Ambitious Surat Bus Rapid Transit System(BRTS) project will be kicked off by Gujarat Chief Minister Narendra Modi on 31st October - Sardar Patel Jayanti. Modi will perform groundbreaking of Rs.78 crore first phase of the project.
The Surat Municipal Corporation(SMC) had recently approved Rs. 228 crore Bus Rapid Transit System(BRTS) project. Cost wise, this is be the biggest project approved by the SMC in its history.
A 19 km long 200 meter wide BRTS lane will come up on Dumas resort-Udhna-Magdalla-Vir Narmad university-Citylight Anuvrat gate route. The BRTS lane would also be constructed on both sides of the Citylight canal(60 ft road on each side)-Khatodara-Kharvarnagar-Puna old octroi post-Puna-Sumada-Sarthana Savji Korat bridge rout.
Under the project, a canal will be restructured and proper lining would be done. The project also includes construction of several fly-over bridges, cc road, paver blocks, street lights, a track for bus, vehicles track, gardening, picnic points, shopping mall, carriage way, cycle track, light vehicle track, activity areas, parking space, bus-stands and service road.

Since the Presentation was made, it would appear that the Route labelled as Corridor 2 of Phase 1 on these slides, will actually be the first Route to be built.

Surat: The BRTS, one of the most ambitious projects of the Surat Municipal Corporation (SMC), will soon now have a brand name, logo and color code as identification. Civic authorities have decided that they will spread awareness among people about the project.
The SMC will also complete tendering process of other important parts of the project till April -May.
To make the Rs500 crore BRTS (Bus Rapid Transit System) project more people friendly, the SMC has decided to create a separate brand for it, having a logo and color code. The civic authorities have decided that, the logo will be placed wherever the work for BRTS will be in progress.
To finalise the logo and other things, a meeting between CEPT, SMC and UMTS officials was held recently, where authorities were able to achieve success on the issue.
Besides this, the SMC has also decided to wrap up the tender processing activity for other components of the projects - excluding procuring of buses and preparing routes.
This includes passenger and bus information system and automatic ticketing machines. Civic authorities are planning to complete this work till April-May 2010. The cost of tenders is estimated to be around Rs40 crore. This was decided as work for preparing routes and flyovers have begun and civic authorities do not want to get delayed for the project.
"The BRTS project is for the people and to make them aware a separate logo and color code is necessary. We will also give a separate name to the project to create its identity," municipal commissioner S Aparna, said. There will be 60 bus stops in all developed in both routes.
"We have finalized the design and a sample bus stop will be prepared and review of will be taken from the experts, to make any changes if needed," Aparna added.

I remembered a airport in India had a canal in it and then I turned out to be Vadodara. Canals are very popular in Gujarat I guess :D

The 2 Lanes either side of the canal is a mistake by whoever did the graphics.
The schematics of the Canal Road stretch (pg 39 on the presentation) show only one lane either side of the Canal.

In another major development, a 7.7 km stretch of road under Bus Rapid Transit System (BRTS) project at a cost of Rs 71.63 crore has also been proposed for approval.
BRTS is another much awaited dream project of SMC. Of the total cost of Rs 469 crore, this year SMC plans to spend about Rs 190 crore in financial year 2010-11.
Sources said to develop the canal corridor, the work will be undertaken in two segments. In the first segment, 8.7 km from Dumas resort to Kharwarnagar junction.The approval has already been given for this segment, which will cost Rs 105 crore. The approvals for the second segment of Kharwarnagar to Simada junction of 7.7 km stretch is being sought. The cost for this segment is estimated at Rs 71.63 crore. Meanwhile, the third and the shortest segment will be from Simada junction to Sarthana at a cost of Rs 35.67 crore. This segment will be 3.3 km long.
"This cost will cover development and construction of CC road, tar road, bus lane, carriage way, cycle track, activity area on both the sides, service, utility and canal lining and development," Dalal said.
A few days later, it appears as though one of the other "segments" mentioned there has now had a contract signed for it as well. Meaning that only the final 3.3km segment from Simada to Sarthana is left in terms of Phase I, as this contract has been awarded for Udhna - Simada, rather than just Kharwarnagar - Simada

The Cube Ashoka Company has been awarded the contract to develop the BRTS corridor between Udhna and Simada in Surat. This has come after the ruling party leaders in the Surat Municipal Corporation (SMC) rejected Municipal Commissioner S Aparna’s proposition of awarding the tender to Gujarat Construction Company (GCC), said sources.
For the said project, bids had been opened by SMC earlier. Over 10 parties showed their interest and submitted their bids to SMC. Proper analyses were done in terms of financial capability and technical valuation before processing them. Municipal Commissioner S Aparna had proposed to the ruling party leaders that the tenders submitted by GCC should be accepted.
When the ruling party discussed the issue in the standing committee, they found that GCC’s quoted amount of Rs 71 crore was the lowest. But Cube Ashoka edged it out in the parameters of financial valuation and technical capability.
On Thursday, the standing committee cleared Cube Ashoka Company for the project. Standing Committee Chairman Mukesh Dalal said: “The municipal commissioner had proposed that GCC be awarded the contract, but it does not fit into our scheme of things and we have found another more competent firm. It is normal procedure and the Standing Committee is empowered to award such contracts. We have done the right thing.”
Good to see them choosing expertise and capability rather than even if it is more expensive.

meetmus2fa November 24th, 2010, 08:26 PM SURAT: After the success of BRTS in Ahmedabad, Diamond city has now reached a step closer to realising the dream of having the efficient public transport system. Citizens of Surat will have one advantage over their counterparts in Ahmedabad though - they will experience the comfort of air-conditioned buses from the outset.
After the tender scrutiny committee (TSC) accepted the proposal of the lowest bidder at a meeting on Tuesday evening, preparations for the presentation of the modern information technology that will guide the path and frequency of the buses are on and Surat Municipal Corporation (SMC) would soon be seeing the bids.
Bidders will make their presentations on Thursday and Friday. "After viewing the presentations and knowing about their bids, the decision to install the information technology system will be taken. As the entire BRTS will be guided and controlled by computers, we will have to select the agency carefully."
Meanwhile, CC road formation work is in full swing at present and Puna-Kumbhariya stage up to Eye Mata Junction will be ready for use by January 26. Kharwarnagar part, however, may take a little longer.
"Even after work orders are issued, a four-month preparatory time is needed before the contractor could start the operations, so we expect first BRTS trip in the city to start in the second half of 2011," said an SMC official.
On Tuesday, TSC had passed the tender of lowest of the four bidders at its meeting to ply 50 AC buses on the BRTS route. TSC accepted the proposal of Chartered Logistics ltd. and Chartered Speed Pvt. Ltd. with the annual expenditure of Rs 12 crore.
The bidder in its proposal had quoted Rs 30.42 per km for non-AC and Rs 35.46 per km for AC buses with minimum of 6,000 km per month and 72,000 km per year. SMC will have to pay this much per bus to the contractor and the latter would take care of operations, maintenance, staff and cost of running the buses. The fares, including the rate of season tickets, would be decided by the corporation.
The same agency runs non-AC buses in Ahmedabad at the rate of Rs 34.50 per km and as the bidding price is just Rs 1.5 higher for AC buses, SMC decided to go ahead with AC buses.
However, this proposal will be sent to the standing committee, made up of elected councillors, and once the rulers approve of it, the work will proceed further. Every BRTS bus would have capacity of seating 100 passengers. JnNURM sponsored-BRTS project of the city would cost Rs 500 crore in the first phase and the work is progressing on schedule in the second year.

The standing committee of the Surat Municipal Corporation (SMC) on Thursday awarded the contract of air-conditioned buses for the Bus Rapid Transit System (BRTS) routes to a private firm.
Civic officials said the contract for seven years was awarded to Chartered Logistic and Chartered Speed Pvt Ltd, which made the lowest bid of Rs. 35.46 for AC buses. Four private agencies had made bids, they said, adding that initially, the company will supply 10 AC buses.
The number of buses might be increased later based of public response. “Based on requirement, we will demand buses from the agency and they will have to supply it to us within 120 days,” said additional city engineer Bharat Shah.
Another proposal for non-AC buses has been put forward before the standing committee, but no decision has been taken in this regard yet.
The BRTS routes, work for which is in full swing, will be from Dumas Resort to Punagam and from Udhna Darwaja to Sachin GIDC.

