PJD to unveil third phase of Harbour Place

Company registers average sales of 90% from previous two phases

KUALA LUMPUR: PJ Development Holdings Bhd (PJD) targets to launch the third phase of its Harbour Place project, the Ocean View Residences, in Penang with a gross development value of RM83mil by the middle of this month.

Chief operating officer Lim Lian Seng said the project, which consists of 386 condominium units with built-up areas of 938 and 1,100 sq ft, was located on a three-acre site near Penang Sentral transport hub.

Targeted at young working adults and scheduled for completion within three years, the building has incorporated distinct green elements such as eco-friendly landscaping and “sky garden”.

This is part of the group’s compliance with the Green Building Index endorsed by the Malaysian Institute of Architects.

PJD has registered an average sales of 90% for phase one, Park View Residences, and phase two, Sea View Residences, of its 24-acre residential development.

Year-to-date, the group has registered some RM120mil sales from its one new and nine existing projects.

Among its existing projects are its flagship development – Swiss Garden Residences and Endah Promenade in Kuala Lumpur and Impian Meridien in Subang Jaya.

Meanwhile, PJD had invested some RM700,000 in a sky bridge to link its Menara PJD business tower to the STAR light railway transit and KL monorail stations, Lim said.

“We took over an abandoned serviced apartment project for about RM140mil last year and invested another RM100mil to convert it into a commercial building,” Lim said.

With an average rental rate of RM5 per sq ft, the group hoped to achieve 80% occupancy for Menara PJD in the first year of its opening in September, which would translate into a yield of at least 7% per annum, he said.

“We are in talks with various parties, including a major anchor tenant who has shown interest in leasing the whole building, and expect to close the deals within the next two months,” said Lim.

The 28-storey purpose-built business tower has 75 office suites with floor sizes from 1,335 to 29,353 sq ft. Of the 75 suites, 19 are corporate and the balance executive.

The former has more than 8,000 sq ft with attached bathroom and pantry while the latter will be from 1,367 to 8,000 sq ft. Menara PJD also consists of retail lots with built-up area of 646 to 12,487 sq ft.

Currently, PJD has some 1,500 acres undeveloped land bank in the Klang Valley, Kuantan, Johor and Penang.

For the third quarter ended March 31, PJD posted a net loss of RM1.77mil against a net profit RM9.29mil in the previous corresponding period.

Revenue dropped to RM133.35mil from RM159.15mil a year ago.

For the nine months to March 31, it recorded a 86.43% drop in net profit to RM11.47mil while revenue fell 10.61% to RM460.52mil.

Belleview launching projects worth RM500mil on Penang island

GEORGE TOWN: Belleview Group is launching residental and commercial properties on the island with an estimated gross development value (GDV) of more than RM500mil this year.

Group managing director Datuk Sunny Ho told a press briefing that the projects comprised 227 houses for Palmyra Residences in Balik Pulau, 1,300 condominiums at three high-rise schemes in Air Itam, 62 terraced and semi-detached properties in Bukit Dumbar, and the 1st Avenue shopping mall complex in George Town.

“We are launching now because of the lower raw materials prices. Steel, for example, is now about RM2,000 per tonne from about RM4,000 earlier this year.

“The prices of other materials have dropped by about 30% compared with earlier this year,” he said.

Banks were also offering attractive housing loans at an all-time low interest rate of 2.2% per annum, he said, adding that Belleview also believed the global economy was on its way to recovery.

The Palmyra Residences comprises double-storey terraced and semi-detached houses priced from RM373,000. The properties have built-up areas ranging between 1,625 and 1,976 sq ft.

In Air Itam, the condominium units under Melody Homes, All Seasons Park and All Seasons Place will be built on a 20-acre site, which will also house a 250,000 sq ft commercial complex.

In the third quarter, Belleview will launch 1st Avenue, a shopping mall with an estimated gross commercial area of 600,000 sq ft, next to Komtar.

Penang prepared to cancel developer’s project

GEORGE TOWN: The Penang government is prepared to cancel Nusmetro Ventures (P) Sdn Bhd’s project in Kampung Buah Pala if the developer fails to compensate the residents.

