Construction of the 136-km Kundli-Manesar-Palwal Expressway is to begin next month and has to be completed within three years. This is expected to rid Delhi of at least half the traffic from other states passing through the city for other destinations. The last hurdle was cleared with the Haryana State Industrial Development Corporation (HSIDC) holding public hearings for environmental impact assessment of the project in Gurgaon and Faridabad on Monday and Tuesday. HSIDC officials said the deadline has been set for November 2009 and sources at KMP Expressway, the developers, said they would try to complete it even earlier than that. ‘‘We have already moved machinery in order to complete the project ahead of the deadline,’’ said an official. The HSIDC has already acquired land in a width of 100 metres along the alignment of the proposed expressway. It will take off from NH-1 near Kundli and intersect NH-10 at West Bahadurgarh and NH-8 near Manesar, finally joining NH-2 near Palwal. The expressway will be a dual carriageway with four lanes with a provision for widening it to six lanes. Hence, major traffic coming from Punjab, Haryana and Rajasthan will no longer need to enter Delhi. The expressway had been proposed following Supreme Court orders, on December 16, 2001 and July 15, 2002, that no heavy, medium and light goods vehicles on interstate routes would ply through Delhi. It had also ordered that there could be no corridor or bypass joining different national highways through the Capital. The expressway will have grade separators at intersections. To keep this stretch exclusively for high-speed traffic, no slow moving or pedestrian traffic will be allowed on it. At a later stage, land along the expressway will be acquired and tourist spots developed along the stretch. ‘‘These complexes won’t be visible from the main expressway as on highways in European countries. There will be indicators for food plazas and resting places for commuters. Roadside dhabas will not be allowed,’’ said a senior HSIDC official. As per the environment impact assessment report prepared by RITES for environmental enhancement along this stretch, greenery and water bodies will be developed. Truck parks, bus stops, rest areas and cultural properties will be created. The KMP Expressway, also known as the western peripheral expressway is the largest expressway project in the country on Build Operate Transfer (BOT) basis. Out of the total cost of Rs.1915 crore, the SPV has tied up a debt of Rs. 1149 Crore, through a consortium of 12 banks/financial institutions led by IDBI Ltd. The arrangers for the debt are SBI Capital Markets Ltd. and IDBI Ltd. KMP Expressway project on BOT basis envisages construction of the 135.6 Km, access controlled expressway from NH-1 near Kundli (Sonipat) crossing NH-10 at west of Bahadurgarh, crossing NH-8 at Manesar (Gurgaon) and joining NH-2 near Palwal (Faridabad). The work on the project has already begun and is scheduled for completion by July 2009. Mr. Deepak Chatterjee, Senior Vice President, SBI Capital Markets Ltd. added “We are pleased to be associated with India’s largest BOT expressway project and one of the most significant in the PPP infrastructure development sector, as the lead arranger for the debt. Progress on the project More than 98% of the land has already been acquired by HSIIDC and handed over to KMP Expressways Ltd. The Concessionaire has also put in place its Project Team. Topographical surveys, Sub-soil investigations, detailed Design of Highway and Structures, the Project Camp sites, etc. have already been completed. 95% progress has been achieved for the Survey and Center Line Marking. Required permissions from various departments have been obtained/ are being obtained. The execution of the project has been divided into 3 packages of 45 km each to be supervised by a Senior Project Manager. Earthwork and cross drainage work is in progress. More than Rs. 100 crores has already been invested into the project by the concessionaire. The 135 km-expressway also hopes to propel economic growth in this mainly agrarian region, besides ensuring smooth traffic flow. Seven overpasses and nine underpasses have been proposed at state highway and major district road crossings on the expressway. Unlike the Delhi-Gurgaon Expressway, which does not have any pedestrian crossings so far, 62 pedestrian crossings have been proposed during the initial stage for the Kundli-Manesar-Palwal Expressway. Keeping in mind the villages along the expressway, 32 agricultural vehicular underpasses have been planned in addition to 27 underpasses proposed at crossings of village roads and four railway overbridges. Approval has been sought from the Ministry of Railways for the general arrangement drawings. 