It's quite unfortunate that the building didn't survive in this form, it was really good. Nevertheless, my fingers are crossed for construction of the new project, it's very citygenic. And thank you for answer to my question :)

Small progress has been made in last few days - Ministry of Education & Research is preparing proposal for legally taking care of problems with EKA's neighbouring apartment buildings. Basically they are going to ignore complaints over "lack of sunlight" & "possible construction damages". You know,for the greater good... ;)
Also,at the same time EKA has delivered documents to city council,who probably gives conditional construction permit to new Art Academy on this week. Such permit alowws to start construction (finally!),but only after issues with neighbours have been solved (see the previous text,how they are going to solve this)
And finally EKA has disputed Archimedes foundation decision of withdrawing new art academy construction funding. Archimedes decision looks even more odd now,as it looks that academy will be completed by 2015,no matter what happens.
Without a doubt recent progress has been forced by government,so it makes you wonder why they didn't interfere before and had (and still have) so cold relations with EKA.

EKA has given long time ago for Ministry of Education & Research to prepare proposal for using forced action. But Ministry didnt respond, and behind the curtain - they made splendid backstabbing for EKA.

Also the neighbours have always wanted this last veto law from Ministry, as the owner could get free from rented space obligations in her house. Because then, the Ministry must pay damages, if they occure.

And they got the construction permit yesterday :cheers: Now let's hope that issues with neighbours get sorted out before this summer (hoping that construction starts in this summer is bit too wild dream :D)

Well,there's still much uncertainty about the whole project. Academy still has to find a way to get back lost funding from Archimedes foundation (12 million €).
But hopefully Archimedes restores funding,as now academy has construction permit and there's hope that issues with neighbours will be legally settled.

So it's more of a question WHEN it will be built ;)

^^ It would be economically unviable not to build it considering how much money they've already spent on this project.

Art Academy hopes to start construction in upcoming week. Nothing exciting yet though - construction company Skanska will just reinforce the ditches and starts digging the hole for foundation & underground levels of the building. Construction of underground levels (-1,-2) to 0 level takes about 1 year.

Ministry of Education & Research response to EKA's plan of starting construction:
"Informatsioon EKA kavatsusest alustada ehitustöid maa-alustel korrustel või sulundseina paigaldust käesoleval nädalal on teinud meid murelikuks. Juhime tähelepanu, et hetkel on käimas EKA esitatud vaide menetlemine sihtasutuse Archimedes otsusele. Haridus- ja teadusministeerium peab äärmiselt vastutustundetuks kohustuste võtmist olukorras, kus ülikoolil puudub projekti lõplik finantseerimisplaan ning ka ajakava on jätkuvalt prognoosimatu. Lisaks hindab ministeeriumi palvel EKA majanduslikku jätkusuutlikkust audiitor, et anda meile kindlust kooli võimes katta uue hoone püstitamise, ülalpidamise ning laenumaksetega seotud kulud.

Peame ehitustöödega alustamise eelduseks eelnimetatud protsesside tulemuste ära ootamine. Tööde varasem alustamine on meie hinnangul ka vastuolus EKA nõukogu 6. detsembril 2011 kinnitatud eelarvega, mille kohaselt on ehitustööde kulude kattena ette nähtud üksnes sihtasutus Archimedese kaudu eraldatav Euroopa Liidu toetus"...

Muide,kas teile tundub ka,et Haridusministeerium üritab EKAt tanki panna?

Põhimõtteliselt ei tohiks ju vahet olla kas nad alustavad ehitusega kohe või hiljem. Haridusministeeriumi suhtumine on üldse kuidagi kahtlane - nagu nad tahaks EKA Tallinna ülikooli ja TTÜ'ga kokku lüüa ja EKA Kesklinna maalapi maha ärida. :sly: Pealtnägijal oleks põnevat uurimist siin...

I can't find any news article about it,but today's TV news said that Tallinn city is supporting plan to legally force EKA's neighbours into cooperation.

Oh,and in yesterday students,teachers & yimby's were demonstrating in support of new art academy.