Inspired by the success of Ahmedabad, the Surat Municipal Corporation has decided to run 50 air-conditioned and 50 non-air-conditioned regular buses on the proposed BRTS routes. A contract to this effect has been awarded to the lowest bidder in the last SMC's standing committee meeting. This is will be first time that the AC buses will be plying on the roads of any city in Gujarat.
The SMC is preparing two stretches of about 30 km for the BRTS. The Rs 499 crore project was sanctioned in 2009 and the work began immediately. Till date nearly 30 per cent of the work has been completed and with over Rs 100 crore allocation for the project in the year 2011, it is likely that citizens will see these buses plying on Udhna-Sachin corridor of 9.97 km shortly. The second stretch is the canal corridor of 19.5 km from Dumas Resort to Sarthana Jakatnaka.
While approving the proposal of procurement, operations and management of these buses, the SMC was hopeful of seeing them on a trial operational run in another six months in Udhna-Sachin corridor. The canal corridor may take some more time to be completed.
The non-ac buses will cost Rs 30.42 per km and AC buses Rs 35.46 per km. These rates are lower than that of BRTS Ahmedabad. In Ahmedabad, regular buses incur a cost of Rs 36.10 per km.
"It will be for the first time in the state that the BRTS will have AC buses plying on its routes in Surat," said Mukesh Dalal, chairman, standing committee.
As per the contract proposal, the contractor would have to procure these buses anytime in 120 days notice period from two years from 2010. Moreover, the SMC will have the rights to advertise on these buses and the revenue sharing will be 90:10 per cent. About 90 per cent of the revenue will go to the civic body where as the remaining will be shared with the operator.
The operator will get a performance guarantee of Rs. 45 lakh per annum and the annual assured bus kilometre per bus has been fixed at 72,000 km. For extra kms, the operator will get 85 paisa per km extra.

Surat Municipal Corporation (SMC) started a mega demolition drive on Udhna main road on Saturday to clear structures coming under the alignment for widening of the existing road for the upcoming Bus Rapid Transit System (BRTS) project connecting Udhna Darwaja and Sachin.
Official sources said the drive has been started with the demolition of JP Biscuit store located in the corner of Udhna teen rasta. Out of the total 270 building structures, about 54 structures, including residential and commercial, will be razed to ground and the rest from Udhna teen rasta to Udhna Darwaja face partial demolition.
SMC's Udhna zone had issued notices to the occupiers to vacate their respective buildings. A few of the building owners have started self-demolition of their structures under the road alignment.
Sources said the construction work on the 10.2 kilometre BRTS corridor project connecting Udhna Darwaja and Sachin is going on in full swing. The Rs 78 crore project has a flyover bridge, three sub-ways, walkers' track, pavement, cement concrete road and state-of-the-art bus stop.
Udhna zonal chief D C Gandhi said, "The demolition drive has been taken up on both sides of Udhna main road to pave way for the BRTS project. The drive is likely to continue for few more days before we hand it over for the construction of BRTS."
NitinPatel May 8th, 2011, 11:13 AM After more than a decade of wrangling, the widening of Udhna-Sachin main road will be a reality in a year's time. The standing committee of Surat Municipal Corporation (SMC) had passed a 60-metre road alignment, but the encroachment could not be removed.
However 2009-10 saw a major change once the Bus Rapid Transport System (BRTS) was approved and implemented for the first phase. The initial work of clearing road was very difficult, but it has gathered speed in the last month or so. The last three days have seen large-scale self demolition on the road, which will form 10 km segment of BRTS project. About 165 properties belonging to private owners are the target of either full or partial demolition as the whole stretch is to be made 60-metre wide.
"We expect self demolition by the people to be over in 15 days time and by month-end we will have a full stretch from Udhna Teen Rasta to BRC Gate free of encroachment," executive engineer, Udhna zone, D C Gandhi said.
There are more than 200 workers and officials of the civic body working for the purpose. SMC has made 10 teams for the area and an each team headed by a deputy engineer has a JCB and two trucks at his disposal along with 20 workers. Those who have opted for self demolition are also provided help by these teams as and when asked.
Additional city engineer Bharat Shah, zonal chief of Udhna zone, said, "Latest by month-end we will have a situation where BRTS work can gallop. At present of the Rs 78 crore estimates of this 10 km BRTS route, 25-30 per cent work is complete and before the end of financial year of 2011-12, we will complete the whole project implementation.

SURAT: The three kilometre-long elevated road over Rajmarg will take longer to get off the drawing board with fresh plans to merge it with the Bus Rapid Transit System (BRTS) project.
SMC executive engineer Bharat Shah said, "The previous tender was scrapped due to a number of reasons. Now, if the elevated road is merged with the BRTS project, part for the expenses will be paid by JnNURM."
With an estimated traffic of more than 2 lakh two-wheelers and about a lakh of four-wheelers passing through the area apart from about 50,000 three-wheelers roaming in the area, Rajmarg has the densest traffic.

Roads in Udhna, Pandesara unfit for cars

SURAT: A unique mix of industries and worker dwellings dominates Udhna and Pandesara areas in the city. There are over 150 industrial units in Pandesara industrial estate. Hence, any new model of cars that you can't find elsewhere expect it here with the owners of these units. On the flip side, the residential colonies belong to people from lower middle class.
About 21 km of roads in the area are over 120-feet wide, and 23 km wider than 80 feet and 53 km as wide as 40 to 80 feet. However, the ongoing work to lay pipelines has rendered these roads useless for any vehicles.
A dyeing mill owner, who uses his Audi A6 to go to his mill in Pandesara from Athwalines, said, "We are ashamed because of these digging up of the roads in Pandesara for the last three years. We know work is on to lay underground networks but for how long will it continue? How do we take our foreign clients to our mills? We have told them that Surat is the most clean and beautiful city with best infrastructural facilities."
Another textile processor, who travels in a BMW car, said, "Ideally, it should take just 12 minutes from my home on Ghod Dod Road to Pandesara GIDC. But, I spend over 25 minutes in travelling."
On Udhna corridor, a 10-km stretch from Udhna Darwaja to Unn is being converted to a 200-feet road for the BRTS. The work is behind schedule and is expected to be completed by March 2012.
"It should be ready by March 2012," a Surat Municipal Corporation (SMC) official said.
Traffic density and its volume in Udhna and Pandesara was about 10,000 vehicles during peak hours in 2004. It has now doubled at Udhna main road, Jeevan Jyot circle, Udhna-Pandesara and CNG junction and Udhna Teen Rasta.

The JNNURM steering committee has sanctioned a second installment of Rs 52 crore for Bus Rapid Transit System (BRTS) project in Surat city.
Earlier, it had released Rs 58 crore as part of its first installment.
A few days ago, BRTS committee chief B S Shah had visited Delhi and apprised the chief of the JNNURM steering committee of the progress in BRTS work, 35 per cent of which has been completed.
Sources said that as per the detailed project report, the total cost of BRTS project in Surat is about Rs 459.83 crore.
On its part, the state government has also released Rs 20 crore as its first installment.
Shah said, “The work on BRTS project started in 2009 and with the first installment from both the state and central governments, we carried out work in speed. Seeing our presentations and quality of work done, the steering committee decided to sanction the second installment. If the work is carried out on the same pace, we expect to complete the project in another one-and-a-half year. We are now waiting for the cheque and informed the state government for its 20 per cent share.”
Meeeet November 3rd, 2011, 12:38 AM The much awaited Bus Rapid Transit System (BRTS) project in Surat is still hanging fire, thanks to slow pace of work by contractors. Work is visible only on one of the two routes selected.This has resulted in delay in release of funds to Surat Municipal Corporation (SMC).
The BRTS project for Surat was approved in 2008 at a cost of Rs495 crore. Two routes were finalised by the civic body under phase-I and work was entrusted to Ranjit Buildcon. The contract was granted on 2009, but till now, very little progress has been made on both routes.
On the route connecting Udhna Darwaja to Sachin, work of developing BRTS road is going on, while flyover at Kharvarnagar junction and bridge near Sachin GIDC is still incomplete. The pace of work is so slow that it raises doubts about completion time.
The situation on the second route, also called Canal Corridor, is worse. Canal corridor route is supposed to join Dumas Resorts to Sarthana Jakatnaka. It is to be built along a rivulet of the irrigation department. According to sources, while work on the project has started, some patches of land are still to be acquired by SMC. Again, owing to societies built on both sides of the canal, SMC is not going to get width of 60 meters at some places.
No work is visible on a major portion of the route stretching over 19 km except for the route developed at Vesu, flyovers near Anjana built by the bridge department of SMC and a little work at Aai Mata Junction.
"As progress of work is slow, second instalment of funds for the project is getting delayed. SMC has received first instalment of Rs90 crore," said a top civic official, requesting anonymity.
As the BRTS project is under JNNURM scheme, Union government shares 50% of the cost, state government 20% and SMC 30%. According to the contract both government have given 25% of their share to SMC.
Despite slow progress officials claim that the project will get completed soon. "Owing to rains and other problems, work got delayed. But now it is going on at proper pace. We are hopeful of completing work within four to five months. Buses should start plying by March-end. Roads under BRTS route are completed and only certain patches are left," said BS Shah, additional city engineer (SMC).

