government will allocate RM300 million under the 10th Malaysia Plan to facilitate the development of Tanjong Agas Oil & Gas and Logistics Industrial Park (TAOGLIP).
Prime Minister Datuk Seri Najib Tun Razak said the amount, an addition to the RM150 million incentive through the government's stimulus packages last year, would be utilised for infrastructure works related to the project.
The project, he said, supported the government's goal to promote and accommodate more Entry Point Projects under the Economic Transformation Programme.
"Projects like these will help to spur economic development and attract additional investments in Malaysia's maritime and oil and gas business sectors -- these strong economic pillars contribute to Malaysia's Gross National Income.
"Ensuring long term growth and investment in these sectors will contribute significantly toward our transformation of Malaysia into a high-income nation by 2020," he said at the ground breaking ceremony for the Integrated Common User Supply Base in Pekan today.
Sultan Ahmad Shah of Pahang graced the event.
The RM620 million Integrated Common User Supply Base operated by Tanjong Agas Oilfields Supply Centre Sdn Bhd, a company co-owned by Tanjong Agas Supply Base & Marine Services Sdn Bhd and Oilfields Centre Ltd (OSC) from Dubai, will be a unique one-stop centre to serve the region's enormous and rapidly growing upstream and downstream activities.
Najib said the supply base, expected to be ready by 2013, would be a key platform to provide services for offshore oil and gas exploration and production activities in the South China Sea.
"In addition to its role in attracting investment and business from the oil and gas industry, this project is expected to create more than 2,000 new jobs and establish an infrastructure that can foster entrepreneurial culture for Malaysians and foreigners," he said.
He also said four companies had agreed to take site possession of Tanjong Agas Group land plots and were ready to commence construction of their facilities.
The four companies are Kintera Sdn Bhd (liquefied petroleum gas loading and disloading and a refrigerated storage terminal and facilities); Komas Energy Sdn Bhd (bunker and fuel transit storage depot and for oil spill response equipment); MKRS Group (M) Sdn Bhd (integrated fabrication and a ship repair
yard for offshore platforms and vessels); and Tanjung Agas Technology-Pacnet (data center and a submarine cable landing station).
Tanjong Agas Supply Base & Marine Services Sdn Bhd managing director Mohd Faidzal Ahmad Mahidin told reporters later that the RM300 million allocated by the government would be fully utilised to develop external infrastructure such as dedicated dual carriageway and other facilities to support the
development of TAOGLIP.

BANDAR Pelabuhan Kuantan (KPC) dijangkakan menarik pelaburan hingga RM38 bilion menjelang 2020, sekali gus membantu Wilayah Ekonomi Pantai Timur (ECER) dan Zon Ekonomi Khas pertama negara yang terletak dalam lingkungan itu untuk menjadi hab perindustrian dan logistik.
Wilayah ECER meliputi Kelantan, Terengganu dan Pahang serta wilayah Mersing di Johor. KPC membentuk satu daripada komponen utama koridor pembangunan itu.
Melangkaui kawasan seluas 12,667 hektar, projek itu apabila siap akan mewujudkan 44,785 pekerjaan dan menyumbang RM9.3 bilion kepada ekonomi tempatan menjelang 2020.
Penganalisis perkapalan berkata, projek KPC akan mengubah Pelabuhan Kuantan menjadi pelabuhan mega berikutan terdapatnya saranan pembangunan bagi pengembangan Pelabuhan Kuantan.
Beliau berkata, kajian daya maju mengenainya sudah disiapkan.
"Dengan kemudahan baru, pelabuhan itu boleh menerima kapal seberat lebih 40,000 tan atau kapal kontena generasi akan datang," katanya kepada BERNAMA. Beliau berkata, pembangunan bersepadu KPC juga akan menyaksikan pasaran untuk petrokimia, minyak sawit, automotif dan kontena serta zon perindustrian dan pembuatan utama yang akan memberi perkhidmatan kepada keseluruhan rantau Asia Pasifik.