31 cattle crossings will be constructed and the expressway will also have two truck parking lots and four bus bays for better traffic movement. “We received clearance from the Ministry of Environment and Forests for the project,” says H S Kohli, chairman, KMP Expressways. So far, 38 lakh cubic metres of earthwork has been done on the expressway. “We want to complete the project ahead of schedule, which is July 2009,” adds Kohli. “The Haryana State Industrial and Infrastructural Development Corporation (HSIIDC) is considering design changes on NH1,NH2, NH8 and NH10 for better upgrade interchange,” said an HSIIDC official. The project has also received a no objection certificate (NOC) from the Haryana State Pollution Control Board. The requisite permissions from the PWD (B&R), Haryana State Agriculture Marketing Board, BSNL, Irrigation Department, etc have been obtained for the project, according to KMP Expressways Limited. The 136-km expressway, to be built at the cost of Rs 2,676 crore, is expected to decongest Delhi roads as it will provide a bypass to trucks that use Delhi roads to go to Uttar Pradesh and Haryana. According to NHAI sources, Reliance Infrastructure has emerged as the sole bidder for the green field project, popularly known as Eastern Peripheral Expressway.With transport secretary Brahm Dutt ruling out any further extension to complete the bidding process, it is expected that the final bidder will start the work by mid 2009. The project is expected to be completed by mid 2012. Sources said over 80% of land acquisition for the project has been completed. The project involves construction of a six-lane expressway with access control highway connecting Faridabad, Noida, Gaziabad and Sonepat. Abhishek901 January 12th, 2010, 10:07 AM The second spell of Bhupinder Singh Hooda government in Haryana seems to be pushing the development of 13 theme cities along the 136km-long Kundli-Manesar-Palwal expressway. The directorate of town and country planning (DTCP) will notify land patches earmarked for these future cities as controlled areas for the specific use. These proposed theme cities include cyber city, bio-science city, medical city, fashion city, entertainment city and leisure city. Deepender Singh Hooda, the MP from Rohtak, said on Sunday that out of these 13 theme cities, three would come up in Bahadurgarh on NH-10 and along the expressway. For Gurgaon district, the state government has proposed five theme cities — fashion city, entertainment city, world trade centre, leisure city and retail merchandiser warehouse centre. Similarly, Sonepat district will have specialized activities like the Rajeev Gandhi Education City, Sonepat-Kundli multifunctional urban complex. This apart, the Haryana State Industrial Development Corporation (HSIIDC) is contemplating an industrial model township at Kharkhoda on the lines of Manesar. Likewise, a leisure and a leather city have been proposed for Mewat, Palwal district will get a dry port city. State government officials said that the development of these theme cities is a part of the plan to develop the areas along the KMP expressway as a global corridor. ‘‘A consultant engaged by the state government had proposed creation of sector-specific parks and sub-cities to ensure that economic activities are developed in a systematic manner,’’ said a senior DTCP official. He added the time-frame for developing these cities has not been fixed by the state and would largely depend on foreign investment and investment from private players in the state. ‘‘All this will happen only when the expressway becomes functional. The work has already been delayed,’’ the official said. Officials said the spatial plan of the corridor will be developed around a number of specialized economic activities and each activity is envisaged to be the focus of a selfsustaining cluster city. Till now it has only few intersections (only with highways), so it is easy to have a toll