Just a bit of trivia, for those who want to know the meaning of Bancasi Airport's IATA code.

Similar to Los Angeles decades ago, the weather station for what is now Bancasi Airport had a two-letter identifier. For the case of Butuan, this was BU. However, with the rapid expansion of the aviation industry (and with it the corresponding bloom in the number of airports), an additional letter was added for the airport to comply with the requirements. That's why BU became BXU. The "X" in BXU, similar to the "X" in LBX (Lubang Airport in Occidental Mindoro), XSO (Siocon Airport in Zamboanga del Norte) and XCN (a private airport in Coron, Palawan), does not stand for anything.

Just like in LA, I'm surprised to see that at least in SSC, BXU has become synonymous with Butuan. I wonder if that's the case in real life.

^^ CalbaYog, Philippines. Same with MPH (Malay, PHilippines) and BPH (Bislig, PHilippines). WNP is a bit tricky. I always thought the N was for Naga and the P was for Pili (where the airport is located). Of course, those are guesses.

There has been a change in the schedule regarding the flight between CEB-BXU v.v. Air Philippines will cease its operations starting September 1st so there's no codeshare between PAL and AirPhils which means only PAL Express will operate.

Effective this September 1st, every Monday, Wednesday, Friday, Saturday and Sunday, PR 289, a Bombardier de Havilland Canada 8-Q300 will depart from Mactan-Cebu International Airport at exactly 9:20 AM and will arrive in Butuan's Bancasi Airport at approximately 10:10 AM. PR 290 will depart from Bancasi Airport at 10:35 AM and will arrive in Mactan-Cebu Int'l. Airport at 11:25 AM.

I have no pics of the interiors and I couldn't find any pic on the net but if you're a first-timer here in Butuan, I'm sure you'll be shocked when you see the airport's interiors. :lol: It looks hideous! :ohno: Sa labas pa, pangit na tingnan, what if kung sa loob pa? hahaha Anyway, the airport is undergoing modernization na but still the size could possibly be small. The budget for this modernization is enormous and they didn't even consider constructing a new and modern airport. :ohno::ohno: There are alot of people complaining about the terminal which is poor in condition.

Ain't it obvious? The airport is too small and that's why PAL has its own building because the terminal is too small and there are no restaurants and shops inside the airport, hence these restos and souvenir shops have their own buildings outside the terminal. :ohno:

Nope, I haven't rode an airplane yet since birth but I love aviation since childhood.

Others that have flown from MNL-BXU and CEB-BXU said that the runway is now smooth because of the asphalt and yes, its no longer bumpy na. The airport can also handle night flights because lights were installed on the runway, thus making it easier for planes to land. There are flood lights at the tarmac too.

New perimeter fence at the tarmac
PAL deploys their Airbus A320 for MNL-BXU routes and v.v
Runway overlapped with asphalt
New lights added at the tarmac corners.
The Saturday flight of PAL Express CEB-BXU will not operate from September 19, 2009 to October 18, 2009.

The airport is strict. There are airport security guards around. They won't even let us go near the arrival area. :lol:

Don't worry, it's just a matter of months until the said renovation would be complete.

Yeah. The plane can be too close once it's in Libertad or Bancasi. You can try the Bonbon road or the sports complex in Libertad.

There's a little road to the right which can be seen through the access road that leads to the runway but there's a guard house without a guard. Don't worry, if you see a guard, just tell the guard that you'll take pictures of airplanes. :lol:

But if you really want to play safe then I recommend the Sports Complex or the Bonbon Access road in Brgy. Libertad, or somewhere in Ideal Homes because those are open areas.

Saan banda? Yung sa may PAL bldg.? yung may gate? Hehehe marami talagang tao diyan. Doon din ako magspectate eh. Actually 4 planes of Cebu Pacific landed. 1 PAL Express and 1 PAL. I also had a great time planespotting in Rwy 12. :lol: Minalas din ako dahil low-battery yung camcorder ko kaya I only took pics of the first Cebu Pac plane and PAL Express DH3. :lol:

I'm so excited to see those pics. I hope you took pics of the terminal building too. :)

Airport needs a new terminal... or rehabilitate the existing airport! Maliit lng kc ang airport. sikip pa maxado. even when the terminal expansion is finished, it will still not cater the airport's passenger volume. ok lang cguro kung off peak season... pero if holiday season, grabe! sobrang sikip talaga!

The Bancasi Airport is undergoing expansion to accomodate more airbuses. Daily flights from Butuan to Cebu and Manila are being served by Cebu Pacific, Air Philippines and Philippine Airlines. The Bancasi airport is the 12th busiest airport in the country according to the Air Transportation Office. It has various food outlets within the vicinity for pasalubong. During Christmas season, lechon from Butuan are common sight being transported to Manila, for its crispiness and taste.

CEB offers domestic and international seat sale as low as P999

For January-March 2010 travel

The Philippines’ leading carrier, Cebu Pacific (CEB) entices passengers to travel with a system-wide seat sale for as low as P999. Seat sale period is from December 5-6, 2009, for travel from January 1 to March 31, 2010.
All of CEB’s 32 domestic destinations are up for grabs at the ‘Go Lite’ seat sale fare of P999. This includes direct flights from Cebu to Butuan and Surigao, as well as flights from Manila to Kalibo (Boracay), Naga, San Jose (Mindoro) and Laoag. CEB also flies direct from Davao to Zamboanga, Iloilo and Cagayan de Oro.
Passengers can also avail of P999 ‘Go Lite’ seats from Manila to Taipei and Kota Kinabalu, and from Clark to Hong Kong, Macau, Singapore and Bangkok.
Flights from Manila to Bangkok, Ho Chi Minh, Macau and Guangzhou, and flights to Hong Kong and Singapore from Manila and Cebu are also available for only P1,499.
Meanwhile, for the ‘Go Lite’ fare of P1,999, passengers can fly to Incheon from Manila or Cebu, and to Pusan from Cebu. They can also opt to travel from Manila to Shanghai, Kuala Lumpur or Jakarta. Those with check-in luggage will just add P100 upon booking.
Lastly, Manila-Osaka seats are available at the ‘Go’ fare of P1,999.
“We have the most extensive network in the Philippines, bringing people to their destinations faster and with more convenience. Seat sales like this offering CEB’s trademark low fare alternative give every Juan’s 2010 domestic and international travel an additional boost,” said CEB VP for Marketing and Distribution Candice Iyog.