Katanya, KPC juga akan menjadi tapak untuk Kluster Perindustrian Minyak Sawit (POIC) dengan satu daripada komponen pembuatannya mengkhusus dalam industri hiliran dan kluster petrokimia.
Kerja pembinaan di POIC bermula pada September tahun lalu.

Projek beri impak kepada industri minyak, gas operasi 2013
ZON Ekonomi Khas Wilayah Ekonomi Pantai Timur (ECER SEZ) bakal menerima pelaburan baru bernilai RM620 juta menerusi pembinaan Pangkalan Bekalan Pengguna Bersama Pelbagai Guna di Taman Industri Minyak & Gas dan Logistik Tanjong Agas di Pekan, Pahang.
Pangkalan itu akan dibangunkan Oilfields Supply Center Ltd (OSC) berpangkalan di Dubai dan Tanjong Agas Supply Base & Marine Services Sdn Bhd (TASBMS) menerusi sebuah syarikat usaha sama, Tanjong Agas Oilfields Supply Centre Sdn Bhd (TAOSC). Majlis pecah tanah pembinaan pangkalan itu dirancang diadakan bulan depan dan ia dijangka beroperasi sepenuhnya pada 2013.
Pengarah Urusan TASBMS, Mohd Faidzal Ahmad Mahidin, berkata pangkalan itu akan dibangunkan di tapak seluas 101.17 hektar di pinggir laut sepanjang 1.5 kilometer dengan kedalaman air 20 meter.
“Apabila siap kelak, ia akan menyediakan perkhidmatan dan kemudahan sokongan menyeluruh untuk syarikat tempatan dan antarabangsa yang terbabit dalam operasi penerokaan, eksploitasi dan pengeluaran minyak dan gas luar pesisir perairan Malaysia serta perairan di sekitar Laut China Selatan," katanya pada majlis pemeteraian perjanjian usaha sama itu di Kuantan, semalam.
Pada majlis itu TASBMS diwakili Pengerusinya, Tengku Abdul Rahman Sultan Ahmad Shah manakala OSC oleh Pengurus Besar Perhubungan Korporatnya, Iqbal Mohammed Abdullah Abedin.
Ia disaksikan Sultan Pahang, Sultan Ahmad Shah serta Ketua Eksekutif Majlis Pembangunan Wilayah Ekonomi Pantai Timur (ECERDC), Datuk Jebasingam Issace John.
Mohd Faidzal berkata, TASBMS yakin kerjasamanya dengan OSC itu bakal memberikan impak besar kepada industri minyak dan gas di Malaysia, di samping merangsang pertumbuhan ekonomi tempatan, terutama di Pekan.
Sementara itu, Iqbal Mohammed Abdullah, berkata pembabitan OSC di Tanjung Agas bukan sekadar pelaburan perniagaan semata-mata tetapi lebih bersifat perkongsian dengan Malaysia.
“Kami mempunyai pengalaman lebih 50 tahun dalam bidang minyak dan gas dan usaha sama ini akan mencetuskan kejayaan yang diharapkan,” katanya sambil menambah syarikat usaha sama itu akan memanfaatkan kepakaran dan kemahiran teknikal OSC bagi menyumbang kepada pembangunan sektor minyak, gas dan petrokimia di kawasan ECER dan Malaysia.
Jebasingam pula berkata, pangkalan bekalan itu akan menjadi komponen utama di Taman Industri Minyak & Gas dan Logistik Tanjong Agas.

KUANTAN: Gambang is set to be the centre of high tech industries with Malaysian Solar Resource Sdn Bhd (MSR)’s facility that produces solar photovoltaic (PV) modules used to make solar panels.
The move is also foreseen to be the main technology park in the eastern corridor.
In view of this, Energy, Green Technology and Water Minister Datuk Seri Peter Chin had urged other companies to set up businesses and operations in the place and venture into the high tech industries such as MSR.
“It will help boost the economy, be it the state or country, and create job opportunities.
“The ministry is satisfied to see Gambang developing and moving in the right direction,” he said after visiting MSR’s facility here recently.