Chief Minister Lim Guan Eng said yesterday that the state was willing to face financial losses if it cancelled the project and the developer took action against the state.

“I just want to warn the developer not to test the state government’s patience because we will not back out just like that,” he told a press conference after opening a photography exhibition entitled “View Through the Lens of Photojournalist” by the Penang Chinese Newspapers Journalists and Photographers’ Association at the main entrance of Komtar yesterday.

Lim also warned the developer not to issue threats that they would move in to take possession of the houses.

It was reported on Thursday that Nusmetro Ventures executive director Thomas Chan said the company has a writ of possession and that it would go in.

Lim also warned the developer not to act in a high-handed way thinking that it could escape paying compensation just because it had obtained a court order.

He also said that he had no problem meeting the residents but added that this would give an impression that both his deputies Dr P. Ramasamy and Mansor Othman, who were assigned to handle the matter, were not capable of doing their job.

“The former state government and Barisan Nasional created this mess and (former chief minister) Tan Sri Dr Koh Tsu Koon should address the matter in the Cabinet on Wednesday as the present state government is not financially capable,” he said.

Lim also said that the state could not buy back the land at the RM3.2mil price paid by the Koperasi Pegawai Kerajaan Pulau Pinang Bhd to the previous state government as the land was now valued 20 times more.

On the threat by residents to send a letter to Unesco to revoke George Town’s World Heritage Site listing, Lim said they had the right to do so if they wanted to, but pointed out that the village was not in the heritage zone.

Deputy Chief Minister II Dr Ramasamy, who was also present, said the state had waited 15 months to investigate the matter as in the beginning, the residents had won two cases involving the land in the Penang High Court.

He said the state would also check if the documents from the Land Office were in order and find out why the land was sold by the previous state government at the low price of RM3.2mil.

Kampung Buah Pala Association assistant secretary C. Tharmaraj, when contacted, questioned the position of the state to talk about compensation issues when it had yet to meet the residents or complete investigations.

“We don’t want the money. We want the state to reveal how the land transaction happened. The transfer was made on March 26 last year and the council building permission was given in November 2007,” said Tharmaraj.

Ooi lashes out at two PKR municipal councillors

GEORGE TOWN: While PKR MP Wee Choo Keong was turning on DAP exco men in Selangor, Jelutong MP Jeff Ooi has lashed out at two PKR Penang municipal councillors, calling one of them a “madman” and another a ponteng councillor (truant councillor).

The DAP man said he received complaints from at least five major developers against councillor Mohd Razali Abdullah for causing delays in the decision-making of certain development applications.

“He wants to bring up old files and this delays the decision-making process,” he said at a press conference at the Batu Lanchang market yesterday. He had earlier met residents of the area to hear their complaints about a nearby project.

Ooi said speedy approvals were necessary as the approval process in Penang takes up to 36 months compared to six months in Johor and 15 months in Kuala Lumpur.

“A developer who is undertaking a project with a gross development value of RM400mil submitted an amendment building plan recently.

“Mohd Razali wants to go through the old files and this means going through 16 departments.

“He is questioning the capability of the departments. This is interfering with the departments,” he said.

Ooi, who is Chief Minister Lim Guan Eng’s chief of staff, hoped the state government would advise him.

Mohd Razali, when contacted, said he was now in Manek Urai, Kelantan, helping in the by-election campaigning.

“I’m very busy,” he said.

Ooi also criticised another councillor Muhammad Bakhtiar Wan Chik, who allegedly lobbied for the revoking of a stop-work order issued against a developer on June 26.

He said Muhammad Bakhtiar was not even present at the meeting when the stop-work order was decided.

“He must speak the truth. He is a ponteng councillor who only attends the One-Stop Centre meetings which are usually held on Thursdays during lunch hour.

“I am sure PKR can appoint someone better than him,” he said.

Ooi said he was not targeting certain people but would always call “a spade a spade” even with DAP councillors.”

Muhammad Bakhtiar, when contacted, said he did not want to comment on Ooi’s remarks.

“Ooi can complain to council president Tan Cheng Chui. He doesn’t have to go to the press,” he said.

