5,000-acre knowledge city to be built in State

Bangalore: Seeking to give a major boost to the information and biotechnology sectors, the State Government has decided to build a 5,000-acre knowledge city between Bangalore and Mysore and also a bio-IT park.

"Mysore city is also fast emerging as an IT hub. It would, therefore, be prudent to set up the knowledge city between Bangalore and Mysore covering over 5,000 acres of land.

The Bangalore Metropolitan Region Development Authority (BMRDA) would soon come out with details of this," he said.

Mr. Kumaraswamy had also said his intention was to use the services of Mr. Narayana Murthy so that his Government could be suitably advised about addressing issues of the IT sector.

'We will take the IT sector in the State to greater heights'

It was reported that you are in the process of identifying IT hubs and corridors. What plans do you have to put things in place?


Bangalore is the largest IT hub and now we would like to concentrate on a hub and spoke model for further IT growth. The BMRDA has plans to come up with five integrated townships around Bangalore. The first such integrated township will be in Bidadi. It is proposed to dedicate this township to the knowledge sector. There are also plans to set up IT Parks in Ramanagaram. Similarly, we would like to see IT growth happening in Hubli-Dharwar and Belgaum regions . Mysore and Mangalore are already on the road to attracting IT investments. In fact, it is noticed that many of the IT projects that are approved in the State Level Clearance Committee are for Mysore.

Mukesh, Anil in race for Bangalore IT project

Ambani brothers, Mukesh and Anil, are the only two Indians of the 24 bidders shortlisted for the Rs 500 billion, 10,000 acre knowledge city being developed specifically to meet the requirements of the IT industry`s growth in Karnataka. The other developers are from across the globe, including players from Dubai, Europe and Asia.

The project is being developed in Bidadi, around 25 km from the city limits of Bangalore. When completed, the township will meet the space requirements of the IT industry in Karnataka for 10 years, growing at 30% a year and will have the capacity to house 750,000 employees.

The project would be an integrated township, which would have office space, residential colonies, hospitals, shopping malls, schools and all the required amenities.

24 corporate entities shortlisted for Knowledge City contract

The Bangalore Metropolitan Regional Development Authority (BMRDA), which is implementing the Rs. 50,000-crore project on public-private participation (PPP) model, had invited global tenders for developing the project, which is said to be one of its kind in the country.

The companies headed by Mr. Mukesh Ambani, Mr. Anil Ambani, seven promoters from Dubai and four from Malaysia are vying for bagging the prestigious contract.

The Knowledge City would exclusively cater to the IT industry for which Bangalore had become the "one-stop destination" for expansion.

Looking beyond Bangalore, Karnataka to develop IT in small towns

"We are working on a hub-and-spoke model to attract investments in the knowledge sector with a two-pronged strategy. By positioning Bangalore as the hub and tier-two cities across the state as spokes, we want to ensure Karnataka remains the favourite IT destination in India," state Information Technology secretary MN Vidyashankar said.

With Bangalore remaining the hot destination for IT investors, especially multinational companies, the government has set aside a massive 10,000 acres of land at Bidadi, about 30 km from the hi-tech city, for a planned Knowledge City with world class facilities.

The land has already been acquired and earmarked for IT and IT-enabled services, including outsourcing and call centers.

In all, 32 infrastructure players, including foreign firms, have bid for the global tender floated by the government. The bids will be opened in the next two months, Vidyashankar said.

And Dale Carnegie, a leading US-based soft skills training institute, has offered to set up the third school at the upcoming Bidadi Knowledge City, Vidyashankar said.

Karnataka to spread wings in IT sector

Meanwhile, the Knowledge City project in Bidadi is on track. BMRDA will soon take a decision on the preferred developer out of 25 companies shortlisted. These include global companies from the US, Singapore, Malaysia, Dubai and a couple of Indian companies including those headed by the two Ambani brothers.

“The land acquisition is under final notification and we will be handing it over to the developer in July this year. We expect the facility to be ready within 18 months. The first phase will see about 2,500 acres being developed,’’ Mr Vidyashankar said.

The Bidadi project is slated to have an investment of Rs 50,000 crore, completely from the private sector. It will have about a dozen SEZs in areas like IT, BPOs, KPOs and semiconductors. The facility will cover about 10,000 acres (to be specific 9,968 acres) translating into a built up space of 435.60 million sq.ft.

According to Mr Vidyashankar, about 10-12 MNCs companies and the Japanese trade body JETRO are interested in setting up campuses in the Knowledge City.

