Malaysia Toll system

Every expressway and highway in Malaysia has a toll system, which is either a closed toll system or open toll system.
Open system - Users only have to pay at certain toll plazas within the open system range for a fixed amount.
Closed system - Users collect toll tickets (North South Expressway issues the transit ticket and the East Coast Expressway issues the transit card) before entering the expressway at respective toll plazas and pay an amount of toll at the exit toll plaza plus the distance from the plaza to the Limit of Maintenance Responsibility (LMR). The toll rate in this system is based on the distance traveled.
The electronic toll collection systems, Touch 'n Go and Smart TAG, have been made compulsory in all expressways since 1 July 2004, following the instruction of the Works Minister, Datuk Seri S Samy Vellu. Other electronic payment systems that were previously used by other highway operators, like FasTrak for all Gamuda Expressway Networks and SagaTag in Cheras - Kajang Expressway, were abolished in a move to standardise the electronic payment method.
Multi Lane Free Flow (MLFF)
The Multi Lane Free Flow (MLFF) is an electronic toll collection system that allows free flow high speed tolli system highway for all its users. With MLFF, the current toll lanes at toll plazas will be replaced with readers at gantry across the highway to detect vehicle and deduct toll using the existing Electronic Toll Collection (ETC) when fully implemented. The Malaysian Highway Authority (MHA) is planning to implement MLFF system at all highways in stages starting 2010.
Toll rebate
Beginning 1 September 2009, the 20 per cent rebate given to motorists who pay toll charges more than 80 times a month, can be saved for up to six months. The rebate can be redeemed at 126 locations which would be announced in due time.
Malaysian expressway toll rate classes
The Malaysian toll rates can be considered among the cheapest in the world, says former Works Minister, Datuk Seri S Samy Vellu.
There are fixed toll rate classes for every Malaysian expressway except for the Penang Bridge and SMART Tunnel where toll rates are not the same.

The Touch 'n Go (http://www.touchngo.com.my/WhatTNG_card_TNG_1a.html) or TnG smart card is used by Malaysian toll expressway and highway operators as the sole electronic payment system (EPS). The credit card sized smartcard made of plastic with Philips' MIFARE microchip technology embedded in it. It is the same technology used as electronic payment of Transport for London which is known as Oyster card.
The Touch 'n Go systems are designed to process up to 800 vehicles per hour to ease the queue congestion at toll plazas and if use together with SmartTAG (a non-stop electronic toll collection system), will be able to process up to 1,200 vehicles per hour.
Card categories
Prepaid card
A standard Touch 'n Go cards fare structure currently available for adult fare for CTS and standard class vehicles with 2 axles and 3 or 4 wheels (Class 1) excluding taxis for toll fare.
Postpaid cards
Fleet Xs card
It mainly purposed for toll fare payment. The details of company name, vehicle registration number and vehicle class was printed on the card. Credit term of 15 days given for post payment and fleet operators are able to monitor toll record/vehicle movement at highways via e-statement (itemised statement) after 24 to 48 hours from the time of transaction.
Biz Xs card
It is the same as standard card mainly purposed for corporate users.