PULAU PINANG 25 Julai - Ketua Menteri, Lim Guan Eng hari ini mengarahkan Majlis Perbandaran Pulau Pinang (MPPP) menarik balik kelulusan pembangunan yang diberikan kepada pemaju projek perumahan di Kampung Buah Pala, Nusmetro (P) Sdn. Bhd. bagi menghalang pembangunan di kawasan itu.

Guan Eng berkata, beliau menggunakan kuasanya sebagai Ketua Menteri untuk membatalkan keputusan yang telah dibuat oleh kerajaan negeri terdahulu.

Katanya, kerajaan negeri sekarang tidak terlibat dengan sebarang urusan atau kelulusan projek yang dicadangkan di situ dan jika pemaju mahu meneruskan projek itu, mereka perlu mengambil kira aspek sosial penduduk di situ.

Bercakap kepada pemberita selepas merasmikan Forum Indeks Bangunan Hijau anjuran Pertubuhan Arkitek Malaysia (PAM) cawangan Utara di sini hari ini, beliau berkata, pemaju boleh merobohkan rumah penduduk yang terlibat pada 3 Ogos ini tetapi tanah itu tidak boleh dibangunkan dengan apa juga projek pembangunan.

“Jika pemaju masih mahu meneruskan projek itu, mereka perlu mencari jalan penyelesaian yang menguntungkan semua pihak termasuk penduduk kampung berkenaan,” katanya.

Beliau berkata, walaupun keputusan Mahkamah Persekutuan memihak kepada pemaju namun ia bukan alasan untuk pemaju mengetepikan aspek sosial untuk membantu penduduk terlibat.

Developer offers ‘pleasant news’

GEORGE TOWN: Koperasi Pegawai Kerajaan Pulau Pinang, owner of the Kampung Lorong Buah Pala land, will not surrender any part of it to the residents, who are facing eviction.

Chairman Abdul Razak Mansor said the co-operative hadentered into an agreement with Nusmetro Ventures (P) Sdn Bhd to develop the land.Razak was commenting on Chief Minister Lim Guan Eng’s statement on Friday that a development order issued to Nusmetro for an apartment project at the site would be revoked.

Lim had said one possible solution to the problem was for the developer to surrender a portion of the land to a portion of the land to allow the residents so they could continue living there. Razak took a swipe at Lim, saying: “To me, this looks more like a threat to the developer. I do not trust what Lim has to say as he is known to change his version every other day.”

The villagers of Kampung Lorong Buah Pala lost their two-year legal battle to preserve the village in Bukit Gelugor, dubbed Penang’s High Chaparral, after the Federal Court dismissed their application for leave to appeal against a Court of Appeal’s decision that ruled in favour of the land owner and developer.



A writ of possession dated July 2 was issued. However, they have since been given a month’s extension, until Aug 2, to vacate.



Meanwhile, the villagers have not given up hope of fighting their case in courts.

The village’s residents association assistant secretary, C. Tharmaraj, said even if their homes were demolished next week, they would still fight their case.

“We believe we can still pursue this in court. Our case has never been heard properly.” The residents association’s legal counsel, Darshan Singh Khaira, confirmed that he would continue to pursue the matter in court, including applying for a stay at the Penang High Court.

Tharmaraj said there were new points the residents would use to argue against the cooperative and the development of their village.

“The temporary land ownership (Borang 11AK) document from the Land Office states that the land, which is on leasehold, cannot be transferred, mortgaged, leased or entered into any form of business transaction.

“So, we will argue that the developer cannot enter into any agreements with the cooperative,” he said.

Meanwhile, Nusmetro executive director Thomas Chan said he believed a solution was possible and that some “pleasant news” could be expected in the next few days.He declined to elaborate.

“I cannot announce it until all parties are agreeable to the deal. We are working with the Penang Island Municipal Council to iron out some technical issues.”

State govt makes proposal to Kg Buah Pala residents

GEORGE TOWN: Kampung Buah Pala villagers will get a double-storey house each and a community hall under a proposal mooted by the state government.


Deputy Chief Minister II Dr P. Ramasamy said if the villagers accept the proposal, the state would negotiate an extension of the Aug 3 deadline to demolish the village.

