Megadome has new name,
cost skyrockets to P0.7B


The estimated cost of the planned Cebu Megadome project has bloated almost thrice from P250 million to P700 million, the project's detractor-turned-supporter said.
Cebu Vice Governor Gregorio Sanchez said the Megadome, which will now be called the Cebu Convention Center (CCC), would be finished in 10 months.

He explained that the Provincial Board has agreed to a new scheme to fast-track the construction of the CCC, starting with the Capitol's original P250 million budget for the project.

"We have to fast-track this project and we have to do it because it might reflect on the province of Cebu if we cannot complete it on time," Sanchez said.

The P250-million budget for the project, allocated in 2003, will serve as the initial budget to start the construction.

Capitol officials will then look for interested investors that will reimburse the capitol for its expenses.
"We can advance the amount of P250 million as initial construction and then go on (a) reimburse-operate-and transfer (ROT)," Sanchez added.

"The government will spend first for the construction, then we invite investors to bid. The winning bidder will reimburse the province of its expenses, then they will operate the facility (over a period of time)," he said.

Sanchez said he objected to the project when he was a board member before because of the high costs the Capitol would pay.

"Right now, I presented to (Governor) Gwen (Garcia) that if she wants to push through with the megadome why not change the point of reference," he said.

Sanchez said the facility would be ready for the Association of Southeast Asian Nations (ASEAN) Summit in 2006.

Expected to attend the summit are leaders from ASEAN-member countries, as well as Russia, Japan, South Korea and Australia. /Correspondent Dale Israel

It's in today's issue of Sunstar but was not published in the website:

1.) Construction of the additional ramps, parking spaces, etc will begin first quarter of 2006

2.) DFA Undersecretary Benedicto, a Cebuano, will hold office in Cebu in order to oversee the preparations for the upcoming ASEAN Summit next year. He will coordinate with the MCIAA, the DOT, the Bureau of Quarantine, PNP, etc..etc..

3.) Construction of a Parallel Runway will also commence starting next year. The second runway will serve as an emergency runway for aircrafts during the summit (?).

There was no mention of the Terminal II, but I guess the said projects above are more urgent for the ASEAN Summit.. The Terminal II could just follow, although the target date of its construction would also be next year (and will be finished in 3 years).

Citec task force yields to megadome project


THE Cebu International Trade and Exhibition Center (Citec) task force has surrendered its claim over the 13,000-square-meter lot in the North Reclamation Area, which has been identified as site of the Provincial Government’s megadome project.

“The megadome, as it was presented, is a good project. We (task force) welcome this development. We have already talked with Mayor (Thadeo) Ouano on this matter. He knows that we are still getting funding for Citec. But we are optimistic that we will get more funding in the first quarter of next year,” task force chairman Agustin Palao said.

Offer

During a forum on the establishment of the Citec in 2002, Mandaue City Mayor Ouano offered the lot occupied by the unfinished Uniwide building as site of Citec.

But the mayor offered the same lot to be the site of Capitol’s P250-million megadome project.

Cebu Gov. Gwendolyn Garcia earlier confirmed that the megadome will be constructed next year in preparation for the Association of Southeast Asian Nations (Asean) summit in December 2006 on the Mandaue City lot.

Since the Province already has the funding for the megadome, Palao said the task force cannot do anything more but hope that the megadome or the Cebu International Convention Center will be redesigned in such a way that its plenary halls and meeting rooms can be converted into exhibition centers.

“We really need more exhibition centers,” he told Sun.Star Cebu.

Dream

The proposed 4,000 square-meter Citec, which will serve the trade and exhibition needs of Visayas and Mindanao, is a long-standing dream of the Cebu business community. It was first proposed in 1995.

The Citec task force, which was organized in 2002, is an ad hoc body composed of business organizations and selected line agencies, such as the Cebu Furniture Industries Foundation Inc., Cebu Chamber of Commerce and Industry, Philexport-Cebu, European Chamber of Commerce of the Philippines, Department of Science and Technology and the Department of Trade and Industry.

Funding

Palao said the National Economic and Development Authority (Neda) has already endorsed the Citec project to the Japan International Cooperation Agency (Jica) for a funding of half a billion pesos.

“But we are hoping that we will be able to convince Jica to increase the funding to, if possible, a billion pesos so that we can increase the area. Size matters in this project. The bigger the exhibition center, the (more) usable it is,” he said.

The Neda is the government agency tasked to approve projects worthy of funding.

Palao said the task force also hopes that the Province’s megadome project will be “expandable” so that the Citec could serve as an expansion and be constructed next to it.

“Rather than have two small separate structures, it would be better to combine the two because both projects could complement each other,” he said. (JBN)

^ I just saw "Mayday", a Discovery Channel show which dramatizes major air accidents and incidents. Tonight's episode was about the bombing of Philippine Airlines Flight 434.

It was a pretty cool dramatization of the incident and showed some cool shots of the Makati City and Manila skylines. But one thing the narrator described about Cebu (since the plane stopped over there) was that of a "resort town". I guess he was absolutely right given that most of the buildings going up in Cebu, including the ones in the Business Park, are hotels.