A special purpose vehicle (SPV) will be created for the Rs 500-crore Bus Rapid Transport System (BRTS), the first route of which is expected to be ready by March 2012.
This company, created with the sole aim of managing the BRTS, will have 11 members under the chairmanship of the municipal commissioner. The SPV will make policies for BRTS and inform Surat Municipal Corporation (SMC) of its work and progress on a half-yearly basis.
The city's BRTS project is nearly 8 to 10 months behind schedule. However, a 10 km stretch from Udhna Darwaja to Unn will be ready by March 2012. The other 20 km stretch from Dumas resort to Sarthana on both sides of canal will be complete only by 2012 end or March 2013.
A proposal to set up the SPV was put up for the approval of standing committee which met on Thursday evening and it was approved after making a small amendment of adding one more elected councilor to the original number of 10 as proposed by the administrative wing.
Municipal commissioner Manoj Das said, "The SPV is launched for a speedy and professional job. The committee can take decisions on a day-to-day basis and work efficiently. No time will be lost in implementing the decisions taken by committee."
Talking to TOI, ruling party leader Dayashankar Singh said, "Our basic aim is the smooth operation of the transport system. Once the SPV is set up, things will move smoothly as we will be able to learn from the good and bad experiences of Ahmedabad."
Surat is following the pattern set up in Ahmedabad for smooth functioning of BRTS. An official from SMC said, "The SPV will examine the whole scenario and will adopt practices that have become successful in Ahmedabad and will look for alternatives where they faced problems."
What this effectively means is that the SPV, which will become a registered company, will be solely responsible for the operation and maintenance of BRTS. However, civil infrastructure for the project will be provided by the BRTS cell.
The municipal commissioner will be the chairman of this committee. Deputy commissioner (Special projects) will be a director, whereas the additional city engineer in charge of BRTS cell will be managing director and CEO. The other directors include chairman of standing committee and one more councillor, chief accountant, deputy commissioner of police in charge of traffic, CEO of Surat Urban Development authority (SUDA), regional transport office, a representative of centre's urban development ministry and a representative of the bus operator.

Surat Municipal Corporation (SMC) officials freed nearly 1000 square metre of land for the ongoing BRTS project at Bhestan Charrasta on Surat-Navsari Road of the city in the wee hours of Saturday.
Four persons were arrested for opposing the transfer of ownership of the land from private owners to SMC.
SMC deputy engineer Hitendra Suthar, who filed police complaint against four persons for causing hindrance in the government work, said, "They refused to go away and sat in front of JCB machine. They did not let us complete our job and so I filed the complaint."
Police arrested Thakore Patel, Sanjay Patel, Sachin Patel and Suresh Patel. They were produced before a local court later.
Suthar said, "They had been issued notices in advance. The plot no 14 under town planning scheme 47 needed to be acquired by SMC but the owners are opposed to it."
The BRTS project is behind schedule by six months with regard to the work on the 10 km stretch on Udhna-Navsari Road. The SMC expects to operate BRTS bus services on this route by March 2012.

To put back the Bus Rapid Transport System (BRTS) project on track and to ease traffic movement, Athwa zone municipal officers removed 83 encroachments from Ambanagar near canal, 103 structures on Udhna-Magdalla Road and opened up a 40-feet link road near Althan-Bhatar main road. They also freed and took possession of 21,000 sq feet of land on canal corridor and 27,000 sq feet possession on Udhna-Magdalla Road.
D C Popawala, deputy engineer, said, "We have taken possession of a part of canal road, which forms a vital part of proposed BRTS project, after clearing encroachments."
BRTS project is delayed by at least 12 months mainly because of encroachments and non-permission from forest department in a segment falling within Athwa zone. On both sides of the canal, 20-km-long canal corridor is a part of BRTS project which is proposed from Dumas Road near City Plus to Sarthana Jakatnaka.
Removal of encroachments from this stretch will help ease traffic flow from Kapadia Health Club to Harish Dyeing. The affected families were allotted EWS houses at Vesu.
Besides, 20 shops and 50 buildings partially built in Varacha zone were also removed as they fell under TP scheme 12 of Puna from where a 20 metre road has been proposed.

SURAT: Chief minister Narendra Modi has asked the Surat Municipal Corporation (SMC) to aim for having urban infrastructure of global standards.
In a 40-minute meeting with SMC officials on Sunday, Modi laid global standards of the city's infrastructure. He also demanded emphasis on quality of primary education and healthcare facilities.
After a day-long Sadbhavna fast on Sunday evening, Modi headed for Science Centre where he met top officials of SMC. Top sources in the civic body said that CM asked us not to talk about first in Gujarat or first in India. "Surat is on the verge of reaching international standards with its development. Now on every infrastructure facility that comes up in the city must be compared to the world standards," the source said.
He was even apprised about the delays in some important projects like BRTS and bridge constructions.
An SMC official said, "We are putting projects like BRTS and bridges on a fast track along with some other development projects like amusement park and cable-stayed bridge. We will try and complete these projects in time."

meetmus2fa January 2nd, 2012, 07:26 PM SURAT: Funds for the Bus Rapid Transport System (BRTS) project in the diamond city were unutilized for almost a year. The project, which should have been over by March 2012, is just 50 per cent complete.
There are a number of reasons for the delay from forest department's clearance not forthcoming, slackness on the part of a contractor, freeing the land marked for the route from encroachments and litigations, etc. Surat Municipal Corporation (SMC) has promised to finish the Rs 469 crore project under Central government's Jawaharlal Nehru Urban Renewal Mission (JNNURM) by March 2013, a year behind schedule.
The BRTS project is divided into two parts: 10 and 20 km stretches. The 10 km stretch is from Udhna Darwaja to Unn and here about 85 per cent work is complete. Litigations at Gajjar Chambers opposite BRC and near Bhestan are holding up the work.
"Kharwarnagar overbridge will be open for public use in a month's time," said Bharat Shah, additional city engineer, incharge of BRTS. "We plan to run 10 buses on a trial basis on this route. There will be a bus stop at every 500 metres and the distance will be covered in 20 minutes," he added.
However, there exist many hurdles on the 20 km canal corridor. Here the BRTS is to come up on the two sides of the canal for which the SMC planned to spend about Rs 225 crore in the financial year 2011-12. To develop the canal corridor, the work is being undertaken in two segments. Work began for the first segment of 8.7 km from Dumas resort to Kharwarnagar junction after approvals were received. But the work had to be stopped as there were 800-odd trees which required to be cut and permission from forest department was not coming. The amount to be spent on this stretch is about Rs. 105 crore.
"We are likely to get the approval in a few months from the forest department. Our file is in Delhi," said Bhimji Patel, chairman, standing committee.
At the second segment from Kharwarnagar to Simada junction, which was about 7.7 km long, there are a number of encroachments on both sides of the canal. A few slums were relocated two months ago. About Rs 71.63 crore would be spent on this segment.
"We will make a spot visit on January 7, 2012 and hope to start the work before the month end," Patel added. The third and the shortest segment is from Simada junction to Sarthana. It will incur an expenditure of Rs 35.67 crore. This is a 3.3 km long segment and has many encroachments.
"We have taken up the issue with the concerned authorities and hope to complete the project by March 2013," said municipal commissioner Manoj Das.

meetmus2fa January 19th, 2012, 09:51 AM SURAT: Bus Rapid Transport System (BRTS) gets the preference in draft budget of 2012-13, beginning the second generation of developmental work in the city. With the aim of taking the city to the next level of a metro city, the draft budget presented by municipal commissioner Manoj Das has allocated Rs 515 crore for all the three phases of the ambitious project costing more than Rs 1,000 crores.
This project in three phases plans to set up a mass transport system of 125 km across the city but the first phase which covers 33.60 km is delayed by a year and to compensate it with speedy work, allocations and provisions are made to begin second and third phase in the year 2012-13.
Talking to TOI, Das said, "The bottlenecks on phase I are removed and we would go full swing to complete the work on 19.70 km of Dumas resort to Sarthana Cana Corridor now. We plan to complete that by March 2013. However we also plan to take up second phase which covers major parts of the city with efficient transport in the same year."
Giving his reasons he said, "These two phases were scheduled for 2014 and 2018 but by that time cost escalations would have put a lot of constraints for SMC and so when we have the money why not build up the infrastructure before hand?"
In the second phase, 76.05 km BRTS routes on 19 corridors are to be developed and initial work should be complete by 2013. In the third phase, two corridors of 15.03 km will be developed on the outskirts to link entry in the city from Kamraj and Kadodara.
Surat's whole BRTS is phased on elevated and at ground level. While 56 km roads would come up on grade level at the cost of Rs 560 crore, the remaining at elevated level at the cost of Rs 500 crores in the second phase. The first phase corridor of Udhana to Sachin is almost complete and likely to be inaugurated by mid 2012.

SURAT: Gujarat's urban development minister Nitin Patel said that outer ring road will become a reality in the diamond city soon. While inaugurating a flyover on BRTS route of Udhna at Kharwarnagar on Thursday, he promised special benefit for those land owners who whose land will be acquired for the 56 km long outer ring road to be built around the city. tnn
He suggested that the flyover be named as Pandit Madan Mohan Malviya flyover.

The SMC has now decided to combine Phase II and III of the project and will be submitting next week another estimate worth Rs 300 crore.
Municipal commissioner Manoj Das had said while submitting his budget proposals in February that they would be starting work on the project before the beginning of the next financial year.
Now with the estimates put up for the approval of public works committee, which is scheduled to meet on Saturday, the tendering process will begin before March end.
"For expanding Surat, good and efficient transport system is essential. We would like to go ahead with the project at the earliest," Manoj Das said.
Nineteen new routes will be developed under the BRTS corridor. A 60 metre wide and 1252 metre long 2x3 lane flyover is to come up at Surat-Kamrej road at Savji Korat Bridge junction at a cost Rs 80 crore. A 2x2 lane flyover has also been proposed to be built at Vishwakarma junction at Puna gam at an estimated cost of Rs 32.65 crore. It will be 45 metre wide and 710 metre long.
Das said, "The BRTS project was to be completed by 2017. Now because of phase III, it will take three more years. We faced problems in phase I and it got delayed. Phase II and III faced no problems of clearances from departments like forest. Our rehabilitation programme for slum dwellers is also progressing smoothly."

