PRIVATELY-HELD Global Rail Sdn Bhd and its partner from China have jointly submitted a RM28 billion proposal to develop a high-speed railway and inter-modal freight system in Malaysia, linking economic corridors to major airports and seaports.
Global Rail managing director Fan Boon Heng said the proposal was submitted on September 28 to the Ministry of Finance, the Economic Planning Unit and the Johor Menteri Besar.
The project is a private finance initiative (PFI) with China Infraglobe Consortium, a global infrastructure development and logistics specialist.
Fan said China Infraglobe has the financing in place to fully fund the project, which will be implemented in four phases over 10 years.
He said the financial mechanism will be crafted such that the local government will have a total cost capped for the whole project and risks will be allocated to the parties best able to manage them.
"It will free up the current government funds for public spending in other areas," he told Business Times in an interview.
Fan said the implementation of the project to lay electrified double tracks will start from Iskandar Malaysia in Johor.
Under the first phase, the parties involved will lay the tracks from Johor Baru to Gemas, while under Phase 2, the tracks will run from Gemas to Tumpat in Kelantan.
Phase 3 will start from Kluang, with connections to the KL International Airport, Port Klang and the Port Klang Free Zone (PKFZ) in Selangor.
The fourth phase will be from PKFZ to Perlis and up to the Thai border.
"We will call for tenders for local participation on the civil works, building of stations and yard facilities after we get the green light from the government. China Infraglobe will work with a European group on the systems portion," Fan said.
The proposal is in line with the government's 2020 National Physical Plan on Transportation.
"This development plan will transform Malaysia into a regional logistics hub for Asean and be the southern gateway to the overland logistics rapid freight system for China and Europe," Fan added.
It is also expected to propel Keretapi Tanah Melayu Bhd into a major logistics and industrial corporation, enhancing and augmenting its role as a national rail and logistics services provider in passenger and freight services.
Global Rail, set up in July last year, was founded by Fan, who previously headed ABB Daimler-Benz Transportation and, later, Balfour Beatty Rail Sdn Bhd for over 15 years.
It already has jobs from Road Builder Sdn Bhd for electrification for a railway project in Batu Gajah, Perak, and from YTL Corp Bhd to supply automatic train protection system and railway point machines for its Sentul-Batu Caves railway project.

There have been proposals to extend the line to connect with the KTM line at Mentakab, and even suggestions to go as far as Kuala Terengganu and Tumpat

Wisarut October 8th, 2009, 04:50 PM The new link form KL Sentral to Mentakab and Metakab to Kuantan will render Gemas into very quite junction for sure since all the train to Tummpat are likely to head to the new shourtcut route - and make direct control of Kelantan for the fist time ... You know the rest of the story, don't you?
tunomura October 9th, 2009, 12:04 AM I'm totally agree and give 100% support this proposal since it is part of KTM expansion project..When KTM goes east coast line and west coast line it actually will connect several port cities and reduce travel time within this port city.
Regarding west coast line, connecting Malacca-Penang is MUST but connecting Penang-Padang Besar is unprofitable since current line Bukit Mertajam-Pdg Besar is under utilized need to be electrified first.

PETALING JAYA: If the Government does not give its approval for the RM28bil proposal to develop a high-speed railway and inter-modal freight system by year-end, the Chinese party which has committed to financing the project will channel the funds elsewhere.
“The Chinese party has said that it would wait until the end of this year, after which it will move the funds to either Thailand or Indonesia.
“These countries are interested in becoming regional logistics hubs for the Asean region,” Global Rail managing director Fan Boon Heng told StarBiz yesterday.
Global Rail, a privately-held company, had on Sept 28 reportedly – together with its Chinese partner, China Infraglobe Consortium, a global infrastructure development and logistics specialist and a state-controlled agency – submitted a RM28bil proposal to develop a high-speed railway and inter-modal freight system in Malaysia.
Global Rail, which is involved in engineering, contracting, project management, repair and maintenance among others, is 51%-owned by Zulkifli Md Hussain.
Based on data provided by the Companies Commission of Malaysia, Fan as well as another director, Han Choo Kiat, held about 30% and 20% equity interest respectively in the company.
Reports indicated that the proposed system would link economic corridors to major airports and seaports. The project would be a private finance initiative.
“The Chinese party has given its word. It has committed to providing the funds. Now it depends on the Malaysian Government,” Fan said.
He added that the project was in line with the Government’s 2020 National Physical Plan on Transportation and would help turn Malaysia into a regional logistics hub.
“One of China’s intentions is also to stop using the Straits of Malacca to ship goods due to heavy congestion, so the demand for rail use is there.”
Fan said that since less than 10% of goods in Malaysia was currently transported via rail, demand should improve.
Meanwhile, analysts contacted by StarBiz said the project didn’t sound economically feasible.
“Is there even enough demand?” asked Jeremy Goh, analyst at OSK Research. “However, it is a 10-year project, maybe demand would pick up by then.”
He said if it worked out, the project would be hugely subcontracted out, and “our local construction boys will definitely benefit”.
There are four phases under the proposed project, with Phase 1 involving the building of electrified double-tracks linking Johor Baru to Gemas.
DRB-HICOM Bhd was earlier reported to have also submitted a proposal for this portion.
Under Phase 2, the tracks will run from Gemas to Tumpat in Kelantan.
Phase 3 is expected to start from Kluang, with linkages to the KL International Airport, Port Klang and the Port Klang Free Zone (PKFZ) in Selangor, while the final phase will be from PKFZ to Perlis and up to the Thai border.

