View Full Version : Pulau Jerejak Thread
Pablo November 23rd, 2003, 06:32 AM PENANG is not keen on turning Pulau Jerejak into a theme park, said state Tourism Committee chairman Datuk Kee Phaik Cheen.
She said Penang would develop its tourism products based on its existing strength such as the beaches, flora and fauna, heritage buildings and multi-racial culture.
The Bukit Merah theme park is only half an hour's drive from Penang Bridge. There is the night safari in Taiping and a marine park in Pulau Payar. So, why do we need a theme park in Penang?
“Instead of competing with them, it is better for the state to serve as a northern tourist hub by building facilities to complement such parks,” she said recently.
She was responding to a proposal by Penang Municipal councillor Khoo Kay Hean to turn Pulau Jerejak into a theme park like Disneyland.
Kee said the current plans for Pulau Jerejak including the building of chalets, a spa village, abseiling facilities, jungle treks and summer camps were ideal to complement the existing tourist attractions.
“Tourism operators may also consider running floating restaurants around the island,” she added.
Earlier, she chaired a press conference to announce that the 10th Penang International Dance Sport Championship would be held from 10am to 11pm on Nov 30 at Bayview Beach Resort in Batu Ferringhi.
She said some 350 professional and amateur competitors from Russia, Hong Kong, Germany, Italy and Britain would take part in the event.
The Fourth Malaysian International Dance Sport Championship will be held at the Penang International Sports Arena from 6.30pm to 11pm on Nov 29.
Both events are jointly organised by the state government and the Malaysian Dancers Association.
Kee also said the International Meatless Day Carnival 2003 would be held from 5pm to 10pm on Nov 29 at the Esplanade.
“Two celebrity chefs from Kuala Lumpur, Florence Tan and Amy Beh, will whip up five dishes in a cooking demonstration during the event,'' she added.
Organising committee chairman Pishu Murli Hassaram said the carnival would feature some 150 vegetarian dishes at 76 stalls.
Coupons, at RM10 per booklet, will be available at the carnival, Penang Adventist Hospital and 5, Bishop Street.
All proceeds will be donated to the hospital's heart patients' fund and Sadhu Vaswani Welfare Fund.

cool idea...but i think the cable car is not height enough to link into the mall:) maybe Monorail hahahahaha:D

pulau jerejak will have an observation tower in Phase 2. hope it is tall lah:D

Mayang Mall is part of the Gold Cost project..so definetly got hotel 1;) don't worry..but what is sad is..the Yatch club which is part of its project was face to cancle...no money:cry:

i think Batu Feringghi needs better transport system lah. coz the only way the is through a narrow winding road. but at least that road is already widen but only short part right??
i think maybe the monorail should pass there as well. the cable car from Teluk Bahang to Penang Hill will help solve the problem too.

ya they just widen the road;) But i think the monorail can't link to Batu Feringgi..The road to Batu feringghi is too narrow..plan a project to widen the road is actually quite hard:)Besides, every hotels provide good facilities for their tourist liao, like transport system..so tourist has no worry about the transport to downtown or other destinations:) So i think that isn't a very serious problem:) The problem is...WHEN WILL THEY CARRY OUT THE CABLE CAR PROJECK...so geram lah ni...:moods:

the cable car project is supposed to be in the penang island structure plan but they seem to keep postponing it. i thik it will be on april next year