plaza at every entry and exit. But in future, when all this area would be urbanized/industrialized because of expansion of Delhi metropolitan area and the SEZs coming here, it will require and entry and exit every few kms. The industrial units have alleged that the take-off point of the expressway was changed due to Haryana government’s pressure and they have now got a stay order against land acquisition for construction of an elevated stretch over National Highway No-1. ‘‘The government claims that land acquisition for the intersection has suffered because of our court case but it must also accept that the government is responsible for the entire crisis,’’ said one of the affected industrialists. The matter is now in Punjab and Haryana high court and the next date of hearing is May 10. The twin expressways around Delhi — KMP and Eastern Peripheral Expressway (EPE) — being built to shift the trucks and unwanted traffic from Delhi roads take off from Kundli. The claims of industrialists are based on official documents accessed by them which they have submitted in high court. In fact, the minutes of the meeting of the Supreme Court-appointed monitoring committee for the project mentions that earlier both the National Highways Authority of India (NHAI) and Haryana government had agreed to construct the intersection at a point that would not have disturbed any human settlement. The minutes of the meeting held on December 10, 2005, mentions that then member (technical) of NHAI, Nirmaljit Singh, had submitted that the starting point for both EPE and KMP Expressway had been decided ‘‘jointly with HSIIDC (Haryana Industrial and Infrastructure Development Corporation)’’ at km 39.725 on NH-1 and that Haryana had promised its concurrence by December 13, 2005. However, the Haryana Industrial and Infrastructure Development Corporation wanted the location to be shifted to km 36.3. Interestingly, the NHAI had stated that the change would mean that the EPE would have to pass through an inhabited area and that could pose a problem besides necessitating rehabilitation measures. Following these observations, it was recommended that the original km 39.725 should be fixed as the starting point for both expressways. However, minutes of the committee meeting held on March 11, 2006, mentions that Haryana reopened the issue. It said that the concession agreement for the project had been signed on January 31, 2006, and the state had already acquired about 940 acres of land at km 36.083. Finally, giving in to Haryana’s pressure, the committee decided to change the take-off point for both expressways from km 39.725 to km 36.083. The petition has cited how the same government pitched for change of location of the take-off point on NH-2 (Palwal) to avoid inhabited areas. The first such junction will come up near Pachgaon in Manesar where the under-construction KMP Expressway crosses over the National Highway 8 (NH-8). Once completed, this will improve the connectivity between NH-8 and the expressway and commuters will have the option to move along in any direction seamlessly. According to NHAI sources, the interchange design was prepared by the Haryana State Industrial & Infrastructure Development Corporation (HSIIDC) and later approved by the authorities after some necessary changes were incorporated. The interchange design was reworked considering the expected increase in traffic flow and vehicular movement at this junction. NH-8 between Gurgaon and Jaipur is now being widened to six lanes. HSIIDC officials said that the revised project, with an estimated investment of Rs 100 crore, will have four clover leaves that will ensure swift movement of traffic from NH-8 to the expressway and vice versa. "Work will start soon as we plan to complete this interchange by the time the expressway becomes operational. He added that while the main flyover across NH-8 will be of six lanes, the four clover leaves will be of two lanes. Sources said since the interchange would not be completed before the opening of the first stretch between NH-8 (Manesar) and NH-2 (Palwal), which is likely in the next couple of months, a traffic light would be installed on the highway temporarily. I was shocked to see that hardly any bridges/ flyovers have been completed on the stretch from pawal to manesar. The images were of early 2011. You can use the