PHILIPPINE Airlines said Thursday it has added flights, new routes, and bigger aircraft to accommodate the expected increase in the number of travelers during the holidays.

In a statement, the Lucio Tan-owned airline said it had launched special charter flights on the following routes and dates:

• Taipei-Kalibo-Taipei: Dec. 16, 2009 to March 27, 2010
• Cebu-Incheon (South Korea)-Cebu: Dec. 24, 2009 onwards
• Manila-Kansai (Japan)-Cebu-Manila: Dec. 30, 2009
• Manila-Cebu-Kansai-Manila: Jan. 3, 2010
• Manila-Haneda (Japan)-Cebu: Dec. 30, 2009
• Cebu-Haneda-Manila: Jan. 2, 2010
• Cebu-Narita-Cebu: Jan. 4, 2010
• Cebu-Narita-Manila: Jan. 8, 2010.

The airline said it will also use bigger aircraft on the following destinations:

• Melbourne-Sydney: Dec. 18 to 19, 2009 (B747-400)
• Guam: Dec. 18 to 19, 2009, and Jan. 2 to 3, 2010 (A330)
• Singapore: Jan. 2 and 3, 2010 (A330)
• Hong Kong: Dec. 20 and 26, 2009, and Jan. 2 and 3, 2010 (B747, A330, and B777-300ER)
• Macau: Dec. 20, 2009, and Jan. 3, 2010 (A330)
• Bangkok: Dec. 26, 29, and 30, 2009, and Jan. 3, 2010 (B747-400).

PAL said it had also increased its frequencies to Vancouver, Las Vegas, San Francisco, Los Angeles, Honolulu, Sydney, and Melbourne by one or two flights a week, while two to three weekly flights were added to Singapore and Bangkok.

The carrier’s thrice-a-day flights to Kalibo had been increased to 29 flights a week, while the daily service to Butuan was increased to 11 times a week.

Passengers may check flight schedules online or by calling PAL Reservations at 855-8888.

^^ PAL can't compete with Cebu Pacific because they're (5J) using an A319 on the route. One thing is definite here: people prefer to fly jet planes than turboprops.

Calm down folks! If the drawings and contract amount is consistent, its hard to see corruption there.By the way, it is "standard" in construction to short-changed some materials so the contractor can compensate for the loss of profit due to the pay-off's being done to rig the bidding process.Unfortunately, this is the cancer of any government infrastructure projects.It's not the ideal improvement you've envisioned but at least something was improved.

In fairness to PAlex patrons on the shelved Cebu-Butuan route, any disappointments from them? Or I guess Agusan folks don't mind going all out for LowCostCarriers.If PALex has sustained its operations in Ozamiz and Dipolog,whats wrong with Butuan/Agusan?

I must say to some degree...a victim of national government coruption.

the original plan under the Third Airports Development Project (TADP) under the ADB program (which seeks to develop airports of Butuan, Pagadian, Cotabato, Puerto Princesa and Kalibo) into world class standards entails a totally new structures and facilities...but due to government's inaction, the loan went on an expiry and the government was forced to scale down the project...that's why you can see such developments supposedly world class as envisioned ...yet so mediocre in actual..

only the airports project under the Obuchi Fund from JICA (Silay-Bacolod, Iloilo)..went on as planned and built acording to the letter...

RP, Australia partnership defines strategic nat’l transport network

The Philippines-Australia Partnership for Economic Governance Reforms (PEGR) has defined a strategic national transport network under the proposed national transport plan for the country.

The strategic national transport network will serve to create a unified, well-integrated economy where people and goods can move and trade swiftly and efficiently both domestically and internationally, according to assistant team leader George Esguerra.

The network would expand capacities and level of service in the inter-regional and inter-provincial transport links based on the emerging concentrations of demand generated by industries and services.

Esguerra stressed that the country’s roads, seaports, airports, and railways have been spotty and many of them are operating beyond asset capacities.

As specified in the plan, the strategic national road network consists of north-south road backbone, east-west laterals, and other roads of strategic national importance which inter-link regional and provincial capitals, growth centers, and defined principal ports and airports of the country.

The plan aims to increase the paved ratio from 21% to 90% of the entire road network by end-2016.

As regards the national port network, it covers the base ports and terminal ports under the jurisdiction of the Philippine Port Authority (PPA) and the Cebu Port Authority (CPA), and ports directly managed by the special economic zones, particularly the Subic Port (SP) and the Mindanao International Container Port (MICP).

The plan targets to improve or construct 15 RORO terminal ports and nine ports for international transport and strengthen port security systems and procedures of all national ports by end-2016.

The national airport network, on the other hand, consists of the international ports under the special airport authorities and the national airports in the Civil Aviation Authority of the Philippines (CAAP) airport classifications, except the 40 community airports while the road RORO terminal system includes the identified Western, Central and Eastern Nautical Highways.

Under the plan, four international airports (Diosdado Macapagal International Airport (DMIA), Ninoy Aquino International Airport (NAIA), Mactan, Cebu and Laoag) will be developed and four intermodal and tourism airports such as Panglao, Caticlan, Puerto Princesa, Butuan and Cotabato – are to be EXPANDED.

The strategic national transport network translates to a seamless, intermodal transport logistics network connecting production hubs, distribution centers and markets to establish high-quality, efficient logistics chains.

Part of the plan is to establish a single transport document for customs, immigration, quarantine and security purposes that can be used in all transport modes and a single access point for administrative processes and procedures to promote the simplification and decentralization of exchanges of freight-related information and to substantially reduce the cost of regulatory requirements.

The proposed NTP is estimated to cost P748 billion or about 1.2 percent of gross domestic product (GDP), about 69% of which are for road and road transport.

The investment cost is slightly higher than the average actual investment in transport infrastructure during period 1999-2008, which is less than 1% of GDP, but is significantly lower compared to about 4% for other Asian countries.

New jets mark Airphil Express relaunch

Low-cost carrier Air Philippines is re-launching itself under the brand name Airphil Express starting March 28, 2010 with the acquisition of two Airbus A320-200 aircraft.

The two A320s, sporting the new Airphil Express livery and configured mono-class of 177 seats, will fly starting March 28 from Manila to Iloilo, Bacolod, Puerto Princesa and Cagayan de Oro, signaling the resumption of jet service to these domestic points.

