This is a tiny town in the Moscow region. It is, however, a very fast growing one.
In 1992 the population was 208,000 now it has almost doubled - 390,000!

Zelenograd is not a tiny town in the Moscow region. Zalenograd is a big borough of City of Moscow (Zelenogradsky Administrativny Okrug ZAO).

I gave them 8, because there is nothing else, except commieblocks.