time tool of goole earth. However, looking at the progress, officials in the Haryana government feel that even if construction is put in top gear, the first phase might get completed only by December. The unprecedented delays and innumerable missed deadlines despite the state and the client - the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) - extending all possible support have caused worry for the bankers. It is equally bad for the private developer - KMP Expressway Ltd, a subsidiary of DSC Ltd. According to estimates, the concessionaire is incurring a daily loss of several lakhs on account of interest during construction (IDC). Moreover, the delays could push the project cost to Rs 3,000 crore by 2013. The present cost is about Rs 2,000 crore. The concessionaire is also facing problems on the ground because of issues related to non-payment of bills to its contractors and their sub-contractors for a few months now. Also, several minor and major structures are yet to be completed all along the 53-km stretch. About the reasons behind the delays, the concessionaire said that these were primarily due to "certain clearances from third parties like the IOCL for pipeline clearances, local agitation from villagers wanting additional structures (beyond the original scope), finalization of the change of scope items and the heavy monsoons". It also said, "With all the clearances more or less under control and the monsoon abating we are quite confident of making the stretch between Manesar and Palwal trafficable by end October/ early November..." According to DSC Ltd, delays will only adversely affect their revenues since the project had been awarded to them on a build-operate-transfer (BOT) basis for 33 years. "As a concessionaire operating on a BOT basis it is in our interest that the project gets completed on time or with minimum delay, as delays lead to additional fixed overheads, interest on loans, depreciation of plant and equipment and loss of toll revenues. Due to certain issues which are being solved there is a slight delay in starting the stretch between Manesar and Palwal," said a spokesperson. According to the Gurgaon deputy commissioner, P C Meena, the concessionaire has promised speedy action in the coming days. "We are keeping a tab on their promised progress. The district administration has decided to write to the state to initiate strict action if they fail to live up to the expectations," said Meena. The project has been planned on a unique and first-of-its kind closed-loop tolling system, wherein the user pays toll as per the distance used/ covered on the expressway. The toll rates fixed in June 2010 show that while cars would have to pay about Rs 0.75/km, light motor vehicles would pay Rs 1.25/km. Light commercial vehicles would be charged Rs 2.60/km and multi-axle vehicles including buses and trucks would have to pay Rs 4.15/ km. The concessionaire said that the toll rates would be fixed only at the time of completion. Most of the traffic on DGE is urban traffic between Delhi and Gurgaon. Interstate highway traffic is not much proportion-wise. Also there is a ban on trucks entering Delhi in day time so anyways there are no trucks during daytime on DGE. So the effect won't be as much during the daytime, however we may see considerable reduction in commercial traffic on NH-8 and other major roads and NHs in NCR during night time. pgarg2000 November 5th, 2011, 07:04 AM http://navbharattimes.indiatimes.com/articleshow/10608465.cms फिर मिस हुई केएमपी की डेडलाइन 5 Nov 2011, 0400 hrs IST जिन विकास योजनाओं के जल्द पूरा होने का इंतजार लोगों को है , उनमें से अधिकांश अपनी डेडलाइन मिस कर चुके हैं। उन्हीं में शामिल है , कुंडली - मानेसर - पलवल एक्सपे्रस वे। यह एक बार फिर अपनी डेडलाइन मिस कर चुका है। 