Not only totally unnecessary and inadequate, but perhaps a safety issue too (with all the reflections from the polished surfaces that might confuse somebody for a moment, but a moment is all it takes...)

The Azerbaijani Transport Ministry plans to put the first circular road into exploitation in Baku in late 2009 and early 2010.

The total length of the new circular road is 21.5 kilometers. The total investment is around $80 million. The road begins at the sixth kilometer of the Baku-Russia border road and ends at the 22 kilometer of the Baku-Georgian border road, a source at the Transport Ministry close to the work said on May 26.

Moreover, at present the Transport Ministry has already begun work on the second circular road, particularly in the Khojasan-Lokbatan section. Length of the Khojasan-Lokbatan section will be 11 kilometers and it will be attached to the first circular road. Construction of this section of road is conducted by the local company Tehnikaservis.

The project of construction of a second circular road suggests that the new road will pass along the coast through Lokbatan, Khojasan, Bilajary, Novhany, Mahammad, Pirshaga, Mashtaga and Hovsan. The length of new roads will be 58-60 kilometers, the road will be bilateral and composed of four bands. It is planned to build dozens of bridges and road branchings on the ring road.

The Azerbaijani Transport Ministry plans to put the first circular road into exploitation in Baku in late 2009 and early 2010, Azerbaijani Transport Ministry Press Secretary Namiq Hasanov said on May 26.

"This road will allow large vehicles to enter the city. The road is scheduled to put into operation in late 2009 and early 2010," Hasanov said.

Come on man!!! This kind of picture is for the museum. I think there is nothing bad in having a historical car like that. At least i haven't seen anything like that during my recent years of living in Azerbaijan, maybe just in my childhood.

Azerbaijan has a bad heritage of the transport infrastructure from the Soviet time. Today there is a big number of roads and motorways under construction or reconstruction:

1. Baku-Russian border concrete motorway.
The motorway has 6 lines. The part from Baku to Sumgayit is finished while the rest part is still under construction. Most of the works are done and the motorway will be opened in beg. 2010.

2. Baku-Georgian border road.
This is a 4 lines road. The most parts of the longest road of the country are finished, while some parts from Kurdamir to Ganca are still under construction. It is expected to be fully finished in the end of 2010.

3. Baku-Iranian border road.
The road has 4 lines. Although some parts of the road are recently renovated the rest parts are under reconstruction and are expected to be finished up to 2011.

4. Baku-Shemakha road.
The road has 4 lines. This road is under reconstruction and is expected to be finished in 2010.

5. Baku Ring Road 1.
This 6 lines road is under construction and is expected to be finished in beg 2010.

5. Baku Ring Road 2.
The preparation works are done and the construction of the road is expected to be started in 2010 upon completion of the Ring Road 1.

6. Ganca city Ring Road.
All the financial things are done and the construction is starting in October 2009. The city will benefit much from this road.

Baku itself has a dozens of road projects like tunnels, bridges, pedestrians, roads... There are some more road projects in the other parts of the country, but i have less information about them.

How long it will be ?

15 km over the sea and about 20 km with the parts on the land. The project is by Korean ”Dong Sung Engineering” and will be finsihed until 2015. The investments in this project 1 bln $. At the same time Korean company will be operator of the bridge for 15 years.

If we talk about the transport infrastructure, then here is recently opened Baku International Bus Terminal. It is the biggest bus terminal on the territory of CIS countries. At the same time the 3-rd line of Baku subway is under construction and will be prolonged until here with the station "Avtovagzal" near the bus terminal

I'm really not into talking about Slovenian roads in an Azerbaijani thread, but you must be blind not to see the whole area shown was struck with landslides and heavy thunderstorms. It was probably when Slovenia was hit by a tornado (yes, a tornado in Slovenia). Now, if you think that's funny...

Largest road tunnel of Baku is opened

Baku, Fineko/abc.az. President Ilham Aliyev has participated today in the ceremony of putting into operation the largest road tunnel of Baku.

