Cities without Slums programme [2004-2010] / Programme Ville Sans Bindonville (VSB)
New York, June 16 - Morocco sets a "good example" for the countries that aim to eradicate slums by 2010, said the UN Human Settlements Program (UN-Habitat).
The 2006-2007 report of the international body, released on Friday in New York, wrote: "“Morocco offers a good example as a country which, through its ambitious Cities Without Slums program, eyes the eradication of slums by the year 2010." It also hailed Morocco as one of the rare countries where top officials voice firm political commitment to buckle down on unhealthy housing. This kind of political resolve, it said, is a "major strength" for changing life conditions of millions of humans in developing countries. In recent years, Morocco has launched an aggressive program to totally eradicate slums by the end of the decade. In the period 2003-2003, over 500 projects were launched to build 440,000 housing units. In 2005 alone 100,000 low-cost housing units were built. Housing Minister, Taoufik Hjira had said early this year, Morocco will “take up the challenge and fill in the gap in urban and rural housing by building 150,000 low-cost housing units per year in the medium-term." He ensured the 100,000 yearly housing units construction pace will be maintained in the three coming years.

Cities without Slums programme [2004-2010]
Morocco has a long history of slums and of slum reduction/ upgrading/ rehabilitation/ eradication that goes back to the beginning of last century. Today the country is still facing a situation where about 7% of its urban population (about 250,000 households) live in slums. Casablanca, the largest city of the country which hosts also the largest slums, has been during last World Habitat Day (4 October 2004) the launch pad of the “2004-2010 Cities without Slums” programme aiming at achieving the target of improving the lives of all slums dwellers by 2010. The programme includes also citywide urban development programmes to offer alternatives to slums.
The programme is based on “City Contracts” which bind the local authorities and their partners in the achievement of citywide programmes by the set date. The principles of the programme are: * an assessment of the existing slums and identification of the slum households, in participation with neighbourhood committees, * the establishment of upgrading and re-housing programmes combining the resources of the community, the local government, the private sector and the state, * the development of new urban areas to cater for future urban growth using affordable standards and norms, |

Lancement de l'opération de recasement des habitants du bidonville Douar Skouila à Casablanca
ns le cadre du programme national de lutte contre l'habitat insalubre ''Ville sans bidonville'', une opération de recasement des ménages résidant au Douar Skouila-Sidi Moumen, à Casablanca, vient d'être lancée, a indiqué jeudi M. Ahmed Brija, président de l'Arrondissement de Sidi Moumen. Dans une déclaration à la MAP, M. Brija a précisé que cette opération, qui profitera à près de 600 familles, s'effectue sur trois étapes : d'abord le déménagement, ensuite la démolition des baraques et enfin la construction dans des terrains cédés à ces ménages qui bénéficieront aussi d'une aide pour bâtir. Les deux premières étapes se sont déroulées dans de bonnes conditions, a-t-il assuré, faisant savoir qu'aussitôt évacués, les ménages ont bénéficié d'une assistance financière pour pouvoir se reloger dans un premier temps avant d'entamer la dernière étape du projet. Le Programme national ''Ville sans bidonville'' a bénéficié d'une enveloppe budgétaire de 5 milliards de dirhams pour la période 2004-2010 pour un coût global de 17 milliards de dirhams. La somme allouée comme participation publique englobe à la fois l'aménagement foncier, les subventions aux ménages, les dotations pour les fonds de garantie et les aides aux associations de micro-crédit.

