"For the past five years the issue of security was perhaps the most consistently voiced issue by the international community. While some of it could be attributed to a fear of the unknown, such concerns must be attended to.” Ndebele said in a statement carried by Bua News that South African law enforcement agencies were improving on their capacity to secure major international events. “Our law enforcement agencies have proven their might to create secure environments during the Confederations Cup and past major events hosted by our country," he added. "They will continue to improve on their capacity to deal with incidents of crime and will be ready to neutralise any potential threat.” National police spokesperson, Senior Superintendent Vish Naidoo, echoed the Minister’s sentiments saying South Africa's event security record speaks for itself, adding, "People have come here in the past for events and I can assure you that the World Cup in 2010 will be secure.We have our systems in place and we take the safety of our visitors and locals very seriously.” Minister Ndebele said the World Cup would provide various opportunities, one of which will be to forge national cohesion. “The World Cup presents us with the single most unique opportunity to unite our people. It calls for the unity of our people regardless of colour or creed because indeed working together we can do more. from goal.com DennisRodman97 August 23rd, 2009, 11:40 PM Hooligans will hear, but not see matches August 22 2009 at 07:15PM Two police cells capable of holding eight soccer hooligans each have been built at the Green Point 2010 World Cup Stadium as part of the tough security measures being put in place to curb bad behaviour during matches. Hooliganism at soccer stadiums will not be tolerated and those who misbehave will be locked up, warned the SA Football Association WP president Vernon Seymour. "It sends out a clear message that when you set foot in this stadium you must behave yourself," Seymour told the Weekend Argus. He was referring to the incident last week when Kaizer Chiefs fans went on the rampage at Newlands Stadium in a soccer game against home team Ajax. Continues Below ↓ Chaos erupted during the MTN8 semi-final. Chiefs have been slapped with a R500 000 fine. An amount of R350 000 has to be paid immediately and R150 000 has been suspended. About 500 seats were damaged on the grandstand and unruly fans also threw bottles and vuvuzelas on to the field. One of the city's 2010 directors, Dave Hugo, said the two holding cells could contain about eight people each. "They will hold culprits temporarily until they are taken to a police station." Deputy Police Commissioner Andre Pruis has indicated that as part of security measures all host cities would have a dedicated police station with separate holding cells, a courtroom for speedy judgments and a Home Affairs office for possible speedy deportations. The Safety at Sports and Recreational Events Bill is also aimed at improving security at stadiums. Supporters could face a fine or imprisonment if they engage in delinquent and anti-social behaviour inside a stadium venue, or along a route to it - including engaging in racist, vulgar, inflammatory, intimidating, or obscene language or behaviour. After a meeting with Ajax management yesterday, the CEO of the Premier Soccer League, Kjetil Siem, described the actions of Kaizer Chiefs supporters as "disgraceful" and said he believed the incident would serve as a wake-up call to the possibility of hooliganism during the World Cup. He said: "With security under the spotlight, the PSL will assist not only Ajax Cape Town, but all our clubs with security planning and deployment around Category A matches. We have already decided to deploy 100 PSL security guards to Cape Town on October 4 when Ajax Cape Town host Kaizer Chiefs in an Absa Premiership clash at Newlands." He said they would make provision in their budget for further training in security matters in line with World Cup standards, regular workshops on security and a security manual being developed for clubs and the PSL. Ajax Cape Town said it would look at increasing security and putting a more stringent management plan in place when hosting games at home after Kaizer Chiefs fans went on the rampage. The WP Rugby Union has also said that the PSL would be denied games if they did not put proper management strategies in place. WP Rugby spokesman Gavin Lewis said the repairs to Newlands Stadium were completed earlier this week and the stadium was now "100 percent". On Wednesday night Santos played Bloemfontein Celtic at the stadium. Lewis said they maintained a "very good" relationship with Cape Town clubs Santos and Ajax. "All the repairs are completed and Wednesday's match went perfectly. We still maintain a good relationship with the clubs and we are ready for three rugby matches today." Asked whether they were concerned about hosting Chiefs, who attract the biggest crowds with a reputation for unruliness, Lewis said: "Our agreement with clubs and organisations is only that we lease the venue. The management is up to them, subject to a proper management plan. In future we would want to address it for bigger matches". Ajax spokesman Mark Meyer said they had still not received the bill for damages so he did not know how much they had to pay. He said the PSL was responsible for last Saturday's management plan and Ajax had been asked by the PSL which security company they used. They recommended ADT, who worked alongside traffic and police officials as a joint operations team. Ajax face Chiefs in October, again in the Absa Premiership. "We will go ahead according to the plan on paper. We have always submitted management plans when security is our responsibility. We have used ADT for the past 10 years and we have faith in their service. Our plan includes how much security and where they will be situated. When there is an incident, however, it is up to the Joint Operation Centre (JOC), police and traffic included, and they make the call on how a situation will be handled," Meyer said. Meyer said they were confident their management plan was sufficient to deal with huge crowds. "However, if a man is going to pull a chair from the concrete stand, it's going to take a while to get to him. But we feel our security plan is sufficient with the JOC. We don't condone this kind of behaviour and we will pay what we need to," Meyer said. Cape Town has the twin reputation of being one of the most beautiful cities on earth "and one of the most violent. The crime prevention initiative, launched in Nyanga, was pulled together to end this "cycle of crime and violence", said the leader of the Centre for Scientific and Industrial Research (CSIR) Crime Prevention Research Group, Barbara Holtmann. The plan, based on analysis by the CSIR, was commissioned by the SAPS in the Western Cape and was supported and funded by the SAPS's national office. 