IL&FS Maritime Infrastructure, Grup Maritime TCI of Spain, Simplex Infrastructure, consortium between Adani Port and Mundra Port & SEZ, Essar Ports & Terminals along with Vadinar Oil Terminal are left in the fray to bag the Rs 276 crore contract to build a greenfield container terminal at New Mangalore Port on the west coast.

The New Mangalore Port Trust (NMPT), the only major port in Karnataka, has asked these consortiums to submit their price bids on April 9, 2010 for the proposed dedicated container terminal, which will have an annual capacity of 374,406 TEUs (Twenty-foot equivalent units), on build-operate-transfer (BOT) basis. The selected consortium will have 18 months time to construct the greenfield container terminal, official sources said.

“We have issued request for proposal to these five firms and they have been asked to submit price bids on April 9. Those who offer highest revenue sharing with the NMPT will be selected. But, we will not open the price bids until we get the clearance from the Ministry of Shipping, Road Transport and Highways (MSRTH). The approval is expected within a month,” NMPT sources told Business Standard.

According to the guidelines of the Tariff Authority for Major Ports (TAMP) the scope of work for development of the proposed container terminal includes design, engineering, finance, construction, operation & maintenance and marketing and provision of project facilities and services by the selected operator.

The port will, however, be responsible for maintenance dredging of basin and channel every year to maintain the required depth, providing navigational aids, tugs and floating crafts.

The container terminal is designed to have quay length of 300 meters and width of 25 meters with a 14-metre draft. It will be developed to handle Panamax container ships capable of carrying over 2,500 TEUs.

During the year 2009-10, NMPT has handled 31,456 TEUs of container cargo, registering a growth of 10.1 per cent over the previous year. It handled six mainline container vessels from East Africa during the year. However, the growth rate of container cargo was much higher during 2008-09 when it grew by 33 per cent to 28,555 TEUs.

“The advantage of handling mainline vessel is that it comes in directly without going through trans-shipment port at Colombo and thereby reduces turnaround time by 13 days and works out lower tariff for the trade,” an exporter said.

Major commodities imported through containers at the port were raw cashew, paraffin wax, wooden logs and salt. Coffee, reefer cargo, fishmeal, fish oil, wax candles, polished granite, pig iron and chemicals were exported during the year.

MANGALORE: Restrictions imposed on movement of iron ore fines along national highway has contributed to a 1.16 million tonnes decline in cargo handled by New Mangalore Port during 2009-10. The port handled 35.52 million tonnes as against 36.69 million tonnes of cargo handled in 2008-09, registering a -3.17 per cent variation over the previous fiscal. The decline in handling of iron ore fines alone is to the tune of 3.15 million tonnes.

P Tamilvanan, chairman, NMPT briefing reporters on the port's performance during 2009-10 here on Wednesday said the port could make up the shortfall to some extent by increased handling in coal, containers and lime stone. The number of vessels handled during 2009-10 increased marginally from 1,184 to 1,186. The container traffic went up by 10.16 per cent with port handling 31.456 TEUs as against 28,555 TEUs in 2008-09.

While the import of cargo was up by 8.04 per cent in 2009-10 with 21.56 million tonnes handled as against 19.96 million tonnes in 2008-09, exports declined by -16.55 per cent to touch 13.96 million tonnes against 16.73 million tonnes in 2008-09. Tamilvanan said he was confident that iron ore traffic would rebound and arrival of 300-odd iron ore fines laden trucks from Chitradurga on April 6 was an early indication of this growth.

The port has requested the South Western Railway authorities to give more wagons to the port to facilitate movement of iron ore fines, he said adding that port is also in touch with Hassan Mangalore Rail Development Company Ltd to ensure continuous movement of iron ore traffic through the port. "We are in close touch with iron ore exporters and have assured to create necessary infrastructure needed by them to export iron ore," he noted.

Referring to development projects, Tamilvanan said the process of setting up iron ore handling facilities at the deep draught multi-purpose berth on BOT basis at a cost of Rs 296 crores has been set in motion. The new facility should be ready in two years, he said adding that the process of developing the container terminal on a BOT basis at a cost of Rs 276 crore too has been initiated and government approval is expected shortly.

The process of mechanising the coal handling facility is in the final stages of completion, he said adding that it should be operational by September 2010. Tamilvanan allayed fears that mechanisation would lead to joblessness as the port has been successful in attracting diversified cargo, which requires manual labour as well. The strength of CISF personnel manning the port's security will be enhanced from 219 to 280 shortly, he added.

MANGALORE: The New Mangalore Port recently achieved a milestone by handling of 10,000 metric tonnes steel coil, imported from China by M.V. Almeda.