BMRDA defends Bidadi township

The BMRDA has defended the proposed Bidadi township project, also known as Knowledge City, to come up in an area of 9,179 acres across 10 villages. BMRDA commissioner Sudhir Krisha told the high court that the project is in the public’s interest and is meant to ease pressure on Bangalore. Further, land has not been notified for acquisition and hence obtaining environmental clearance at this stage does not arise, he added.

The authority has commenced the process of selecting developers and 24 bids have been short-listed based on their financial and technical capabilities. A pre-bid meeting was held on May 10 and the last date for submitting bids is July 9. The government had already announced compensation and rehabilitation package on June 11, he explained in his statement.

DLF may build Bidadi knowledge city in Karnataka

Realty major DLF is learnt to have bagged the project for developing the 9,178-acre Bidadi Knowledge City in Karnataka. The land acquisition cost will be around Rs 3,600 crore and the total cost of the project, including development and sales, is estimated to be between Rs 50,000 crore and Rs 60,000 crore, said a source close to the development.

The project will be developed by DLF in a 50:50 joint venture with the Dubai-based firm Limitless Holdings, a part of Nakheel and Dubai World group. California-based architecture firm Berkely and design firm Calthorpe Associates have been appointed the master planners for the project.

The project is learnt to have been awarded to DLF following a global tender issued by the Bangalore Metropolitan Regional Development Authority (BMRDA). In all, 32 consortiums, formed by over 100 companies, had filed for the request for qualification (RFQ).

The project will be developed at about 30 km away from Bangalore and 15-km from Mysore. “It is aimed at supplementing the urban infrastructure of the area, and will be a world-class destination for professionals to live and work in,” sources said.

Located on the Bangalore-Mysore railway line and 30 km from the Bangalore airport, the township will have strategic connectivity advantage of being on the southern freight corridor.

The township is also likely to have a dedicated metro rail connection to Bangalore city. In order to boost existing connectivity, BMRDA is also working on a series of ring roads.

The country’s largest real estate company DLF has bagged the project for developing Bidadi Knowledge City of Bangalore, spread over 9,178 acres, which will be three times the size of DLF City in Gurgaon.

The Karnataka government has awarded the land it owns while the remaining area would be acquired from private parties with the help of the state, the sources said.

Limitless-DLF JV wins Dh44b Indian project

Limitless, a Dubai World company, and its Indian partner have won a Dh44 billion project in Bangalore to build what is billed as India's biggest new urban community.

Yesterday, the Karnataka government awarded the 9,187-acre Bidadi Knowledge City – which will be positioned as New Bangalore— to DLF Ltd, the joint venture partner of Limitless in India.

The project was awarded following a global tender issued by the Bangalore Metropolitan Regional Development Authority (BMRDA). In all, 32 consortia, formed by over 100 companies, had filed for the request for qualification, sources close to the project told Khaleej Times.

Saeed Ahmed Saeed, CEO of Limitless, pointed out that India is currently experiencing the biggest urban migration it has ever seen. "As a result, there is a massive opportunity for us to demonstrate our core strengths of master planning, innovative developments and execution of large-scale projects. We are delighted to have been chosen to create Bidadi Township, and to be playing such a key role in India's urban future."

Work on Bidadi Township is expected to begin in the first half of 2008

The city will also have a dedicated Metro Rail connectivity to Bangalore. DLF, however, is also planning to develop airports and metro stations within the township.

Deal on setting up Knowledge city under finalisation.

Karnataka government is in the process of finalising with real estate developer DLF, a deal to set up India's largest technology park in the state, its IT Secretary M N Vidyashankar said today.

He also said the government was setting up India's first nanotechnology centre, being mentored by renowned scientist C N R Rao. An investment of Rs 500 crore is being envisaged in setting up of the centre.

Karnataka to hand over land to DLF soon

Karnataka, which recently awarded the Bidadi Knowledge City project on Bangalore's outskirts to realty firm DLF, will transfer the land in a couple of months.

A top official of the Karnataka government said on Thursday that the process of acquiring the land for the project is nearing completion. The project requires 9,187 acres of land. A major portion of this is already in the possession of the state government while the remaining share is being acquired.

"We expect certain formalities to be completed in the coming days. The land will be handed over to DLF in two months. We expect the project to attract investments in IT/ITeS industries in a large way," M N Vidyashankar, Karnataka's IT/BT/S&T Secretary, said.