The Laxminarayan Temple bus stop is about to get complete and swanky colours are used to make it people friendly. The city BRTS is named Sitilink to keep it simple. Surat's S has been used in the spelling to correlate it with the city.
Laxminarayan Temple bus stop is one of the 20 bus stops on Udhna-Sachin route. The bus stop has ticket window and airy passenger's bay to provide enough space for the travellers. The bus stop is designed in such a way that even handicapped persons can easily use the platform and enter the bus.
The bus stop will have a list of stations on the route and a map of entire BRTS network connected to the route. The bus stop is being developed in Udhna area, while other bus stops on the route are yet to be developed.
SMC is yet to finalize the ticket fare of Sitilink and majority of the work on the first phase is in development phase. The BRTS project is already by a year and current pace of work is likely to delay the project further. Starting from Udhna crossroads to Sachin, the entire road is full of hurdles due to ongoing project work of BRTS.
Currently CC Road, flyover and bridge projects are on on this route, making it a time consuming and painful experience for commuters.

I think phase one is quite challenging as it is connecting surat-navasari and contains canal corridor as well. yet it is taking more time than it should be..:ohno:
once phase one will be completed, phase 2 and 3 will take less time..(hope so:))

meetmus2fa June 19th, 2012, 12:42 PM SURAT: Surat Municipal Corporation (SMC) has floated the tenders for five routes for proposed Bus Rapid Transport System (BRTS) network in the city.
After the Jawaharlal Nehru National Urban Renewal Mission (JnNURM ) sanctioned the proposal for BRTS network in the city, the first phase implementation on two routes of 30km got delayed due to number of reasons including non permission of forest department to cut the trees on the route and presence of slums on the proposed route.
The routes which are being prepared have not yet become operational and the phase 1 is running a year behind the scheduled.
However, not wanting to repeat the same mistake again, during the budget for 2012-13 Municipal commissioner MK Das had made announcement of merging phase II and III and implement it together ahead of schedule. "Our plan is to complete the whole project much before its final dead line of 2017 ," said Das.
29 routes across the city are identified for the BRTS network and second phase work has begun with the floating of these tenders.
"We have floated tenders for Rs 250 crore and in coming days will be coming out with demand for the proposal for the similar amount," Said Bharat Shah, additional city Engineer of SMC.
Surat BRTS project is a nearly Rs 1100 crore project for three phases.
Due to the delay, first phase will be operational by 2013 and by 2015 major part of the network would be complete and functional if civic body keeps its schedule now.
In the first phase two stretches of Dumas resort to Sarthana on sides of the canal the routes are being laid . This is nearly 20km long route .
The second stretch is Udhna Darwaja to Sachin which is 10 km long route and more than 90 per cent of the work on this segment is complete. In the second phase, more than 25 internal small routes are being taken up where as third phase will see BRTS routes from Kamrej to City and Kadodara to city , two entry points in the city from National Highway No-8.