The first A320, with registry number RP-C3227, will be formally blessed in a simple ceremony on March 27 at the airline’s hangar at Nichols, Pasay City.

Airphil Express is acquiring a total of 20 new airplanes over the next four years, to be added to the current fleet of eight Bombardier Q400 and Q300 turbo-prop aircraft.

Aside from the two leased narrow-body jets, four brand-new A320s will also be delivered from Airbus’ manufacturing facility in Toulouse, France, between September and November 2010. Four more A320 aircraft will join the fleet next year, five aircraft in 2012 and another five in 2013.

"We want to position Airphil Express as a low-cost carrier offering quality service," said David Lim, President of Airphil Express.. "The modernization of our fleet will hopefully enable us to increase market share while the industry braces for the eventual rebound."

The route network of Airphil Express will continue to expand as it adds to its existing flights to the following domestic destinations: Tuguegarao, Naga, San Jose (Mindoro), Busuanga, Boracay (Caticlan), Catarman, Calbayog, Tacloban, Ormoc, Iloilo, Bacolod, Cebu, Surigao, Dipolog, Cagayan de Oro, Ozamiz, Zamboanga, Davao and Masbate.

More domestic points will be added to the route network when more jets join the fleet.

AIRPHIL EXPRESS ASSURES SAFETY DESPITE EU BAN




Low-cost carrier Airphil Express today (March 31,2010) assured its passengers and the riding public that flying by air is still one of the safest modes of transportation in the Philippines.

Airphil Express issued the statement amidst the recent decision by the European Commission’s air safety committee to ban all Philippine carriers from flying to member-states of the European Union.

“While no Philippine carrier currently flies to any point in Europe, we wish to assure our loyal patrons that our planes are well-maintained and adhere to a strict maintenance policy that puts a premium on passenger comfort and safety, “said Airphil president David Lim.

He explained that while the EC ban has no direct effect on local airlines, it gives the impression that Philippine carriers are unsafe.

“Airphil Express is committed to safety. In fact, that is precisely the reason why we are uncompromising when it comes to aircraft maintenance. We also continue to boost our fleet with the acquisition of new jet aircraft in addition to our well-maintained fleet of turboprop aircraft,” said Lim.

Three days ago, the former Air Philippines re launched itself under the brand name Airphil Express, signaling its entry into the budget airline business.

It took delivery of two Airbus A320s which sport the new Airphil Express livery and configured monoclass with 177 seats. The new jet aircraft began flying from Manila to Iloilo, Bacolod, Puerto Princesa and Cagayan de Oro last March 28.

CEB’s 33 domestic destinations include Boracay (Caticlan), Coron (Busuanga), Puerto Princesa (Palawan), Iloilo, Bacolod, Laoag, Tacloban, Cebu, Davao, Pagadian and Cagayan de Oro.The seat sale includes routes serviced by buses and ferries with direct flights from Cebu to Dumaguete, Butuan, Dipolog, Surigao, Siargao, Ozamiz and Pagadian, or from Davao to Cagayan de Oro, Zamboanga, Iloilo and Cebu.

Passengers with check-in luggage just need to add P100 upon booking.

The airline is also offering ‘Go Lite’ seat sales for Incheon from Manila and Cebu to Incheon, and Cebu to Pusan flights for P2,999 and Manila to Osaka for P2,499. These are for travel from September 1 to November 30, 2010.

Passenger shipping industry drowns while budget airlines fly high


While overloading used to be an easy culprit in most sea mishaps in the Philippines involving passenger liners, the case of the recently capsized Princess of the Stars shows that traveling by sea is not the primary choice to reach any of the archipelago's over 7,100 islands anymore.

The ill-fated Sulpicio Line ship plying the primary Manila-Cebu route had a capacity of 1,992 passengers, excluding crew members. But when it encountered rough waters during a typhoon and capsized in June 21, it was only carrying over 700 passengers and more than a hundred crew members.

It means the massive 23,824-ton ship was going ahead with an expected business-as-usual day with just about 40 percent load.

Compare that with another ship also owned by Sulpicio Line, the M/V Dona Paz, which sank in 1987 after colliding with a small oil tanker. Its weight was just 2,215-ton, a fraction of M/V Princess of the Stars'.

M/V Dona Paz had a capacity of only 1,518 passengers, but after the tragedy it was found to be carrying more than twice what it was allowed. Investigations following its sinking showed that it was overloaded and up to 4,375 people onboard died. It has gone down in history as the worst maritime disaster during peacetime.

The M/V Dona Paz tragedy, however, occurred during the Christmas holidays, a peak season in the travel industry. M/V Princess of the Stars, on the other hand, was traveling during a traditionally low season.

Nonetheless, transportation industry observers note that a 40 percent load factor even during an off-peak season is low.

This could be explained by recent realities in the inter-island shipping industry and the dynamics in the overall transportation industry in the Philippines, especially those that occurred in the past three years.

Flying more affordable

The changes in the inter-island transportation were not due to competition among passenger liners themselves. The threat came from substitutes.

It started in 2005 when Cebu Pacific, a local airline which used to compete with legacy and full-service airline, Philippine Airlines, changed its business model and decided to follow a growing trend among the global aviation players—it converted into a low-cost, no-frills airline.

Cebu Pacific and other local carriers were born after the aviation industry in the Philippines was deregulated during the Ramos administration in the nineties.

Cebu Pacific dramatically dropped its fares for various domestic destinations by reducing turnaround time, thus increasing per-plane utilization. In other words, its planes were up in the air most of the day, which meant more revenue per passenger. It also reduced operating cost by removing traditional freebies, such as complementary food. They computerized ticketing and offered lower fares for early bookers.

In other words, it was going for volume. Eventually, other local airlines followed suit. Now, PAL Express, Asian Spirit, and Southeast Asian Air are also offering more affordable plane fares to local and international destinations.

Budget airlines proved to be a hit as more flying passengers increase every year. The increases in airline passengers did not only account for new—and more frequent—inter-island hoppers, it also meant passengers who were on budget and considered flying a luxury now have an alternative mode of transport.

Depending on the season and timing of purchase, a round trip plane fare between Manila and Cebu could go as low as P3,000. In the past, round trip boat fares on the same route hovered between P4,000 to P8,000. But even at reduced rates of up to a little over P2,000, the small difference with the cost of flying have enticed some to convert.

