help how to fix "long commmute" problem

i currently have a very large region. most of my residential buildings are distreesed because of the following:

1. long commmute
2. poor health
3. poor education

i put bus stops, subway stations, elevated rail stations, parking garage close to the residential area but still didn't help.

can anyone give me advice about this matter.