Addressing the inaugural session of the 'Embedded Systems Conference India 2007', Vidyashankar pointed out that the government has proposed to set up 14 SEZs within the Knowledge City. "The SEZs will be sector specific. There will be SEZs for IT/ITeS, semiconductors, embedded systems, chip design houses and various industry bodies," he added.

In an effort to link the Knowledge City with the upcoming Bangalore International Airport, the state government has proposed to construct a six-lane 36 kilometre long expressway. "The government is in the process of issuing tenders to develop this expressway. We expect it to be ready within 18 months from the date of commencement," Vidyashankar added.

Bidadi all set for a boom

Swanky high-rises, roads of international standards, sprawling residential enclaves, shopping arcades, club houses, golf course, lush green lung spaces, clean water bodies ... this might turn out to be one of the largest integrated townships proposed in Karnataka.

According to the detailed project plan submitted by the developer, the core area will have massive glass facade office, high-rises with scenic Byramangala reservoir in the background. After the core area follows commercial development, then residential and finally village centres. KIADB, which will acquire the land, will get Rs 57 lakh as development charge per acre. A 60:40 ratio sharing is worked out as compensation to land losers. For every acre acquired, the landowner stands to gain 8,300 sqft of developed land inside the township.

DLF seeks approval for $150 million FDI

Country's largest realty firm DLF, which has tied up with Dubai-based developer Limitless for developing Rs 60,000-crore township in Bangalore, has sought Government approval for bringing in foreign direct investments worth $150 million.

Official sources said the Foreign Investment Promotion Board (FIPB) tomorrow would take the issue, adding it is likely to get approval.

However, the foreign investment proposal would be given the final clearance by the Finance Minister, Mr P Chidambaram, after the Board's recommendation.

Limitless, a part of Dubai World Company will initially bring $150 million as equity to part finance the project, market sources said.

The ice rink, a horror castle, guiness book and miniature land are the ones still under construction along with the overall landscaping. The attractions open are dino park, fossil museum, funplex, cartoon city, mirrormaze, mini golf, ripleys and the wax museum. I think the water park is also done tho it looked closed to me.. oh there is a go kart track also. The 4D theater inside funplex is really good though I like the singapore one better. you have a full days worth of entertainment there and pretty cheap too compared to wonderlaa across the road which costs a fortune.

You know...I didnt choose *proposed* for the title...either the admin/mod added it...

This one was not only approved more than an year ago, both the financial bids and the consortia were selected by october 2007...

The *proposal* that you read about in May 2008 is not for the PROJECT itself but to part FINANCE the project...As far as im concerned this project is almost under construction.

Note that these are just concept drawings, showing the general idea and layout of the project, and not actual designs. Both DLF and Nakheel/Limitless have used international archtiects for their megaprojects in the past. I'd expect the architecture to be top-notch for such a huge project.

Good to see that the planners have retained the Byramangala and other lakes in the design. The NICE corporate township is just North of the BMRDA-DLF Knowledge City. And just across the lake is the Innovative Film City and Eagleton Golf Village...not to forget the factories of Toyota, Coca-cola and Ingersoll Rand. If properly planned, Bidadi-Ramanagaram area can be developed into a metropolitan city.

