Reliance Infrastructure has emerged as the highest bidder for the PPP airports.

Developers Ltd is on its way to picking up five airports in rural Maharashtra on a 95-year lease for a total of only Rs 63 crore from the Maharashtra Industrial Development Corporation.
Government officials told TOI on Wednesday that MIDC passed the proposal last week and recommended to the state that Yavatmal, Nanded, Latur, Osmanabad and Baramati airports be leased. MIDC officials said they could have got a higher price in a better economy but industries secretary A M Khan said the government was satisfied with the price it was getting.
Besides allowing Yavatmal , Nanded, Latur, Osmanabad and Baramati airports to be leased for 95 years to the Anil Ambani-led Reliance Airport Developers for Rs 63 crore, MIDC has also allowed construction of a greenfield airport at Chipi in Sindhudurg , by IRB, the company that collects toll at Mumbai nakas. This land, too, has been given on lease for 95 years at a cost of Rs 21 crore.
MIDC insiders said all the airports being leased out had come up because some ministers wanted airports in their hometowns. The Nanded airport was extended at a cost of Rs 110 crore only last year, and the one in Latur was refurbished by the MIDC at a cost of Rs 25 crore. But there has been little by way of operations at either airport. Yavatmal and Osmanabad have had no commercial operation so far.
“We were finding it difficult to maintain these airports because , apart from the odd state government plane, there’s not been much usage. We were finding it difficult and hence wanted to hand over the airports to private parties,’’ a senior MIDC official said. State industries secretary A M KhanKhan said the proposal to lease the five airports to Reliance was awaiting the final nod from the government.
“MIDC received three bids for the lease of the Baramati and Osmanabad airports, and Reliance topped them,’’ MIDC joint chief officer N Deshmukh said. MIDC will get Rs 36 crore for these two airports and Rs 27 crore for the other three. Deshmukh said that they had got two bids for the airports in Latur, Nanded and Yavatmal.
Khan denied that the airports were being given away at low prices. “MIDC is not an airport-developing agency and we have to rope in private developers who will have long-term planning,’’ Khan said.
Another senior industries department official justified the lease, saying: “Who would want to lease Osmanabad airport? It’s just an airport with no facilities . What’s wrong if a private bidder takes it on lease and develops it? But we could have got a better price if the economy had picked up.’’
IRB Infrastructure Developers chairman and managing director Virendra Mhaiskar said: “We plan to construct a class-C runway of 2,600 metres which can accommodate A-320 s or 737s. We feel it will be a profitable proposition and we will be able to pull at least 20% of Goa’s traffic since this airport is just 80 km from Go

Work on the Chipi airport( aka sindhudhurg airport has started) it is approximately 12 kms from malwan and 26 kms from vengurla. I visited last sunday here are some images . they have only started work on runway. nothing major. even the site supervisor did not know that they were working on the runway up until I asked him for the length and width of the road and reffered it to the proposal drawing put out when inviting the tenders.

The proposed Shirdi airport, which was to be inaugurated by President Pranab Mukherjee on November 16, is likely to be delayed again, with acquisition of some more land for the runway still pending. The deadline has now been extended to the end of this year.
The project, which was to be completed last year, was delayed by a year due to fund issues. The Maharashtra Airport Development Company (MADC) has now stated that the project cannot be inaugurated in November. “We have completed 70 per cent of work. However, the runway for landing is not ready as there is a local road that passes along and there is a need for acquisition of more land. This is likely to delay the process further and the project will not be ready by the November 16 deadline set by the government for the inauguration,” said a senior MADC official.
With the MADC getting only a total of Rs 216.43 crore for the Rs 315-crore project, officials said funds crunch was another reason for the delay in completion of the project.
“We got about Rs 50 crore from the Shirdi Devasthan and the remaining from the government through loans. The government allocated Rs 86.43 crore only this year.
We will now be having a small terminal, spending just about Rs 3-4 crore. We have been categorically told to just construct the terminal and not bother about the power and water supply as that would mean additional Rs 50 crore. The private party to be selected for the Build Operate and Transfer (BoT) project will have to do the needful,” added the official.