A press release from the New Mangalore Port Trust (NMPT) said here that this marked another diversification of the cargo handling operations. The ship used the newly created deep draft berth of the port on April 14.

The entire consignment of 340 coils unloaded at the port using harbour mobile cranes and the vessel sailed out on April 16. These consignments were imported for the new Mandya-based plant of Welspun, manufacturers of steel pipes. The handling agents here had said that future consignments for the Mandya plant would be routed through NMPT, considering the logistics and other infrastructure advantages here, the press release said.

It quoted NMPT Chairman P. Tamilvanan as saying that the port was fully equipped to handle any type of cargo. The diversification of cargo handling would generate more employment opportunities, he is quoted as saying.

The New Mangalore Port Trust (NMPT) is all set to strengthen the capacity of its crude/POL (petroleum, oil and lubricant) product handling facility, as the port has got approval from the Union Shipping Ministry for the construction of another POL berth at an estimated cost of Rs 79 crore.

The berth no. 13, which will be the new addition to the existing four berths for handling such cargoes, will have a handling capacity of 7.8 million tonnes per annum (mtpa).

Mr P. Tamilvanan, Chairman of NMPT, told Business Line that that the approval has been received from the Union Shipping Ministry, with concurrence from the Union Finance Ministry, to take up the project from the internal resources of the port.

Tenders invitation soon

Mr S.V. Madabhavi, Deputy Chief Engineer of NMPT, who is the nodal officer for the implementation of this project, said that tenders will be invited shortly, probably by the first week of May, for the construction of the berth.

The capacity of the berth will be 7.8 mtpa, and it will be completed in two years.

He hoped that the berth should be ready by June 2012. The berth will have a draught of 15.1 metres and a length of 300 metres. Vessels of 85,000 DWT to 1 lakh DWT can call at the berth.

At present, NMPT has four berths for handling liquid cargoes. While berth no. 9 handles LPG, berth nos. 10, 11 and 12 handle crude and POL products.

Recently, the port has allowed the vessels to call at berth no. 12 for handling LPG cargo, Mr Madabhavi said.

It may be mentioned here that all the four berths have the total capacity to handle 22 mtpa of cargo.

With proposed construction of another POL berth at New Mangalore Port, the capacity would be increased to 30 mtpa.

Edible oil traffic at NMPT triples in 5 years

MANGALORE: M T Colorado Star, a new tanker was on her maiden voyage to NMPT carrying 12,000 MT of crude palm oil from Malaysia. The consignee of cargo is M/s Mangalore Liquid Impex. The tanker built at South Korean Shipyard was delivered to owners in April 2010. Unique feature of this tanker is that it has fully automatic-bridge controlled and is equipped with modern state of art equipments and electronic devices.

The special feature is its engine STX MAN-B&W 6S35MC with an output of 6060 BHP, 173 RPM and speed of 13.5 knots. The size of the engine is slightly bigger than that of a generator of a normal vessel. After discharging the cargo, the vessel sailed out on May 22. P Tamilvanan, chairman, NMPT alongwith S Gopalakrishna, traffic manager and other officers visited the vessel and welcomed the master and the crew to the port.

Tamilvanan stated that the edible oil traffic at NMPT has significantly grown over the past five years. From 2.62 lakh tonnes of edible oil handled during 2004-05, it has grown to 6 lakh tonnes during 2009-10. The agents of the vessel at New Mangalore Port is M/s Seaworld Shipping and Logistics Pvt Ltd. Area manager Vincent Pais welcomed the dignitaries on the vessel and accompanied them around the tanker.

Another significant achievement made by NMPT during the beginning of the current fiscal is the highest growth recorded in container traffic. As on date, port has handled 7,659 TEUs as against 2,180 in the corresponding period of last financial year and thereby recorded 251% growth. Tamilvanan attributed the growth to the infrastructure addition coupled with the pro-active marketing drive.

Officially it is NMPT – New Mangalore Port Trust, but can be called by any name depending on the language.
There was a proposal to change the name of Mangalore city officially to Mangaluru. However the proposal is not implemented probably keeping the local sentiment in mind.
Mangaloreans would prefer it to be changed to Kudla.
I feel the name of Mangalore should not be changed and if at all changed it should be changed to Kudla.

Mixed bag for New Mangalore Port

Container, rail-bound traffic drive growth; iron ore slows momentum..

For the New Mangalore Port Trust (NMPT), 2009-10 was a remarkable year in terms of handling container and railway-bound traffic . At the same time, its handling of iron-ore fines was not so encouraging .