The tunnel is located on the crossing of avenues Azadlig and Zia Buniyadov avenues. Its construction was launched in 2007. The construction was carried out by Turkey’s Yapilar Insaat-Ticaret LTD. The tunnel’s own length is 310 m and together with entrances and exits 610 m.

Why would the authourities want to allow large vehicles to entre the city, the inner city roads in Baku are terrible, traffic management is inadequate adding more heavy trucks will just increase the allready terrible chaos that exists in Baku.

In all the nice photos of the motorways in Baku you didn't get a single photo that shows all the idiots who try to cross the motorways instead of using the pedestrian overbridges, the bus and taxi drivers who just stop whenever someone wants to get on or off, and the fact the Azeris don't know what the lines on the road are for and straddle lanes and generally drive like idiots.

The inner city roads in Baku were terrible before construction of bypasses bridges. There are some problems still but they are solving out those too.
For traffic management government brought intellectual traffic management system which is practiced globally. The pedestrians have bad habit from Soviet Union when we did not have such roads, taxi drivers everywhere same even in NY they do same. The bus drivers I agree with you they need to stop only in bus stop. Azeris do not know lines? You have got to be kidding. :lol: Maybe they confused with some new roads. I am not agree with you cannot tell everybody idiots. There are idiots everywhere.

I go to Russia a lot, I have never seen Russians wandering accross the highways like the people in Baku do. The roads around the city centre are pretty bad, especially the goat tracks around ISR Plaza. I think the main problem with traffic in Baku is the large number of one way streets, you are constantly backing tracking to get anywhere.

No I very much doubt he is changing lanes, you can also see other cars straddling the centre line. I don't live in Baku, you would have to pay me a huge amount of money to do that, I travel there often because I have too not because I want too.

In January or February Azerbaijan to sign an agreement on KOICA’s grant for feasibility study and primary design of bridge across Baku Bay

Baku, Fineko/abc.az. Preparation for organization of engineering of highway bridge across Baku Bay is under completion.

Azerbaijani deputy transport minister Musa Panakhov says that the Ministry of Transport has finished drafting an agreement on grant of the Korean International Co-operation Agency (KOICA) for feasibility study of the project and primary design of the bridge.

“We expect to sign the grant agreement in January or February 2010 and work over feasibility study will start. A decision on terms and parameters of the construction, and scheme of financing will be made only on its basis,” Panakhov said.

It is planned to attract grant in the amount of $1.5 million from KOICA.

In accordance with primary estimations, length of the cable-supported bridge will be 14 km and its construction will take five years. The bridge across the Baku Bay is expected to distract more than 50% of traffic from Neftchilar Avenue (Baku quayside), sphere Baku circular road and will promote to tourism development. The bridge will also enable moving some entertainments far into the sea.

Fare across the bridge will be coordinated in the process of construction depending on rise in prices for petrol and period of investment recoupment. The more will be this period the less will be fare. The company will attract and spend all investments.

Earlier, the Cabinet Ministers of Azerbaijan was ready to give sanction to Korean company Dong Sang Engineering for making the project feasibility study. Its cost will be established in the process of feasibility study development, and all existing estimates are preliminary. The Korean party is ready to develop the project, build the bridge, operate for certain period and then transfer it to Azerbaijan.

Earlier, the Transport Ministry refused from bridge laying from Bayil settlement to Zikh settlement through the Nargin Island to prevent overloading of the latter with motor vehicles. Bridge length will be about 14.5 km. Its design and construction will take close to six years.

The bridge will be able to pass ships with deadweight of 40,000 tons. The construction cost totals some $1 bn. Korea will construct and operate the bridge over 25-30 years. That will be chargeable route that will enable paying for investments. The bridge is intended to unload the centre of Baku from automobile transport flow.

That's a rather daft comment, the weight of the ship plays next to no relevance in whether it can pass under the bridge or not. The height from the lowest point of the navigational span of the bridge to the water level is the deciding factor.