1 नवंबर को केएमपी का मानेसर और पलवल के बीच का हिस्सा शुरू होना था , लेकिन नहीं हो पाया। अधिकारियों के अनुसार यदि पूरी रफ्तार से काम किया जाए , तो मार्च 2012 के अंत तक मानेसर और पलवल के बीच का काम पूरा हो सकता है। जल्द सर्दियां शुरू होने , छोटे होते दिन और कोहरे की वजह से काम के रफ्तार से होने की उम्मीद कम ही है। क्यों हो रही है देरी केएमपी के एक अधिकारी ने नाम न छापने की शर्त पर बताया कि कार्य पूरा होने में कई बार लैंड एक्वायरमेंट में परेशानी आई थी। पलवल से कुछ किलोमीटर दूर एक गांव के लोगों ने विरोध जताकर काम को प्रभावित किया था। हाइवे में कुछ चैंजिंग को लेकर भी देरी हुई है। बारिश के कारण भी कार्य गति नहीं पकड़ सका। अगर कार्य पूरी गति से होगा , तो संभावना है कि पलवल से मानेसर तक हाइवे को मार्च 2012 तक शुरू किया जा सकता है। इसे लेकर एचएसआईडीसी के एमडी और चीफ इंजीनियर भी पलवल से मानेसर तक का दौरा कर चुके हैं। उनका भी प्रयास है कि जल्द से जल्द इसका काम पूरा हो। कितना बकाया है कार्य केएमपी का काम अभी काफी बाकी है। पलवल के पास बनने वाले टोल प्लाजा का काम भी अभी पूरा नहीं हुुआ है। पलवल से करीब 5 से 10 के दायरे में कहीं सड़क बन गई है , तो कहीं सड़क बनी ही नहीं है। केवल रोडियां ही पड़ी हैं। अंडर पासों का काम भी पूरा नहीं हुआ है। हाइवे के बीचोंबीच फुटपाथ भी नहीं बना है। हाइवे के दोनों ओर मिट्टी डालने का काम भी पूरा नहीं हुआ है। क्या - क्या थी डेडलाइन केएमपी का काम पूरा करने की तारीख दिसंबर 2010 रखी गई थी , लेकिन कार्य पूरा न होने पर इसे मार्च 2011 कर दिया गया। इस समय तक भी काम पूरा नहीं हुआ। फिर नई डेडलाइन जून 2011 तय की गई। लेकिन इसके भी मिस हो जाने पर पलवल से मानेसर तक के हिस्से को हरियाणा दिवस यानी 1 नवंबर को शुरू करने की योजना बनाई गई। पर अफसोस यह भी मिस हो गई। अब अगली डेडलाइन क्या है , इस पर कोई बोलने को तैयार नहीं है। क्या होगा फायदा केएमपी एक्सप्रेस - वे जब पलवल से मानेसर तक शुरू हो जाएगा , तो सबसे ज्यादा फायदा गुड्स कैरियर को होगा। बडे़ व्यापारिक वाहन पलवल से होते हुए सीधे मानेसर कम समय में पहुंच सकेंगे। लोगों को अब जहां डेढ़ से दो घंटे लगते हैं , वहीं एक्सप्रेस - वे शुरू होने के बाद करीब 45 मिनट ही लगेंगे। जयपुर , पलवल , गुड़गांव , कुंडली आदि तक लोग आसानी से अपने वाहनों में सफर तय कर सकेंगे। उन्हें समय की बचत के साथ - साथ वाहनों की स्पीड भी बेहतर मिलेगी। S Chigurupati November 6th, 2011, 07:20 AM WPE is very much an expressway. As of today, there has been only 64 per cent physical progress with construction going on simultaneously on many stretches. Initially, the entire expressway was to have four lanes, for which the government had acquired right of way to 3,354 acres, which it handed over to the construction company. Additional land had to be acquired and owners objected at several places, leading to litigation. The company attributes the delays to “extraneous constraints” including shortage of construction material due to a ban on mining in Haryana. “This is forcing us to procure aggregate from Rajasthan. Due to a shortage of aggregate, not only us but the entire construction industry in the region has been affected as resources are limited but demand is very high. There are so many other projects under way in and around Delhi,” Rao said. “Then there are a host of other time-consuming issues which have to be resolved by the government constantly. For the 53-km stretch between Manesar and Palwal for instance, we are awaiting an IOCL pipeline clearance, a masjid area clearance... (there is) also a pending litigation for disputed land. There were several other issues which have been already been resolved by the government. These too are expected to be taken care of in the coming weeks and this stretch should begin operations in two-three months,” said Rao adding that construction had to be slowed down during the monsoon. “The project is ambitious. And it is natural that there would be several issues on the ground once the construction begins. I frequently travel on NH-8 late night and more than half of the vehicles are trucks at 12 am and the ratio further worsens with time. They occupy all 8 lanes of the expressway and cars have to dodge them to overtake. hehe .. i know , saw updates on FB :D dont tell me u went to comesum to have dinner , the place was full .. The Haryana government, which awarded the project in 2006, earlier fixed December 2010 as the deadline but only 60% of the work has been completed. The developer has now been asked to open the "priority stretch" of the expressway between Palwal and Manesar by mid-September or mid-October. A senior official who attended the meeting said Haryana had warned the developer that the contract would be terminated if it failed to meet the May 2013 deadline. The meeting, which was held at the Delhi secretariat, was also attended by the Supreme Court-appointed Environmental Protection and Conservation Authority chairman, Bhure Lal, who is monitoring the ring expressway projects. The developer's financial crunch was the main reason behind the delay, both CMs said, adding that the private player claimed that it now has enough finances to expedite the work. The Delhi and Haryana governments, however, failed to sort out the issue of sharing