The airlines could afford to offer these low fares after they adopted a sophisticated pricing strategy that guided budget carriers in allocating more discounted seats during the lean months of June to October to improve their load factor, or the measure of how full the aircraft is. Thus, even on lean months, Cebu Pacific's load factor can go as high as 80 percent.

Flying budget airlines is not only more affordable now, it is also more convenient. A Manila-Cebu boat ride, for example, takes almost a day. A plane ride, on the other hand, takes just over an hour.

Richard Pinkham, a Singapore-based aviation expert previously with the Center for Asia Pacific Aviation, explained to abs-cbnNEWS.com/Newsbreak what this means to the customers: "If you can lure a new passenger onto an airplane with a super low fare, then it will be harder for that person to accept a long ferry ride in the future. They may return to the airplane even though the price has gone up."

Diminishing sea passengers

The diminishing trend in the number of people taking sea craft as a means of transport was evident in the decreasing growth rates. According to the Philippine Ports Authority data, in 2005, overall recorded passengers taking sea-based transport grew by only 2.55 percent. It has been downhill since.

In 2006, total sea craft passengers dropped by 8.27 percent. That's only 42.56 million passengers for the entire year. Data for 2007 is expected to show that passenger counts plunged deeper.

The business decisions of market leader and publicly listed Aboitiz Transport Services in 2007 provided indications on where this industry is headed. The dramatic reduction in their passenger loads cut their revenues up to 30 percent in 2007.

To adapt, they have converted several of their passenger-cargo lines, under the Superferry brand, to accommodate more cargo than passengers.

This means shipping companies such as Aboitiz Transport and Sulpicio lines have joined another competitor—the government-backed roll-on-roll-off (RORO) operations, which resulted in lower operating costs not only for cargo operators but also as another substitute for passengers who still could not afford flying.

Roro is less expensive for those involved in the cargo business because of its multi-port approach. For example, a Roro boat that leaves the Batangas port can pass by various smaller islands, such as Mindoro and a few more islands, which are not traditionally serviced by other big boats because business there used to be not as brisk as, say the likes of Cebu, Iloilo, Davao and Cagayan de Oro, where there are more commercial activities.

Roro, which was launched in 2003, has since led to changes in areas and islands that used to be left behind in terms of economic development. According to Henry Basilio, a transportation export from the University of Asia and the Pacific, cargo traffic for Roro vessels in 2003 was only at 30,000 metric tons. He said this has since increased exponentially to 240,000 metric tons recently.

Poorer customers take sea-based transpo

Several short-haul inter-island ferries have also increased their business as cargo and passengers between two nearby islands have increased. These routes are usually serviced by fastcraft ferries that could carry a few hundred passengers.

Basilio said the Roro is also cost competitive for passengers. Roro vessels carried only 130,000 passengers in 2003, and has since skyrocketed to about 700,000 passengers in 2007.

"The winner in this case is the riding public. The competition not just among the shipping liners’ peers but from other modes of transport as well," Basilio said.

Basilio said that the budget airline industry has eaten into the first and second class passengers of the shipping industry. "Those who still could not afford the few hundreds or thousands of peso difference between a plane and ferry fare are still taking the latter."

These include housemaids from the southern part of the country who are working in Metro Manila or students from the south studying in universities in Metro Manila.

"Domestic sea passengers in the country are mostly the C and D crowd or low-income group of the society," Basilio said.

Passengers are gravy

Shipping companies which ply longer inter-island distances, such as Manila-Cebu and Cebu-Zamboanga, among others, are traditionally not dependent on revenues from passengers alone.

"Passengers are just their gravy," Basilio said. "They [shipping companies] really earn their dough from their cargo business."

These liners derive about 70 percent of their revenues from cargo and about 30 percent from passengers, Basilio explained.

Historically, ships carry passengers onboard because it translates to scheduled departures and specific routes, elements that assure a cargo client that he could plan and manage the movement of his goods.

This 70:30 ratio is almost similar to that of long-haul commercial passenger airlines, which also carry cargoes in their bellies. Electronic shipments are particularly sensitive to delivery timing, since electronic companies require limited transportation lead time from the port of origin to their destination.

Bigger, better ships

Nonetheless, the different alternative modes of transportation for passengers have wreaked havoc on shipping companies' previous plans and investment strategies. When sea travel was still the preferred mode of inter-island transportation, especially between Manila and the regions of Visayas and Mindanao, the players, such as Aboitiz Transport and Sulpicio Lines, were forced to improve the quality of their service to passengers.

Improvement in the quality of service meant the introduction of new facilities and amenities on board, and improvement or upgrading of facilities in passenger accommodation and in ticketing and booking facilities.

Improvement and upgrading of facilities resulted in the modernization of the domestic fleet. Bigger and better vessels were acquired starting in the nineties. M/V Princess of the Stars, which was acquired for $5.25 million in 2004 and was the newest and most technologically advanced in the fleet of Sulpicio Lines, featured spa services, a karaoke lounge, a pool and a game room on board.

But these investments were based on expectations of increase in demand, which did not materialize. Shipping companies, such as Aboitiz Transport and Sulpicio, have since reduced their fleet and rationalized their operations to adjust to the changing transportation game.

Nonetheless, M/V Princess of the Stars, which had a gross tonnage of 23,824, was meant as a Roro vessel. Its cargo operations meant it was important to be at its destination as scheduled.

MANILA, Philippines - The Civil Aviation Authority of the Philippines should promptly resolve the European Union’s (EU) ban on Philippine air carriers, since the move has already triggered "an alarming number of tour cancellations from Europe," the Tourism department said in a statement yesterday.

Last March 31, the EU included the Philippines in its 13th updated list of countries with carriers banned from that region’s airspace, as a precautionary step based on the US Federal Aviation Administration’s downgrading of the country’s safety rating to Category 2 and the International Civil Aviation Organization’s concern on aviation safety regulators.

"Major European travel operators from Germany, UK and France have regretfully informed us their booking cancellations. The entire industry is affected, as European arrivals account for a significant percentage of our target in the first quarter. In January 2010, air arrivals from European countries already posted an 11% growth," the statement quoted Tourism Secretary Joseph "Ace" H. Durano as saying.

The department noted that tourist arrivals from Europe started the year on a promising note last January (see table).

