Land Public Transport Commission (SPAD) chairman Tan Sri Syed Hamid Albar said more EMU trains would be added to the Komuter's service fleet in batches by middle of the year. He said the new additions are expected to improve the ridership and use of public transport. The new trains will operate on the Seremban-Rawang-Seremban, Batu Caves-Port Klang-Batu Caves, Rawang-Tanjung Malim-Rawang and Seremban-Sungai Gadut-Seremban routes. Ticket prices are expected to rise slightly. Syed Hamid said the decision on the increased fair was in consideration of the refurbishment and maintenance cost of the new trains. He also said the ticket prices would reflect the improved services, which would include shorter waiting duration from 30-minute intervals to 15 minutes during peak hours. KTMB president Dr Aminuddin Adnan said the new EMU trains would have additional features such as onboard closed-circuit television cameras, two dedicated female-only coaches, trained captains to assist commuters and three doors on each coach for transitional ease of passengers. He added that there would also be designated areas for the disabled on each coach of the trains. Each train could accommodate up to 1,000 passengers on a single trip compared to the 300 on the current trains. Aminuddin said once the entire fleet of new trains was fully operational, KTMB would overhaul the old trains to improve their conditions for better services in the future. Responding to the GTP’s Urban Public Transport NKRA lab indication of the need to improve its services, he said KTMB decided to increase its trains’ passenger capacity with additional six-car train sets, which are twice the length of its current three-car trains sets used for the Komuter service. Mohd Nur Ismal said in May 2010 KTMB had made an acquisition of 38 six-car train sets to improve its services and capacity to accommodate the increase in ridership for the Komuter lines, which would address issues such as service delays caused by insufficient trains. He said Komuter passengers could expect improved services by the end of the first quarter this year after KTMB introduces the first six-car train set for the service. Each train can accommodate up to 1,000 passengers per trip, 700 more than the older trains’ 300-passenger capacity. KUALA LUMPUR: Longer and more spacious trains will ply the Port Klang-Sentul and Seremban-Rawang routes from this weekend to serve some 98,000 commuters. Keretapi Tanah Melayu Berhad (KTMB) will start with four of the 38 six-car units costing a total RM1.89bil. The rest will be introduced in stages by June. When all the new trains hit the track, waiting time will be reduced from half an hour to just 10 minutes. KTMB corporate communications senior manager Mohd Fazil Ismail expects immediate improvement to the service, given that each train can hold 1,100 passengers, compared to the 400-passenger capacity of the present three-car units. The trains, made by China's Zhuzhou Electric Locomotive company and costing close RM50mil each, would drastically reduce overcrowding in KTM trains along the popular routes, he said during a media tour of the sophisticated coaches. “Some passengers have complained being made to wait for the next train due to overcrowding. We hope to avoid such situations in the future,” he said, adding that KTMB received an average of two to three written complaints a day. About 70,000 commuters take KTM trains to and from work during the morning and evening peak hours. A further 28,000 passengers travel from 10am to 4.30pm. Just after depart from Butterworth platform, before the Sungai Prai Bridge, the train will pass through slum area (next to Penang Port Bulk Terminal). The slum kids were throwing rocks, the rocks from the trackbed itself so you can imagine how big it is. I believe it also happens in other place. Do you know that Taiwanese public bus has installed CCTV not only inside (for passenger to alight and depart), also front and rear (ok, looks normal). But, these buses do have CCTV installed at side (at top rear), so that bus driver can judge better if has any people stand beside or has left the bus thoroughly. This side CCTV has once being used to capture an accident that a van has slight body crashed, and has used the video recorded as evidence. So, this concept should have been used to our trains & buses. Perkhidmatan Tren SCS dijangka dirasmikan oleh Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin Khamis ini, yang merupakan sebahagian daripada Bidang Keberhasilan Utama Nasional (NKRA) bagi meningkatkan kualiti perkhidmatan pengangkutan awam bandar. Beliau berkata KTMB turut merancang melaksanakan jadual ketibaan setiap 10 minit pada waktu puncak apabila kesemua 38 set Tren SCS digunakan. "Sasaran kita ialah untuk mengurangkan tempoh menunggu selama 10 minit mulai Jun ini. Jumlah penumpang juga dijangka meningkat sehingga 200,000 sehari," katanya. Mohd Fazil berkata Tren SCS buatan syarikat Zhuzhou Electric Locomotive Company (ZELC) dari China itu memiliki beberapa ciri istimewa seperti ruang tempat duduk dan berdiri yang lebih selesa, tiga baris ruang pemegang untuk pengguna berdiri serta ruang kepada golongan orang kelainan upaya (OKU) yang lebih luas dan selesa. While the candidates rumoured to be replacing the current president showed fresh attempts to revive KTMB, the problems that have been plaguing the financial performance of the corporation were stale and bland. In other words, the turnaround effort to steer KTMB back on track with reasonable profit or at the very least selfsustainable to cover its operating cost has been way too long overdue. Over the years, many of that turnaround efforts have been proven futile as apparent in KTMB's latest publicly available financial statement as at December 2009. While the magic recipe to return KTMB to the black has yet to be found, history has proven that it was not impossible for KTMB to be profitable. It was reported that the company managed to rake in net profits of between RM9mil and RM15mil from 1993 to 1995. But after that, it began to post losses from RM116.mil in 2007, RM84.6mil in 2008 and RM92.6mil in 2009. The losses were attributable to high operational cost while maintaining a relatively low fare, and a steep decline in its biggest revenue contributor of freight business. One of the reasons for its declining freight business was insufficient train capacity of the State Railway of Thailand to support KTMB's cross-border services. KTMB also did not have enough electric multiple sets to support its commuter train services. KTMB associate KL Sentral Sdn Bhd also saw a 70% decline in revenue in 2009. But Abdul Radzak's