meetmus2fa June 22nd, 2012, 10:08 AM ૪૬૯ કરોડના બીઆરટીએસ પ્રોજેક્ટમાં માંડ ૧૫૦ કરોડના જ કામો થઈ શક્યા છે. આ કામો પૂર્ણ કરવાની મુદ્ત વિતી ગઈ હોવા છતાં હજી ઉધના-નવસારી રૂટથી માંડીને સરથાણા રૂટ પર કામના કોઈ ઠેકાણા પડતાં નથી. પ્રજાની હાલાકી દેખાતી નથી ને ઢગલાબંધ કામો બાકી હોવા છતાં ઇજારાદારોના ખોળે બેસી ગયેલા ભાજપ શાસકોએ ઇજારાદારોનો વાળ પણ વાંકો થવા દીધો નથી ને વધારામાં ૨૦૦ કરોડના કામ આપવા નવા ટેન્ડર ઇશ્યુ કરી મૂક્યા છે.
સુરત મહાનગર પાલિકાના મહત્વાકાંક્ષી બીઆરટીએસ પ્રોજેક્ટની કાચબાગતિને કારણે શહેરની પ્રજાએ હવે માથાના વાળ ખેંચવાનું જ બાકી રાખ્યું છે. જ્યાં જ્યાં આ પ્રોજેક્ટ છે ત્યાંની પ્રજાને તો રીતસર બાનમાં લેવાઈ હોય તેવી સ્થિતિ છે તેમ છતાં ભાજપ શાસકો કે અધિકારીઓ હલતાં નથી ને ઉપરથી ઇજારાદારોને રીતસર છાવરવામાં આવી રહ્યાં છે. ક્યાં સુધી આ ધંધો ચાલશે કેમકે આ પ્રોજેક્ટ શરૂ થયાને ત્રણ વર્ષથી વધુ સમય થયો છે છતાં ઉધના-નવસારી રોડ પર ૪૭ ટકા જેટલી જ્યારે અન્ય રૂટ પર તો માંડ ૬ થી ૨૦ ટકા સુધી જ કામગીરી થઈ છે. કરોડોના આ પ્રોજેક્ટમાં રોડ ડેવલોપમેન્ટ માટેનાં જ કામ થયા છે.
ખરવરનગર ઓવરબ્રીજ, આઈમાતા જંકશન ઓવર બ્રીજ અને ખરવરનગર ખાડી બ્રીજ મળી કુલ ૧૦૦ કરોડનાં બ્રીજનું કામ પૂર્ણ થયું છે. ભેસ્તાન-પાંડેસરા અને સરથાણાનાં ઓવરબ્રીજનું કામ હજુ ચાલુ છે. આ કામો કાચબાગતિથી ચાલી રહ્યાં છે. વિકાસકામોના નામે ત્રણ-ત્રણ વર્ષથી પ્રજાને બાનમાં લેવામાં આવી છે અને વર્કઓર્ડરની મુદ્ત વિતવા છતાં હજી સ્થળ પર ૫૦ ટકા કામગીરીના પણ ઠેકાણા નથી. જેના કારણે ચોમાસામાં સ્થિતિ દુષ્કર બને તેવી હાલત છે. કેમ કે ચોમાસું બેસી જવા છતા આ કામો સલામત તબક્કે લઈ જવાયા નથી.
અહીં સ્થિતિ દુષ્કર :
સરાથાણા ખાતે બીઆરટીએસ માટે રસ્તો ખોદી કઢાયો છે. પરિણામે અહીં પતરાની આડાશો હોવાથી ભારે ટ્રાફિક ધરાવતો આ રસ્તો સાંકડો થઈ ગયો છે. પરંતુ પતરા ફાટી ગયેલા અને આડેધડ ઉભા કરાયા હોવાથી ભારે પવન સાથે વરસાદ થાય તો અકસ્માતની શક્યતા વધી ગઈ છે.
આ કામો ૩૧-૧૦-૨૦૧૧ સુધીમાં પૂરા કરવાના હતા :
ડુમસ રિસોર્ટથી ખરવર નગર રૂટ :
- વર્ક ઓર્ડર અપાયાં ૧૫-૦૫-૨૦૧૦
- કામ થયુ ૬%
ખરવર નગરથી સિમાડા રૂટ :
- વર્ક ઓર્ડર અપાયાં ૨૫-૦૧-૨૦૧૧
- કામ થયુ ૮%
સીમાડાથી સરથાણા રૂટ :
- વર્ક ઓર્ડર અપાયાં ૧૫-૧૦-૨૦૧૦
- કામ થયુ ૨૦%
ડુમસ રિસોર્ટથી ખરવર નગર રૂટ :
- વર્ક ઓર્ડર અપાયાં ૧૦-૦૮-૨૦૦૯
- કામ થયુ ૪૭%
ઈજારાદારોને કરોડોનાં કામોની લહાણી :
કુલ રૂપિયા ૪૬૯ કરોડનાં ખર્ચે સાકાર થનારા આ પ્રોજેક્ટનાં પ્રથમ તબક્કામાં સુરત-નવસારી રોડ પર ઉધના દરવાજાથી સચીન સુધીનાં ૧૦.૨૧ કિલોમીટરના રૂટ માટે કયુબ કન્સ્ટ્રકશન નામની એજન્સીને રૂપિયા ૧૩૩ કરોડનાં કામ સોંપાયા છે. જ્યારે ડુમસ થી સરથાણા સુધીનાં કેનાલ કોરિડોરમાં ૧૯.૭ કિલોમીટરના અંંતર માટે ત્રણ ભાગ પાડી જુદા જુદા કામ સોંપાયા છે. આ પૈકી ડુમસથી ખરવનગર જંકશન સુધીનાં ૬ કિલોમીટર રસ્તા માટે ૮૬.૭૦ કરોડનાં ખર્ચે કયુબ કન્સ્ટ્રકશન અને અશોકા બિલ્ડ કોન નામની એજન્સીને જોઈન્ટ વેન્ચરમાં કામ સોંપાયું હતું. તો ખરવનગર થી સીમાડા સુધીનાં ૫ કિલોમીટર રસ્તા માટે ૬૯.૩૦ કરોડનાં ખર્ચે રણજીત બિલ્ડ કોન અને રોયલ એન્જિનિયરીંગ ને જોઈન્ટ વેન્ચરમાં અને સીમાડાથી સરથાણા સુધીનાં ૪.૭ કિલોમીટર રસ્તા માટે યુનિક કન્સ્ટ્રકશન તેમજ રણજીત બિલ્ડકોનને રૂપિયા ૩૪.૭૨ કરોડનાં ખર્ચે કામ સોંપાયું હતું. જો કે આ કામની કાચબાગતિને કારણે બીઆરટીએસનાં રૂટ પર અંંધાધુંધી જેવી સ્થિતિ છે. તેમાંય ધોધમાર વરસાદ વખતે તો લોકનેપારવારા મુશ્કેલી ઉભી થવાનાં એંધાણ વર્તાઈ રહ્યા છે.‘ડીબી ગોલ્ડે’ આ પ્રોજેક્ટની સાઈટ મુલાકાત લેતા દુષ્કર સ્થિતિ હોવાની હકીકત નજર સમક્ષ આવી હતી.
હવે મુદ્ત જુલાઈ ૨૦૧૨ કરાઈ પણ પત્તો ખાય તેમ નથી :
આ કામોની કાચબાગતીને કારણે રસ્તા પરનાં ખોદકામ અને પતરાની આડશો વગેરે વાહન ચાલકો માટે હાડમારીનું કારણ બન્યા છે. હવે આ પ્રોજેક્ટ પૂરો કરવાની મુદત ૩૧/૦૭/૨૦૧૨ સુધી લંબાવવામાં આવી છે પરંતુ હાલના કામોની સ્થિતિ જોતા હજુ એક વર્ષ સુધી પણ મુદત લંબાવાય તો પણ પ્રોજેક્ટ પૂરો થવાની શક્યતા નથી જણાતી.
નફ્ફટ તંત્રએ ૨૪૮ કરોડના બીજા ટેન્ડર ઈશ્યુ કર્યા :
પ્રથમ તબક્કામાં બીઆરટીએસની કામગીરી હજી પુરી થઈ નથી તેમજ એક રૂટ પર ઇજારદારને પડતો મૂકવો પડે તેવી સ્થિતિ ઊભી થઈ છતાં પાલિકાએ બીઆરટીએસના બીજા તબક્કાના ૫૭૬ કરોડ રૂપિયાનાં કામો પૈકી ૨૪૮ કરોડના ખર્ચે પાંચ રૂટો પર કામગીરી કરાવવા ટેન્ડરો ઇશ્યુ કર્યા છે, જેમાં ૪૨ કરોડના ખર્ચે અડાજણ પાલથી જહાંગીરપુરા, અણુવ્રત દ્વારથી સેન્ટ થોમસ સ્કૂલ થઈ દક્ષેશ્વર મહાદેવ મંદિરના રૂટ માટે R ૫૦ કરોડ, અમરોલી સર્કલથી વરિયાવ થઈ જહાંગીરપુરા સુધીના રૂટ માટે R ૩૪ કરોડ, કતારગામથી કોસાડના રૂટ માટે R ૭૨ કરોડ તેમજ ઉમરાથી ઓએનજીસી સર્કલ સુધીના રૂટ માટે રૂપિયા પપ કરોડનાં કામો માટે ઓફરો મંગાવવામાં આવી છે.
ઈજારાદારો પ્રત્યે મનપાનું કૂણું વલણ જવાબદાર :
વર્ષ ૨૦૦૯થી કાચબા ગતિએ ઉધના મેઇનરોડ પર ચાલતાં કામ અને આડેધડ ખોદકામના કારણે વાહનચાલકો ત્રાસી ગયાં છે. ગત વર્ષે ચોમાસામાં તો ખટોદરા જંકશન પર ઓવરબ્રિજનું કામ પણ ચાલુ હોવાથી વાહનચાલકો માટે આ રસ્તો આફત બની ગયો હતો. ઇજારદાર મનફાવે ત્યાં આડશો ઊભી કરી દેતાં ને પાલિકાને અનેક વખત ફરિયાદો થવા છતાં ઇજારદાર સામે તંત્ર દ્વારા અંંત્યત કૂણું વલણ દાખવવામાં આવી રહ્યું છે. ઇજારાદારોને છાવરવામાં શાસકો અને મ્યુ. કમિશનરને કેમ આટલો રસ છે ?
બાટલીબોય-ભેસ્તાન સર્કલ પર માટીનાં ઢગલાં :
બાટલીબોય પાસે બીઆરટીએસનું કામ ચાલુ છે. અહીં માટીના ઢગલાં એમને એમ જ રાખી મૂકાયા છે. જો અચાનક વરસાદ આવી પડે તો માટી મેઇન રોડ પર આવી જાય એવી સ્થિતિ છે. આ સંજોગોમાં વાહનચાલકો સ્લિપ પણ થઈ શકે છે. ભેસ્તાનમાં પણ બીઆરટીએસનું કામ ચાલુ છે. ત્યાં પણ ઓવરબ્રીજની પાસે જ માટીના ઢગલાં છે. ઉધના-નવસારી રોડ પર બાટલી બોય સર્કલ પાસે અને ભેસ્તાન સર્કલ પાસે આફતની સ્થિતિ ફેલાવાની શક્યતા છે.
પ્રથમ તબક્કામાં પણ હજી આ કામો બાકી :
- બસ સ્ટોપ બન્યા નથી
- સેપરેટર (બસ માટેના ટ્રેકને અન્ય વાહનોના ટ્રેકથી અલગ પાડવા) બન્યા નથી
- ડિવાઇડર અને સર્વિસ રોડના ઠેકાણાં નથી
- બસડેપોનું કામ પણ બાકી
- બસોની ખરીદી ટલ્લે ચઢી છે
- સ્ટ્રીટ ફર્નિચર અને બસ સેલ્ટરનું કામ પણ બાકી
- જરૂરી જમીન સંપાનદનનું કામ પણ બાકી
- એન્વાયરો ક્લિયરન્સ પણ બાકી
વહીવટી તંત્રએ મોઢું સિવી લીધું :
બીઆરટીએસ પ્રોજેક્ટની ગાડી કાચબા ગતિએ ચાલી રહી છે. આ મામલે અમે એડશિનલ સિટી ઇજનેર ભરત શાહ અને મ્યુનિસપિલ કમિશનર એમ.કે.દાસ સાથે વાત કરવાનો પ્રયત્ન કર્યો હતો, પરંતુ બંને ફોન પર ઉપલબ્ધ ન થયા હતા, અમે એસએમએસ કરીને પણ આ મામલે વાત કરવા જાણ કરી હતી, છતાં કોઈ રપિ્લાય આવ્યો ન હતો.

Even for Rajkot one the BRTS lanes are ready since long time but no sign of Bus Stations since few months...
Looks like the focus is only on Ahmedabad BRTS and other two cities are suffering.. :(

MeetRathore June 29th, 2012, 09:58 AM Guys media needs just some news and BRTS is one of them. DB Gold of Divya Bhaskar is busy in raising such issues, but they really don't know the real problems. Their article about completion of work in percentage is totally wrong. They dont even know that what are the basic of construction. In one of their article they says that "SMC is digging roads for BRTS Stops but the fact is that, BRTS Stops are in the middle of the road i.e at the place of divider where there is no RCC laid keeping in mind that Bus stops will be laying there."

meetmus2fa July 19th, 2012, 07:43 AM SURAT: The Bus Rapid Transit System (BRTS) cell of Surat Municipal Corporation (SMC) proposes to build a river bridge that will connect Umra on one side and Pal on the other in the city. The Umra-Pal bridge will improve the connectivity between the two parts of the city spread across the two sides of Tapi river.
"This bridge was sanctioned under BRTS on a priority basis. We have prepared the estimate and sent the proposal for the approval of public works committee," said PR Shah, bridge cell, SMC.
Meanwhile, some BJP councillors want the bridge's location on Umra side to be shifted as otherwise it would mean demolition of at least six houses in their respective areas.
"It is party decision and we will follow what is told to us," said Rakesh Mali, chairman of the committee that will meet on July 20 to take a decision on the issue.
The planned low level 889 metre long bridge is estimated to cost Rs 88 crore. It will be 24.80 metre wide with a coverage area of 7.5 metres on both sides.
At present, on the lower stretch of Tapi passing through the city, there exist two bridges.
Sardar Bridge is at Athwa Gate and Hajira Bridge is 8.35 kms further down towards Dumas.
A cable-stayed bridge has been planned 1.5 km off Sardar Bridge. The Umra-Pal bridge will come up 1.65 km away from the cable-stayed bridge. The distance between Umra-Pal bridge and Hajira bridge will be 5.25 km. There would be four bridges in 8.35 km area for the people's convenience.
The new bridge will be the only one that will not be located on Athwalines or Surat-Dumas Road. To cross the river from this bridge, people will have to turn towards the river from Shardayatan School up to Umra crematorium, a distance of about 1.5 km from Surat-Dumas Road.