Tours which were cancelled were mainly for the April-August period, the department noted. "The longer we remain in the blacklist, the harder it would be for us to recover from these significant losses. If we resolve this matter by the second quarter, we can expect a recovery in the third and fourth quarters," Mr. Durano said.

While Philippine carriers have not been flying to EU states since 1999 even before the ban, the EU’s prohibition has prompted travel insurance firms in Europe to advise travel operators that tour packages to the Philippines which include domestic air travel will not be covered. Hence, tour operators had to cancel bookings due to the difficulty of selling travel packages to the country which include inter-island travel by air.

"It’s a very sad day for us. All our blood, sweat and tears in building up the European market in your country are all down the drain," an executive of a major French travel operator said in the same statement.

The European ban on Philippine carriers followed a downgrading by the U.S. Federal Aviation Authority (FAA) to category 2 from category 1 on safety ratings last November.

"Even if the Philippines is listed by the EU, it does not mean that Philippine aircraft are unsafe," Alfonso Cusi, head of the Civil Aviation Authority of the Philippines (CAAP), said in a statement.

"Our aircraft meet the international standards in safety. It's a matter of adopting the internationally accepted audit procedures."

Cusi said he had invited members of the EU safety aviation commission for another inspection this May to show the problems raised had been corrected.

The agency has started hiring 47 aviation safety experts, improved surveillance and inspection of air operators and will ground small domestic air operations if not certified by December 2010, he said.

Cusi assumed the post only in March 10, 2010. "The task is daunting but I am confident we will surpass the challenges that the CAAP is now facing,” Cusi stressed.

Air service agreements

The only airline registered and flying in and out of EU was Philippine Airlines (PAL). Their last operational flight to the region was in 1999, when PAL was facing financial troubles.

The country's oldest airline has been eyeing the long-haul routes to further boost its bottomline as the local airline industry becomes more crowded with players focused on domestic and Asean routes.

In the past months, more wide-bodied aircrafts meant for long haul routes that PAL has previously ordered have been arriving. These Boeing 777-300 Extended Range fleet were originally intended to increase number of flights to the US. These plans had to be shelved due to the FAA rating of the country's aviation regulator.

Meantime, PAL has been keen on mounting flights to Europe as the government arm in-charge of beefing up bilateral air service agreements with various countries concluded air talks with European countries, including the United Kingdom.

The EU ban means these newly inked air service agreements--which are designed to mutually benefit commercial airlines from both the Philippines and the other country in the agreement--will be useless until the EU lifts the ban. - with a report from Reuters

More airlines serving that route is always good news but I hope it won't be at the expense of PAL. Rumour has it that some of PAL's routes will be "gifted" to APEx.

PAL poised to hike fare on higher fuel charge

AMID higher oil prices, Philippine Airlines (PAL) has obtained a provisionary permit to raise its fuel surcharge for its international flights.

The Civil Aeronautics Board (CAB) gave the flag-carrier the authority to impose a $17 fuel surcharge for each sector from Manila to Taiwan, from the current $12.

From April to December last year, PAL reported a net loss of $40.2 million, smaller than the $330.2 million in the same period in 2008.

The company blamed its losses on weak revenues and higher fuel expenses. Fuel accounts for about 40 percent of PAL’s expenses, and is the highest after labor costs.

The CAB also approved the request of Cathay Pacific to charge higher fuel surcharges of from $46.40 to $50 for the following destinations: Hong Kong and South West Pacific, North America, Europe, Middle East, Africa and South Asian sub-continent.

A fuel surcharge is a temporary relief granted to airlines to help them recover losses they incur from higher jet fuel prices.

Fuel accounts for a third of an airline’s operating cost per passenger, and is the second-highest expense next to labor.

According to the International Air Transport Association’s (IATA) Jet Fuel Price Monitor, the average price as of April 10 stood at $93.9 a barrel.

For 2010, IATA expects the price of jet fuel to average at $86.9 a barrel, translating into a $15 billion fuel bill
for the industry.

MANILA, Philippines - Cebu Air Inc. said Tuesday it would purchase an additional 7 Airbus A320s, bringing to 22 its pending orders from European manufacturer Airbus, a unit of EADS.

Company chairman Lance Gokongwei told reporters the carrier would spend $1.4 billion over 5 years on its aircraft purchases, most of which have been previously disclosed.

Gokongwei also said they will use internally generated cash for the new planes, which will arrive by 2014.

Cebu Air, a unit of conglomerate JG Summit Holdings Inc., operates the country's biggest budget carrier, Cebu Pacific.

The company is planning a P22.3-billion initial public offering of shares to fund the expansion of its fleet.

Currently, it has a fleet of 10 Airbus A319s, 11 Airbus A320s and 8 ATR 72-500 planes. It serves 50 domestic routes and 21 international destinations, with a total of 1,710 weekly flights.

Shares of JG Summit fell more than 3% to P9.30 apiece on Tuesday.

CEBU Air Inc., which operates under the trade name Cebu Pacific Air, is going to spend $1.4 billion to purchase 22 brand-new Airbus aircraft for delivery between now until 2014.

At a press briefing yesterday, airline president Lance Gokongwei said three Airbus A320s will be delivered in the last quarter of the year; another three will be delivered starting June towards the end of the second half of 2011; four units by 2012 ; seven by 2013; and five by 2014.

By the end of 2014, Cebu Pacific’s fleet size would have grown to 51—composed of 10 Airbus A319s, 33 Airbus A320s, and eight ATRs. The airline now has 10 Airbus A319s; 11 Airbus A320s; and eight ATRs for a total of 29 aircraft.

“By 2014, Cebu Pacific will have the largest Airbus A320 fleet in the Philippines, and the second-largest in Southeast Asia. Cebu Pacific will also double its seating capacity in the next five years,” said Gokongwei.

The airline has so far registered P7.2 billion in revenues for the first quarter of the year, up 35 percent from the first quarter figures of 2009. For the entire year, Cebu Pacific posted a net income of P3.2 billion in 2009. Gokongwei said the airline will “strongly exceed its 2009 performance” this year.

“We expect revenues to grow by at least 30 percent this year and our operating earnings to grow at a faster rate than that,” added Gokongwei.

The new aircraft will augment the airline’s plans to increase frequencies to its existing routes; connect the dots between existing routes within which the airline already operates; and aggressively expand the number of destinations domestically and internationally.

