In coming elections, If Lingayats make their mind and support Mr Shettar 100%, with no/less support to Mr BSY, then defo BJP will do a lot good and give surprising results, if they are divided then it will be good results to both Congress and JDS (as Gowdas support them 100%). No body can predict now what their action would be, lot depends on their Matts..

Similarly I have seen Muslims unite together and vote to single party, they never want their votes to be divided.. So it always be either Congress or JDS, not together...

N Karnataka dons role of a kingmaker

The Congress has suffered in the past for neglecting this region, with only 22 seats in the 1994 elections. In 1989, 50% of seats won by BJP were from North Karnataka districts. In 1999, when the party returned to power with 132 seats, North Karnataka's contribution to the Congress was 60 seats. Again, in the 2004 elections, the party could win only 24 seats in North Karnataka , of the total 65. The bitter truth of the BJP's governance and change in chief ministers only left the people of North Karnataka in trepidation.

How they use electoral success to breed further success

Scattered around Karnataka's politics are contemporary success stories, each different from the other, but all of which often act as unwritten codes for what politicians need to do to endear themselves to a constituency.

Some stories are of development-focused politicians who have never lost in decades. Some are of how a caste base is not a necessity for sustained success, some of patronage without focusing on development, and some of how power can flow from sugar and milk cooperatives, from micro-financing, or from being a region's sole private power producer.

As Karnataka gears up to vote again, a look at some of these varied stories:

The undefeated

In colloquial Kannada, the expression for a leader never defeated is "Soll illada Sardara". It is a sobriquet that has been used to describe the late S Bangarappa and former chief minister Dharam Singh, and is now used for Union minister Mallikarjun Kharge.

The SC leader, 70, won nine consecutive assembly polls, starting 1972, from the Gulbarga region of north Karnataka. Now labour minister at the Centre, he had emerged on the political scene as a labour union activist in the late 1960s.

Chosen by the Congress to contest in 1972 from Gurmitkal, he became a minister in 1976 in the government of Devaraj Urs. In 1983, 1994 and 2008, even as the Congress lost, Kharge remained undefeated (he shifted from Gurmitkal to Chittapur for the last of these polls, following delimitation).

Political observers say that during his first term as MLA, Kharge used his access to power to forge a system of politics of patronage. His rivals call him a casteist politician, while others attribute his success to a commitment to development, which has seen Gurmitkal advance in terms of roads, education and basic facilities far ahead of neighbouring regions. The recent decision of the UPA to bestow a special development status on the backward Hyderabad-Karnataka region — a key issue in the May 5 polls — is widely attributed to his efforts in New Delhi.

"The continued success of leaders such as Kharge is related to their ability to build an eco-system of people who are tied to them," says Prof M V Rajeev Gowda, chairperson of the Centre for Public Policy at IIMB and a Congress member. "The leader sustains important people in the constituency, who in turn sustain the leader."

The outsiders

Former Congress chief minister N Dharam Singh, a Rajput, and former Janata Dal minister P G R Sindhia, a Maratha, are two exceptions to the theory that a large caste base is necessary for success.

Dharam Singh, 76, now MP, won eight times from Jewargi in Gulbarga until he was defeated in 2008. Like Kharge, he emerged as a union leader from the region and was propelled into power by the wave of support for the Congress in 1972. Unlike Kharge, he is widely perceived to be a votary only of the politics of patronage. This has earned him the sobriquet "Ajath Shatru", or man without enemies, but is now also seen as the root of his eventual downfall. "He is seen as the kind of politician who will attend every wedding or help anyone who asks, but development is not at the centre of his politics," says a north Karnataka-based political observer.

Sindhia, 63, now a Janata Dal Secular candidate, is a six-time MLA from Kanakapura in rural Karnataka and was made a minister on his very first term as MLA, in 1983 in Ramakrishna Hegde's Janata Party government.

"The success stories of Dharam Singh and Sindhia are similar to Kharge's. They came to power on an electoral wave for their party and used that power to built an eco-system of linkages in their constituencies, which has sustained them," says Prof Rajeev Gowda. One way these leaders stayed elected over several terms, observers say, was by offering public contracts to local leaders.