contract was ended early less than a year after his appointment to be replaced with the current president, Dr Aminuddin Adnan, who was then Express Rail Link chief executive. These include to separate the infrastructure, operations and maintenance of KTMB into different entities as has been successfully done in other countries' state railway corporations. According to Aminuddin, the corporate restructuring was to look at a new business model that could make the new entities viable and sustainable. Some of KTMB's services that were social in nature would be identified and the funding structure reviewed accordingly. For more viable commercial services, new tariffs or fares need to be introduced together with improved level of services to ensure the sustainability of the respected business units. However, while the restructuring was still taking its baby steps and, at one point, a consultant was to about be appointed, a proposal came from MMC Corp Bhd to take over the operations of KTMB. Thus, the corporate restructuring had to be put on hold to give way to MMC to do its due diligence for the takeover proposal. Although the move by MMC has raised many eyebrows as to why it was interested in the ailing railway corporation, according to some experts, the timing was right for a buyout for KTMB. The completion of KTMB's double-tracking project in a few years is expected to be the catalyst for the viability of KTMB's operations and return to profitability. The final stretch of the double-tracking project from Gemas to Johor Baru is expected to be completed in 2016. KTMB is also expanding its fleet with the introduction of electric train services with six-car train sets costing a total of RM1.89bil. But the attempt to privatise KTMB saw some oppositions from the Railway Union of Malaya that is against private party taking over the railway company. At the end of the day, whether it's a change of management or privatisation of KTMB, what really matters is that KTMB should be self-sustainable with improved and reliable services. Kong said the system would be installed at all 53 KTM Komuter stations, adding that the Government would not incur extra cost due to the delay. When asked if the contractor would be penalised for late delivery, he said it "depends on the final report" after work is completed. Two other contractors tasked with upgrading disabled, parking and pedestrian facilities at various stations, with contracts worth RM1.2mil and RM15.8mil respectively, told the minister that their projects were on schedule and almost completed. Kong said he has also asked for the canopies at stations to be extended to accomodate the new six-car KTM Komuter trains. "The new trains are too long, and the current canopy only covers about half the train. We will extend the canopies, as well as seats in the waiting area and ensure there is adequate lighting," he said. The due diligence is for MMC to participate in the proposed privatisation of the national rail company. “We have appointed consultants. We are at 30 per cent of the (due diligence) exercise now. There are still 70 per cent to complete before we can forward our privatisation proposal to the government,” Hasni told Business Times. KTMB is currently incurring losses averaging RM200 million a year and Hasni said MMC’s proposal will be aimed primarily at turning around the rail company. Acceptance of the proposal will, however, be the sole prerogative of the government. “We feel we have a business model for the government to consider,” he said. Earlier reports said that MMC, a construction and infrasructure company, plans to pump in as much as RM1 billion to take control of KTMB’s operations. This is not the first attempt by MMC to take over the rail company’s operations. The company, together with Gamuda Bhd, was eyeing to privatise KTMB and take over its assets in 2003. The consortium had held preliminary discussions with the government but nothing materialised. “We are submitting the privatisation proposal because we feel we can do it. Obviously, we will propose pragmatic financial model and business model for KTMB to move forward,” Hasni said. Reports put KTMB's accumulative net losses at RM1.45 billion up to 2008 and was unable to finance its operational costs and pay debts. The rail operator's deep losses since it was corporatised in 1992 has been blamed on high operating costs. It made a net profit of between RM9 million and RM15 million from 1993 to 1995 before falling into the red again in the following years. Hasni also clarified that MMC was not immediately looking at buying over Penang Port, as claimed in recent reports. "It (taking over Penang Port) has nothing to do with MMC. The submission of proposal was made by Tan Sri Syed Mokhtar Al-Bukhary through Seaport Terminal, not MMC," he explained. :lol: He said Penang Port was a big unit, handling one million TEUs (twenty-equivalent units) of containers but there was also a ferry business in its operations that has been incurring losses. "As a listed entity, we would not want to acquire businesses that need to turn around first. We may buy later, but only the port business. Business Times reported last December that MMC, a construction, power and port group, was planning to pump up to RM1 billion to take control of the national railway operations. MMC has began due diligence on the proposed KTMB privatisation and expects to complete it between July and August. KTMB is currently incurring losses averaging RM200 million a year. MMC is targeting to list Gas Malaysia Bhd on the Main Market of Bursa Malaysia in the current quarter and raise RM750 million. It also plans to relist Malakoff Corp Bhd in the first half of next year. M&A Securities Sdn Bhd said Gas Malaysia's listing was likely to raise funds for MMC's proposed acquisition of KTMB. "This is similar to the purpose of relisting Malakoff," it said in its latest research note. MMC group managing director Datuk Hasni Harun had said the proposed initial public offering for Malakoff, MMC's flagship power utility company, was going to be "very big". On the rationale of listing its subsidiaries, Hasni said MMC was focused on strengthening its business capabilities. M&A Securities has recommended a "buy" call on MMC, with a new fair value of RM3.47. This is based on expectations that the MMC-Gamuda Klang Valley Mass Rapid Transit (KVMRT) joint venture will win more MY Rapid Transit (MRT) tunnelling jobs from MRT 2 and MRT 3, which are expected to be tendered out in 2013 for around RM12 billion. MMC-Gamuda KVMRT last month won the RM8.28 billion tunnelling job for MRT 1 and expects to start work by January next year.