Containers crossed the 30,000 TEUs (twenty-foot equivalent units) mark and railway-bound cargo touched 6.7-million-tonne (mt) during 2009-10.

IRON ORE

It is true that NMPT was one of the beneficiaries of the iron ore boom in the international market, as the figures handled by it during the years indicate.

The port, which was riding over the iron-ore boom in the past few years, saw the least handling of iron-ore fines in the post-boom period. Since 2004-05, when the boom period began for iron-ore cargo in the international market, the port had always crossed the 5.3-mt mark. However, it came down to 5.20 mt (8.12 mt) in 2009-10.

The growth in the handling of iron-ore fines started in 2004-05 with 5.57 mt. That was at a time when there was no rail link between the hinterland and the port. Iron ore exporters made best use of the available road infrastructure to transport the cargo to the port.

But the unabated movement of cargo through the road network resulted in the damage of major roads leading to the port town, resulting in protests from people of the region. There was a time when New Mangalore was receiving around 2,000 iron-ore-laden trucks a day. Following this, the district administration banned the movement of overloaded trucks during the monsoon months. For almost eight months during the post-ban period, there was no movement of trucks with iron ore through the road network.

With this, the share of iron-ore fines cargo to the total cargo handling, which was at 23 per cent during 2008-09, came down to 15 per cent during 2009-10.

CONTAINERS

Container cargo has been emerging as a major business for the port in the past few years with cashew, coffee and reefer contributing a big share.

Though container handling is yet to reach the half-a-million mark in terms of tonnage, it has shown good growth during the fiscal, witnessing 17.54 per cent growth in terms of tonnage and 10.16 per cent in terms of TEUs (twenty-foot equivalent units).

In fact, import of raw cashew crossed the 1 lakh tonnes (lt) during the year. The port handled raw cashew cargo of 1.29 lt (95,087 tonnes).

The coffee industry in the State was able to export 71,075 tonnes from New Mangalore Port against 58,253 tonnes in 2008-09.

RAILWAY TRAFFIC

The railway-bound cargo handling at the port witnessed a growth of 13.33 per cent during the year. The railway-bound cargo was almost nil till 2004-05. On May 5, 2006, the Hassan-Mangalore railway line was commissioned for freight traffic, opening a new channel for traffic development at the port.

The development of infrastructure at the railway marshalling yard in the port and the presence of an ICD (inland container depot) at Hassan helped the port increase the growth prospects in railway-bound cargo.

The port, which handled 1.52 mt of railway-bound cargo in 2005-06, handled 6.73 mt in 2009-10.

The port handled a record 1.63 mt (1.56 mt) of LPG cargo. According to Mr P. Tamilvanan, NMPT Chairman, the the port handled highest quantity of LPG among the major ports in the country.

The outlook for cargo handling seems encouraging as one of the major development projects at the port is likely to be commissioned during the current fiscal. The coal berth being built at the port for handling the cargo of Udupi Power Corporation Ltd is likely to add three mt capacity to the total handling.

The Chairman of NMPT is also hopeful of recording good growth in iron-ore handling during the current fiscal.

The port is gearing up to keep the momentum of container cargo handling at the port during the current year also. Considering the need for better infrastructure for container handling, the NMPT is planning to build a container terminal on BOT basis at the port.

Humangous:The first batch of over-dimensional cargo for the phase-3 expansion project of Mangalore Refinery and Petrochemicals being handled at the New Mangalore port.

The first batch of over-dimensional cargo (ODC) for the third phase expansion project of Mangalore Refinery and Petrochemicals Ltd (MRPL) was unloaded from the vessel m.v. Fair Player at the New Mangalore port on July 20.

The six giant machineries in the first batch – weighing around 900 tonnes – were manufactured at the Hazira plant of L&T.

A press release by Mr S. Gopalakrishna, Traffic Manager of the New Mangalore Port Trust (NMPT), said here on Thursday that the unloading operation was completed within four-and-half hours.

These machineries will be transported from the port to the MRPL site by using 48-axel trailers. Sri Ganesh Shipping Agency assisted in the local handling operation.

The release said that GAC Shipping Pvt Ltd is the agent of the vessel. With many projects coming up in the vicinity of the port, NMPT is all set to handle diversified cargoes, it said, adding that large volumes of project cargoes started moving through the port for mega projects such as the third phase expansion of MRPL, and for other projects of Suzlon, Udupi Power Corporation Ltd, Bharati Shipyard and Tebma Shipyard.

Quoting Mr P. Tamilvanan, Chairman, NMPT, the release said that the infrastructure additions made at the port in the past few years have helped the port to handle any type of cargo.

