Because they are bilingual (contrary to many francophones).There is an overrepresentation of flemish workers in these city offices or institutions because of the linguistic rules. Jobs requiring bilingual skills are often taken by flemish living outside Brussels.
What a scandal. I hope you did recover.Everytime I went to Bozar, la Monnaie or Wiels I was talked in dutch at first place
