I am a simcity new player, i wonder how to start a business with other neighbouring city?? like electricity, water, trash etc..

well if you have two cities that are next to each other, just make a road like you normally do, only drag it so that it would go over the edge of the city (if it could). Then you should get a little message that asks you if you want to make a connection.

You can do the same with power, water, subways, etc. etc.

When you are connected with your neighbor and you want to sell / buy resources you have to go into the neighboring deals window. In Sim City 4 you can initiate a deal so you don’t have to wait for the neighbor.

build and maintain above ground power lines running between the cities.
and do the same with pipes.

Yep, do that, it doesn't cost much and you never know when you may need it.