“We will also lift the revocation of development order,” he said, adding that some villagers had asked for condominium units and money.

“We cannot offer different packages for each of them but we feel that the best solution is landed property. However, we will have to wait for the developer’s proposal,” he said.

Dr Ramasamy said the state expects to receive the proposal from developer Nusmetro Ven-tures (P) Sdn Bhd by today.

“We hope to reach an amicable solution on the Kampung Buah Pala issue when we present the developer’s proposal to the villagers at Komtar on Saturday.

“There will be no lawyers involved,” he said, adding that the villagers were free to make a decision whether to accept the offer.

Nusmetro Ventures director Gary Ho said the company was still working on the proposal.

On MIC president Datuk Seri S. Samy Vellu’s claim that the party would deposit a bank draft for RM3.2mil with its lawyers to pay to the Penang government, Dr Ramasamy said:

“He should just contact the Koperasi Pegawai-Pegawai Kerajaan Pulau Pinang because they own the land – not the state government.” He added that the land was worth some RM150mil.

Meanwhile, the Penang Gera-kan Youth lodged a report with the Malaysian Anti-Corruption Commission over the alienation process of the 2.6ha Kampung Buah Pala land in Gelugor.

Its vice-chairman H’ng Khoon Leng said the state government had hastily completed the land alienation process by accepting RM2.24mil in land premium on March 14 and March 27 last year, before issuing the title to the co-operative.

Few apartments left for sale


THOSE with a tight budget but wish to own an ideally located and affordable apartment in Butterworth should check out Benar Prima Resources Sdn Bhd at The Star Property Fair 2009 next month.

The property developer is promoting the Casa Prima lifestyle apartments being built in Seberang Jaya during the three-day fair.

On the property market in Penang, Loh said the market’s environment turned more positive in the second quarter of 2009, following the government’s liberalisation measures as well as the improvement of the global economy.

“Generally, the property industry on Penang island is witnessing a better demand for the middle and higher category residential property.

“The central bank’s move to lower interest rates allows most of the investors to have more disposable income,” he said.

THE Star Property Fair in Penang is back again with bargains and deals for those seeking to get the home of their dreams or to furnish their existing property.

The three-day fair at G Hotel (Level 2) and Gurney Plaza’s new wing ground floor concourse area, which starts today, will showcase the latest property complemented by a lifestyle section.

The Star regional manager operations (north) Chung Chok Yin said visitors could expect more higher end property on display.

“We changed the venue of the fair this year from the Penang International Sports Arena with the aim to attract a different target audience.

“We are having more up market products at prime locations. Considering the pricing of property in Penang now, the deals showcased will be good bargains for potential buyers,” Chung said after visiting the exhibition venue yesterday.

He said the fair aimed to help developers reach out to the more affluent segment of the society.

“We are also targeting the expatriates who are looking for property here,” he added.

The fair will feature more than 70 exhibitors with about 150 booths. The exhibitors include property developers, lifestyle product companies and financial institutions.

Among the developers are Henry Butcher Malaysia (which is also the technical adviser for talks and forums), Ivory Properties Group, SP Setia, IJM Land Bhd, Belleview Group, Mah Sing Group, PJ Development Group and Ideal Properties.

For the lifestyle section, exhibitors include Syn Hoo Lim, Matrix Kitchen, Jia Yee, Pensonic, Solar Tech, Door Decor, B.L.Furnishing Sdn Bhd, Groupe SEB and Home Focus Sdn Bhd.

There will also be an auction for the painting ‘Nostalgic Phenomena’ by artist Koay Soo Kau.

The auction will take place throughout the fair and the reserved price is RM10,000. The proceed will go to the Penang Hospice.

There will also be 25 other paintings on sale from which 30% of the proceeds will be channelled to Penang Hospice.

Visitors to the fair stand a chance to win fabulous prizes from the Surf, Click & Win and Lucky Catch contests.

Organised by Star Publication in collaboration with Henry Butcher and supported by The Expat Group, the Star Property Fair 2009 is open from 10am to 10pm daily over the three days.