Approval For Masterplan Delayed For Over 2 Years; Investments Hit

Bangalore: Bidadi is just 35 km from the state capital and has the potential to attract major investments due to availability of land and proximity to Bangalore. Sadly, investors are shying away from putting their money here.
The main reason is none other than the government itself which is dillydallying over the release of the interim masterplan for the area, which has resulted in locking up of land and development.
The Bangalore Metropolitan Region Development Authority (BMRDA) which initiated the preparation of this masterplan for Magadi, Nelamangala, Kanakapura,Hoskote,Anekal and Ramanagaram - Channapatna - Bidadi,banned land conversion and layout development on July 14,2006,in about 4,000 sq km of area in its jurisdiction. The authorities had promised that maps would be prepared within five months after which the land conversion ban would be lifted.
True to its word, BMRDA completed the project on time but the government dithered for four months and approved the plans, except that of Bidadi, in April 2007.
For over two years, Bidadi’s 1,14,237 acres of land covering 109 villages have been locked and with a ban on land conversion, development activities have come to a standstill.
On the private investors front, nearly 2,000 acres picked up by the developers at Rs 1,800 crore have been sealed. The lands were either purchased or joint development agreements were entered into by developers and farmers to put up 30 residential complexes, which are now in a limbo.
“When the ban was announced, we were in the process of finalising the purchases and were caught totally off-guard. For two years, our huge investments are stuck — neither can we come out of the project nor pursue it further. The government is deliberately delaying the masterplan not to allow parallel development in the light of the township coming up,’’ said secretary of Karnataka Township Developers Association Roy C J.
While officially, the government is putting off the approval by citing some technical hitch, it appears the motive is not to allow any other competition in the light of the township being planned.
The government will not proceed with the approvals unless the final nod is given to a housing major for the ambitious Bidadi township project. Though the last cabinet meeting of the H D Kumaraswamy government had finalised the firm, subsequently, during Governor’s rule, the clearance was kept in abeyance for a review by the next elected government.
“A decision on the project will be taken shortly and in all possibility, the same firm will get the nod to develop the township. Until the issue is settled, the Bidadi masterplan will not be released,’’ sources in the secretariat told The Times of India.
The government is holding on to the issue citing a technical hitch — that the Bidadi masterplan was prepared under the BMRDA Act and not the Karnataka Town and Country Planning Act (KTCP) under which other masterplans were prepared.
“The BMRDA plan had earmarked space for the township as well as other areas. It is being reworked and in all possibility, apart from the area earmarked for township, the rest will be brought under agriculture zone to curtail development,’’ sources added.
THE TOWNSHIP
To decongest Bangalore, the BMRDA planned to develop townships at Bidadi, Solur, Ramanagaram, Sathnur, Nandagudi Bidadi township to be taken on a pilot basis. Spread over 9,000 acres, it was to be developed at a cost of Rs 50,000 crore Township to have work-live-play concept Developer finalized, but the government is doing a review; government order may be issued any time now

I think it is hilarious that the government is preventing other developers from building anything NEAR this township but more importantly it shows that the government is very serious about this project.I have absolutely no doubt that the new government will do the needful very soon(<2 weeks)

I guess this explains why DLF doesnt mention this project on their website at all.Ive sent them a bunch of emails under a bunch of different names requesting information about the project but i never get a reply

Discrepancy Over Farmers’ Compensation For Bidadi Project

Bangalore: Is the JD(S) misleading the public through its ads against Nandi Infrastructure Corridor Enterprises (NICE) on the compensation package payable to farmers in the Bidadi Integrated Township Project (BITP)?
The ad claims the Kumaraswamy government assured farmers of compensation of Rs 70 lakh per acre, while NICE, which is promoting the Bangalore-Mysore Infrastructure Corridor (BMIC) project, is paying only Rs 3-5 lakh per acre.
But the Government Order (GO) issued in June 2007 by the urban development department during the Kumaraswamy government suggests a farmer losing land for BITP will not get more than Rs 25 lakh per acre.
“With the BMIC case nearing a final hearing in the Supreme Court on August 17, the JD(S) seems to be taking the emotional route by a negative campaign through ads against our company,’’ a NICE representative said.
The ad says the Bidadi township project will be implemented by private developers and, as per the formula worked out, a farmer will get Rs 70 lakh per acre or a part of the developed land as compensation.
The GO stipulating cash compensation to farmers losing agricultural land for BITP states:
Khushki (dry) land close to regional highways will get Rs 22 lakh; Khushki close to grama thana roads will be paid Rs 21 lakh; the same land close to village roads and if located in interior part of the village gets Rs 20 lakh per acre.
Tari (uncultivated, but fit for cultivation) land close to highways gets Rs 23 lakh; land close to grama thana gets Rs 22 lakh; close to village road and land in the interior part gets Rs 21 lakh per acre.
Bagayath (irrigated) land: One acre close to the highway will fetch a farmer Rs 25 lakh; close to grama thana will get Rs 23 lakh and land close to village and in the interior will fetch Rs 22 lakh per acre.
When contacted by STOI, JD(S) general secretary and MLC Y S V Datta said: “The difference is due to government acquisition and consent acquisition. If government itself acquires the land, a farmer will get the amount mentioned in the GO. In case of consent acquisition, farmer can demand and get nearly Rs 70 lakh from the developer.’’
But the ad does not mention the difference. NICE maintains that the cash compensation package for implementation of BMIC is yet to be worked out, pending issuance of final notification. “The company is offering 60 ft x 40 ft site for a farmer losing 10 acres of land. And we are ready to give enough and more cash compensation than declared by the government,’’ a NICE representative said.
More than 9,000 acres of land in 10 villages will be acquired for the integrated township in Bidadi near Ramanagaram. When the government approved the proposal, Bidadi hobli was part of Ramanagaram constituency from where Kumaraswamy won and became CM.