By the way, since there is no gap in the median for drainage, I guess this road could become problematic in torrential rain.

Actually this road is called "Silk Road" as part of Europe-Asia corridor. And it was built one side up and one side down. Especially for water when it rains to run to off road. By the way it was constructed by Turkish company.:)

Drainage in median is not needed in this particular section, it has no use because of roof gradient.

Akkord launches construction of 5 tunnels and 3-storey parking in Baku

Baku, Fineko/abc.az. Building company Akkord starts construction of motor tunnel at the Gelebe (Victory) Square in Baku.

The Company informs that it became the winner of Transport Ministry’s tender procedure for regulation of motor transport at Gelebe Square around Ganjlik metro station, prevention of jams and provision of traffic regime without traffic lights.

“Tender winner Akkord is to undertake construction of 5 tunnels, a 3-storey motor parking and expansion of adjoining roads. When realizing this project the Company is expected to re-direct the exit of Ganjlik metro station on Ataturk Avenue to the centre of the square. This matter has been coordinated with the Baku Metro,” it was reported.

The beginning of project works is scheduled for this April.

“First of all, Akkord will ensure transfer of numerous communication lines. For partly restriction of traffic there will be constructed two tunnels and then stage by stage third, fourth, and fifth tunnels,” it was informed.

About 200 workers of Akkord and 40 units of relevant equipment have been involved in the project by the present. Enclosing works are carried out on the territory.

I would say even it would be cheaper but there is road junction in that area. That is why it is impossible to do it over there in that circle road.

This project is for avoiding traffic jams in that area during rush hours. And it is nothing to do with defendant driving.:nuts:

In the first quarter of 2010 the state investment expenses of the Azerbaijani budget made up AZN 576.5 mln.

According to sources in the Finance Ministry, AZN 474 mln was sent to construction and reconstruction of energy, gas, transport, communal, melioration and water infrastructures in Azerbaijan, according to the operative data of country’s state budget execution in the first quarter of 2010.

“In particular, AZN 359 mln was invested in construction and reconstruction of the road and transportation infrastructure in the first quarter and AZN 18.6 mln into the construction and reconstruction of the Baku underground stations”, the statement reads.

Along with the investment expenses of the state budget of Azerbaijan, in the first quarter of 2010 the country’s government raised AZN 55 mln from foreign sources and also sent them for construction and reconstruction of infrastructures.

The US dollar exchange rate was AZN 0.8034 as at April 1.

Budget of WB Highway Project III in Azerbaijan to exceed $296 mln

The World Bank Group (WBG) is preparing to approve the 3rd Highway Project in Azerbaijan.

The Baku-based WB representative office reports that consideration of the project by the Bank’s Board of Directors is scheduled for 25 May.

“Government’s stake in project budget will exceed $50 million,” the WB office said.

The WB itself will grant a $246 million loan for the project. As a result, the project budget will exceed $296 million.

It is supposed that $70 million will be allocated under standards of the International Development Association (IDA) and $176 million – under standards of the International Bank for Reconstruction and Development (IBRD).

This project will concern mainly expansion of Baku-Shemakha road by two more traffic lanes.

On 3 February the Azerbaijani Ministry of Transport closed the expression of interest to consulting services on this project.

The purpose of consulting services was preparation of the project on expansion of Baku-Shemakhi-Yevlakh highway section between 45-122 kilometers from two to four lanes, in particular, preparation of bids on the project, preparation of plan of measures on transfers in connection with construction work, choice of suitable alternatives.

The start of works is scheduled for April 2010.

The feasibility study on the project works was made by Scott Wilson.

In 2008 fiscal year the Bank approved $300 million of extra financing for Highway Project II for further works on reconstruction of Alat-Astara highway and construction of a by-pass road between the Tagiyev and Sahil settlements nearby Baku.

