Official start of construction ceremony held and this press-release sent out by the City:

Link to protocol of Exploteringsnämnden's (yup, it means ~"exploitation-board". not a very nice name in Swedish either) meeting wherein the project was approved:
http://www.insyn.stockholm.se/exploatering/insyn.aspx?page=record&nodeid=324294
If City parliament to reject what the Exploateringsmänd has approved it would be extremely unusual as all the parties voted for it.

Quote from the main investor:
my translation:
"But the building is dimensioned so that it can be extended by another 54 meters..."
So it might reach 174m in the future :)

Old version had mostly hotel but also 10fl offices and a bar up top! Status of this not known in this latest version.

This one is a hotel tower about 10km from the Central Station, out here in my suburban burough of Kista. It'll be part of the new KistaMässan convention/exhibition center, but is a separate project from it even thought they'll be physically connected, it looks like. I guess they split things up so if one got held up the other could go ahead without waiting.
here's a map of part of Kista, with other highrise-plans marked. The Victoria Tower is the light blue one on the right.

A previous version was at 140m going to be Stockholm's tallest, and construction was supposed to start in 2008 but with the economic crash the plans are now on hold waiting for things to turn upwards. Considering the location and financial/political backing for it I'd be surprised if it, or a close variant, didn't get built eventually.

Nytt jättehotell byggs i Kista
2007-10-12 09:25

Some insider info: The grand opening is scheduled for Sep 15. According to the GM all the final construction works will be finished just in time. In other words, nothing indicates that the opening can be postponed. The building is going to be shared by the hotel (hotel room fl. 2 -22 and numerous offices fl. 23-33). Hotel employees are having their first working week, using the premises that belong to Kistamässan though. As the structural works are going to be finished toward the end of this week/beginning of next week, security requirements will become lower and "civilians" will be able to move into their "house".

The hotel will be well worth a visit not only because of the sky bar but also because of the probably Sweden's most exclusive hotel interior solutions.

The building will also feature some of the speediest elevators in the world. It will take 30 sec (provided there no stops on the way of course) to get to the top floor.

If you have any other questions when it comes to facts & figures, feel free to ask.

FANTASTIC PICTURE! I willgive this building a solid 7/10. Looks really good in some angles and less good in other angles. Cladding looks amazing and height is "lagom" for Stockholm. When they build more highrises in Kista, Victoria Tower and KST will blend in a lot better.

I have been inside today, seen the lobby area and a couple of rooms. There is still a lot of work to do. But according to my colleagues huge progress is observed every single day and there are reservations for the opening day, some days during the week after opening projected occupancy is around 80%.

Some piles are missing indeed. Some of them are slightly damaged. Everything is gonna be installed and replaced before the opening. One more interesting fact for you guys:
Have asked yourselves the question in what way and how often the glass facade is gonna be cleaned? Here comes the answer: once every 4 years. Guess why?