Karnataka polls: BJP attacks Yeddyurappa, poses ten questions to him

BANGALORE: A day after former chief minister and KarnatakaJanata Party (KJP) supremo B S Yeddyurappa demanded an apology from BJP chief Rajnath, the BJP on Wednesday has posed ten questions to the Lingayat strongman to answer.

On Tuesday, Yeddyurappa remarked that Singh instead of claiming that he was helpless while unseating him (Yeddyurappa), should seek an apology for acting in haste. He further said that neither Singh nor the BJP leaders had studied the Lokayukta report on illegal mining, which indicted Yeddyurappa resulting in BJP asking him to step down as chief minister in July 2011.

On Monday, V Dhananjau Kumar, KJP campaign committee chairman had accused BJP partriarch LK Advani's children of taking ''suitcases'' from the chief ministers of the BJP ruled states including former Karnataka chief minister B S Yeddyurappa. In a blistering attack on the senior BJP leader, Kumar, who was also a minister in AB Vajpayee government said, "I have enough proof to prove my allegations. Let BJP leaders answer to my charges, I will release the evidence at appropriate time."

Ten posed by the BJP:

*After Lokayukta indicted you in illegal mining report, which court has given you clean chit? In case of clean chit why have you not released it to media?

*M P Renukacharya led dissidence twice against you by shepherding MLAS to Hyderabad and Chennai. How will this person become your well-wisher? What justice is this to blame the people who slogged to save your government?

*When a private complaint was lodged, you held H D Kumaraswamy responsible for it and swore to wipe out JD(S) from the state? What happened to it now?

*You are trying to gain cheap publicity by repeatedly stating that BJP has back stabbed. You have several times said Kumaraswamy back stabbed you. What happened to that statement?

*When governor had recommended President's rule on Karnataka, Do you remember L K Advani led the delegation to the President in a protest against the decision? How can you make cheap comments against a person who thoroughly backed you?

*Why did you come back half way from Tumkur to form the government with support from JD(S) in 2007?

*Is it false that you said good bye to the party in 2005 to join a Congress-JD(S) coalition cabinet?

*You did not participate in the motion on V S Acharya in legislative assembly, instead you taken MLAs to a holiday resort. Why did you show disrespect to Acharya, who was like your backbone?

*Why are using cheap politician like V Dhananjay Kumar?

*Why are you not supporting BJ Puttaswamy's allegations leveled against Kumaraswamy now?

SM Krishna skips Congress manifesto-release function

Bangalore: Senior Congress leader S M Krishna, largely seen to have been ignored in the candidates selection process for the May five Assembly elections in Karnataka, skipped the manifesto-release event of the party on Wednesday.

In fact, the former Chief Minister, who led the party government between 1999-2004 after a landslide victory, was conspicuous by his absence, as party leaders who mattered were all there.

After intense speculation last week that he would stay away from canvassing, Krishna began campaigning in some city segments, including Vijayanagara and Govindrajanagar, from Sunday, but it would be interesting to see if he would address poll meetings in home Mandya district, where he is said to be at loggerheads with actor-politician M H Ambareesh, who seem to be calling the shots there now.

The Congress appears in the doldrums in Mandya, with its district president M S Atmananda having quit in protest against the party denying him a ticket and giving it to Ambareesh.

In neighbouring Srirangapatna segment, the party succumbed to the "pressure tactics" of Ambareesh, who refused to file nomination until Ravindra Srikantaiah, who had already been named for the seat, is not replaced by his protege S L Lingaraju.

Srikantaiah, said to be the favourite of Krishna, filed nominations from both Mandya and Srirangapatna but withdrew it from the former but continues to be in the fray in the latter as an independent, a Congress rebel, spelling potential trouble for the party's prospects.

A section of Congress is staying away from campaigning for Ambareesh, who has admitted that his efforts to reach out to the former External Affairs Minister -- who seems to be sulking after being apparently ignored by the party's scheme of things in poll-bound State -- vis-a-vis canvassing for him has failed to yield positive results.

Union Ministers Mallikarjuna Kharge, M Veerappa Moily, Rahman Khan, K H Muniyappa (all from the State) and senior Congress leaders Ambika Soni and Oscar Fernandes, former Chief Minister N Dharam Singh, besides KPCC President G Parameshwara and Leader of Opposition in the Assembly, Siddaramaiah, were among those present at the manifesto-release event.