Now my focus has shifted to Surat Metro Rail Corporation from BRTS, though respect for it.
Though good to hear BRTS work has been in 24 hrs sessions. I think Phase 1 of BRTS is ok and will be completed. But I m gonna crazy over Surat Metro project because many Indian tier 1,2 and 3 cities are flooded with Metro rail project.

Yeah I agree with that. But if you look at other cities, vehicles and population are not increasing at that speed... It is estimated that till the end of 2014 Surat will be having 30 lacs vehicles.. :ohno:

Meet on paper Kochi has 6 lakh people. But in reality, given outer areas of the city are not part of Kochi city corporation limits but are very much a part of the city for all practical purposes, it has more like 20-30 lakh people. So Metro is needed for both Surat and Kochi, emerging cities of western and southern India. :cheers:

I could not take all the pics of the Bus Stop. As the attendant over there stopped me to take the pics...
As per the attendant, the design of the Laxminarayan Bus Stop is complete and finalized. So, all the bus stop will be designed accordingly only.
He also told me that it is next to impossible to complete the Corridor 1 of Phase 1 even if the work goes on for 24x7. But lets hope for the best

After an inordinate delay, the much-awaited Bus Rapid Transit System (BRTS) is finally ready to roll out in the city. The first bus will ply by Navratri on the 10-km stretch from Udhna Darwaja to Unn on Udhna-Navsari road.
Ruling BJP in Surat Municipal Corporation (SMC) is keen to start this route before elections are announced.
"The dedicated BRTS track is ready for use and service roads under construction along with bus stops," said BS Shah, additional city engineer in-charge of the project.
SMC has already invited bids from private operators to run the buses. "We have received five bids for operating buses on this route and the price bids will be opened very soon," he added. Two bidders are local firms whereas one is from Mumbai and two are from Ahmedabad.

SURAT: The first phase of Bus Rapid Transport System (BRTS) in the city is in for a further delay. Surat Municipal Corporation (SMC) is in a fix ever since it opened the tender bids for the operation of buses on Udhna-Darwaja to Unn Road segment of the phase-1. The lowest bidder is operating Redline bus services in the city against which there are lots of complaints. SMC is not keen to award the contract to someone whose operations have so far been unsatisfactory. The first phase for 30 km is already delayed by over 12 months.
"There is lot to be desired from the present state of public transport in the city. We want to give an efficient and comfortable transport system to the people of Surat," municipal commissioner Manoj Das said.
Tender scrutiny committee headed by municipal commissioner will discuss the issue before sending the proposal to the standing committee for final approval. A decision on it was expected on Friday, but has been postponed.
"How can an operator run air-conditioned buses on rates that are even lower than non-AC buses in Ahmedabad?" asked a senior leader of BJP, the party which controls the municipal corporation.
At present, the rate for non-AC buses in Ahmedabad is Rs 43 per km whereas the lowest bidder Barmecha and Sons in Surat has filled in Rs 41.49 per km as its rate for operating AC buses.
"We have received a number of complaints against our city bus operator. The buses are in a deplorable condition. Around 120 buses are shown as running but actually on Surat roads there are only 70," said an official from SMC's traffic cell.
SMC plans to run 40 AC buses in the BRTS' first phase. It wanted to begin the operations before the elections that are scheduled to be held by December 2012. However, now this looks a distant possibility.
Mahendra Oswal, one of the partners of Barmecha and Sons that runs the Redline bus services, said, "There is no parameter to guage the quality of services. We run the local bus services at a loss of Rs 70,000 per day. When we were awarded the contract six years ago, the gas rate was Rs 21 per litre now it is Rs 51."

meetmus2fa September 6th, 2012, 02:41 PM SURAT: Tender Scrutiny committee (TSC) of Surat Municipal Corporation (SMC) approved tenders worth Rs 300 crore for the second phase of ongoing Bus Rapid Transport System (BRTS) .
The first phase of BRTS is still not operational in the city and is running about 12 months behind schedule . It is expected that it will be only after elections are over that people of the city would be able to see BRTS buses plying in the city.
The committee headed by Municipal Commissioner Manoj Das also decided to appoint a consultant for the ambitious project of Kharwarnagar hub development where first 30 storey building of the city will come up.
Manoj Das said, " We would like this structure to be a state of the art structure in line with the city's main business sectors of Diamond and Textile ."
TSC discussed 76 items on agenda and approved all of them but one where in the tender rate quoted by the contractor was found to be exorbitant.
This meeting is considered as effectively the last meeting for the state assembly elections are announced by month end . " We got all the tenders approved in TSC so that the SMC work doesn't come to a stand still once the election code of conduct comes to force." Said a senior official from SMC.

SURAT : In order to clear all the files before the election code of conduct is announced for the upcoming state assembly elections , rulers of the city have approved projects worth Rs 519 crores at a go in its standing committee meeting of the Surat Municipal corporation (SMC) .
Another meeting is scheduled for September, 18, 2012 and it is expected that approvals for another Rs 300 crore projects would be given in that meeting. Bhimji Patel, Chairman standing committee said, " We would not like the development work of the city to come to a grinding halt once the elections are announced and so have asked the officials to come up with all the project works that need approval of the standing committee .
"Bus Rapid Transport System (BRTS) has been a priority sector of civic body as city of 44.64 lakh people lacks effective and apt transport system. With an intention to speed up the work for second and third Phase of BRTS municipal Commissioner proposed merging II and III phase and begin the work for both in the same financial year during his budget proposals and under that the project work of Rs 389.48 crore was approved by the rulers .
These approvals are for BRTS routes to come up from Adajan Patia to Pal and From Adajan Patia to Jahangirpura at the cost of Rs 57 crore, Umra to SVNIT at The cost of Rs 68.12 crore, Anuvrat dwar to Thomas school and Thomas school to Daksheswar at the cost of Rs 58.89 crore, from Gajera circle Amroli to Jahangirpura at the cost of Rs 33.13 crore, Dumas resort to Anuvrat dwar at the cost of Rs 49.68 crore and for construction of BRTS station at the cost of Rs 56.19 crores. Standing committee also approved construction of a flyover bridge at Kapodra at the cost of Rs 26.79 crore and construction of more than 1000 EWS in Palanpur, Adajan and Vesu -Magdalla at the cost of Rs 30 crores .

SURAT: BJP leaders in the Surat Municipal Corporation (SMC) are set to achieve their much-awaited target of laying the foundation of over Rs 2,000 crore worth of development projects at the hands of chief minister Narendra Modi.
Modi is scheduled to visit the city today.
After inaugurating and laying foundation stones for infrastructure projects worth Rs 1,250 crore in August, the ruling BJP has lined up another Rs 963 crore worth projects for the inauguration on Monday.
The projects include the Rs 421 crore worth of second phase of the BRTS project, Rs 68 crore worth of cement concrete (CC) road projects, Rs 155 crore worth of bitumen road projects in different parts of the city, Rs 90 crore worth of waste-to-power project, Rs 62 crore worth of wind power project, Rs 58 crore worth of housing projects for economically weaker section (EWS) and Rs 63 crore worth of water distribution project.
Sources in the city BJP said that the Modi will be visit some Ganesh pandals in the city including the walled city and the posh areas in Athwalines, City Light and Adajan.

SURAT" With a special emphasis on completing the first phase of Bus Rapid Transport System (BRTS) , elected wing of Surat Municipal Corporation ( SMC) has given a one month notice to officials to complete the pending work in different on going projects of the civic body.
In a review meeting that took place for the first time after state assembly elections model code of conduct was lifted , apart from discussion on budget of 2013-14 , standing committee Chairman Bhimji Patel made sure that officials are on toes and complete the ongoing infrastructure development work in time. " From now on we will hold a review meeting on monthly basis to see the progress in ongoing project. We will hold in-charge officers responsible for any further delay in the development work ." said Bhimji Patel.
In the meeting held in the presence of Municipal commissioner Manoj Das , the status report on projects like Gopi Talav, under water aquarium, Sanjeev Kumar Auditorium, Cable stayed bridge was also discussed. It must be noted that first phase of BRTS project is delayed by one year in the city and due to that on 30 KM long roads where work is in progress on Udhna Darwaja-Sachin stretch and on canal corridor from Dumas resort to Sarthana issues of huge traffic jams have become the order of the day .

SURAT: The ambitious Bus Rapid Transit System (BRTS) project in the city has crossed a major green hurdle.
The Union ministry of environment and forests has given permission to chop large number of trees to make way for the proposed 8.7 km BRTS route between Dumas Resort to Khwarnagar Junction. The total route is 20-km-long stretching up to Anuvrat Dwar.
The work in the first phase was delayed by nearly 20 months as the ministry was sitting on the request of Surat Municipal Corporation (SMC). SMC officials said the ministry has given permission to either cut, relocate, transplant 352 trees on his canal corridor.
"The work on BRTS route will be speeded up now," municipal commissioner Manoj Das said.
"There are nearly 58 trees of the species peltophorum on this stretch, which will be transplanted to other safe places. Other species like saru, eucalyptus or nilgiri and Australian acacia will be chopped off," SMC officials said.
Darshan Desai of Prayas, which helped transplant nearly 40 trees on Udhna-Sachin route, said, "We have done this (relocating the trees) in the past with the help of BRTS workers. We will transplant these 58 trees also as early as possible."
"Of the 30 km stretch, 15 km is ready and the remaining 15 km on the canal corridor will be completed by the end of this year," an official of SMC's BRTS cell said.