At end 2009, the airline flies to 14 international destinations (Bangkok, Guangzhou, Hong Kong, Incheon, Jakarta, Kuala Lumpur, Kota Kinabalu, Macau, Pusan, Osaka, Ho Chi Minh, Shanghai, Singapore and Taipei) and 32 domestic destinations (Bacolod, Busuanga, Butuan, Cagayan de Oro, Calbayog, Catarman, Caticlan, Cauayan, Cebu, Clark, Cotabato, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Kalibo, Laoag, Legaspi, Manila, Naga, Ozamis, Puerto Princesa, Roxas, San Jose, Siargao, Surigao, Tacloban, Tagbilaran, Tuguegarao, Virac and Zamboanga).

The airline, said Gokongwei, may fly to new destinations in China, South Korea and Japan, said Gokongwei.  “We will announce new international routes and destinations in the next few months,” he added.

Cebu Pacific will tap the European Export Credit Agencies to partly fund the purchase of the new aircraft. On top of that, Cebu Pacific will also source payment from internally generated funds and may even tap proceeds from the initial public offering (IPO), which, to date, remained unimplemented pending market conditions.

“Aircraft expansion does not depend on the IPO. We are looking at a combination of European credit and internal funds and possibly IPO as a potential source of payment for the aircraft,” said Gokongwei.

The planned IPO has been indefinitely shelved again. Gokongwei said it would be “better to do it after elections.”

Cebu Pacific has already carried more than 40 million passengers since 1996. At end 2009, the airline transported a total of 8,737,738 passengers with a load factor of 79 percent. Of the total passengers carried, 7,238,787 traveled within the country and 1,498,951 went to other countries.

This year, the airline’s target is to transport 10 million passengers. Gokongwei said Cebu Pacific is on track at achieving the numbers as it has already recorded a total of 2,442,377 passenger volume for the first quarter of the year, up 23 percent in the same period a year earlier.

Cebu Pacific expects to register 13 million passengers in 2012 and a total of 15 million by 2013. Of the 15 million target, it projects that 12.1 million passengers will come from its Manila hub; 2.3 million from its Cebu hub; 300,000 from Davao hub; and 400,000 from Clark.

PAL outsources cargo handling, flight catering

PHILIPPINE Airlines (PAL) has picked two firms that will handle separately the 69-year-old flag-carrier’s catering and cargo handling services.

In a telephone interview, Gerardo Rivera, president of PAL Employees’ Association (PALEA) said the airline’s management, in a letter dated April 16, informed affected employees that catering services will be handled by Sky Chef, while cargo handling would be outsourced to Sky Logistics.

Rivera said that PALEA has rejected the notice of termination issued by the PAL management on April 26.

As of press time, PAL refused to confirm or deny the plan to outsource to Sky Chef and Sky Logistics.

Earlier, PAL awarded its call center service to ePLDT Ventus, a unit of Philippine Long Distance Telephone Co. (PLDT).

The outsourcing bid would entail laying off nearly 600 airline employees.

Under the partnership, ePLDT Ventus would handle the reservations, inquiries, bookings, disruption handling, back-office services and other call center services of the carrier.

These units will be phased out on June 1.

Call center services is one of the three non-core units that PAL will outsource to other firms. Other non-core units are flight catering services and airport services (including ground handling, cargo terminal/cargo handling and ramp handling).

PAL will rationalize its medical, information technology and human resource units so it can let go of 500 more employees.

The airline is expected to let go of 3,500 employees out of its 7,500 workforce to keep it from bleeding further.

The cost-cutting measures would save the company about P500 million to P1 billion a year. PAL is setting aside P2 billion to P2.5 billion to compensate the displaced workers.

Earlier, the Department of Labor ordered a halt to PAL’s outsourcing program to prevent a looming strike by the airline’s labor union.

big big big possibility coz if i rememberd it correctly based on PAL previous press releases they will focus more on it's international destinations and will only hold ilo-ilo, cebu, bacolod, cdo and davao as for there local destinations and the rest will be given to AirPhil Express to compete head to head with CebuPac.

just a little bit disappointed with bancasi's airport renovation/expansion. i am thinking of a new design similar to bacolod-silay airport and ilo-ilo airport kay major airport gud siya sa caraga and not just a major airport in the region but also one of the busiest airport in the country. hopefully more development will follow in the near future.

| More Share .Commission on Elections (Comelec) chair Jose Melo has expressed worry that the impending strike of the employees of flag carrier Philippine Airlines (PAL) might affect the delivery of the ballots to different provinces nationwide.

"Pag inabutan tayo ng strike baka mapilitan tayo by sea, baka kulang din ang facilities nila (If there's a strike, we might be forced to deliver by sea, other airlines might also lack facilities)," Melo said in a chance interview with reporters Thursday.

Melo issued the statement after PAL employees filed a strike notice because of the airline's plans to lay off 3,000 workers and outsource three of its non-core units by the end of May.

The poll body chief said he expects the strike will affect the cargo handling operations of the airline.

But he said that he has already coordinated with the Departmet of Labor and Employment (DoLE) to intervene in the matter. "I was trying to coordinatate with the DOLE to convince the PAL people if they intend to strike, do not strike until election," he said.

Earlier in the week, Labor Secretary Marianito Roque assumed jurisdiction over the labor dispute.

Aside from this, Melo said he has already ordered for the hastening of the delivery of election paraphernalia.

"I ordered our people to speed up the dispersal or deployment of the Precinct Count Optical Scan (PCOS) machines, ballot boxes as well as the ballots because... a pending strike at PAL which may affect our movement," he said.

Melo said they usually deliver poll materials to areas in Luzon by land but that they have traditionally utilized air carriers in their deliveries to the Visayas and Mindanao.

PCOS machines

Comelec Commissioner Gregorio Larrazabal said that 23 percent of the ballots for Luzon, 21 percent for Visayas, and 71 percent for Mindanao have already been shipped out.

Poll machine provider Smartmatic bagged the contract to deploy the ballots with the help of forwarder Air 21.

On the other hand, Larrazabal said 35,279 PCOS machines — 17,077 in the Visayas and 18,202 in Mindanao — are now in their respective hubs in the two regions.

In Luzon, a total of 6,538 machines have been delivered as of Monday, Larrazabal said.

The PCOS machines must reach their designated precincts three days before the elections for the testing and sealing.