SmartTAG, is an on-board unit (OBU) vehicle-based device used as an electronic toll collection (ETC) system over long distances (maximum 15 metres) to complement Touch 'n Go, a card-based system. It was first introduced in Malaysia in 1999 and is also used as an Entrance Access Security. SmartTAG was designed, developed and manufactured as an extension of the Touch 'n Go System.
Built on a non-stop Electronic Toll Collection (ETC) philosophy, SmartTAG incorporated infra-red communication that communicated with infra-red transceivers mounted at the ceilings of toll plazas to allow vehicle drivers to drive through SmartTAG dedicated lanes and pay toll without stopping. It is designed to process up to 1,200 vehicles per hour.
Among benefits of SmartTAG are:
*SmartTAG is eco-friendly because human exposure to laser transmission is safe and does not cause interference to the communication zone.
*Transaction time of SmartTAG is faster than Touch 'n Go.
*Users can drive non-stop pass toll plaza in normal speed.
*Slotting the Touch 'n Go card in the SmartTAG unit will enable the cardholder to know the card balance when the card is slotted in the SmartTAG.
The SmartTAG, is placed on the windscreen using a mounting arm, which can be adjusted according to the angle of the windscreen. When the Touch 'n Go card is fully inserted into the SmartTAG device, the display panel shows the current credit balance in the Touch 'n Go card and the battery level for a few seconds. Users can fix the SmartTAG device anywhere on the windscreen. However, it works best if placed near the centre of the vehicle windscreen.
The Touch 'n Go card must be fully inserted into the SmartTAG unit before use. The SmartTAG lane has a speed limit of 40km/h.
The SmartTAG will emit a beep sound when transaction is successful and the automatic lane barrier will open. At the exit toll plaza, toll fare will be deducted from the Touch 'n Go card. The toll fare and the new remaining balance will be shown on the Toll Fare Indicator (TFI) at the toll lanes.
The SmartTAG, system also allow flexibility of usage. At toll plazas where SmartTAG lanes are not available, users only need to enter the Touch 'n Go lane, pull out the Touch 'n Go card from the SmartTAG and simply 'TOUCH' the card at the reader.
In other words, the usage of SmartTAG and Touch 'n Go is interchangeable where the driver can first enter the expressway using SmartTAG lane and later exit using Touch 'n Go card through a Touch 'n Go lane.

The Kuala Lumpur-Karak Expressway or Karak Expressway (Lebuhraya Kuala Lumpur-Karak, Lebuhraya Karak), or also known as Karak Highway is a 60-km (37-mile) partial-access expressway or motorway in Malaysia connecting the capital city of Kuala Lumpur to the town of Karak in Pahang. It incorporates a twin tunnel at Genting Sempah, near one of Malaysia's famous highland resorts, Genting Highlands. Originally, the highway was used to be a two-lane toll highway before being upgraded to a full expressway in 1997. The speed limit on the expressway is 90 km/h (56 mph).

KUALA LUMPUR - Pengguna Lebuh Raya Pantai Timur (LPT) dan Lebuh Raya Kuala Lumpur-Karak akan menikmati laluan tol percuma iaitu antara tengah malam dan pukul 5 pagi pada 18 dan 24 September ini.
Apa yang menarik, laluan percuma itu terbuka kepada semua kelas kenderaan dan seterusnya menjimatkan sehingga RM8 bagi pengguna Lebuh Raya Karak-Kuala Lumpur manakala di LPT sebanyak RM29 satu perjalanan.
Inilah kali pertama sebuah syarikat konsesi lebuh raya memberikan tol percuma kepada pengguna lebuh raya. Baru-baru ini PLUS memberikan diskaun hingga 20 peratus kepada pengguna Lebuh Raya Utara-Selatan semasa musim perayaan kali ini.
Pengerusi Eksekutif Kumpulan MTD, Datuk Azmil Khalid berkata, pengecualian pembayaran tol adalah sebagai hadiah dan terima kasih MTD selaku pemegang konsesi kepada pengguna lebuh raya itu sempena hari raya.
"Keputusan ini diambil dengan rasa penuh tanggungjawab untuk membantu mengurangkan beban semua rakyat Malaysia terutama pengguna Lebuh Raya Pantai Timur yang pulang berhari raya ke kampung halaman mereka.

Free toll at KL-Karak Highway, East Coast Expressway on Sept 18, 24

KUALA LUMPUR, Tues: Motorists using the Kuala Lumpur-Karak Highway and the East Coast Expressway will enjoy free toll from midnight to 5am on Sept 18 and 24.
MTD Group executive chairman Datuk Azmil Khalid said the free toll which applied to all class of vehicles including commerial was the its gift and way of thanking users in conjunction with Aidilfitri.
He said motorists using the Kuala Lumpur-Karak Highway would save RM8 while East Coast Expressway users would save RM29 in toll for one way trip.
"The free toll took into account peak travel hours between Kuala Lumpur and the east coast. Motorists still need to return their transit tickets when exiting.
"MTD expects about 200,000 vehicles will use the East Coast Expressway daily. It starts from Gombak in Kuala Lumpur and ends at Jabor in Terengganu.
"Our records show that 60 per cent of motorists will travel during daytime," he told a press conference in Batu Caves near here today.
The free toll is a first by a highway toll operator. PLUS had offered discounts of up to 20 per cent to those using the North-South Expressway during Aidilftri.
Azmil said MTD had also introduced a time advisory to help motorists avoid "choke points" during traffic congestion.
Additional booths would be set up to cater for the high volume of traffic while the staff leave has been frozen. -- BERNAMA