Island now in sad and dirty state
SAHABAT Alam Malaysia (SAM) laments the deplorable state in Pulau Jerejak, which is becoming an eyesore because of indiscriminate dumping of rubbish.
During a recent trip there at the invitation of the Penang Heritage Trust, SAM noticed mounds of rubbish in several areas on the island, including near the resort and at the campsite. SAM wonders who is responsible for cleaning up and disposing of all the rubbish.
Development on the island is also taking its toll on the environment. In areas where hill cutting has occurred, erosion is bound to take place in times of heavy rain. SAM also noticed some kind of illegal sand-mining activity going on.
An abandoned barge at the far end of a massive steel shipyard presented an unsightly scene. As for the shipyard, no one knows whether an EIA was conducted before it was constructed, or who or which government bodies were responsible for approving it.
With the shipyard in full operation, there is bound to be a certain amount of oil spillage into the sea, thus polluting the waters.
The development of Pulau Jerejak for tourism is not without its bane. Erosion is likely to occur at popular tourist sites and the natural landscape will be damaged as a result of construction of infrastructure and facilities for visitors.
Another cause for concern is the collection of medicinal plants by visitors. SAM noticed a large group of students led by their lecturer who told them how to identify the plants and explained their medicinal value.
If left unchecked, such collection will lead to a decimation of the plant species. Which authority or public body is responsible for monitoring the collection of plants on the island?
SAM is saddened by the present state of development in Pulau Jerejak, which would be better off if left in its natural state and used as a wildlife sanctuary. In fact, the Wildlife Department made a proposal to the Penang State Government as far back as l996 for a wildlife sanctuary to be created at either Pantai Acheh or Pulau Jerejak.
It is also disappointing to read that Pulau Aman and Batu Musang in Batu Kawan will also be developed for eco-tourism.
It is SAM’s stand that Pulau Jerejak and these islands should be kept in their pristine state. Any development on these islands is bound to wreak destruction to their natural environment.

PENANG is keen on two proposals from international investors for an adventure-themed park in Pulau Jerejak and a water-themed park in Teluk Kum-bar.
State Tourism Development and Environment Committee chairman Teng Chang Yeow said the proposals reflected investor confidence in the state.
“We have to come out with ideas on how best to position ourselves when Singapore’s two casinos open in 2008.
“Penang can have two theme parks as there is no conflict of themes. They will just result in more tourism products in the state,” he told a press con- ference after opening the Penang Tourism Seminar 2006 yesterday.
Teng said he met the investors separately for preliminary discussions of the proposals last month.
He said the proposed theme for Pulau Jerejak was an eco-friendly adventure park designed with a storyline related to the history of Penang.
He said forest reserve covering 71% or 259ha of the 362ha Pulau Jerejak would be free of development.
“The investor will discuss land issues with Penang Development Corporation (PDC) and Uda Holdings Bhd which have their own deve-lopment plans for Pulau Jerejak,” Teng said.
Uda and PDC developed the 8ha Jerejak Resort & Spa in a joint venture. They have another 24ha for future development.
Teng said the proposed site for the water-themed park in Teluk Kumbar would involve private land.
He also said four new four-star hotels would be built in the next 12 to 18 months, providing more 1,000 hotel rooms in Penang.
He said two hotels would be built as annexes behind the Boustead and Wisma Kastam buildings along Weld Quay, one at Queensbay and another at Juru Auto City.
The Boustead development under the Royal Bintang Hotel chain and the other hotel at Wisma Kastam would not involve any demolition of the heritage buildings.
He said they would not be higher than the nearby Ban-gunan Tuanku Syed Putra.
On hotel occupancy rate in the state, he said there was an increase of 10% in the first nine months this year.

PENANG: The state has yet to receive any plans for the medical tourism resort to be set up in Pulau Jerejak under the Northern Corridor Economic Region.
State executive councillor Teng Chang Yeow said Sime Darby, the company undertaking the project, has yet to send any proposals to the state.
“Only 32ha of the over 300 ha Pulau Jerejak will be set aside for development.
“There are four phases of development on the island but so far, only the first phase – Pulau Jerejak Resort and Spa – was completed about two years ago. Another planned development is the eco-friendly adventure park.
“The development, undertaken by the Penang Development Corporation and UDA Holdings, has come to a standstill as the companies disagreed on certain matters,” he said.
Teng was speaking to reporters after visiting the CCTV site in Upper Penang Road set up under the Penang Integrated Public Safety System yesterday.
He added that the bulk of Pulau Jerejak or 292ha has been set aside to become the state’s second state park after the one in Bukit Panchor, Nibong Tebal.
“The demarcation of the second state park has already been identified by the Forestry Department, it is just waiting to be gazetted.”

