Hi there have you heard of this new development. They are currently awaiting the Environmental Authorization, but an architect has been appointed for the shopping centre L P A (Louis Peens Architects).

Construction of a Value / Lifestyle Centre, a Regional Shopping Centre, a Light Industrial and Motor City, a Commercial / Business Element, low, medium and high-density residential units, ultimately comprising up to 5 000, a Hospital Complex, incorporating emergency services, doctors rooms and a variety of specialist medical services, a few Hotel Sites and a Private School with associated sporting facilities, for the proposes N2 Gateway Development Project, situated along the N2 highway, 14km from the CBD, on the western border of Port Elizabeth towards Jeffreys Bay, in the Eastern Cape.
Estimated Project Value: R 20-billion.:)

there is plenty of vacant land on the western edge of the city. for some reason the city just stops, and its has been like that for a long time (well since i lived there). this will be great. the access via the N2 should also be great. the new mall in jbay is going to be taking more shots - shame, but jbay was never ready for such a big retail development.

PE red tape and admin might yet be the final decider for this beast.

^^ Question though... Really not trying to be out of line, but asking an urban sprawl and decentralisation question: I'm really worried such a mega-development on the western fringes of the city would cause central PE to be further neglected and the stadium precinct (near North End) to remain under-developed. PE is the ocean, it's her asset!

Is it not going to cause tremendous capital flight from the traditional core of PE? I really wish PE could spruce up the city-proper more, integrate the CBD with the beach and Humewood, as well as connect the NMB Stadium to the CBD with a development corridor (CID district).

i hear ya. the central area is a bit of a dump imo, and is in need of upgrade. however, there is not enough space in that area for a project like this. the western area is the only area the can still be expanded (PE is build up eastward till blue water, cape receive is a natural boundary to the south and is also a national park, northen part is damn naty townships followed by even nastier uitenhage and its half brother Dispatch). i still doubt htat PE can pull this off.

anytime yo, anytime. bisho is the worst admin centre in the country. ffs, PE is consequently struggling. they have a real "what have you done for ME lately attitude". if the tk went to kzn the EC would be another story, hellofa financial burden.

The project has received the green light from the Nelson Mandela Bay Municipality (NMBM) and is now awaiting the finalisation of the EIA, the last in the line of required approvals.

The developers are Billion Group and Abacus Asset Management (Previously CapeGate Development Company) and the Billion Group are currently going mad with developments in SA, even with the current economic climate.

I truely think this project will and should go ahead. I am sorry to hear about the CBD of PE. There might not be space for more development, however they are revamping other Cities, hopefully PE will be next in line.

WHILE plans to build a R20-billion development in Port Elizabeth’s western suburbs have been extended for a further six months and tenants have yet to be confirmed, property giants Billion Group have expressed their confidence that the lavish project would be a major success in the city.
Billion Group projects director James Stewart said construction of the 101000m² shopping complex – larger than the Greenacres Shopping Centre – had been postponed until June next year, instead of January as was announced about a month ago.
The Bay West City development project, which straddles the N2 between Hunters Retreat and Sherwood, will include a shopping centre, two hotels, a hospital, housing, light industry park and a stop for the Apple Express.
Stewart denied claims that development of the shopping mall was to be scrapped and said plans were going “full steam ahead”.
“We have nothing but positive feedback from franchises we have approached, but we do not have any confirmations as yet. You must bear in mind that the mall will only be open in three years’ time,” he said.
Billion Group leasing consultant Gavin Tagg, who is also managing director of Retail Network Services, said retailers had expressed keen interest in investing in the proposed new development.
“We are still in the process of finalising plans, tenants and the layout design,” Tagg said.
“The tenders will go out next year, as well as a detailed plan with the major (estate agencies).
“We’ve done extensive research in the market by employing market research companies, and we’ve found that the centre will in fact be sustainable. All the feedback we received was very positive.”
Meanwhile, Walmer Park and Greenacres have expressed interest in further expanding their properties, which could place the Bay West plans of being marketed as the “biggest shopping mall in Port Elizabeth” in jeopardy.
A Greenacres centre management employee confirmed that the centre had proposed plans to expand the shopping mall to its head office, but it had not yet received any confirmation.
Walmer Park spokesman Leonie Scheepers said it was planned to expand the centre by 4000m², but this was subject to approval from the municipality and neighbours.
“We have already received approval for finance from head office, but they too have said it was subject to our fulfilling the requirements,” Scheepers said.
The complete development of the 310ha Bay West project would take 15 years to complete and cost between R15-billion and R20-billion.