SILK to raise RM10m from rights issue

TOLL concessionaire holder SILK Holdings Bhd is undertaking a renounceable rights issue, which will raise RM10 million for the group, to be used for working capital and to cover the expenses of its proposed regularisation scheme.
The rights issue involves a renounceable rights issue of up to RM10 million nominal value 3 per cent RCULS-A at 100 per cent of its nominal value of RM1 each, on the basis of one RCULS-A, for every 18 existing ordinary shares of RM0.50 each, in SILK Holdings.
It is part of the group's proposed regularisation scheme, which will include a proposed par value reduction and acquisition.
As part of the group's efforts to secure an alternative income stream, it has proposed to acquire AQL Aman Sdn Bhd, the holding company of Jasa Merin (M) Sdn Bhd, an oil and gas support service company.
The company owns a fleet of eight offshore support vessels (OSVs), which are time chartered to oil and gas majors.
"Although there are still uncertainties in the economy, we believe there are bright prospects for OSVs. This is based on the continuing demand by oil and gas majors for development and exploration activities which are spurred by high fuel prices," SILK Holdings executive chairman Datuk Mohd Azlan Hashim said in a statement yesterday.

PETALING JAYA: Private entity Asas Serba Sdn Bhd’s attempts to take over the country’s tolled highways seem like a hard battle to win.
Datuk Syed Md Amin Aljeffri, one of the four individuals behind Asas Serba, was quoted two weeks ago that the company might brief Prime Minister Datuk Seri Najib Tun Razak on its proposal after the plan was submitted to the Government in May. He did not reply to an email sent by StarBiz.
Najib, however, reiterated last Wednesday that the Government did not have plans to sell any toll concessionaires in the country and had not seen the suggested acquisition plan.
Minister in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop had put it more crudely: “If anyone has a plan to buy (the tolled roads), good luck but we have no plans to sell.”
Nor Mohamed heads the Economic Planning Unit, which is tasked to study highway concessions and review toll rates to ease the burden of road users.
Asas Serba’s proposal involves consolidating all the 22 concessionaires in the country, bringing down toll rates for users by 20% and helping to save government subsidies by as much as RM114bil. But details are sketchy as to how it hopes to execute the plans.
Asas Serba is already facing a tough task trying to get the green light from the Government, which indirectly owns PLUS Expressways Bhd via Khazanah Nasional Bhd.
Even if it manages to, it will still have to get consent from others like Lingkaran Trans Kota Holdings Bhd (Litrak), Gamuda Bhd, IJM Corp Bhd, SILK Holdings Bhd and MTD Capital Bhd, which are unlikely to give up their priced jewel so easily because tollways, especially matured ones, offer recurring income.
Gamuda, for example, enjoys steady cashflow from its 46% associate Litrak despite the doldrum in the construction sector at the start of the economic crisis. The next issue is funding and its capital structure. The takeover cost is estimated at RM50bil, excluding debt obligations, as the concessionaires have issued bonds totalling some RM26bil.
Does it plan to issue more debts on top of the existing bonds? If yes, will that increase interest payments? Note that PLUS alone paid some RM654mil in finance costs for the financial year ended Dec 31, 2008.
If toll rates are reduced by 20%, Asas Serba will receive lesser income that it will need for operating and maintaining the highways, while absorbing losses from underperforming highways, such as the Kajang traffic dispersal ring road managed by SILK, which is still low in traffic volume.
Extending the concession period is one option suggested, but if this can keep toll rates low in the first place, the Government can always negotiate with existing concessionaires instead of making Asas Serba the sole concession holder.
Monopoly has often been criticised by capitalists because non-competition tends to lead to lack of incentives to innovate and improve services.
Asas Serba can take over all the concessions and re-list the consolidated entity on Bursa Malaysia but a head of research pointed out: “Why sell and then list when some of the existing concessionaires are already listed?”

the route of DUKE in google map is wrong.. the link to jln duta is missing..and the highway design is really dangerous, like in gombak to setiawangsa the corner seems nice then in the middle it turn somemore, i almost gonna fly that day, and in setiawangsa the highway end uprubly near a junction so be very carefull on it, and

Daeng thats why that stretch ofthe highway is 70 or 80 kmh.Guys be extra careful when u decide to do the autobahn speed on duke they are samaning ,they have installed ctv at different locations.Yet its still my fav highway saves me so much time travelling from ampang to shah alam.