He hoped that more diversified cargoes would come to the port due to its location and facilities available.

The New Mangalore Port has witnessed a record in handling 642 TEUs of container traffic on Friday from the vessel M V Tiger Power.

This is the highest number of TEUs handled in a day of three shifts from a vessel at the Port so far. According to a press release, the vessel under the agency of M/s Bengal Tiger lines (BTL) called at the Port on Friday and started operation inspite of the heavy monsoon and handled 394 TEUs of import containers and 248 TEUs of export containers. M/s HML Agencies Pvt Ltd are the stevedores and C&F agents.

NMPT Chairman Tamilvanan has stated that the container traffic at the port is steadily increasing owing to the excellent infrastructure created at the port.

He said the port could achieve 14,276 TEUs of container traffic during the current financial year which was 40 per cent more than last year, the release added.

MANGALORE: Cargo handling capacity of New Mangalore Port will go up by 12.5 million metric tonnes in the next three years, chairman, New Mangalore Port Trust P Tamilvanan said here on Sunday. This would be in addition to present cargo handling capacity of 44 mmt achieved by the port, Tamilvanan said, adding that the same has achieved due to contribution of officers, workers, and cooperation from trade union leaders.

Addressing the gathering at the 64th Independence Day celebrated at New Mangalore Port Trust at Panambur near here on Sunday, Tamilvanan explained the progress achieved in various developmental activities taking place in the Port. The progress achieved by the port will go a long way in benefiting the local community for the port also works towards meeting the aspirations of the local community through its contribution, he noted.

Later, he distributed cash awards to children of NMPT employees and RCHW workers, NMPT English/Kannada medium schools and Kendriya Vidyalaya Number 1, Panambur for secured highest marks in SSLC and PUC examinations in April 2010. During the occasion, uniforms were distributed to students of NMPT English/Kannada Medium School and all students of DK ZP Higher Primary School, Panambur.

State gets maritime board

MRPL is proposing to set up a Single Point Mooring (SPM) facility in the sea off Mangalore Port with an objective to receive crude oil in Very Large Crude Carrier (VLCC) tankers.

Implementation of the project will considerably reduce the crude transportation cost and improve the profitability, offer flexibility to receive West African and Venezuelan crudes that can be economically processed. The estimated cost of the project is Rs 1,044 crore and the project is likely to completed by May 2012.

The shipping ministry is considering corporatization of New Mangalore Port Trust

MANGALORE: As part of its business promotion drive, New Mangalore Port Trust and Mysore Chamber of Commerce and Industries arranged a trade meet at Mysore recently, to apprise the latest developments and infrastructure addition in the port to the importers/exporters of the state, especially from the Mysore region.

The exporters/ importers of commodities like coffee, textiles, garments and gherkins and also senior officials from Railways, and container main line operators attended the meet.

H D Raghavendra, president, Mysore Chamber of Commerce and Industry, requested the importers/exporters to utilize the services of NMP. T.S.N. Murthy, Deputy Chairman, NMPT briefed the gathering about the prevailing Industrial scenario of the State especially Mysore and its connectivity to NMP for the development of EXIM trade.

P. Tamilvanan, Chairman, NMPT while briefing the infrastructure addition and the ongoing developmental works at the Port, requested the trade to make use of New Mangalore Port for moving their cargo and avail its advantageous position.

NEW DELHI Oct 26 (Reuters) - India's Mangalore Refinery and Petrochemicals Ltd (MRPL.BO: Quote) plans to set up a Single Point Mooring at new Mangalore port by May 2012 to receive oil in very large crude carriers, its managing director U.K. Basu said on Tuesday.

MRPL currently buys crude in Aframax vessels that can bring about 600,000-650,000 barrels of crude, buying crude in VLCC's will substantially reduce freight charges for MRPL.

He said the project is estimated to cost 10.44 billion rupees ($235.4 million).

MRPL operates a 236,400 barrels per day refinery at Mangalore in the southern Indian state of Karnataka. The company plans to raise capacity of the refinery to 300,000 bpd by October 2011.

Basu said the company has no plans to shut down any units in the refinery for maintenance purposes during the rest of the fiscal year.

MANGALORE: A record quantity of coal – 40,701 tonnes – was handled at the New Mangalore Airport on November 4. This is the highest quantity of coal handled on a single day. The previous record was 30,271 tonnes handled on January 16 this year.

New Mangalore Port Trust (NMPT) traffic manager S. Gopalakrishna said in a press release that m.v. Ribbon, a gearless vessel carrying 69,891 tonnes of coal arrived here on November 2, according to a release.