The Comelec hired three forwarders — Germalin Enterprises, Ace Logistics, and Argo Forwarders — to transport the poll machines. These forwarders will be held liable if the machines do not reach their locations on time. — RSJ,GMANews.TV

More Share Plans of flag carrier Philippine Airlines (PAL) to lay off 3,000 workers and outsource three of its non-core units faced a hitch after the Department of Labor and Employment (DoLE) stepped in to prevent a strike.

In a four-page order, Labor Secretary Marianito D. Roque assumed jurisdiction over a labor dispute between the airline and the PAL Employees’ Association (PALEA), noting a deadlock in mediation proceedings. This buys time for the 4,000-strong union.

PAL had said it would terminate the services of workers by the end of May and would close three more units afterwards.

"A strike in the company at this critical time cannot be tolerated as we are now hampered by the debilitating effects of the global recession. The series of job displacements and the projected job losses have made the government’s hands full in finding solutions and safety nets to cushion the negative impact of the crisis," said the order, dated April 23.

Mr. Roque said he had to intervene to preserve the status quo as the dispute is "likely to cause a strike or lockout in an industry indispensable to the national interest such as the airline industry."

PAL is outsourcing call center services, catering services and ground services.

PALEA filed a notice of strike in January against the planned retrenchment of workers.

Hearing set

Gerardo F. Rivera, president of PALEA, told BusinessWorld an initial hearing has been set this Friday.

"We received [Monday] the order of the DoLE that they will be assuming jurisdiction in the case. Certainly, we hope that the management does not file any appeal regarding this. There is a meeting set for April 30 and there we will continue to [demand that] the outsourcing [plan be] stopped," said Mr. Rivera.

He added PALEA members are being issued notices of termination by the management, but they are refusing to receive them.

PAL management declined to comment on the issue, saying yesterday that "as of this morning we have not received [a] copy of that order."

Mr. Roque said he would no longer comment on the case since he is now the arbiter.

The DoLE also noted that the assumption of jurisdiction will spare the public from a strike or lockout.

Rene E. Ofreneo of the University of the Philippines School of Labor and Industrial Relations said in a telephone interview that the DoLE can assume jurisdiction over the PAL case even if there is no strike.
"Under provision 263-G of the Labor Code, the DoLE can assume jurisdiction in a wide number of cases. This is actually quite common to assume jurisdiction to prevent a strike," said Mr. Ofreneo.

PAL President and CEO Jaime J. Bautista told reporters last week that outsourcing is estimated to yield savings of P1 billion-P1.5 billion for the company and will make it more attractive to investors.
PAL will be paying around P2 billion in benefits.

Under the plan, retrenched employees will be given separation pay equal to one month’s salary for every year of service. -- BusinessWorld

The airport was busy today kay 5 flights ang Cebu Pacific. Two (2) MNL-BXU-MNL flights were special designated flights because all MNL-BXU-MNL flights were canceled yesterday. I don't know if canceled din ang CEB-BXU-CEB.

The first designated flight was 5J 785D which arrived at 10:36 AM. Another designated flight, 5J 787D arrived at 3:26 PM.

i hope the SP will sponsor an ordinance to rename the bancasi airport to mayor figurado plaza domestic airport , ang late mayor kasi ang naginitiate para magawa ang airport during the 80s pa , he used even his private bulldozers p-ara malevel lang hilly part ng bancasi , it was really his vision, kaya he deserved to have the airport named after him, i hope congressman joboy will likewise initiate in congress the renaming of the airport , maganda na ang loob ng airport , spacious na in time for the fiesta

Masikip pa rin ang Arrival Area, especially pag 2 flights at the same time. siksikan yung mga tao sa baggage carousel. i hope, na sa ilalim ng administration ni dr. amante, magkakaroon ng bagong airport ang Butuan. gusto ko similar sa BCD at ILO yung design.

Butuan – The Bancasi Airport in Butuan City is the 15th busiest airport in the Philippines in 2009 based on the released data on passenger traffic volume by the Civil Aviation Authority of the Philippines (CAAP).


In year 2009, CAAP records registered a total of 385,331 passenger traffic increasing the volume by 24.9% from previous year.

The passenger traffic represents the number of passengers enplaned and deplaned with passengers in transit counted only once.

The airport underwent modernization where runways have been expanded. and installed with lights, and distance to go marker.

According to Bancasi Airport Manager Nestor Bravo, the influx of passenger is increasing prompting them for the expansion project with more than 35 million funding.
Bancasi Airport in Butuan accommodates flights from Philippine Airlines, Cebu Pacific, General Aviation and the military.

In 2009, passenger traffic volume statistics of airports in Bancasi Airport are as follows: Philippine Airlines from 127,884 in 2008 to 109,834 in 2009 or with a slight decrease of 14.1% as the company stopped the Butuan-Cebu flights.

Cebu Pacific registered 179.747 in 2008 with an increased volume of 53% or 275,001 in 2009.

CAAP likewise revealed that the airport accommodates 180 General Aviation flights and 316 military flights.

Davao International airport landed Top #3.

The Top 20 Busiest airports in the country listed by CAAP for 2009 according to passenger movement are the following:

Yup, this rarely happens Blue. Usually, tig dadalawa lang ang nagkakasabay (afternoon flights of Cebu Pac from Mla.& Cebu).

Mas masaya sana kung nandyan din ang PAL ano? :D pero di na ata magkasya :lol:

On-going pa naman ang renovation ng Terminal building, lalagyan yan ng doors for sure. But they could have at least placed a temporary wall man lang para hindi ganyan ka exposed :ohno:

Yup. last week of May pa ni nako napicturan, wala pa juy mga doors. Well, MsBunny is correct renovations of the airport r still going on. Wa pa say exhaust fan ako nakita didto.

PAL was delayed yesterday, right Ate bunny? It arrived at 1:55pm instead of 12:20pm. I think this was due to Basyang.