SURAT: After the repeated failure in eight attempts to find a contractor to run 40 air-conditioned buses on the BRTS route of the city , the civic body has found two takers for the same in its ninth attempt.
The Tender Scrutiny Committee (TSC) of SMC approved the lowest of the two tenders and has showed readiness to pay Rs 54.90 per kilometer to the contractor.
In the first part of first phase of BRTS that is likely to begin by April, 20 A/C buses and two service buses would start plying on the Udhna Darwaja to Sachin BRTS corridor.
The first phase of BRTS project in the city is delayed by more than 15 months:bash: and a fear had crept in the minds of urban planners that if they do not get contractors to ply buses on the infrastructure that is ready, then the city's mass transportation system would never kick off.
However, in the TSC meeting when three tenders for the contract were placed, it became clear that but for other administrative hassles, the first phase of BRTS would finally begin by April-2013.
Municipal Commissioner Manoj Das who accepted the lowest tender of a Pune-based transport operator will place the proposal for the approval of standing committee in the coming week. In the proposal, this Pune-based contractor firm is likely to get the term period for operations for seven years.
Second part of the first phase BRTS, covering a 20 kilometer route from Dumas Resort to Sarthana Zoo that is also called as a canal corridor route is likely to be completely ready by January-2014. The major hurdle on this route is illegal encroachments by the slum dwellers and existence of large number of trees.
Forest department has already approved the transplantation or cutting of the trees and the civic body has started removal of illegal hutments along the route on war footing.

જોકે, આ માટે હાલના કમિશ્નર એમ.કે. દાસે બી.આર.ટી.એસ. વડા ભરત શાહને સાથે રાખીને જે સમસ્યા હોય તેનો ત્વરિત નિકાલ કરવાનું શરૃ કર્યું હતું. કામગીરીમાં ક્યાં વિલંબ છે તેની સ્થળ પર જ માહિતી મેળવીને સંબંધિત વિભાગ સાથે તાત્કાલિક ચર્ચા કરીને સમસ્યાનું નિરાકરણ કરી દેવામાં આવે છે. ઉધના દરવાજાથી સચીન સુધીના ૧૦ કિલોમીટરનો બી.આર.ટી.એસ. રૃટ પુર્ણતાના આરે છે. આ રૃટ પર હજી બસ સ્ટેન્ડ બનાવવાની કામગીરી ચાલી રહી છે. સાથે સાથે સર્વિસ રોડ બનાવવાની કામગીરી પણ ચાલી રહી છે. આ કામગીરી એપ્રિલ માસ સુધીમાં પુરી થાય તેવી ગણતરી છે. જેના કારણે ૧લી મે ગુજરાત સ્થાપના દિવસે સુરતના બી.આર.ટી.એસ. પ્રોજેક્ટના એક રૃટનું લોકાપર્ણ કરવામાં આવે તેવું આયોજન થઈ રહ્યું છે. પ્રોજેક્ટ શરૃ થયાંના ૪૨ માસ બાદ સુરતના લોકોને બી.આર.ટી.એસ. બસમાં બેસવાનું મળશે

The first phase of Bus Rapid Transport System (BRTS), the ambitious Rs 469 crore project of Surat Municipal Corporation (SMC) for the city launched in 2010, was to be completed by 2013. However, a tug of war between the SMC's urban land development department and Centre's forest and environment ministry, particularly over a 20 km stretch known as canal corridor, has kept the city deprived of a full-fledged public mass transport facility.
"The BRTS buses by now should have been running from Dumas Resort to Sarthana - 20-km-long canal corridor - and on the 9.7 km segment from Udhna Darwaja to Sachin. However, looking to the things as they stand, service only on Udhna-Sachin route is likely to start by April 2013," said SMC additional city engineer Bharat Shah.
The SMC blames the Union forest and environment ministry for the delay. The reason lies in the 1997 decision of the deputy conservator for placing the canal corridor and the Udhna-Magdalla Road under the Protected Forest Act of 1973. The canal corridor and Udhna-Magdalla Road had over 1264 trees of 20 different species and this prompted the deputy conservator to take this decision.
SMC wrote to forest and environment ministry on December, 14, 2010 about the BRTS project and sought permission to use the protected area within the city limits. The application went through a full circle in 26 months from Surat to Vyara to Bharuch to Gandhinagar to Bhopal before landing in New Delhi. The SMC on February 14, 2013 received an in principle approval with 11 conditions from the Bhopal office of the ministry.
The red tape has been the main reason behind the delay of the project and kept a city with 45 lakh population without an effective mass transport system.
"The contractors were not willing to work without permission in these areas. Also, DGVCL took time to remove the overhead wires. We, too, were slow in removing the encroachments from the proposed road on the canal corridor," said GB Vesuwala, assistant engineer, BRTS cell, SMC, listing the reasons that have had negative effect on the project's speedy implementation.

Officials sources said that Sachin-Udhna stretch may commence operation in April this year. There are still three to four BRTS Stops are under construction at various stages. Its only after these works get completed, operations can start. and it may take another 2 months.

To make way for the sanctioned rail flyover bridge on BRTS route, officials of Katargam and Limbayat zone of Surat Municipal Corporation (SMC) conducted a major operation demolition on Tuesday.
During the day long work, a slum basti known as Utkalnagar, located at Fulpada was completely demolished for 36-meter wide road on canal corridor segment of BRTs route.
During the removal of encroachment, 72 huts and 16 shops were erased with the help of 5 JCB machines, 100 workers in the presence of police officials.
Nearly 72,000 sq feet of civic body land was freed from illegal occupation.
To avoid repeated encroachment, a compound wall on canal road was constructed by the SMC machinery.
Bharat Dalal, zone chief said, "There are still 18 huts standing at the spot but in few days after relocating the dwellers we will demolish them too."
SMC is in a rear guard action at present on BRTS issue as it is already behind schedule by 18 months as far as the first phase work is concerned.

Surat Despite being considered as one of the fastest growing cities of the country lacks viable public transport and as a part of an answer Surat Municipal Corporation (SMC) came up with Bus Rapid Transport System (BRTS) in the outer periphery of the city.
However first phase of the project got delayed by 18 months and people of the city had to wait . "Now , when phase one, part I is nearing completion, we have approved the lowest bidders rates . He would ply 40 buses on the route as he would be given maintenance and operations (M&O) contract ." said Bhimji Patel.
There were three contractors in the fray for the bid as their technical qualifications were justified . The lowest bidder is a party from South India known as Prassana Purple mobility services . SMC has identified 19 routes for Mass transport services in the city . Of these work on 15 is already is in progress where as on other four routes too the work would begin in coming couple of months .

kunal70.mathur April 15th, 2013, 06:23 PM SURAT: The number of religious structures on the road and land belonging to Surat Municipal Corporation (SMC) was 438 four years ago. This had come out in a survey conducted by the SMC. The municipal corporation was successful in removing only very few even as some new ones compounded its problems. The BJP, which controls the municipal corporation, plans to start a campaign soon for the removal of the encroachments.
Mayor Raju Desai has sought a list of illegal religious structures that exist on the roads.
Desai said, "We won't allow encroachments to hold up city's development. We want to complete the infrastructure projects on time. There is a church, a Hanuman mandir and a small dargah on the proposed Bus Rapid Transport System's (BRTS) route. These shrines would have to be relocated for the general public good."
A senior SMC official said, "It is a serious issue. BJP leaders had said this earlier too but when they saw that their political interest could be jeopardized, they changed their stance on the issue. Hope they do it this time what they say."
SMC plans to complete BRTS phase II in 2013. Phase I is delayed for over 18 months. The municipal corporation hopes to complete major part of the project's phase III and phase IV in this financial year itself.