'Much has been learned' The collaborative plan unites the police with all spheres of the government that could play a role -national players like the Department of Justice and the National Prosecuting Authority, most of the provincial government's departments, and NGOs. The initiative was started under the watch of the previous ANC-led provincial government and is being rolled out under the DA. The following areas have been identified as requiring immediate intervention: Cape Town CBD, Gugulethu, Khayelitsha, Nyanga, Philippi, Mitchells Plain, Elsies River, Kleinvlei, Bishop Lavis, Philippi East, Kraaifontein, Langa, Vredenburg, Bellville, Worcester, Kuils River, Grassy Park, Manenberg, Vredendal, Harare, Lingelethu West, Paarl, Mfuleni and Delft. The plan will focus on: Support for pregnant women and girls. Dealing with substance abuse. Early childhood development. Domestic violence. Community mobilisation. Victim support and dealing with trauma. Recreational programmes for children and families. Feeding and health programmes. Schooling. Diversion programmes. Gun violence prevention and gun reduction. Child abuse. Effective law enforcement. Re-entry (corrections and reintegration). While each of the crime-ridden areas has its own set of problems, child abuse and neglect, alcohol abuse (especially among youngsters), illegal liquor outlets, and drugs "especially tik" were identified as common to all. The proliferation of guns, domestic violence, robbery, burglary, taxi violence, unsafe public transport, unkempt open spaces, unemployment and children in conflict with the law were also cited as problems. The researchers acknowledged: "There is frustration from service providers and communities alike; many complain that processes like this one start and then stop before they have achieved anything. It is hoped that this will not be the case with this project. "Much has been learned, of which perhaps the most poignant and telling message is that when people dream of a safe place, it is a place where their children play safely, where school is central to the community, where women can walk at night and where everyone is busy." Holtmann said the initiative contained 48 objectives that would lead to safer communities. "We then highlight whose responsibility each task is. It makes it very clear that you can't just pick a couple of priorities, because they are all so inter-related. So you have to work as an entire community, and with the entire government, to make it happen," she said. She said Cape Town was cursed with an attitude she described as "closer to the mountain", as this area was seen as better than other places. School children, for example, were sent to schools out their communities because the schools closer to Table Mountain were thought to be better. This is what you should expect and this is what we expect,” Blatter told a media briefing in Zurich on Monday following the ceremonial start of the FIFA World Cup Trophy Tour. “Please support us by saying let’s go there and trust the South Africans and South Africa. They are ready to organize the game and your security. But 100 percent security you will never find it anywhere in the world.” Blatter dealt with questions on security with some irritation in his voice; in the build-up to the 32-team tournament in the Rainbow Nation, the FIFA chief has been forced to provide reassurances on security issues almost every time he speaks to media. What is certain is there will be high-level security in and around the 10 stadia in nine host cities. The problem lies in ensuring the safety of the 450,000 visitors expected to attend matches. Nearly 50 people are reportedly murdered every day in South Africa, one of the highest murder rates in the world. But Blatter said the Confederations Cup in June, together with the country’s staging of rugby and cricket World Cups and other international events, proved that South African law enforcement authorities were perfectly capable of managing security at next year’s FIFA showcase. “There was not one single incident in security [at the Confederations Cup] and still questions are coming ‘what about security’,” said Blatter, adding that the country also welcomes more than 11 million tourists every year. Asked if South Africa 2010 had been the most difficult tournament to organize, Blatter said FIFA raised the bar with each World Cup and admitted that “maybe” preparations were more difficult than Germany 2006. “It is easier to organize in South Africa than when we had a combination in 2002 in two different countries [Japan and S. That we have hosted umpteen big international events with no issues, no incidents. Everyone has the time of their lives, fabulous events. Almost everyone that visits waxes lyrical about the beauty, not only the natural beauty, but of the people, and the friendliness and the joy we have here. But somehow, that simply gets thrown away, and they dredge up stats that were first bandied about in the 90's. They question has been answered in full, a thousand times - yes, it will be safe. Most of the murders that were committed were socially-motivated, and usually by acquaintances or relatives of the victims. According to the national crime statistics for 2008/2009 released yesterday, murders in the province dropped from 2 836 in 2007/2008 to 2 346. Provincial police commissioner Mzwandile Petros said while the number of killings had decreased, he was still concerned about the murder rate. "Even though it has gone down, that is still too many people," he