#Public Transport Challenge: Spend R10 billion

You have recently been appointed as the Head of Transport in your city and you have been provided with a budget of R10 billion to spend over the period July 2010 - July 2014, on transport infrastructure for your city, in particular public transport.

How would you split these funds between various projects, which would be a priority?

- Are these projects achievable within 4 years given escalations?
- Do these projects make sense in terms of the layout, urban structure, long term vision for the city?
- Will your budget include the purchase of trains, buses etc. or will you rely on government/PRASA to provide these
- Will you open the door for new transport operators?
- How will you use the funds to address issues with existing transport modes?
- Will you enter into any agreements with international operators or consortia?

eeeish first I buy a G5 jet cos I need to do tours to see what other cities are doing, I fly to Kinshasa, Lagos and Cairo and pick up tips on how public transport should work. I then tell my lazy brother to form a company and make me a shareholder along with my wife, her sister, my dog and my old mate from MK who got me this job in the first place.
next we decide how much to pay ourselves, fast foward 18 months and now we are ready to appoint said company to advise us on how to spend this money in the most uneconomical and inefficant ways possible including buying these amazing busses we saw in Lagos that come from Mongolia and are capable of getting 500 people in them, if this is applied to Durban then we only need 20 busses and we can keep the rest.

Sound familier?