This development has been named Baywest City. I have spoken to the developer this week, she mentioned that they have received all approvals and are currrently busy with the Designs and Feasiblity Studies. It sounds like the first part of the development to be going ahead will be the Shopping Centre.:)

Changing the Face of Shopping and Lifestyles
A new signature mixed- use development in Port Elizabeth, Bay West, is currently on the
drawing boards as a joint venture between the Billion Group, and Abacus Property Group,
who are specialists in property investments and led by Sisa Ngebulana and Johan Odendal
respectively.
Both companies owned 157 hectares alongside each other initially and after much
consultation decided to merge their plans and create a mixed- use development on a
massive scale – currently it is the biggest development of its kind in the country.
“The catalyst for this spectacular development will be a super regional shopping mall of 80
000 m2,” says Sisa.“In addition we envisage a 30 000 m2 value centre within the
development.”
The mall itself, will be enclosed and the entertainment area will flow onto a big boulevard
which will be populated by coffee shops and boutiques with apartments on the floors above.
From the plans it appears to be similar to Melrose Arch but within a “greener” space with
lots of trees and a true lifestyle feel.
“Basically it’s not unlike the Canal Walk development,” comments Sisa, “ the main difference
is it’s on a much larger scale.”
The current environmentally sensitive areas of the site will provide large quantities of public
space to the development – with over 20% of the development dedicated to open space.
“These natural green areas will be carefully landscaped to preserve the environmentally
sensitive vegetation while providing useable parkland space for recreational purposes.”
The precinct will also house vibrant squares or piazza’s as outdoor communal living spaces.
A range of activities are planned for the edges of the squares to encourage their use and to
maintain a sense of community.
“These squares will be designed at precinct and local level. Naturally due to the different
land uses across the sites, these squares will take on different characters.”
The value of the development will be R15 billion rand and will occupy 314 hectares to the
west of Mandela Bay. Bay West will create a new urban node and metropolitan gateway at
the western entrance to PE. The built environment is that of a centre or urban node rather
than a suburban area, with a substantial portion of the development ranging from three to
five stories.
“There are 7000 residences and apartments planned and retirement homes, a medical
centre, an office park, motor show rooms and a light industrial zone. All this within a
development centred around conservation areas, lakes and green belts.”
Another novelty of this development is the railway stations planned for the centre – these
will run from the beachfront to the development. Tourists will be able to reach the centre
safely and residents will have the added benefit of safe public transport, should approval for
this be received.

“The vision behind Bay West is to create a safe haven where people can live freely.
Residents must be able to stroll with their kids, walk their dogs in the parks and push their
prams from their homes in the development to the open air boulevard and the mall. It
offers a whole new way of living in a pedestrian friendly setup.”
Security is also a prime concern for the developers. They are looking at hi-tech security
systems and access control to ensure that this development lives up to the developers
dream of being a “walk through” destination.
“The site plays a key integration role in the future road network of Port Elizabeth’s western
region. A big bonus for this development is that the main internal roads connecting the
development to the larger city are specifically seen as urban activity spines,” comments Sisa.
The development, which includes the Red House Chelsea Arterial Corridor, which will link
Walker Drive and Cape Road to the N2, thereby relieving many of the congestion issues of
the area.
The marketing research undertaken seems to support these development plans
wholeheartedly. The demographics warrant an additional 227 000 m2 of retail space and
suggests that the area is currently undersupplied to the tune of 150 000 m2.
The design team, headed by LPA architects, have created an impressive, modern layout
combined with a fantastic tenant mix which will attract customers from not just Port
Elizabeth but the greater region, south of the Eastern Cape.
Gavin Tagg, retail strategist for Retail Network Services together with Eradus van Antwerpen
of Abacus will handle the leasing.
The mall has been exceptionally well received by the key anchor national retailers as being
something unique, fresh and well thought out,” says Gavin Tagg.
Earthworks for the mall are scheduled for early next year and construction will commence in
April 2010. It is forecast that the mall will open in October 2012 and the rest of the
development is envisaged to be completed within the next 15 years.

The construction for the Bay West Mall is planned to start early 2011. It is forecast that the mall will open in March 2013 and the rest of the development is envisaged to be completed within the next 15 years. Port Elizabeth currently does not have the benefits associated with a newly designed and modern mall and hasn't seen such an investment for many years, consequently retailers are keen to be a part of this exciting development.

No, they are actually in talks/negotiations to get construction started quite soon, within the next 2 - 3 months hopefully. The council approval has been sorted out, so it's really just sorting out the price, etc and then hopefully we'll see some movement on site, it's been WAY too long!!!

LPA were the architects and believe its DHK now. my little birdie tells me its still a while away. Hard to make Retail numbers stack in E Cape due to low spend levels especially when one then builds new