THE Penang Government will open tender for tourism deve-lopment projects on Pulau Jerejak by the end of the year.
Chief Minister Lim Guan Eng announced yesterday that the pro-jects would entail “billions” of ringgit’s worth of investment and take at least 10 years to complete.
He said the state wanted to promote holistic development on the former penal colony, including eco and sports tourism.
“We are also thinking of pro- moting medical and film tourism on the island,” he said after meeting with Sime Darby Berhad representatives in Komtar.
He said the state had received great interest from both foreign and local investors regarding Pulau Jerejak and other development projects on the island.
“To date, we have at least two Middle Eastern investors and one from Asia-Pacific who have ex-pressed interest in a creating a holistic masterplan for Pulau Jerejak.
“On the local front, Sime Darby has come forward with proposals on the project and other related projects in the Northern Corridor Economic Region (NCER),” Lim said.
He added that the foreign investors involved were all linked with local companies and all tourism-related initiatives in the state would be conducted by open tender.
Lim added that there had been significant progress on other deve-lopment projects in the state.
“From this Thursday to Saturday, the public will see the unveiling of various development policies that we have worked so hard on for the last few months. All these projects are on track,” Lim said.
He added that they involved tourism projects on the state’s mainland and plans for Komtar, a state icon that houses the offices of local, state and federal authorities. On another matter, Lim said the state would take strong action on debtors who failed to settle their state student scholarships and loans.
“There are still RM15.6mil owed through these loans from 3,416 debtors.
“The state intends to make these names public through newspapers and the Internet.
“If all fails after warning letters are sent, we will sue them in court,” he said.
When asked whether Penang would be following in Selangor’s footsteps to amend its Standing Orders to give the State Assembly more powers to call witnesses, Lim said the state had certain powers under the Public Accounts Committee and would add to those powers when necessary.

GEORGE TOWN (June 29, 2009) : Gerakan today insisted that all land matters to have Pulau Jerejak gazetted as a state park had been resolved before the March 8 general election last year, and accused the current state government of dragging its feet in finalising the matter.
Penang Gerakan vice-chairman Teng Chang Yeow, who is the former state executive councillor for tourism and environment, said the state Forestry Department director had reported to him that all land matters between the Urban Development Authority (UDA), Penang Development Corporation (PDC) and a shipyard on the island to facilitate the gazette had been resolved earlier on.
Teng said it was the Pakatan Rakyat (PR) state government which had shown a lack of urgency on such an important matter.
"Within 15 months since the last general elections, there have been two state executive councillors in charge of environment, previously Chow Kon Yeow and now Phee Boon Poh."
"This showed their weaknesses in administration and a lack of urgency on their part to gazette Pulau Jerejak," said Teng in statement.
"If the PR government has a new plan for Pulau Jerejak, they should let the public know about it instead of delaying on the gazette," said Teng.
Phee had told reporters on Sunday that the previous state government showed a lack of urgency in making the gazette.
The remark was made following Teng’s earlier statement that the decision to make Pulau Jerejak as a state park had already been approved at the Penang State Assembly in May 2007.
"I don’t understand why Phee took it upon himself when I was criticising and taking the State Forestry Department to task," Teng said.
"Why must he over-react? Could it be that he has no clue of what is taking place on Pulau Jerejak, except the chief minister himself ?" asked Teng.