Highway Project II, for which International Bank of Reconstruction and Development (IBRD) financed a $200 million loan, included provision of funds for reconstruction of Alat-Astara and Baku-Shemakhi highways, but $35 million of the loan has been re-directed for reconstruction of Kurdamir-Ujar highway with possible increase of financing up to $70 million.

Asian Development Bank’s road project in Azerbaijan extended by a year

The Government of Azerbaijan and the Asian Development Bank (ADB) have managed to prevent a stop in the process of implementation of a project within the road program of ADB Multi-Tranche Financing (MFF) for the country.

The Baku-based ADB resident office informs that the project, period of which formally expired on 30 June was extended by another year.

“The formal request for the extension of a project on reconstruction of Masalli-Astara part of Alat-Astara highway, directed by the Azerbaijan Cabinet Ministers to the ADB management turned out sufficient for that.

Signing of any special agreements on this project is not required,” the ADB office said.

The government bolstered its inquiry with a report on full implementation of the project on the first section of this highway. The ADB mission that visited the country was satisfied with the done works and the report itself.

Non-standard character of the Bank’s mission was in its saving objective.

Collision has arisen because the Ministry of Transport wrote the term of implementation of the project as 2 years instead of 4-5 years offered by the Bank. At that, construction works have not been commenced so far over protests of the public concerning discrimination when repurchasing lands for the project route.

Besides repurchase of lands for Masalli–Astara highway reconstruction, it was also raised the issue concerning selection of the construction contractor.

Earlier, the Azerbaijani government was not inclined to dramatize the situation round the project of reconstruction of highway Alat-Astara, financed jointly by the government, World Bank (WB) and ADB and almost stopped over numerous protests of the public. In the government’s opinion, it was possible to resolve the problem easily and did not require any additional efforts. However, all turned out to be different in reality.

The Ministry of Transport conducted a contest on works in the first segment of ADB highway section. But the Bank is still unaware of the winner, that is, at present the Bank does not know whom to finance.

Alat-Astara highway is part of highway via route Baku – the border with Iran, length of which is 313 km. Total cost of the Alat-Astara road reconstruction is $400 million. In fiscal year 2008, WB funded $120 million for its reconstruction out of the $200 million credit for development of country’s main highways.

ADB allocated $200 million for financing a 59 km Masalli-Astara segment to run via new route, local roads in the region of project coverage, organization of motor parking along the highway, support and increase of potential of highway network management.

The bank finances $190 million of its ordinary capital resources (OCR) and $10 million from the ADF concessional resources. By present time, no more than 1.5% of whole loan has been spent. The funds were spent on payment of services of the consultants.

He was addressing members of the public yesterday after opening a 23-km section of road connecting Samur and Hazra near the Russian border in northeastern Azerbaijan.

"The road will serve 16,000 people and connect 27 settlements and villages. This will be convenient. Photographs show the state of the previous road - it cannot even be called a road - people had real problems there. Now this wonderful road will serve people for years and decades."

New and extended roads were a major feature of the president's day yesterday. He opened a bridge and ring road around the town of Shabran, formerly Devechi, on the highway between Baku, Guba and the Russian border and opened a 34-km section of the same road further north.

"Our road construction work covers not only highways but also rural roads. In the coming years the construction of rural roads will be more intensive because the construction of almost all the highways is continuing successfully," the president said. "A section of the Baku - Guba highway has been commissioned today. This is a high quality road. The construction of roads along other routes - Baku to the Russian border, Baku to the Georgian border, Baku to the Iranian border - must end this year or next. As for rural roads, there is a great need for their construction. Road construction will continue in the remote areas and villages. People in all Azerbaijani regions should have good roads.

"Roads represent development and culture. Development is possible where there is culture. Gusar and its neighbouring districts have great tourism potential. We can use all these opportunities more effectively where there is a road. As you know, Gusar has enjoyed rapid development in recent years. I am satisfied with the rate of development. Economic development, the creation of industrial and tourism enterprises - work in all these spheres - is done on a high level. In the past five to six years, 17 schools have been built and several others refurbished. A big hospital is under construction."