said. Attempted murder ratios per 100 000 of the population dropped by almost 12 percent, while assault with intent to inflict grievous bodily harm came down by 14.8 percent. Robbery with aggravating circumstances declined significantly, falling 19.6 percent. The annual police report released with the crime statistics said that while the country had not achieved the 7 percent to 10 percent reduction target since 2004/2005, there had been a constant decrease in the rate of murders. Mo Rush September 23rd, 2009, 01:39 PM War Room caused 24% drop in hijacking stats - Petros By Caryn Dolley PROVINCIAL Police Commissioner Mzwandile Petros has conceded that police could have done more to prevent business and house robberies - crimes which have drastically increased. He now plans to use the same tactics which have brought down violent crimes in the province, such as hijackings, to tackle the problem. Provincial crime statistics released yesterday show reported robberies at business premises increased by 423 in a year. From April 2007 to March last year, 635 business premises were robbed, while 1 058 were robbed between last April and March this year. Robberies at homes increased from 796 between 2007 and 2008 to 974 between April 2008 and March. "(Generally) the statistics show a work in progress. We could've done better in terms of house break-ins and property crimes," Petros said. He said drug and alcohol use often played a role in robberies, and police were clamping down on shebeens and drug dealers. Petros said the War Room, established last year in May to centralise police operations and address hijackings, was being expanded. "We're opening a fully-fledged War Room, the Command Centre, which will have an operational room to link the police stations and state-of-the-art monitoring mechanisms. We'll start moving (our focus) over to business robberies," Petros said. Petros said the War Room had proved successful as carjackings had decreased from 923 between 2007 and last year, to 698 in the year ending in March. City mayoral member for safety and security JP Smith, said residential and business robberies had increased due to a "crime shift". "Because police made it difficult for criminals to commit other crimes, like smash-and-grabs, the criminals have changed their so-called career paths," he said. Smith said it seemed because homes had better security systems, robbers were targeting them when residents were in. "In this way, they can get the owner to open the safe..." Community Safety MEC Lennit Max said the increase in robberies at homes and businesses was "alarming". The Delmas Magistrate's Court sentenced Themba Mvubu to life for the 31-year-old's murder, 20 years for being an accomplice to rape and 15 years for robbery, said Phumi Mtetwa of the Equality Project. Two other men were acquitted of the attack on the well-known lesbian activist and former national women's football team player, whose body was found in an open field in KwaThema township last April. Mvubu's conviction follows a 32-year sentence handed down in February to a fourth accused who pled guilty to murder, robbery and being an accomplice to rape but later retracted statements implicating the other three. 'Corrective rape' Simelane's sexuality was ruled out in the first sentencing as a motive in her killing but activists have linked the case to "corrective rape" in which lesbians are targets of sexual violence. Western Cape, while still struggling with high crime rates, in many categories of crimes, has seen the largest reduction for most crimes, and in a few cases, the only province to meet and exceed the 7-10% reduction target. If they keep up the good work, we could perhaps in 5-10 years see real change. It remains scary and unfortunate how concentrated crime levels are in the WC. Three of four townships account for a significant amount of crime in the province and in some cases, its as high as 80-90% of all crime in the metro region of Cape Town!! The correlation between high crime levels and poverty/socio-economic levels is shockingly high. Murder rates in the WC are down 24%, which puts the rate below EC and KZN but still waaaay too high. On Thursday city workers bolted to the ground the three shipping containers that were used as barricades to stop traffic flow in Lansdowne Road in Khayelitsha's BT Section, in Site C. Residents watched fascinated as huge machines moved in to lift, turn and bolt down the containers which had obstructed traffic on the road for several weeks. Residents of BT Section had moved the containers, burnt tyres and strewn rubbish across the road during violent service delivery protests. In August, an off-duty Stellenbosch policeman was attacked and beaten unconscious after he drew his service pistol when he was confronted by protesting residents there. Seven people were arrested for public violence, and two charged with the assault on the police officer. The road has been shut for at least three weeks. Vehicles have avoided the section of Lansdowne Road between the Nolungile train station footbridge and Capital Drive, which has been closed to traffic. On Wednesday, municipal workers embarked on a major clean-up of the road. There was a tense stand-off between police and a group of residents who had gathered earlier that day. The crowd dispersed after police agreed to release two of their members who had been arrested for inciting violence earlier that morning. No violent outbreaks were reported on Wednesday night, and last night the area was quiet. But authorities are on high alert, with a heavy police presence expected in the area over the next few days. Mase's father, who is now dead, was present while the confession was made on February 21, 2006, as his son was then a minor. Prosecutor Alfred Isaacs also questioned retired magistrate Hendrik Swart, who was the chief magistrate at Mitchells Plain Magistrate's Court at the time the confession was made. Swart said he had recorded what the interpreter, Ruth Maneli, had relayed to him. Maneli testified that she had accurately translated what Mase told her. She added that his father had intervened at certain stages of the confession, but said there was no indication the son was being forced or intimidated.
