First Bullet Train in North America to be Built in Mexico

Mexico to open bidding on rapid train project

El Universal
Viernes 18 de noviembre de 2005
Miami Herald,

Mexico will open bidding on a US12 billion bullet train project to link the capital with the country's second-largest city, Guadalajara.
The bidding is expected to begin by early 2006 after a feasibility study is completed, Transportation Secretary Pedro Cerisola y Weber said Wednesday.

The train would reduce travel times on a 600-kilometer (375mile) route that would also link the central Mexico cities of Queretaro, Irapuato and Leon. Mexico City is seven hours from Guadalajara by bus; officials have not said how long the journey would take on the bullet train.

Mexico City was left without passenger trains in 2001 for the first time in 127 years. Work is now scheduled on a suburban commuter rail line.

Most national passenger runs were quietly canceled in 1999 following decades of mismanagement of the state-owned passenger rail service. Mexican trains carried 37.4 million passengers a year at their peak in the 1970s.

info:

There will be three main factors to choose the winning project: cost, quality and delivery time.

It will integrate the whole railway equipment and civil works because of the high technology of a high-speed train and many miles. The cost of the project, having competing companies is going to go for the best deal, and in this package public resources will be cared to make it as cheap as possible.

The characteristics indicated in the tender can not be moved unless there is consensus among the participants in the setting of time or technical issues.

The ticket cost of U$23 could fall because they want to be competitive with foreign transport; however, until there is an adjudication there won't be certainty about the figures, because currently they are only projected figures.

The cost of around U$3.5 billion anticipated for the project could vary depending on the proposals submitted by the firms.

The German Siemens "ready" to participate in the process of building comprehensive High Speed Rail (HSR) Mexico-Queretaro, with a consortium of companies that integrates; and one of its strengths is the internal ability to obtain financing, said Vice President of Infrastructure, Markus Mildner.

The work will cost around $3.5 billions and the Secretariat of Communications and Transportation (SCT) had assured to be held with federal budget; however, the general manager of Multimodal and Rail Transport, Pablo Suarez, said last Friday that was able to rely on a system of public-private partnership.

"We were expecting the bidding because it is a project in which we are very interested. In our case, the signaling, trains and electrification, where we have experience, we can do it without a hassle because we have the support of Siemens Financial Services" he said. Our partners would be responsible for civil works.

To date, the company ensures that its trains have traveled over 300 million kilometers in Spain, Russia, China, Germany, Turkey and England, where the constant has been providing cutting edge technology and comfort for users. He said in an interview that one of the best examples of their participation in the sector is that its trains are used on the ICE (Intercity Express) in Germany, which is a transport system that reaches a speed of 300 kilometers per hour and allows you to connect to the cities of Berlin, Hamburg and Cologne, and Denmark, France and Switzerland, among others.

"Winning the bid with the group conformed open the door to participate in similar processes in Latin America, while Mexico will be clear that spearheaded the matter," he added. The new train would begin operations in November 2017

Is not a proposal, it was a proposal several years ago, actually is an Executive Project with all feasibility studies done and approved, with a budget for the next 4 years and in the phase of tendering.

The proposals are the ones the consortiums are going to do next months.

Yes, the executive projects of every aspect are already done and included in the tendering for the consortiums to conduct them.

Construction firms in Mexico are 100% capable of the civil works, what Mexico does not have is the manufacturing capability, nor the technology to implement the high speed railway systems and the rolling stock, nor the experience, so that is why the international tendering.

Why in a single comprehensive tendering? only because international firms requested this way, so the coordination with construction firms can be flexible and efficient.

Some people worried because the TAV (HSR) is going to pass near their towns but indeed is not that way, for example, in the case of Vista Hermosa in San Juan del Rio, the old freight railway has not the geometry for a high speed line service, so the HSR is going to be built far away that area in a straight new railway.

Anyways in sensible zones there will be acoustic barriers to moderate aerodynamic turbulences and noise.

For me, the advantage of traveling via rail over plane is that it takes you directly to the city center. I don't see the purpose of building a station so far away from the city.

"Great international interest" because since December SCT promoted the project.

On September 8 will be the first project meeting of the Mexico-Queretaro HSR.

The second is scheduled for the middle of that month. The presentation of the bids is set for October 15 and the resolution by the first week of November.

Among providers of the rolling stock everything points to CAF, Siemens, Bombardier and Alstom. However, there has already begun to transcend that the competitor to beat by these train manufacturers who have been following the development of Mexico for decades will be China Railway Construction Corporation. This powerful group is tied with mexicans Teya Group and GIA. It would be the first mega-infrastructure project with chinese capital.

I agree although is only to give us an idea of what you said.

In any case chinese costs are way lower than any other competitor, just as an example, Alstom average €23 million per km, thats unaffordable for a country like Mexico.

After reading the tender and knowing the budget and goals of the project, I have not idea how any other consortium can beat the chinese.

sure, I don't expect the same costs as in China (although mexican costs in Mexico are cheaper than in China), surely are not going to surpass the $20 million per km, will end up in something like $13-$16 million per km.