GEORGE TOWN: With no sign of any further development from the Northern Corridor Economic Region (NCER) blueprint, which had identified Pulau Jerejak to be developed into a medical tourism site, the Penang state government is forging ahead with its own ideas to strengthen Penang's position in that field.
At the unveiling of the NCER blueprint two years ago, it was announced that the 362ha island off the east coast of Penang island would be developed into a premier medical tourism centre in the region.
This move was part of the effort to enhance Penang's strength in medical tourism, and under the proposal suitable incentive packages were to be provided to develop the medical tourism industry to make it an engine of growth in the NCER.
Penang accounts for 65% of the medical tourism receipts in the country.
Penang Chief Minister Lim Guan Eng said since the NCER was launched in 2007, nothing else has been said about developing Pulau Jerejak into a medical tourism centre.
He said this after announcing an open tender to lease for 99 years an 1.13 acre site along Jalan Zainal Abidin/Lorong Selamat, located on the fringes outside the heritage zone, for a hospital to be built.
"The state government had earlier earmarked the site for a multi-storey car park, but now, one of the requirements for the successful bidder would be to build and hand over 150 parking bays to the state government to manage for the public," he said.
"This will ensure that the social aspects for the people is looked into, while at the same time efforts to spur the state economy are being undertaken," Lim added.
He said the state government had received several queries for the site to be turned into a medical facility but slowed down during the economic downturn.
Now, Lim said, there has been renewed interest from several parties to set up a medical facility.
"This site is on the fringes of the heritage zone and it would be ideal for us to have one in the heart of the commercial area to boost the heritage aspect besides medical tourism," he added.
Lim said the reserved price for the tender and other specifications will be announced on Aug 10.

I WROTE back in 2006 that Pulau Jerejak should be developed since it is crucial to the eco-tourism industry as well as to generate economic activity in Penang.
Here we have a beautiful island with its potential yet to be fully tapped. There are many ways to promote this beautiful island as a popular tourist destination.
An eco-friendly theme park invites families and friends outdoors on weekends. This promotes healthy living as well as familial and friendship bonding. Employees and employers working in the Free Trade Zone area too will have the opportunity for leisure and team-building.
Kayaking, water-scooting and para-sailing are among some of the popular water sports activities that can be provided.
Trails for jungle trekking and hill climbing around the island should be upgraded. Proper bays for boating, a mini-safari and a more regular boat service can also be introduced.
The state government has even suggested medical tourism in the past.
The upcoming second bridge will surely bring even more tourists over and what better way than to promote local tour packages which include Pulau Jerejak. We are supposed to realise our target of being a fully developed Penang by 2010 but where are the efforts to develop Pulau Jerejak?
What are we waiting for? Furthermore, Pulau Jerejak lies in the vicinity of Penang Cyber City. Surely, we can also figure out ways to tap this area as well.

Datuk Arif Shah Omar Shah (BN-Seberang Jaya), in an oral question to Chief Minister Lim Guan Eng, chided the latter for “trying to show power” in getting back the land premium owed by UDA Holdings Bhd to the state government.
“UDA holds a 51% stake in the project while PDC has 49% so why didn’t it do something earlier on to get TIR back on track?
“That’s the problem when an accountant (Lim) with a dendam laknat against (former Chief Minister) Tan Sri Dr Koh Tsu Koon refuses to exercise the minority shareholder power.
“Pulau Jerejak can be an iconic development bringing long-term gains for tourism,” he said during the morning session of the state legislative assembly yesterday.
Lim replied that even if PDC had a 49.9% share in the company, it was pointless.
“I know the general election is coming and you (Arif Shah) want to show that you can be a potential candidate but we both know minority shareholders can’t do much.
“I used to work in a bank so I know that based on its finances, a company like TIR would never even qualify for a loan.
“For us to invest more now would be throwing good money after bad,” he said, adding the state government was willing to take over the project if UDA returned the land.
Otherwise, UDA would have to pay all monies owed.
In March, Lim said the state government had asked the state legal adviser to start legal proceedings against TIR to recover the RM10.6mil in land premium and interest for 32.3ha of land in Pulau Jerejak.
The land title was issued to TIR after the first instalment of RM2.4mil was paid on Oct 10, 2002.