And look at the aircraft registration! :lol: It's RP-C8600. The ZIP code for Butuan is 8600! :lol: :nuts:

Delayed na naman ang PAL today. Delayed yung 5J 785 ng Cebu Pacific and they cancelled 5J 787 which was supposed to arrive at around 4pm according to their revised ETA/STA. Their CEB-BXU flight was unaffected. The A319 landed on time, 14 minutes ahead of schedule. :)

Hmmm.. the Butuan Airport reminds me of Hong Kong's Kai Tak Airport. Whenever the pilots are told by the ATC to land on RWY 30, they really have no other option but to do a "killer turn" in the city proper before the final approach. :lol::nuts:

Cebu Pacific is so pathetic! It took us a while to claim our baggage because the ground equipment is still being utilized by the other aircraft. Look at the photos below. They really should add more ground equipment (stairs, etc) kasi magkasabay palagi yung CEB-BXU at MNL-BXU.

i saw that in action when i was there...the 5J A319 was already low then it made the maneuver for runway 30...:D

why with that turn? is there a tall mountain/structure on that side? ...

there is no need to do a killer turn there... maybe nagpa pacute lang ang pilot or there was a sudden change of wind direction that time. because there are no higher obstacle northeast of the city that these planes need to avoid..just my opinion.

Yeah, Mt. Mayapay. :lol:

Butuan is surrounded by mountains but these mountains aren't really near to the city or airport but pilots should turn the plane sharply and align.

BXU has no ILS. Pilots have to do a visual approach. So pag bad ang weather and poor ang visibility pag approach, they have to turn back to the point of departure. The runway has approach lights on both ends. That's why BXU is capable of handling night flights. Kaso, there are no night flights or early morning flights operating at the airport as of now.

For me, parang short pa rin ang runway ng BXU. They need to extend it from 6500 feet to 8500 or more, and widen and asphalt it further. They should also asphalt the blast pads/thresholds on both ends.

I don't think it has approach lights. These are the series of lights extended from the runway centreline commonly found in precision instrument runways of major airports. Well, that was the last time I know after I read the airport program, or maybe there is now if it fits that description. Meron talaga approach lights. I have seen them on one end of the runway. Diba it looks like vertical sticks na may lightbulb sa itaas. The airport was upgraded recently for night-landing capability. It was mentioned in a news article.

Ahh yes!, then you are right Franz, just read back Arianespace mentioned Butuan will get its ILS first before Dipolog. Good for your airport!

That's quite typical in government projects when the money runs dry at the tail end of the contract; specially the paintworks. The contractor won't finish off until they get payment for substantial completion. It's a small part to make everything complete, but just like money, you won't get a peso if you have a cent missing. I hope the local politician will take notice of that and just take out his own money because even if you have white shirt, a small stain can spoil the neatness of the rest. By the way, I hope someone can take photos of the airports approach lights!

Very true Jameslab, tribute to the Carolinians! I think they did those colours heavily at the main bldg. In junquera. But you know, engineering and architecture dudes don't want to be associated with the downtown campus.

Airbus Subsidiary to implement RNAV in the Philippines
As it adopt Performance Based Navigation (PBN) System

Airbus S.A.S. subsidiary Quovadis, an Air Navigation Service (ANS) provider announced recently at the Paris Airshow that it will develop full PBN network of 11 major airports in the Philippines.

The project is a cooperation program between the French Civil Aviation Authority (DGAC) and the Civil Aviation Authority of the Philippines (CAAP).

The Performance-Based Navigation (PBN) concept allows for the optimization of the instrument procedure through the aircraft navigation performance, without the need for ground aids.

PBN allows an aircraft to fly precisely along a predefined route using a Global Positioning System (GPS). This concept is used en route, and can reduce aircraft separation, including the terminal area, and used to optimize arrival and departure procedures.

The program is jointly sponsored by the French DGAC, the French Civil Aviation University (ENAC), Airbus S.A.S. and Philippine based airline operators, namely Philippine Airlines, Cebu Pacific Air, Airphil Express and Zest Airways.

The major airport radars that will be upgraded with the next-generation air-traffic management system are Manila, Puerto Princesa, Zamboanga, Butuan, Dumaguete, Legaspi, Iloilo, Clark, Bacolod, Tacloban, Cagayan de Oro Kalibo, Laoag and Subic.

Quovadis, will design the “approach procedures” in Puerto Princesa, Zamboanga, Iloilo, Butuan, Dumaguete and Legaspi, while other airports would be designed by CAAP.

The current aviation navigation procedures in the country require aircraft to use ground-based navigation system, such as the distance-measuring equipment, very high-frequency omnidirectional range and radar.

With the advent of the new navigational aids, planes will now be able to use the so-called aeronautical highway, an invisible tracks or radials in the sky more accurately until they reach their destinations.

The PBN does away with such tracks or radials, which zig-zag in the sky, following predetermined routes as defined by the navigational aids.

The project also includes On-The-Job procedure design and obstacles data survey trainings by ENAC and CGx AERO in SYS, but also PBN training for Air Traffic Controllers and Flight Safety Inspectors.

Caap Director General Ramon Gutierrez said the trainings aims to consolidate CAAP skills and knowledge for a safe and efficient PBN implementation.

The GPS based navigation technique, coupled with on-board systems, allows optimizing the use of airspace, provides fully stabilized and managed approaches, therefore significantly improving safety but also reduces costs by shortening tracks and lowering weather minima.

“the PBN concept matches perfectly with the needs of the country" says Gutierrez.

Gutierrez added that "CAAP is fully committed to intensively develop PBN as per ICAO recommendations. We are pleased to cooperate with Quovadis in this project as they have the right expertise and experience in supporting the States in their PBN implementation. RNP approaches will also bring airspace management improvement and operators will benefit from operational savings.”

Quovadis and its partners will develop regulatory and operational approval process including obstacle data survey, procedure design and validation, Air Traffic Management and operators approval for CAAP.

"We are glad to be part of this initiative and to make the Philippine airspace one of the most PBN advanced in the world." Sebastien Borel, Head of Sales and Marketing at Quovadis said.

“This unique alliance of authorities, Air Navigation Services Providers and operators, is a true breakthrough in the industry” says Paul Franck Bijou, CEO of Quovadis.

PAL A319 with 70 Asia's First Shining Through Sticker at BXU. I don't know why they're delayed and use their A320 sometimes.

Airphil should be competent. We don't want 'banana' airlines to monopolize the low cost CEB-BXU and MNL-BXU routes. Pangit kaya serbisyo nila...

The comeback of Airphil Express! This time A320 na siguro gagamitin nila for CEB-BXU and MNL-BXU routes.

Dyan sila natalo ng Cebu Pacific eh, imagine, A319 gamit ng Cebu Pac papuntang Cebu (mag 11x weekly A319 service CEB-BXU effective October 7, 2011) while ang PAL Express/Airphil is Q300/Q400 lang ha ha, di sila nag click eh