The president went on to consider tourism and overall development in Azerbaijan.

"The autumn-winter tourism complex Gusar-Shahdag, which will be Azerbaijan's top tourist facility, is under construction. Today I will have another look at the construction work. Thousands of new jobs will be created through this complex; major investment will be made in the economy of the region to ensure the long-term and successful development of Gusar District.

"This work is going to plan. The attention to the economic development of the country, measures to improve living conditions, social programs, salary, pensions, construction of industrial enterprises and tourism centres all pursue one goal - to ensure the prosperity of Azerbaijani citizens, to promote the highest standards in every part of the country and ensure our comprehensive development. The regions are developing, the capital city is developing, regional centres are improving and being modernized - this is development!

"This is my fifth trip to Gusar as president. I am happy with the innovations and development I see here during each visit. I congratulate you on all these achievements. The construction of the road was entrusted to the executive authorities of the region and I can see that good-quality, tasteful work has been done. Additional funds will certainly be allocated to the construction of other rural roads. The Azerbaijani state is strong. We have a strong economy and big financial capacities. All these opportunities are designed to develop the Azerbaijani people and our regions. I congratulate you on this wonderful event once again."

As we can see there is huge investments in road and highway contruction in Azerbaijan. The first Baku ring road will be opened until the end of this year, at the same time construction of the left parts of the main highways is going on and will be completed until the end of 2011.

P.S. Please take into consideration that Azerbaijan had the worst roads and no highways among the countries of South Caucasus during the Soviet era.

The signs are easy enough to figure out. :) After all, they are fairly standard European signs. The construction signs indicating a contra - flow setup are unique. Haven't seen those used elsewhere.

In the Əlavə məlumat nişanları (lövhəcikləri) section, I believe that these are supplementary signs that might appear under the "Other Dangers" sign, or may be supplementary to construction signs.

Now it's starting to get interesting... I think I can figure out some of the signs in the Yol nişanları list, but others, I'm clueless.

1: Use of cab marker lights req'd
2: Use of safety beacon light req'd
3: I think that's either "Winter tyres /or chains req'd
4: School children/children playing
5: No vehicles over 24m long

Yol isl?rind? istifad? olunan isar?l?r is easy. It’s all roadworks signs, except for the last one. The last one is attached to any overhead line. It makes it easier for dump truck, end excavator operators to see.

The last one is all pavement markings and thus is pretty much self explanatory.

President Ilham Aliyev participated in the opening of Nakhchivan-Sadarak highway

Construction of Nakhchivan-Sadarak highway – the only land route between Azerbaijan and Turkey, began in March of 2008. The total length of the four-strip way is 81.95 km, it is 23 meters in width, and the width of the asphalt pavement is 17.2 meters. On the side of the highway, the first portion of which was commissioned during last year's trip of the President to Nakhchivan, there are special drainage and irrigation ditches and a few overpasses have been built on the highway.

The road pojects presented here are mostly expanded old roads and highways or totally new one. Since the presented territories are located mostly in the parts of the country with lack of green areas you can not see many trees but there is a huge work on planting trees on sides of the highways so on my next trip to Azerbaijan I wil try to make and present some photos of these works as well

Could anybody clarify the road numbering system in Azerbaijan please? German Wikipedia refers to 8 main roads numbered M1 - M8, while Wegenwiki refers to M1 - M4 plus some A3xx routes.

The A3xx routes are Soviet numbers. It's uncertain if Azerbaijan changed its numbering system for secondary roads (they did so with M1 - M4). Apparently Azerbaijan is the only country in the Caucasus which didn't change the Soviet numbers immediately. Armenia and Georgia changed them pretty quickly, but central Asian -stan republics did not. (Kazakhstan recently introduced a new A-numbering system).

It's also said some two digit Axx numbers are used, but I've never seen them on photographs nor on maps. Google Maps uses the Soviet Axxx numbers plus M1 - M4.