ડુમ્મસ રિર્સોટ ( ઇનોક્સ) થી ખરવરનગર વચ્ચેના બીઆરટીએસ રૂટનું કામ હવે બે એજન્સીઓને સોંપી દેવાયું છે. આ બધી માથાઝીંકમાં આ કામનો ખર્ચ અગાઉ કરતાં રૂપિયા ત્રણ કરોડ જેટલો વધી ગયો છે જે કોના ગજવામાંથી જશે.
ક્યૂબ કન્સ્ટ્રકશન સામે પગલાં લેવા, પેનલ્ટી કરવી કે ઠપકાંના બદલે રાજકમલ અને યુનિક નામના બે વધુ ઇજારદારો આ કામમાં દાખલ કરાયા. તો શું આ કામે થયેલા વધારાના ૩ કરોડ મનપાના શાસકો પોતાના ગજવામાંથી આપવાના છે ?
બીઆરટીએસના કામકાજમાં ચાલી રહેલી લાલિયાવાડી સામે મનપાના શાસકોની પીપુડી વાગતી નથી. વર્ષ ૨૦૦૯માં શહેરમાં બીઆરટીએસનું કામ શરૂ કરવામાં આવ્યું હતું. આજે વર્ષ ૨૦૧૩માં પણ બીઆરટીએસના કોઈ ઠેકાણાં પડયાં નથી. શરૂઆતથી જ ઇજારદારોને ખોળામાં બેસાડવાની શાસકોની નીતિના લીધે આ સ્થિતિ સર્જાઈ છે કે પછી ? ચાર વર્ષમાં લોકો તોબા પોકારી ઉઠયા હોવા છતાં શાસકોએ કામમાં મોડું કરનારા ઇજારદારો સામે પગલાં ભર્યા નથી કે પેનલ્ટી શુધ્ધા ફટકારી નથી. ઉધના-સચીન રૂટ પરના ઇજારદાર કયૂબ કન્સ્ટ્રકશને તો હદ કરી નાંખી હોવા છતાં શાસકો તેની સામે લાલ આંખ કરી શક્યા નથી. છેવટે આ ઇજારદાર પાસે તો ડુમ્મસ રિર્સોટથી ખરવરનગરવાળા રૂટનું કામ લઈને અન્ય ઇજારદારને આપી દેવાયું છે. આ ફેરબદલીમાં પણ પાલિકાને પોણા ત્રણ કરોડનો ચુનો લાગ્યો છે. જો કે, આ રૂપિયા તો આખરે પ્રજાના જ ખિસ્સામાંથી જતા હોવાથી અધિકારીઓ કે શાસકોને ખાસ ફરક પડતો નથી. કામ લબડધક્કે ચઢાવીને લોકોને રંજાડનારા ઇજારદારને પેનલ્ટી ફટકારવાની જગ્યાએ મનપાના શાસકો સાવ નફ્ફટ જવાબ વાળે છે કે પેનલ્ટી અંગે કોઈ નિર્ણય લેવાયો નથી.
૧૮ મહિ*નામાં કામ પુરુ કરવાનું હતું, ને ૪૦ મહિ*ના છતાં કામના ઠેકાણા પડયા નથી
ઉધના-સચીન વચ્ચેના રોડ પર કામમાં અતિશય વિલંબ કરનારા કયૂબ કન્સ્ટ્રકશનને જ ડુમ્મસ રિર્સોટથી અણુવ્રત દ્વાર અને ત્યાંથી ખરવરનગરના રૂટ પર વર્ષ ૨૦૧૦ના ઓગસ્ટ મહિ*નામાં કામની શરૂઆત કરી હતી. વર્ષ ૨૦૧૨ની દિવાળી અગાઉ જ ક્યૂબ કન્સ્ટ્રકશન પાસેથી આ કામ લઈને નવા બે ઇજારદારને ડુમ્મસ રિર્સોટથી ખરવરનગર સુધીના ૮.૩ કિલોમીટરના રૂટ માટેનું કામ સોંપવામાં આવ્યું હતુ. આ માટે નવા ટેન્ડરની આખી પ્રોસેસ કરવામાં આવી હતી. પાલિકા સૂત્રો કહે છે કે અગાઉ રૂપિયા ૯૨ કરોડનું ટેન્ડર કયૂબને અપાયું હતું. હવે નવા બે ટેન્ડર બહાર પાડવામાં આવ્યા તેમાં ડુમ્મસથી અણુવ્રત સુધીનું ૪.૩ કિલોમીટરનું કામ રાજકમલ બિલ્ડકોનને ૪૯.૬૮ કરોડમાં અપાયું હતું. આ માટે વર્કઓર્ડર ૨૮-૯-૨૦૧૨ના રોજ જ આપી દેવાયો હતો. આ કામ ઇજારદારે ૧પ મહિ*નામાં પુરુ કરવાની શરત રાખવામાં આવી હતી. જ્યારે અણુવ્રતથી ખરવરનગર સુધીના ૪.૩ કિલોમીટરના રૂટનું કામ રૂપિયા ૬૩.૦૧ના ટેન્ડરથી યુનિક કન્સ્ટ્રકશનને અપાયું હતું. આ કામની સમયમર્યાદા પણ ૧પ મહિ*ના નક્કી કરવામાં આવી હતી. આમ બે ઇજારદારને કુલ ૯૩ કરોડનું કામ આપવામાં આવ્યું છે. જે અગાઉ કરતાં એક કરોડ વધુ છે. ઉલ્લેખનીય બને છે કે છેક ૨૦૧૨ની દિવાળી સુધી ક્યૂબ કન્સ્ટ્રકશને તો આ રુટ પર માત્ર ૧૪૦૦ મીટરનું જ કામ પુરુ કર્યું હતું. બાકીનું એમનું એમ જ રહી ગયું હતુ. હવે શાસકો ક્યૂબ કન્સ્ટ્રેશનની કામગીરીથી કંટાળી ગયા હતા કે પછી તેમની પર દબાણ હતું વધારાના બે ઇજારાદારને આ કામમાં લાવવાનું ? કયૂબે ૮ કિલોમીટરનું આ કામ પણ ૧૮ મહિ*નામાં જ પુરુ કરવાનું હતું. તો શું હવે રાજકમલ બિલ્ડકોન અને યુનિક કન્સ્ટ્રકશન આ કામ સમયમર્યાદામાં પુરું કરી નાંખશે ? અને વધારાના ૧ કરોડનું શું ? આ રૂટ પર અનેક એવા સવાલો છે જેના જવાબો અનુત્તર છે.
જુલાઈ-૨૦૦૯માં સ્ટેન્ડિંગ કમિટિની મંજૂરી બાદ ઉધના-સચીન વચ્ચેના ૧૦.૨ કિલોમીટર લાંબા રૂટ પર બીઆરટીએસનું કામ શરૂ થયું હતું. આ કામ માટે ક્યૂબ કન્સ્ટ્રકશનું રૂપિયા ૭૮ કરોડનું ટેન્ડર મંજૂર કરવામાં આવ્યું હતું. આ માટે ટેન્ડરની શરત મુજબ જો રૂટમાં કોઈ અડચણ ન આવે તો ૧૮ મહિ*નામાં કામ પુરુ કરવાનું હતું. આજે અંદાજે ત્રણ વર્ષ બાદ પણ ઉધનાથી સચીન રૂટ પર બસ દોડી શકી નથી એ નગ્ન હકિકત છે. ૭૮ કરોડના કામમાંથી હજી પ૯ કરોડ રૂપિયા ખર્ચાયા છે. ૧૮ મહિ*નાની જગ્યાએ ૪૦ મહિ*ના વિતી ગયા હોવા છતાં પાલિકાના શાસકો બિચારા આ ઇજારદારને પેનલ્ટી તો ઠીક ઠપકો આપવાની પણ હિ*મત પણ ભેગી કરી શક્યા નથી.
પાંચ કરોડની પેનલ્ટી થાય તેનું શું?
ક્યૂબના કેસમાં તેને પ કરોડની પેનલ્ટી તો ફટકારી જ શકાય હોત. ટેન્ડરમાં પેનલ્ટીની જે જોગવાઈ કરાય છ તે ૦.૨પ થી લઈને ૧૦ ટકા સુધી હોય છે. આ હિ*સાબે ક્યૂબના કેસમાં તો સાત ટકાના આધારે પાંચ કરોડની પેનલ્ટી તો લાગી જ શકે.
ફાઇનલ બિલમાંથી કાપી શકાય

pathakor May 16th, 2013, 04:40 AM Surtis plan to strengthen their feeder bus service before the first BRTS rolls on the corridor in March 2014. Having learnt from Ahmedabad which is still grappling with its feeder bus service, Surat Municipal Corporation (SMC) planners felt that that the feeder bus service was the key to an efficient BRTS network. They felt that if they wanted owners of two-wheelers and cars to use the BRTS network, they would need to introduce a service that takes them to the corridor. The second aspect that officials are debating is to introduce free parking for BRTS smart card users.
BRTS-city bus transfer stations will be set up at some of the main junctions like Parle Point, Rundh, Adajan, Udhana Darwaja, Varachha Waterworks to help passengers use the BRTS effectively. For instance, if a passenger visiting the Veer Narmad South Gujarat University (VNSGU) on Udhana-Magdalla road wishes to travel to Salabatpura in the walled city, he will require to take the BRTS bus only till Kharwarnagar junction where feeder city buses will be available.
Bharat Shah, additional city engineer (BRTS Cell), said they had linked the latest Euro-4 buses which will be plying on 1800 kilometers of city roads in two months, with the BRTS for providing feeder service.
"The new model buses will be equipped with GPS, sound and display systems and some of the buses will be air-conditioned. This will largely solve the problem of congestion on BRTS routes," he said. According to Shah, 125 buses would ply on 85 city routes.
"We are also creating parking lots for two-wheelers at some spots along the BRTS route. We are yet to decided whether to charge parking fee or not," Shah added.
1 Length of BRTS network in phase 1: 30 km; this will include Athwa, South, South-East and East zones.
2 Length of BRTS network in phase 2 and 3: 76 km covering the rest of the municipal zones. Work on these has started.
4 Total cost of BRTS project : Rs 1500 crore.