Rahul Gandhi is wrong, it’s not easy for Cong in Karnataka

“The BJP will lose here. We can hear it in Delhi,” said Rahul Gandhi at his election meeting in Sindhanoor in Raichur district of Karnataka on Tuesday. If he travelled enough through Karnataka, he would also get to hear the rumblings within his Congress camp that threaten to turn a winning march into a less than a simple majority status.

On the face of it, the Congress is poised to make the most of the disappointment with the way BJP governed Karnataka in the last five years. Most opinion polls have predicted a Congress victory in the state that in 2008 was celebrated as BJP’s gateway to the south.

But speak to Congress leaders privately and the concern that the match could go down to the wire, comes tumbling out. And there are several aspects of this election that the party seems to be blundering on.

The absence of a CM candidate : In the past, whoever was deemed to have had the best chance of getting the top job – be it S M Krishna in 1999 or B S Yeddyurappa in 2008 for the BJP – would walk that extra mile, politically and financially, to ensure the party gets a majority. This time, different groups are only looking to ensure their candidates win and no one is looking at the pan-Karnataka picture for the Congress. The fact that the Congress shied away from projecting a CM candidate is a pointer to how divided the party is. The frontrunners for the post are Leader of the Opposition and former deputy chief minister Siddaramaiah and PCC chief G Parameshwar. However, the emergence of a dark horse – like Vijay Bahuguna in Uttarakhand – if the Congress gets to form the government can never be ruled out.

Time for a revival in Karnataka. AFP
The party’s penchant to play communal politics in Dakshina Kannada, that has been a BJP stronghold for many years : Just like in 2008, the Congress has fielded all minority candidates from all the three seats in Mangalore city, an indication of its resolve to polarise the vote on communal lines. While its attempt is to corner the entire minority vote – Mangalore city has a 22 per cent Muslim and 16 per cent Christian population – the flip side is that in this highly communal region, it could also lose many a Hindu vote to the BJP. And the BJP MLAs in Mangalore are seen to have been pro-development, a factor that also will work in their favour.

Strong anti-incumbency: There is a strong sentiment of anti-incumbency against at least one-fourth of the sitting 80 Congress MLAs. In such cases, simply raising an anti-BJP pitch is unlikely to work as voters are looking closely at the report card of the Congress legislators too.

Missing pro-Congress wave: The personal credibility of some of the BJP MLAs is high even though the party’s image has taken a beating. And the absence of a pro-Congress wave could hurt the party’s chances.

The mining factor: In Bellary, it has become a case of pot calling the kettle black. The Congress kept attacking the Reddy brothers for looting Bellary’s mineral wealth and using the ill-gotten money to control the BJP government. But this election has not seen them practise what they preached. They too have handed out tickets to tainted cash-rich mine owners, who have been pulled up by the Supreme Court for violating the mining guidelines with impunity. That is an indication that irrespective of who comes to power, the political control in Bellary will continue to be in the hands of the rich and the powerful. And yes, the law-breakers too.

Banking on Yeddyurappa: The Congress is banking heavily on Yeddyurappa to split the original BJP vote in most constituencies. The former chief minister will undoubtedly do that and could prove beneficial to the Congress in close contests. But it will be seen as a victory by default.

Family ties: In the run-up to the distribution of tickets, senior Congress leaders spent more time advertising their kith and kin for selection as candidates. Almost all the Congress heavyweights – from Mallikarjun Kharge to Dharam Singh to Jaffer Sharief – were guilty of not seeing beyond their DNA when it came to supporting candidates.

Rebel candidates: The presence of rebel candidates in elections is nothing new to the Congress but the party would do well to win them over, instead of waiting for a situation where they harm the official party candidate’s chances.

The minority factor: It is not quite certain which way the 12 percent Muslims in Karnataka will vote. In 2008, they voted en masse for the Congress because they were unhappy with the Janata Dal (Secular) for having formed a coalition government in 2006.But this time, the JD(S) is likely to eat into the Muslim vote even though there are doubts if HD Kumaraswamy may once again flirt with the BJP, should there be a fractured mandate in Karnataka.

The Karnataka elections are not merely about the 224 MLAs who will enter the Vidhan Soudha. It will have huge implications for the Congress’ morale across India, as a victory over the BJP will help lift its sagging spirits. The results on 8 May will in effect, kickstart the run-up to the general election to be held exactly a year from now.