“I know the general election is coming and you (Arif Shah) want to show that you can be a potential candidate but we both know minority shareholders can’t do much.
“I used to work in a bank so I know that based on its finances, a company like TIR would never even qualify for a loan.
“For us to invest more now would be throwing good money after bad,” he said, adding the state government was willing to take over the project if UDA returned the land.
Otherwise, UDA would have to pay all monies owed.
In March, Lim said the state government had asked the state legal adviser to start legal proceedings against TIR to recover the RM10.6mil in land premium and interest for 32.3ha of land in Pulau Jerejak.
The land title was issued to TIR after the first instalment of RM2.4mil was paid on Oct 10, 2002.
BN is making a joke here. The previous state government already leased the land to the respected company and state government only holding minor share in which the say is not with them anymore.
In normal case, even if state holding minor share, however the land still holding by state, but in this case, previous government (BN) has totally handed over the Jerejak island to the UDA subsidary..:cheers:

penyimpanan peralatan bagi kerja pembinaan tangki air di Pulau Jerejak.
Lokasi pelancongan tak dipulihara dipenuhi semak samun, sampah sarap
GEORGETOWN: Pulau Jerejak, sebuah pulau kecil di selatan Pulau Pinang yang terkenal sebagai tempat tahanan penjenayah dan pusat kuarantin pada suatu ketika dulu dan kini menjadi lokasi pelancongan, didapati terbiar. Beberapa peninggalan sejarah dan khazanah berharga di pulau itu terbiar tanpa penjagaan sehingga dipenuhi oleh semak samun, sekali gus merugikan kerajaan kerana ia boleh dieksploitasi sebagai produk pelancongan.
Apa yang masih ada di pulau itu adalah bangunan penjara, tanah perkuburan Russia, tanah perkuburan pesakit kusta serta tempat simpanan/pusat tahanan bawah tanah (bunker), tetapi itupun terbiar sehingga menyakitkan mata memandang.
Pulau itu mempunyai sejarah tersendiri setelah dijadikan sebuah pusat kuarantin kesihatan untuk pendatang asing sebelum merdeka dan pada akhir 1930-an, hospital kusta dibina di bahagian timur pulau itu.
Tinjauan Berita Harian mendapati laluan masuk di pulau itu rosak akibat kerja pembinaan tangki air di atas bukit sehingga menyukarkan pengunjung untuk ke tempat bersejarah itu.
Berikutan itu, beberapa pihak meminta pihak berkuasa mengambil tindakan segera supaya tempat bersejarah itu menjadi tarikan pelancong.
Kakitangan Jerejak Rainforest Resort, Mohd Faizal Omar, berkata beliau sedih apabila menyaksikan kawasan itu yang menempatkan tempat bersejarah itu terbiar tanpa penjagaan oleh mana-mana pihak.
“Bangunan warden, 500 kubur pesakit kusta dan bangunan penjara dilitupi semak samun, malah jeti utama menunggu masa untuk menyembah bumi,” katanya.
Beliau berkata, laluan utama menghubungkan jeti ke perkubur-an muhibah, jeti dan bangunan penjara yang menentang British, sudah rosak akibat projek pembinaan itu.
Sebelum ini jalan masuk ke tempat itu bertar, namun berikutan pelaksanaan projek pembinaan tangki simpanan air, laluan berkenaan rosak akibat kenderaan berat keluar masuk setiap hari.
“Ini menyebabkan pengunjung terpaksa meredah lecah dan tanah lembik serta air bertakung akibat sistem perparitan tersumbat. Bukan itu saja, banyak sampah sarap dibuang pekerja projek itu ke laut dan kawasan sekitar,” katanya.
Seorang lagi kakitangan resort itu, Norhasnida Mohamad Nayan, berkata jika kawasan itu tidak dijaga, akan hilanglah nilai berharga pulau yang berkeluasan 362 hektar yang kaya dengan sejarah, flora dan fauna.
Katanya, kawasan sekeliling pulau ini termasuk kuarters warden begitu menyedihkan kerana ditumbuhi belukar, malah ada rumah warisan yang sudah rosak kerana kegagalan pihak bertanggung jawab menguruskan kawasan berkenaan.
“Ada pelancong yang terkejut melihat kawasan persekitaran yang tidak terjaga dan dipenuhi belukar. Kami juga malu dengan keadaan persekitaran yang tidak terurus, sedangkan kawasan ini dikunjungi pihak luar,” katanya.