Praegu on uue hoone asukohaks pakutud nii Pirita TOPi mereäärset krunti, Suva sukavabriku krunti Kalamajas, krunti Rotermanni kvartalis, Mustamäel Tehnikaülikooli territooriumil kui ka Viimsis kõrgel merekaldal.

EKA rektor Signe Kivi lükkab esialgu kõik alternatiivid kõrvale. «Me tegeleme praegu uue õppehoone projektiga; tegeleme Archimedese vaidega; me tegeleme probleemide lahendamisega, et saaks alustada uue õppehoone ehitust ja kõik muud alternatiivsed kohad või võimalused tulevad kõne alla siis, kui seda protsessi ei ole võimalik enam jätkata,» selgitas ta.

Tallinna peaarhitekt Endrik Mänd pooldab uue õppehoone asukohana südalinna. «Ma arvan, et see on loomeinimestele üks õige koht – tajuda seda tegevust, mis siin toimub, seda keskkonda, seda arengut, mis siin on,» ütles ta. "Tartu Ülikooli siirdemeditsiinikeskuse (keemiahoone jätkuna) väljaarendamist rahastab lisaks ülikoolile SA Archimedes ligemale 3,5 miljoni euro ulatuses."

That's it. There is practically no chance of this building being built now. What's even worse, EKA is on the verge of bankruptcy.

Both, probably.

It is quite clear that EKA did not in any way anticipate a situation like the current one. Everybody just assumed that the house would get built, that the planning and funding processes would be smooth. There doesn't seem to have been a Plan B, and there's no denying that the Academy is really bad off now.

Unless EKA flat-out lied in their application to Archimedes about their financial capabilities(they may have), it is still strange that the money was withheld from them. The building could easily be finished by the end of 2015.

Kas keegi on mõelnud selle jubeda siseõue peale, mis jääb eka kõrvale? Ideaalis võiks seal olla pigem kena jalgtänav kui prügihoov.

Kena oleks kui midagi selle kohaga ette võetaks. Näiteks sinna võiks teha pisikese pargi ümbritsevate majade elanikele ja EKA tudengitele (tõsi,see oleks ikkagi suitsunurk edasi :D).

Muide,ma ei ole Jarmoga päris nõus - ei taha uskuda,et EKA projekt on täitsa surnud. Mingi tegelane (võimalik,et see oli peaminister) mainis,et EKA rahastusotsus võiks tulla järgmisel aastal ja kõige hiljemalt 2020ndaks aastaks toimuks õpe uues majas. Pigem on ilmselt küsimus ikka selles,kui palju seda projekti järgnevatel aastatel kärbitakse...

Lubadused on toredad. Eks näeb kas ka täide viiakse.
Isegi kui sinna hoovi sisse tuleks park, siis praegune eka maja on projekteeritud niivõrd lähedale olemasolevate majade tulemüüridele, et ka parema tahtmise juures ei mahuks sinna midagi vahele. Tahes tahtmata jääb see nurgataguseks prügihooviks, kus hea suitsu teha, kui sinna kinnist sisehoovi, kas aia või maja kujul ei tekita. Sel juhul oleks juba maja etem variant kui mõni raudaed.
Kenasti sobiks sinna vastu mõni kauba-, galerii- või kohviktänav.

Tegemist on siiski eramaaga, mistõttu sinna midagi EKA majaga seoses rajada on praktiliselt võimatu.

Kui jutt käib olemasolevate hoonete ja projekteeritud EKA hoone vahelisest alast, siis see maa kuulub EKA-le. Kuigi tõsi küll, linn ei väljastanud sellele alale isegi mitte prügimaja ja piirdeaia ehitusluba.

Ei kujuta hästi ette,mida seal on veel võimalik kokku tõmmata. Hoone projekt on juba praegugi kõvasti nuditud. Seda veelgi vähendades...no ma ei tea,hoone maht tõmmatakse samaks mis EKA vanal majal oli? :nuts:
Hirmsa säästmisega vist unustatakse ära,et kogu asja mõte oli anda EKA'le võimalus tulevikus laieneda ja kasvada,mitte lasta tal hädiselt edasi hingitseda. Masendav.
