A tunnel linking Tseung Kwan O to Kowloon East has been proposed to provide better links to and from the expanding new town.

In a Legislative Council paper today, the Environment, Transport & Works Bureau said the Tseung Kwan O-Lam Tin Tunnel will be a dual two-lane 4.3km carriageway, linking Tseung Kwan O with East Kowloon at Cha Kwo Ling, and connecting with the planned Trunk Road T2.

Together with the Central Kowloon Route and the Trunk Road T2 in South East Kowloon, it will form part of the strategic Route 6 between Tseung Kwan O and West Kowloon.

About 2.2km of the link will run underground below the Devil's Peak, and should be complete by 2016.

The Civil Engineering & Development Department has consulted a number of organisations, including the Sai Kung and Kwun Tong District Councils, professional institutes, green groups and transport service operators, and received general support for the tunnel alignment.

Second Tseung Kwan O-Lam Tin Tunnel
 
This TKO Tunnel will directly connect the Eastern Cross Harbour Tunnel. It is also a part of Route 6 connects with the Central Kowloon Route. :)

That S-curve tunnel isn't something easy to construct, wonder why the government has the alignment like that. It probably can be done in another way.

If submerging the highway under Cha Kwo Ling renders the direct link between Eastern Harbour Crossing and Tseung Kwan O infeasible, I prefer the flyover option which is more functionable and way cheaper.

That's quite a long route. Perhaps the geography doesn't fit to make it straight then loop south to the proposed bridge?

^^ You can go under, not necessary going around following the physical geography.

I think the layout is trying to line up EHC straight with the new tunnel on the west side in Yau Tong, and minimize the reclamation needed for the toll plaza in TKO side.

But I also think it is also possible to build a new loop around interchange just west of and over ECH toll plaza as well. There is quite a big open government parking facility there today.

There may not be too much alternative on TKO side for just a signle toll plaza.

It was originally planned to build Western Coast Road to connect Yau Tong and TKO, this plan rejected due to the destruction of the coastal line.

Rails need a longer everything - tracks have to have smaller gradients and less curvature in the alignment, hence the large loop.

【明報專訊】政府估計,2012年動工、2016年完工的將軍澳 藍田隧道,連同連接將軍澳工業和市中心的跨海大橋,造價將達81億元。大橋將附設單車徑和行人路的雙程雙線分隔車道,連接隧道及將軍澳

附近的環保大道。

政府計劃先向立法會 申請2億5670萬撥款,就上述兩個項目作勘測及初步研究。

運輸及房屋局 提交立法會交通事務委員會的文件指出,將軍澳隧道及其連接公路全長4.8公里,為雙程雙線,其中3公里為隧道本體,隧道的九龍段會興建支路及隧道分支,連接東隧及茶果嶺 道,工程總造價為59億元。政府估計,2021年將軍澳道路的行車量將達至嚴重擠塞,希望2016年前完成工程。

大橋連接工業市中心

另外,政府將興建一條橫跨將軍澳海灣的1.8公里斜拉橋,大橋附有單車徑和行人路,雙程雙線行車,希望可紓緩環保大道和將軍澳市中心的交通擠塞,大橋落成後預計市中心及環保大道可分別增加64%及36%的車容量。跨灣連接路將成為進出將軍澳東南部的另一條通道,造價為22億元。

另外,每年清明皆有孝子賢孫為怕封路而摸黑上山,政府將於隧道設計上預留地方作前往將軍澳華人永遠墳場的車輛通道接駁點。

Two road projects, to cost a total of HK$8.1 billion, are being planned to cope with growing traffic in the rapidly expanding satellite town of Tseung Kwan O in eastern Kowloon.

A core part of the programme will be a 3km tunnel between Tseung Kwan O and Lam Tin, part of a four-lane divided highway 4.8km long connecting the satellite town with Lam Tin, where it will connect with a proposed trunk road to link with the Kai Tak development area.

The HK$5.9 billion tunnel project is aimed at easing the load of the existing Tseung Kwan O Tunnel Road, the only major road link with downtown eastern Kowloon.

According to an assessment by the Transport and Housing Bureau, the existing tunnel will start experiencing serious congestion after 2016.

To supplement the project, a new HK$2.2 billion road will also be built, providing alternative access to southeastern Tseung Kwan O. At present, Wan Po Road is the only road to the area. The Tseung Kwan O industrial-estate area would be seriously affected if Wan Po Road were blocked by a traffic accident.

Both road projects are targeted for completion in 2016. Sai Kung district councillor Frankie Lam Siu-chung welcomed the plan and urged the government to speed up the projects.

"New links are badly needed for Tseung Kwan O. It is not satisfactory that a community with a population of about 400,000 has to rely on one major highway.

"Actually, it is too long a wait for Tseung Kwan O residents if the projects cannot be finished until 2016," he said.

The government plans to seek Legco approval for funding of about HK$256.7 million for project studies and site investigation work.

The Civil Engineering and Development Department today (July 20) launched the “My Vision of Cross Bay Link” event to collect ideas and concepts from the public on the form, appearance and aesthetics of Cross Bay Link in Tseung Kwan O.


The Cross Bay Link and the Tseung Kwan O – Lam Tin Tunnel will form a new external road network to cater for the projected traffic flow generated from future population intake and developments in Tseung Kwan O. Since the Cross Bay Link is located at a prominent location in Tseung Kwan O, this event offers an opportunity to turn it into a feature bridge and a future landmark of Tseung Kwan O new town.

The invitation event is divided into two categories. The Professional Group is open to full, professional or fellow members of the Hong Kong Institution of Engineers, Hong Kong Institute of Architects and Hong Kong Designers Association as well as members of equivalent professional institutes. The Open Group is open to all Hong Kong residents holding valid Hong Kong identity cards without any qualifications under the Professional Group.

Interested people are invited to submit their ideas and design concepts for the Cross Bay Link to the New Territories East Development Office of the Civil Engineering and Development Department, Suite 1213 Chinachem Golden Plaza, 77 Mody Road, Tsim Sha Tsui, between August 31 and September 10. Outstanding entries will be given prizes and may be incorporated in the final design of Cross Bay Link.