Chin added that the ministry is determined to see the development of renewable energy in the country to take off in the right step.
He said the Sustainable Energy Development Authority (Seda) had already been formed to manage and regulate activities and development in the area.
“A conducive setting is essential to promote a new industry so companies can steadily build their businesses.
“Efforts taken by MSR to venture in the industry must be praised and emulated by others.
“Renewable energy is still new but it is critical for the country and those dealing in green technology.”
Chin said that some 80% of the 70 workers in MSR are locals and this was equally important too as the country needed skilled workers in this area.
The government, he added, strongly encouraged such development in a new industry as it would further improve growth in green technology.
“It will play a significant role in giving a good boost to the economy and build a pool of skilled workers.”
Also present at the minister’s visit was MSR managing director Ong Ah Hwa.
He that MSR is a fully-owned Malaysian company and its current production capacity was 25mw and would be increased to 70mw by the fourth quarter of the year.
“Most of the products are exported as the demand is higher but the company expects to cater to at least 50% of the local market by year end after the FiT (feed-in-tariff) for the development of renewable energy becomes effective in December.
“Government projects made up the main bulk of the local market but demands from the private sector is expected to increase beginning next year,” he added.
Ong said the present investment is RM80mil, but the company had plans to expand production to accumulate capacity between 50MW and 70MW.
The expansion project would involve an aditional RM80mil and to commence in November and this would be able to meet demands of local and foreign markets.

China-based Wenzhou Foreign Trade and Economic Cooperation Bureau will invest RM900 million to establish an integrated industrial park comprising logistics and warehousing facilities in the East Coast Economic Region (ECER)'s Special Zone in Kuantan, Pahang.
Through the investment, Wenzhou will have its first trading complex in the ECER, which will be located in the integrated industrial park to boost bilateral trade.
Construction of the integrated industrial park is scheduled to take off June next year and be completed in 18 months thereafter.
Wenzhou Foreign Trade and Economic Cooperation Bureau and the East Coast Economic Region Development Council (ECERDC) today exchanged documents to formalise the planned investment in the special zone witnessed by International Trade and Industry Minister Datuk Seri Mustapa Mohamed.
Mustapa said both parties would also collaborate to identify new areas of economic collaboration and stimulate investments.
"I hope this investment will prompt other companies from China to invest in Kuantan and other parts of the East Coast," he said after witnessing the exchange of documents between the two parties in Sri Kembangan today.
The event was part of the two-day Malaysia-China Trade and Investment International Conference 2011 which started today.
Launched by Mustapa, the conference was attended by more than 1,000 delegates from China, Dubai, Sri Lanka, Iran and Japan. More than 400 delegates are from China. Mustapa advised Chinese companies keen to undertake projects in Malaysia to use the services of the Malaysian Industrial Development Authority (MIDA) and the Malaysia External Trade Development Corporation (MATRADE).
Mustapa, who is scheduled to meet his Chinese counterpart next month, said he would discuss the planned 55 sq kilometer industrial park to be constructed in Wenzhou as a joint-venture project between Malaysian and Chinese companies.
"The first phase of the project is expected to be completed in 2015. The proposal for the project has not been submitted," he added.
Wenzhou, dubbed the "light industry capital of China", produces 60 per cent of China's shoes and has a strong presence in apparel manufacturing.
It is also a major manufacturing centre for electrical appliances, electronic items and light machinery.
Wenzhou has established commercial centers in Brazil, Holland, United Arab Emirates, the United States and Germany.
In Malaysia, its trade centre is located in Ipoh, Perak, while its trade centre in Senai, Johor, is currently under construction.
Earlier, at the launch of the conference, Mustapa said that MITI, which has been focusing on Beijing and Shanghai, was expanding its range of business contacts in China to provinces such as Wenzhou, Yunnan and Guangxi.
"We will also work with the Hainanese, Hakka, Teochew, Fuchow and Guangxi clan associations to help us connect with their counterparts in China," he added. -- Bernama