During Soviet times, only M27 and M29 ran through the Azerbaijan SSR.

Question about the M6 and M8 roads in southern Azerbaijan...

Since the Armenian border crossings are closed, how far west on M6 and east on M8 can one drive before encountering a road closure? Are the closures near (< 1 km from) the borders, or are they further inland?

If I am not wrong the highways are open until the last millitary basements, usually 1-3 km until the border and frontal line.

That cloverleaf looks impressive, but it is rather poorly designed if traffic volumes are predicted to be high. There are two-lane loops, but there is almost no time to merge onto the motorway from them. It would've been much better with a collector/distributor setup that separates the weaving from the mainline motorway. I must say the landscaping is outstanding though.

According to one of the users it is under construction.

The length of the main part of the bridge, which will be built over the Caspian Sea from the suburb Shikhovo to Zykh, are 13,5-15 km. Along with communication length of the bridge, which connects with the Baku ring road could reach 26 km. Thus, the bridge will be the second longest in the world after China.

Bridge construction will be completed in approximately 5 years.

The project cost is $ 1.4 billion, has announced that construction of the bridge will be implemented by 2013.

Why do you use anglicised scripts for the names of Azerbaijani towns, even for small villages that don't have common English names.
I noticed that fact very often not only in your posts but at posts of different Azerbaijanis.
Is it a habit rooted in Soviet times because Russians never respected languages of other nations and russified even personal names?
Modern Azerbaijani script is readable for all people who are able to read Latin script. Only ə is unusual for Europeans. But that's no problem. You can use it like Icelanders use ţ instead of th. It is part of Azerbaijani language so we have to respect it.
Or if you wanna you can write ä instead.
But kh instead of x and so on is not necessary!
By the way: It is much easier for foreigners if you use correct scripts because they are found on maps and road signs as well.

Dear Hanno,

First of all thanks a lot for an important notice.

The way we write depends on the language and the alphabet we use. For instance I always try to use the correct letters for the names of Azerbaijani cities e.g. Bakı, Lənkəran, Naxçıvan, Xandəndi... In case I use the usual English keyboard without ə, ü, ö, ğ... I would prefer to write the same names as Baki, Lankaran, Naxcivan, Xankendi...

When it comes to English I have to respect the correct writing in it. In this case the correct way of writing of names of the above-mentioned cities is Baku, Lankaran, Nakhchivan, Khankendi...

WB promises to build another 300 km of roads for Azerbaijan for several years

The World Bank prepares to double the volume of construction and reconstruction of highways in Azerbaijan.

WB country representative Joseph Owen says that starting from 2001 Azerbaijan has improved A-roads with the total length of 300 km thanks to Bank’s loans.

"In the next few years the WB will finance projects to improve roads in Azerbaijan with length of another 300 km," Mr. Owen said.

Since 1992, when Azerbaijan became a WB member, the Bank has approved granting of the loans for Azerbaijan in the total amount of $2.9 billion for 43 projects.

"Today, the current WB portfolio in the country is $2.3 billion for 20 active projects," he emphasized.

When it comes to English I have to respect the correct writing in it. In this case the correct way of writing of names of the above-mentioned cities is Baku, Lankaran, Nakhchivan, Khankendi...

thank you very much for your answer.
I think there is a difference between "Baku" and "Nakhchivan".
"Baku" is an exonyme like "Munich" for München. But the reason that the city of Naxçıvan still is often written "Nakhchivan" is that it was the old transcription from Cyrillic script. Nobody would ever write the Turkish city of Çorum as "Chorum" in English.
Such things you only find at city names in former Soviet countries.
It is ok if you respect English language. But you could clarify English speakers that they have to respect Azerbaijani language at the same grade they do with Turkish language.

Is this way of signage standard in Azerbaijan or an exception?
On photos from Baku I only saw multilingual Azerbaijani signage.
To this kind of "bilingualism" I can only say: WHY???
You will find this never in any other Latin writing country.
