The program to clean Pasig River must continue and the Noynoy administration must intensify the clean up.

He is fortunate to have his main supporter, ABS CBN assisting him with its money and clout.

he is fortunate that he will be inheriting a stronger republic a cleaner pasig....and a better economy......sana mapalakas pa nya...malinis pa nya at mapagaling pa nya....amen?

pero honestly, madumi ngayon ang Pasig. napadaan ako sa Feati area kaninang umaga, andami na namang naglutangan na basura sa ilog.

Punishment for polluters: clean ‘esteros’ for a week

MANILA, Philippines — If you contribute to air and water pollution, you should be able to contribute to the solution.

Newly installed Department of Environment and Natural Resources Sec. Ramon Paje said he would bat for punishment for those caught polluting the air and waterways in Metro Manila and other urban areas.

His proposed punishment: make the polluters clean up the dirty "esteros" (small waterways) of their cities for a week.

“If I catch you polluting, you have to clean it up. If you contribute to the problem, you should contribute to the solution,” Paje told reporters.

According to Paje, he asked his legal department to study the possibility of subjecting those apprehended for smoke-belching and polluting waterways to a form of “community service” cleaning up the esteros for one week. This is separate from the fines under current laws.

To catch polluters, Paje said he would use the closed-circuit television cameras installed by the Metro Manila Development Authority and the Philippine National Police. The MMDA will then be tasked to go after the polluters. The DENR, Paje said, would also field personnel for this purpose.

For polluters who are rich, Paje said they can instead hire people from a list of jobless persons provided by the Department of Social Work and Development to clean the waterways for two months.

“Billions are spent on the cleanup. If you pollute, would it be bad if I compel you to clean up your mess? We want to connect the violators to the cleaning up of the esteros. If we maintain a separation between the two, it will be a never-ending process of polluting by citizens and government cleaning up after them,” Paje said.

As for informal settlers along the esteros, Paje said he would push for a community-based clean up system where barangay officials will educate residents in their areas on the proper disposal of their waste. He said it was beyond his office to order any clearing of the informal settlers.

He also said government does not have all the solutions to all the environmental problems of the country. “We have a big mandate. But we have big problems. We should all help. The protection of the environment is not a monopoly of the DENR. It is the responsibility of every citizen of this country,” Paje told reporters.

Clean air and water were just two of Paje’s programs he outlined as soon as he took over the DENR in turnover ceremonies at the department’s main office in Quezon City.

For his first 100 days, Paje said he would make sure every hectare in the country becomes productive; protect the country’s forests; implement climate change adaptation and mitigation programs; and implement anti-corruption measures in his department.

He also said he would ask help from the local mining industry to implement “sustainable mining” in the country.

He said he would order all DENR offices around the country to install closed circuit television cameras to monitor employees. “If we can’t catch you (corrupt DENR employees), we will deny you your playground.” He also said he has ordered a review on all contracts entered into by the department.

As for illegal logging, Paje said he is giving all DENR regional directors to stop illegal logging in their areas within the next 30 days. On recovered illegally cut logs, Paje said they would no longer be put on the auction block, noting that it was the illegal loggers who ended up bidding for the contraband. Instead, Paje said he is arranging the turnover of the logs to the Department of Education for the construction of desk and chairs for the country’s schools.

Paje said around 120 DENR personnel have died fighting in the fight against illegal logging. He said he has asked the help of the military in the campaign and that Brig. Gen. Danilo Lim has offered to help him in the fielding military personnel to fight illegal loggers.

“To those of you who support us, please don’t stop. To those who don’t, please stop your illegal activities. Don’t force me to unfriend you,” said Paje, referring to an action in the popular social networking site Facebook when users can take out people from their list of friends.

Paje also thanked the DENR employees for their support. He elicited wild applause from the employees when he announced that he would include employee benefits in the department’s budget instead of relying on the agency’s savings for the benefits.

Paje rose from the ranks of the DENR. Prior to his new post, he was Undersecretary for Field Operations. He was also former Presidential Assistant on Mining and Executive Director of the Minerals Development Council.

He earned a B.S. Forestry degree from the University of the Philippines Los Baños; an MA degree in Urban and Regional Planning from UP Diliman; a Certificate on Human Resources from the Australian National University; a Certificate on Environmental Economics and Policy Analysis from Harvard University; and a Doctorate in Public Administration from UP Diliman.

Big words and sentences but absolutely toothless which means it will be ABS-CBN again providing the impetus and not government:

What an idiotic sentence...clearly the polluters of hard rubbish and human excrement are these people precisely living on the esteros..so whats the point of making them do community service as punishment if they are allowed to continue living on the esteros. Barangay officials??? These people do not need education. They pollute because its the nearest place to throw their rubbish...out the door...Paje is pretending they have options where to throw their human and solid rubbish.

Well, he can try what Puerto Princesa is implementing. Under the city-government's rule even the political big names like Biazon and Maceda had been fined for throwing cigarette butts on the streets.

I've been lurking here for more than 2 years. What I noticed is that there are varying opinions on how to clean up this river. On every page, I see the same rants, complaints, and suggestions. I feel sad that even those of us who have genuine concern can't agree on things. I kept reading the same thing over and over again. Let's do this and that, why can't we do this, it's polluted because of this and that, and what not.

I believe that there is always a scientific approach in solving a problem. And I think the Pasig River Rehabilitation Commission together with Kapit Bisig Para Sa Ilog Pasig have done extensive research on how to reverse the tragic decline of the river. We just have to check their website to keep track on what they are doing and have done so far. And I think they're doing fine. I agree with sloanesquare's opinion on the stupid secretary who seems clueless about environmental management. What is the purpose of having studies if those in power and position can't implement them? It's a waste of taxpayers' money.