the land acquisition cost for the project, sources said. Due to the delays in the land acquisition, the liability on the Delhi government has increased to Rs 1,110 crore against the original estimate of Rs 167 crore. It is difficult to find any status coverage by India media. It should be easy to send journalists to five or ten different locations of this proposed expressway - such as in Kundli, Manesar, Palwal, etc - and get professional images every six months, to objectively compare progress versus promises, as well as the quality of progress. If bureaucracy from a govt department is alleged, the media should be able to interview an official from that govt department. The government and concessionaire should be accountable to the people. The only news I find is around previously set deadlines. Year after year, DSC has been blaming lack of permits or some bureaucracy; giving new deadlines and failing to show verifiable evidence of real progress. In April 2012, DSC claimed it has all the needed permits etc., promising to open the so-called priority stretch in June 2012. That deadline too is long past. That is a progress of 0.2 km per month, or 6 meter per day, in most recent 6 months. The expressway claims to have made 4.46% progress between July 2011 and July 2012, or about 6 km worth of progress in 1 year before that (16 meters per day). At the current 0.91% per 6 month rate of progress, it will take another 15 years to reach 100%. I am surprised they are not working on 5 or more zones at the same time, like the way some of our major freeways (e.g. Alaska) were built. Those responsible should cancel the contract. The government is also penalising concessionaire DS Construction Ltd for every lost day due to the delay. DSC, in turn, has dragged the government to arbitration and claimed damages of over Rs 900 crore. "The project has been delayed considerably and we are exercising our rights under the agreement and have imposed damages on the company. They are yet to pay the penalty. We cannot comment on what we intend to do next," Haryana Industries Minister Randeep Surjewala said. The KMP Expressway is a build-operate-transfer project being executed by KMP Expressway Ltd, a special purpose vehicle formed in 2006 with DS Construction in the lead. The Haryana State Industrial Infrastructure Development Corporation's agreement with the company had set its commercial operation date for July 29, 2009. It was considered a prestigious project for Haryana and aimed to ease traffic on the Delhi-Gurgaon Expressway and also act as a Delhi bypass for traffic going north from Agra and Mumbai. Seven years on, only 68 per cent of the 135.65 km road is complete and work has now virtually come to a standstill. Over the last one year, the project has made less than one per cent progress every month. DSC has also run into trouble with its lenders and the Environment Pollution Control Authority (EPCA), which is assisting a committee of the Supreme Court monitoring the project. The lead banks financing the project have told the Haryana government that equity infusion into the project by DSC has virtually dried up. While the banks claim that they have given the company a one-month ultimatum to infuse equity before they chip in afresh, the company says banks are "supporting" the project. The EPCA, meanwhile, is ready with a hard-hitting report condemning the tardy execution of the project and recommending cancellation of the contract. "The company has taken all of us for a ride. It has not done anything to complete the work for the past two years. We have suggested that the state government take over the project and complete it or replace the concessionaire. If we allow this concessionaire to work at the pace it is doing now, the road will not be completed in the next four years," EPCA chairman Bhure Lal said. Lal also alleged that DSC was not interested in completing the project as its financial interests in the Delhi-Gurgaon toll plaza clashed with it. "This same company undertook the Delhi-Gurgaon Expressway project and if this project is completed, traffic will be diverted from NH-8 where the company has its toll plazas," Lal said. KMP Expressway Ltd denied the allegation. "No, there is no clash of interest between the two projects," a spokesperson for the company said in an email response to The Indian Express.