KUALA LUMPUR 8 Okt. – Berita baik untuk orang ramai. Penduduk di Ipoh, Perak atau utara Semenanjung Malaysia kini boleh berulang alik dengan mudah ke Kuala Lumpur dalam tempoh kurang dua jam.
Ini berikutan kereta api elektrik milik Keretapi Tanah Melayu Bhd. (KTMB) dijangka mula beroperasi April tahun depan.
Malah, penduduk di Ipoh turut berpeluang untuk ke Seremban dalam tempoh kurang tiga jam perjalanan.
Kereta api elektrik berkenaan yang berkelajuan 140 kilometer sejam (km/j), adalah untuk perjalanan sejauh 300 kilometer yang menghubungkan Ipoh ke Kuala Lumpur hingga ke hentian terakhir, Seremban.
Presiden KTMB, Dr. Aminuddin Adnan berkata, pihaknya menempah lima set kereta api daripada syarikat pembuat kereta api elektrik dari Korea Selatan, Marubeni dengan setiap set mempunyai enam gerabak (coaches).
Beliau memberitahu, kos pembelian kelima-lima set kereta api tersebut adalah sebanyak RM250 juta.
Jelasnya, melalui kereta api elektrik berkenaan, orang ramai dapat berjimat tempoh perjalanan kira-kira sejam.
“Buat masa ini, kita memperkenalkan tiga hentian iaitu Ipoh, Kuala Lumpur dan Seremban dan set kereta api pertama dijangka tiba pada bulan depan.
“Konsep baru ini menepati 1Malaysia yang menyatupadukan setiap kaum di dalam satu pengangkutan awam yang pantas.
“Selain itu, ia dapat mempromosi pelancongan Malaysia melalui kereta api elektrik tersebut kerana ia sudah lama diperkenalkan di negara-negara maju,’’ katanya selepas menghadiri majlis jamuan mesra 1Malaysia KTMB di sini hari ini.
Majlis tersebut dihadiri lebih 2,000 jemputan terdiri daripada pesara dan kakitangan KTMB, kakitangan Kementerian Pengangkutan, Kementerian Kewangan serta pelanggan setianya.
Selama ini, KTMB mempunyai tiga set kereta api komuter dengan setiap satunya mempunyai empat gerabak dan berkelajuan kira-kira 110 km/j.
Aminuddin menambah, kereta api elektrik berkenaan dijangka memuatkan kapasiti penumpang seramai 350 orang untuk setiap set kereta api.
Terdahulu, katanya, setiap set hanya mampu memuatkan 250 penumpang.
Ketika ditanya mengenai kadar caj tambang untuk kereta api elektrik berkenaan, Aminuddin berkata, pihaknya masih menilai mengenai perkara itu.

According to the EDT project, the Berapit tunnel (Perak) will be the longest railway twin single-track tunnels in South East Asia with a distance of 3.3km in length.

The chinese loco (for their own domestic transportation whcih are much better quality than the export version) already has the axle load of 25 ton (total 150 metric ton for each Co-Co Locos) ...
If there are any attempt for the constgruction of the dual guage tracks, the axle load of of 25 metric ton (with 5% margin of error) must be achieved ... to allow Chinese locos from China (not hte export version) to run withotu causing the cracks on the concrete sleepers, bridges and steel rails.
I just wonder if the KTMB tracks along with the KLIA Airport Link tracks already achieved 25 ton axle load at all ... even though I have full confidence that it has already exceed 20-ton axle load.

British Tuans who run FMSR could not conquer the moutain range which is now a part of Taman Negara that separate Eastern coast and Western coast.
You better find the way to negotiated with Environmental NGOs who would stand on theri way to oppose the KL-mentakab-kuantan railway project which may need heavy machine guns and M79 grenades to mow them down if ISA is not working well enough.
With the distance like this (KL-mentakab-kuantan => about 420 km), at least 700,000 men have to be perish to accomplish this project to have the same number as the the concrete sleepers for this kind of project.
