So this year and again 2008 and 2009 are the highlists of the highway construction. in 2009 impressive number of more than 100 km of new opened sections

And, also the expressway between Zilina and Ostrava seem to be more and more realistic. On www.dialnice.info is an article,where Czech Ministry of Transport expressed the will to plan and construct expressway /Jablunkov bypass is already U/C,but I am not sure, whether it´s expressway/

Yes, just for the information to the others - little off topic: Pravda is now owned by British newspaper company.

And I am also curious, what will be the priority besides ongoing construction, whether complete 3x3 additional one lane construction of D1 Praha-Brno, or the new construction of R35 expressway.

I cannot see any connection between new owner of Pravda and highway between Žilina and Ostrava. It is very offtopic.

Pravda newspaper sources have been not very reliable before - because of the past. My purpose was just to underline the reliability of the information you provided a link to. Well, as these information are really off topic, I suggest to turn back to the thread topic - Czech highways.

Everything depends on money so we will see...
Expressway between Žilina and Ostrava is definitly needed. There is already heavy traffic, mainly freight, and after Kia factory in Žilina and Hyundai in Nošovice will be built, then it will even increased.

Now something more current in the west of the country:
The following 23,4km long part of D8 motorway [Prague - Ústí nad Labem - CZ/D border - (Dresden)] from the city of Ústí nad Labem to Czech/German border (Km 69,3 – 92,7) will be opened this year in December. German A17 from CZ/D border via Pirna to Dresden will be opened at the same time.

^ You usually see (4-lane) expressways shown on maps just as ordinary 2-lane roads, but in fact (especially in CZ) they are almost as good as motorways.

Yesterday last 3.5km of total 151 km long D5 motorway (Prague-Pilsen-D/CZ border-Nürnberg) together with german A6 from border to A93 had been opened so since now the czech motorway network is connected with germans one and whole western europe as well.
380m long "Valík" tunnel is included on D5.

Why make things unnecessary complicated by charging more truck toll on friday afternoons?

You have to be mathematical wizard to figure out all the truck tolls in Europe. You have tolls based on emission, weight, distance, axle count, time of the day, categories, etc.

I was a little surprised the Czech truck toll is higher than the German truck toll by the way. In Germany, euro 4 trucks pay around € 0,15 per km, in CZ this is around € 0,20 per km. Nothing beats the Swiss with € 0,70 per km though.

And still more changes to come... Special category/rate for buses, different toll during rush hour on Těšín - Žilina route and other changes planned to come... Especially toll on all primary and some secondary routes are somewhat planned to be introduced, but notihing sure yet...

D1 opening

6.1 kilometers of D1 northeast of Ostrava will open 30 November 2012, together with 10 kilometers of Polish A1. This will be the first international motorway between CZ and PL.

The new section runs from Bohumín to the Polish border. It was already completed, but was awaiting an opening date of the Polish A1.

Can someone tell more specific what will happen with the 2013 RSD reform? Are they nationalizing the highway and motorway directorate?

There is no specific detailed plan available to the public. From the media and here:

Currently leaving transportation minister proposed to the government to change the RSD into a state company (at least at first). To establish a state company only a governmental decision is needed (there is no such decision yet, it is just a proposal to the government atm).

The state company could be established quickly (as opposed to a stock company, perhaps already as of January) and could be in the future transformed into another form i.e. stock company as of 2016. The activities and properties of the RSD would move to the newly established state company in pieces. First the maintenance, employees, incomes and later on the properties.

The properties that the company could get are by some estimated at CZK 500 BLN, that is € 20 BLN.

The main advantages are, that the newly established company could generate debt without affecting the budget. It could easily attain bridge financing for the EU funds in the form of loans or bonds. And it could pay better its experts, leaving the paycheck structure of the state employment, which could bring some outsourced activities back under the roof of RSD.

The project takes the inspiration in Slovakian and Austrian realities.



I see some main dynamics here.

First, it would be beneficial to have a clear structure and entity that could finance its activities via debt outside of the governmental budget. However, the entity would still be quite dependent on the governmental budget. The ability to generate debt against future incomes and assets would be very important for better use of EU funds. Depends on the managing. This could mean boom in the construction using the EU funds in years 2014-2020 if the project would be well managed.

Secondly, there is always a risk in anything in CZ that some private element will generate excessive profits from it. There is a danger that some mismanagement could mean in the long term privatization of e.g. some motorways etc... but this is bit far-fetched.

ATM there seems to be a positive trend as what concerns corruption on the RSD. The tenders seem to be better managed and done with better intentions. The public control increases, but is not still ideal. There are also signals that quality control increases at RSD. It will be very interesting what the transformation would mean for the public tendering processes in the RSD.

When digging at the Řehlovice interchange to be the workers dug out coal layers.

There's been not much survey possible due to the enviromental reasons argues the RSD. The different geological situation will somewhat influence the construction - in site dug materials can't be used for other sections.

On the 31st October, new 6,9km section of R48 expressway in Northern Moravia was opened. It's part from Dobrá to Tašanovice. Remaining part to Czech-Polish borders in legth 5.2km should be opened next year.