Convention to rehabilitate popular neighborhood in Casablanca
Casablanca, Dec.12 - King Mohammed VI of Morocco chaired, here Wednesday, the signing ceremony of a convention to rehabilitate the Sidi Moumen popular neighborhood for some USD 323Mn, and inquired about a re-housing project of people living in shantytowns. The agreement, which provides for re-housing some 22,000 Sidi Moumen slum households, is meant to upgrade and develop local collectivities as well as reinforce their resources and equipment to meet the citizens' needs. Under this convention, large-scale structural projects will be set up in the fields of urban development, housing, health, education, youth and sports, vocational training and local collectivities. It also aims at setting up and equipping a Higher Institute for Applied technology (Institut supérieur de technologie appliquée), which will span over an area of 17,822 sq meters, creating sports facilities and a cultural complex, reinforcing the road grid and creating green spaces. The sovereign also inquired about the re-housing projects for the 14,000 households of the shantytowns of Sidi Moumen, Sakouila, Thomas, Rhamna and Zaraba. The King subsequently laid the foundation stone of an administrative complex and kicked off the construction works of the integrated urban center "Assalam". It is good that they are going to remove the Sidi Moumen slums. Because in the world media it goes always about this area. That gives Morocco not a good image...

Social housing program provides 350,000 houses, Minister
Rabat, Dec. 20 - The program of social housing provides today up to 350,000 housing units for about two million inhabitants, Housing Minister, Ahmed Taoufiq Hejira said here on Wednesday. The minister, who was speaking at question time at the House of Representatives, said the program aims to ensure appropriate housing to poor and medium social classes, underlining that diversifying products is necessary to absorb the problem of housing in the country. Sixty cities across Morocco have benefited from the program of social housing, the minister said, adding that the tax cuts decided in 2002 by the government were aimed towards speeding up the production rhythm and providing affordable social housing. The move has apparently allowed a number of medium-salary gainers to buy an apartment, since 70% of buyers receive a monthly salary of about USD 450, he said. Finally, it seems Morocco is really doing something concerning the issue of slums
![]() However, slums is a social, demographic and economic problem which cannot be solved by just constructing social housing. If massive numbers of people in rural area will keep heading towards cities to find a better life, then simply saying something like: "in 2014 (or another year) Morocco will not have slums anymore because we'll have built homes for the people who live in slums NOW", is nonsense. Removing and rehousing the people in the slums in Temara (300 million dollar project )
Témara se débarrasse de ses bidonvilles · Près de 30.000 baraques recensées · 3 milliards de DH pour assainir la situation TÉMARA est certainement la ville qui abrite le plus de bidonvilles. En effet, le ministère de l’Habitat, de l’Urbanisme et de l’Aménagement de l’espace y a recensé plus de 30.000 baraques. Un chiffre énorme pour cette petite localité située à la périphérie de Rabat. Aussi, le programme «Villes sans bidonvilles» est-il d’importance. Taoufiq Hejira, le ministre de tutelle, a fait le point, jeudi 20 février, sur l’avancement du programme dans cette région. L’objectif est de 30.000 familles, soit 150.000 personnes, ce qui représente plus de 40% de la population de la ville. Pour ce faire, 10 projets ont été lancés et 3 autres sont en cours de finalisation dans toutes les communes de la préfecture. En tout, quelque 26.481 lots sont à aménagés. 5.128 unités sont déjà prêtes et seront livrées prochainement aux familles bénéficiaires et 9.548 lots sont en cours d’aménagement. Pour la réalisation de ce programme, les pouvoirs publics ont mobilisé une enveloppe de près de 3 milliards de DH dont 856 millions de DH accordés par le Fonds de solidarité à l’habitat. Cette rencontre a également été marquée par la signature de 5 conventions entre Al Omrane-Rabat et les différentes communes de la ville. Le coût global de ces conventions s’élève à 163 millions de DH dont 47,5 millions supportés par le Fonds de solidarité sociale. A noter qu’une convention a été aussi validée entre Al Omrane Tamesna et la commune rurale de Sidi Yahia Zaër pour l’acquisition d’un terrain de 17 ha. «Mais pour réaliser le reste du programme concernant la population restante, soit 10.000 foyers, on rencontre de grosses difficultés», indique Hejira. Notamment en matière de disponibilité du foncier. «L’Etat est contraint d’acheter au privé au prix du marché», explique le ministre.