Move to improve LDP contra-flow system

LITRAK has made some amendments in an attempt to improve the contra-flow system at the Damansara-Puchong Expressway (LDP).
Among the measures taken were opening up four toll lanes as entrances into the contra-flow lane and closing the elevated U-turn near IOI Mall.
These changes were put into place after monitoring the massive congestion on Monday evening which tailed back to Petaling Jaya.
Angry motorists, who were caught in the jam, blamed the system for worsening the infamous gridlock before and after the Petaling Jaya Selatan, or Sunway, toll plaza.
Litrak CEO Sazally Saidi said the situation on Monday was partly caused by the heavy downpour and several vehicle breakdowns.
“Following the changes, we could see that the contra-flow, which lasts from 4.30pm to 8.30pm, was working on Tuesday and Wednesday evenings.
“The southbound traffic was moving at peak hours instead of being at a standstill,” Sazally said.
Last week, Litrak announced that the contra-flow system would allow motorists heading towards Puchong Perdana and Putrajaya to utilise one lane of opposing traffic.
They have to be at the extreme right lane of the toll plaza and pay the toll fee at the staggered toll booths, then enter the contra-flow lane at KM19.3 onto the northbound bridge.
Judging by the amount of vehicles that tried to get through the one-lane entrance on Monday, Litrak decided to dedicate three more toll lanes at the extreme right of the toll plaza for vehicles using the contra-flow system.
“Motorists can use Smart Tag at one of these lanes, and cash or Touch‘n Go at the rest of the toll booths.
“On Monday, we recorded 1,300 vehicles per hour using the contra-flow lane and once we opened up more toll lanes as entrances, the figure increased to about 1,700.
“We urge those who are not using the contra-flow lane to refrain from entering these dedicated entrances to avoid obstructing the traffic,” Sazally said.
The exit of the 2.7km contra-flow lane is located at KM19.3, in front of the Esso petrol station next to IOI Business Park.
Motorists have to rejoin southbound traffic at this point.
Based on observations, Litrak decided to close the elevated U-turn (for southbound motorists only) after this exit to ensure that the northbound traffic (heading towards Kesas Highway and Bandar Sunway) was not affected.
Motorists who want to make a U-turn have to travel further and utilise the elevated U-turn near Tesco, in front of the construction site of Setia Walk.
As mentioned last week, the northbound bridge at the Puchong Jaya Interchange would be completely closed and motorists heading towards Bandar Sunway would be diverted down to the slip road next to the bridge.
Sazally said following the changes, Litrak has received positive feedback from motorists who benefited from the contra-flow system which is implemented on weekdays, excluding public holidays.
“It used to take 20 minutes during peak hours for a car to get from Sunway toll to Bandar Puchong Jaya and now it takes only 10 minutes on normal lanes and 5 minutes on the contra-flow lane,” he said.

Asia-Pacific toll highway operators to converge on KL

TOLL highway operators from the Asia-Pacific region will meet in Kuala Lumpur on April 5 to exchange ideas and discuss new technologies at the inaugural PLUS International Expressway Conference and Exhibition.
Spearheaded by PLUS Expressways Bhd (5052) , the three-day conference will be officiated by Works Minister Datuk Shaziman Abu Mansor and is expected to attract over 300 delegates.
PLUS managing director Noorizah Abd Hamid said the first conference of its kind in the region will deal with issues such as toll expressway management, business opportunities, financing and regulatory.
"As Southeast Asia's first and largest highway toll concessionaire, we want to play a leading role in providing the platform for toll highway operators to share the latest issues," Noorozah said recently.
Among the speakers are former prime minister Tun Dr Mahathir Mohamad, Malaysian Highway Authority director-general Datuk Ismail Md Salleh, World Road Association (France) chairman of technical committee, Martial Chevreuil and Japan's Central Nippon Expressway Co Ltd director Takeo Nakamura.
